1 PRE-SEASON EDITION-AUGUST 2013 Published by the Massachusetts Interscholastic Athletic Association Member of the National Federation The Massachusetts high school soccer community school administrators, coaches, players, game officials, and the MIAA State Soccer Committee has worked diligently over the past decade to improve the quality of interscholastic soccer, with a strong emphasis on sportsmanship. Through a unified effort and with a balance of educational programs and strict accountability measures, the goal has been to significantly reduce the negative behaviors exhibited by some soccer players, coaches, and spectators. The MIAA Soccer Committee would like to recognize those schools, whose soccer teams, during the 2012 season, distinguished themselves in the area of good sportsmanship, which earned them an MIAA Soccer Team Sportsmanship Award presented at the 2012 State Soccer Finals. These are teams which, through the collective efforts of their coaches, players, fans, and administrators, demonstrated their unique commitment to sportsmanship, integrity, and ethics. 2 From the State Interpreter It is late Summer already! The upcoming High School soccer season is just around the corner. That means there are hundreds of young men and women across the State all the States, for that matter, working on their game and anxiously awaiting an official s first whistle. General interest in the game is on the rise! There are many who will never understand nor appreciate a 90 minute game that ends at NIL NIL. There are thousands who do, and with several World competitions starting to warm up interest will be higher than usual. Officials must accept this as a challenge bring their officiating knowledge and management skills up a notch! The Rules (NFHS) are not changing, a bit year to year, a hic cup, not more, over the last several seasons. We all, coaches, school administrators, parents and officials must acknowledge and understand our individual roles in soccer at the High School level. It is the players game to be won and lost for sure! It is, at the same time, an after school hours class managed by the afore mentioned groups of adults. Management techniques by officials are called mechanics and that is what I want my group, the officials, to work on. They are the third uniformed team on the field with primary dedication to player safety and fairness of play. The Rules have outlined minimum adjustments to our mechanics, a nuance only in several cases. With the paucity of new rules to absorb, we have the opportunity to polish up our management skills. I will be asking just that of all MIAA officials across the State with the full expectation that coaches and parents will look to their roles, too, in an effort to improve the players game experience! MIAA Soccer Comm. and Interpreter Uniforms The home team shall wear white or light jerseys and socks, and the visiting team shall wear dark jerseys and socks (which maintains the NF Rule indefinitely). 2.

3 NFHS Soccer Rules Changes 3 3 2b(1) During a dead ball as the result of an injury, either or both coaches can now give coaching instruction to his/her team (new) Before they enter the field, substitutes must be beckoned onto the field by the referee except at the start of a period c e f (14) (new) d(2) n Clarifies that tape applied to the socks cannot change the basic color of the socks. The use of electronic communication devices is allowed in the bench area. These devices, however, cannot be used to communicate with athletes on the field during the game. An unsuccessful attempt to deny an opponent an obvious goal scoring opportunity by a foul (i.e., a goal is scored anyway) is now unsporting conduct and a caution (yellow card). Previously, this was a disqualification (red card). A successful attempt to deny an opponent an obvious goal scoring opportunity by a foul (goal is not scored) is still serious foul play and disqualification (red card). This change defines that on a free kick the ball has not been properly kicked into play when a player merely taps or steps on the top of the ball with his/ her foot. The ball must now also move NFHS Points of Emphasis 1) Goalkeeper Injury The official may stop the clock to check on the injured goalkeeper during a game. If a coach or appropriate health care professional are not permitted on the field, the goalkeeper may stay in the game. 2) Excessive Player Substitutions When a team repeatedly substitutes to consumer time, a referee shall order the timer to stop the clock during such substitutions and shall notify the coach of the offending team. A repetition may be construed as unsporting conduct. 3) Required Equipment The home team shall wear white or light jerseys and socks with shorts of any color, and the visiting team shall wear dark jerseys and socks, with shorts of any color. When tape or similar material is applied on any sock, it must be similar in color to the sock. This will help create less confusion which is the intent of the new uniform regulation. 4) Penalty kick The rule reads: Once the kicker starts his/her approach toward the ball, he/she may not interrupt his/her movement. A stutter step is not permitted, and the action must be continuous forward motion throughout the approach. 3.

