1 2014 GHSA GHSA POLICIES PROCEDURES Soccer Rules Clinic BY-LAW CHANGES GHSA WEB SITE Important information at The White Book is on line * Constitution and By-laws * Sports Specific Procedures * Appendix B Contest Brackets * Appendix F Fine Schedule POLICY & PROCEDURE POST-SEASON COACHES MEETING They will be conducted as an on-line meeting and are mandatory for all schools competing in the State Tournament. Failure to complete this on-line meeting will result in a $ fine to the guilty school(s). Team Instructions for school advancing to the State Tournament will be posted on the GHSA web site. EMERGENCY ACTION PLAN Each school shall have a written plan for practices and games.(natural disasters, serious injuries, terroristic acts, etc.) STATE TOURNAMENT GAMES All rounds through the semi-finals will be played at the higher seed, or designated H in the bracket. All championship finals will be played at a neutral site. Sites will be designated by the GHSA Executive Director. 1

2 POLICY & PROCEDURE EJECTIONS - GHSA By-Law 2.72 (a) Ejections are based on judgment calls by an official and are NOT reviewable or reversible. As such, once a player or coach has been ejected from a contest the ejection CANNOT be rescinded after the fact. Incidents that happen following the completion of the contest are the responsibility of Game Management, but should be reported to the GHSA Office on a Game Report. COACHING An individual who is an active official, or officials assignor at the high school level, may not be a coach in the same sport. POLICY & PROCEDURE APPROPRIATE HEALTH CARE PROFESSIONAL Officials may ask is an AHCP is at the site prior to the contest, but if an AHCP is not on-site a player may NOT return to the contest if sent off for concussion-like symptoms. An AHCP may include; licensed physician (MD/OD, nurse practitioner, physicians assistant, or certified athletic trainer. STATE TOURNAMENT DOUBLE HEADERS When a school is hosting both boys and girls games... The host school must clear the double-headers through the tournament director (Bill Holleman) and officials scheduling coordinator (Kay Argo). A revised financial agreement is in effect for a double header, and the form is available is the Forms Book or GHSA web site NFHS Soccer Rules Changes 2

3 Substitutions Rule 3-3-2b(1) Substitutions Rule and 3-4-1b MechaniGram Limitations on coaching during injury situations were removed. Whether a short injury stoppage or a prolonged stoppage, coaches from both teams may coach give tactical and technical instructions, lend emotional support, etc. Prior to entering the game after a goal is scored or when a player is injured and removed, players are required to check in with the scorer/timer or referee if there is no scorer/timer. After checking in, the player must wait until he or she is beckoned onto the field by the referee. Required Equipment Rule 4-1-1c Equipment Changes Rule 4-1, 4-2 The home team shall wear solid white jerseys and solid white socks, with shorts of any color. If tape or similar material is applied on any sock, it must be similar in color to the socks to which it is applied. 4 Misconduct Rule e Misconduct Rule f(14) (new) PlayPic Halftime While use of electronic communication devices with on-field players during play is still prohibited, the use of electronic devices on the sideline is allowed. If a player commits handling or a contact foul while attempting to deny an obvious goal-scoring opportunity and the goal is scored, that player will be issued a yellow card. If the foul is considered serious foul play or the goal is not scored, however, the player will still be issued a red card. Misconduct Rule d(2) Definitions of Playing Terms Rule n MechaniGram If a player commits a foul (handling or contact foul) while attempting to deny an obvious goal-scoring opportunity and the goal is scored, that player will be issued a yellow card. If the foul is considered serious foul play, the player will still be issued a red card. Simply tapping the top of the ball with the foot or stepping on the ball is not putting it in play. The ball is in play when it has been kicked and moves. 4

5 Goalkeeper Injury Rule 3-3-2b(2) NFHS Soccer Points of Emphasis There is much misunderstanding about what actions constitute a keeper having to leave the game. A player attended to on the field or who is deemed injured by the referee shall leave the field and may be replaced. PlayPic Excessive Player Substitutions Rule 3-6 When a team repeatedly substitutes to consume time, a referee shall order the timer to stop the time clock during such substitutions and shall notify the coach of the offending team. 6 Required Equipment Rule 4-1-1b Penalty Kick Rule Beginning with the 2013 fall season, the home team shall wear solid white jerseys and solid white socks. All other uniforms will be considered improper. MechaniGram The rule reads: Once the kicker starts his/her approach toward the ball, he/she may not interrupt his/her movement. A stutter step in not permitted, and the action must be continuous forward motion throughout the approach. Concussion Management Rule 3-3-2b(3) 10:08 a.m. 3:00 p.m. The NFHS Sports Medicine Advisory Committee has noted an increase in reported and diagnosed concussions in the National High School Sports Related Injury Surveillance Study. The referee should allow number 8 to return to the game if her coach has her report to the scorer.
