POINTS OF EMPHASIS
Points of Emphasis ACKNOWLEDGING AND GRANTING TIME-OUTS To Rule Accurately When Granting A Time-Out Request During A Live Ball, The Official Must Know Which Team Is In Control Of The Ball And Whether That Team Also Has Player Control At The Time Of The Request. Either Team May Be Granted A Time-Out During A Dead Ball. Player Control Is Required During A Live Ball, When Either A Player Or The Head Coach May Request A Time-Out. The Committee Wanted To Maintain The Current Rules Pertaining To Time-Outs. Consideration Has Been Given Regarding Continuing The Opportunity For A Head Coach To Request A Time-Out.
Points of Emphasis ACKNOWLEDGING AND GRANTING TIME-OUTS When The Ball Is Dead, The Crew Must Maintain Its Coverage Areas On The Court, But Also Be Aware Of The Opportunity For A Head Coach To Request A Time-Out. This Request Can Be Oral Or Visual, But Must Be Verified By The Ruling Official. If The Request Meets Criteria, A Time-Out Should Be Granted.
Points of Emphasis GRANTING TIME-OUTS In PlayPic A The Official Incorrectly Grants A Time-Out Without Player Control. When A Secondary Official Sees Or Hears A Request For A Time-Out, That Official Needs To Know The Ball Status Prior To Granting A Time-Out. In PlayPic B The Official Correctly Does Not Grant A Time-Out With Player Control Status Unknown. In PlayPic C The Officials Ensure Player Control Prior To Granting The Time-Out Request. A B C
Points of Emphasis TECHNICAL FOULS RULE 10 This Area Of The Rules Book Has Been Restructured To Better Define The Different Types Of Technical Fouls. Administrative Technical Fouls Include Roster Changes In The Scorebook More Than Five (5) Players On The Court Violation After A Team Warning For Delay Penalty: Two Free Throws, Counts As Team Fouls, Throw- In At Division Line The Head Coach Does Not Lose The Coaching Box Privilege.
Points of Emphasis ADMINISTRATIVE AND TEAM TECHNICAL FOULS Administrative Technical Fouls Are Team Fouls Resulting In The Administration Of Two Free Throws And The Ball At The Division Line For A Throw-In. The Head Coach Does Not Lose The Coaching Box Privileges.
Points of Emphasis TECHNICAL FOULS A Player Technical Foul Counts As One Of The Five (5) Fouls Towards Disqualification. A Player Technical Foul Also Counts Towards The Team Foul Total. A Bench Technical Foul Counts Towards The Team Total. Examples Of A Bench Technical Foul Are: Unsporting Act/Conduct By Any Bench Personnel Grasping The Basket Or Dunking During Pre-Game Warm- Up Or Intermission Leaving The Bench Area During A Fight Situation The Head Coach Loses The Coaching Box Privileges For A Bench Technical Foul.
Points of Emphasis TECHNICAL FOULS The Technical Foul Penalty Summary Chart Is A Good Reference Guide For Review And Use In Pre-Game Conferences.
Points of Emphasis REPLACING A DISQUALIFIED PLAYER, INJURED PLAYER OR REQUIRED SUB The Head Coach Now Has 15 Seconds (Previously 20) To Provide A Substitute Player When The Player Is Required To Leave The Game, Due To: Five Fouls Injury Blood Rule When The Player Is Disqualified, The Reporting Official Will: Complete The Report To The Scorer Inform The Head Coach Signal The Timer To Sound The 15-Second Horn
Points of Emphasis REPLACING A DISQUALIFIED OR INJURED PLAYER (CONT.) If The Substitute Is For An Injured Player, The Head Coach Is Allowed To Tend To The Injured Player Before Being Concerned With The Required Substitute. As Soon As The Head Coach Has Tended To The Injured Player And Is Able To Resume Coaching Duties, The Ruling Official Shall Instruct The Timer To Sound The Horn To Begin The 15-Second Substitution Interval. If The Required Substitute Has Not Been Made Available, The Timer Shall Sound The Horn At The Conclusion Of The 15 Seconds.
Points of Emphasis SUBSTITUTION AND WARNING HORN RULES As Soon As The Head Coach Has Tended To The Injured Player (PlayPics A & B) And Is Able To Resume Coaching Duties (PlayPic C), The Reporting Official Shall Instruct The Timer To Sound The Horn To Begin The 15-Second Substitution Interval (PlayPic D).
Points of Emphasis PROTECTING THE FREE THROWER When The Ball Is Released By The Free Thrower, The Players Occupying Free Throw Lane Spaces, Are Allowed To Enter The Lane. The Semi-Circle Is Not The Lane. No Player, Including The Free Thrower, Is Allowed To Cross The Free Throw Line, Until The Ball Contacts The Ring. Even Though This Was Clarified Last Season, It Continues To Be A Point Of Emphasis This Season. Once The Ball Is Released, The Opponent May Move Between The Free Thrower And The Basket, But Cannot Cross The Free Throw Line, Until The Ball Contacts The Ring. After The Ball Contacts The Ring, And The Opponent Makes Contact With The Free Thrower, That Contact Is Legal, Unless It Displaces The Free Thrower Or Goes Beyond Incidental Contact.
Points of Emphasis RULE 9-1-3a PROTECTING THE FREE THROWER When The Ball Is Released By The Free Thrower, The Players Occupying Free Throw Lane Spaces, Are Allowed To Enter The Lane. Once The Ball Is Released, The Opponent May Move Between The Free Thrower And The Basket, But Cannot Cross The Free Throw Line, Until The Ball Contacts The Ring. When Illegal Contact Occurs, Such As Displacement Of The Free Thrower, The Officials Are Required By Rule To Penalize Such Fouls.
Points of Emphasis POST PLAY This Was An Area Of Improvement Last Year And Continues To Be An Area Of Awareness For Consistent, Accurate Enforcement. A Review Of Illegal Play Is As Follows: An Opponent Is Displaced From A Legally Obtained Position An Arm-bar Is Extended And Displaces An Opponent A Locked And/Or Extended Elbow Displaces An Opponent
Points of Emphasis POST PLAY A Leg Or Knee Is Used In The Rear Of An Opponent To Hold Or Displace Holding, Hooking, Slapping, Pinning Or Pushing The Leg Or Body Of An Opponent An Offensive Post Player Backs-Down And Displaces The Defender Once That Defender Has Obtained A Legal Guarding Position
Points of Emphasis POST PLAY AND THE FOUR CRITERIA Illegal Contact On Any Player Is A Foul, Thus The Word Illegal. All Contact Is Suspect To Being Legal. Examples Of Illegal Contact On Post Players, That Is To Be Ruled A Foul: Extended Arm Bars & Elbows Use Of Leg Or Knee To Displace Backing Down Into Or Through An Opponent Who Is Legal