4 NFHS Rule Interpretations Each team shall submit a team roster, containing the first and last names and numbers of all players, and substitutes, all bench personnel and all coaches, to the officials at least five minutes proper to the start of the contest. The game shall not begin until this is complete. Players, substitutes, numbers bench personnel and coaches may be added to the roster after the start of play. Goalkeepers may have two numbers listed on the roster, a goalkeeper s number and a field player s number A team that elects or is required to play shorthanded for reasons other than misconduct may have the player(s) re enter the game during a dead ball A team which starts a game with fewer than 11 players, but at least seven players, may have its additional player(s) re enter the game during a dead ball Goalkeeper A fouls Opponent B in the penalty area resulting in a penalty kick for Team B. Goalkeeper A is disqualified for committing serous foul play. Team A is permitted to substitute a goalkeeper from the bench but must have a field player leave the field. RULING: Team A must play shorthanded due to the disqualification (12 8 2) but must have a goalkeeper (3 1 1) Substitute A12 reports to the scorer as the kickoff takes place. Eight minutes elapse before the first opportunity for a substitution occurs. The referee beckons A12 on the field; however, A12 is withdrawn by the coach of Team A. RULING: Substitute A12 is now a player because he/she was beckoned onto the field by the referee; therefore, player A12 must enter the game once beckoned NOTE: Each state association may, in keeping with applicable laws, authorize exceptions to NFHS playing rules to provide reasonable accommodations to individual participants with disabilities and/or special needs, as well as those individuals with unique and extenuating circumstances. The accommodations should not fundamentally alter the sport, heighten risk to the athlete/others or place opponents at a disadvantage d(4) Inquire of each head coach whether each of his/her players will be properly and legally equipped at the kickoff. Just as B2 deflects the ball with the hands, A2 kicks the free ball and (a) it goes into the goal; (b) does not go into the goal. RULING: In (a), award a goal and caution B2 for unsporting conduct; in (b) call handling, award a penalty kick, and disqualify B2 for serious foul play. ( f13, 14), ( d1), (14 1 1) The goalkeeper in possession of the ball shall not be interfered with or impended in any manner by an opponent. This includes the act of bouncing the ball or dropping the ball for a kick or attempting to throw the ball or tossing the ball in the air to recatch. When goalkeepers put the ball on the ground, they relinquish their privileges as goalkeepers. 4.

5 An attacking player takes a shot on goal which (a) goes directly at the goalkeeper, who is able to defect it to the ground so he can dribble it with the feet to the edge of the penalty area and then pick the ball up with his hands to distribute; or (b) the goalkeeper must dive in order to reach the ball, deflect it away from the goal, then scramble to pick it up with his hands to distribute. RULING: In (a) Illegal. Goalkeeper is penalized for infringing when he/she picks up the ball with the hands after parrying; in (b) legal. The deflection is not considered a parry On a throw in, player A throws the ball 9a) directly to his/her own goalkeeper A within the penalty area who touches the ball with the hands; (b) to a teammate who heads the ball to his/her own goalkeeper within the penalty area who picks the ball up with the hands; (c) the ball is thrown to his/her own goalkeeper outside the penalty area by a teammate. The goalkeeper traps the ball with the feet and dribbles it into the penalty area where it is picked up. RULING: In (a), an indirect free kick is awarded to the opponent; in (b) there has been no violation; in (c) illegal. Award an indirect kick to opponent at spot of touching Player A2 dribbles along the goal line into the penalty area. The goalkeeper comes out of the goal mouth to challenge A2. A2 pushes the ball by the goalkeeper and steps off the field to go around the goalkeeper. The goalkeeper then steps off the field and violently contacts A2 to prevent A2 from competing the play. RULING: the referee must stop play, disqualify the goalkeeper for exhibiting violent conduct and restart play with an indirect free kick from the location of the ball at the stoppage or the goal area line as appropriate If a direct or indirect free kick taken from outside a team s penalty area goes untouched into a team s own goal, a corner kick shall be awarded to the opposing team e DEAD BALL A term used to indicate a time when the ball is out of play. A goal can never be scored while the ball is dead. A restart can never be changed due to what occurs during a dead ball. Concussion Information 56.2 Each school s medical person/staff is responsible for the members of that team. These individuals annually must have taken, and been certified in, the NFHS on line Concussion Course (click here) or other recognized education program. In the event of injury, that medical person/staff will make the final judgment as to whether a student athlete may return to play (please see Rule 56.4 below regarding concussions). Whenever a medical person is on duty at an athletic event, he/she shall be responsible for both teams (unless the other team has its own medical person present). His/her judgment will be final. Physical disqualification by the medical person renders the student ineligible. The Penalty for playing an ineligible student is forfeiture Medical Alert Bracelets/Anklets are approved for wearing in all sports, provided they are taped to the body and marked in red. 5.

6 56.4 Any student athlete who exhibits signs, symptoms or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion, or balance problems) shall be immediately removed from the practice or competition and must not return to practice or competition that day, and further shall not return to play until cleared (in writing to the Athletic Director) by an appropriate health care professional (as determined by the Department of Public Health). Whenever it is decided to disqualify a student athlete from further participation for a suspected concussion or other injury, the person making that decision must communicate about this matter with the injured athlete s coach and athletic director in a timely fashion. (Source: MIAA Handbook) Selected MIAA Soccer Sportsmanship Rules 77.2 Sportsmanship: Any team whose players/coaches receive collectively a total of more than four red cards during the regular season shall not qualify for the MIAA tournament After a combination of five red cards, subsequent violations will result in a team forfeiture of the next MIAA contest. These penalties will carry over to the next season should the violation occur in the final contest of the season A coach who receives a third yellow card in a season shall be suspended from coaching the next two matches. A fourth yellow card in a season shall result in a one year suspension Any varsity team exceeding four red or thirteen yellow cards also must assign a contest manager other than a coach to away contests, as well as for all home matches (as required by Rule ). This rule pertains to both boys and girls soccer and to contests played at all levels For purposes of obtaining tournament eligibility, no team may exceed four red or thirteen yellow cards during the regular season. Delay of game, encroachment, and deliberate (intentional) handball are infractions which will continue to be enforced and penalized. The impact of these infractions will be assessed and will be considered towards tournament ineligibility Any team whose players/coaches receive collectively five (5) yellow and/or red cards in a match will result in immediate termination of the contest and result in forfeiture by the offending team Game officials must complete the infraction section of the MIAA score sheet for all infractions at all levels. Each school must forward to the MIAA all Girls and Boys VARSITY score sheets where infractions are reported. (Sub varsity level score sheets should be filed and maintained at the local level) If any coach (head coach or assistant coach) is ejected from a contest, the contest shall be terminated and forfeiture will result. 6.

7 MIAA Coaches Education Requirements MIAA COACHES EDUCATION Rule 33: All coaches (stipend or volunteer) first serving as an interscholastic coach after July 1, 2005 must complete an MIAA sponsored or approved coaches education course of study. The approved course will consist of the National Federation of High Schools (NFHS) Coaches Principles Course (must be passed prior to coaching a second year) and the NFHS Sports First Aid course (must be passed prior to coaching a third year). All coaches (stipend or volunteer) first serving as an interscholastic coach after July 1, 2007 must complete the NFHS Coaches Principles Course, the NFHS Sports First Aid course and the NFHS Sport Specific Technical and Tactical Skills Course in the sport they are coaching (must be completed prior to coaching a third year). Note: The sport specific requirement will begin on July 1, 2007 or when the particular sport specific course becomes available, if after this date. The NFHS Coaching Principles Course requirement must be met through attending an MIAA sponsored Coaching Principles Clinic. The NFHS Sports First Aid and Sport Specific requirement may be met by completing on line courses. MIAA RULE 33 CLARIFICATIONS: All coaches hired prior to August 1, 1998 are exempt from the Coaches Education Rule All coaches hired after August 1, 1998 but before July 1, 2005 must complete the Coaching Principles Course WITH THE EXCEPTION OF CERTIFIED MASSACHUSETTS TEACHERS ALL COACHES hired after July 1, 2005 must abide by the Coaches Education Rule 33 (INCLUDING CERTIFIED TEACHERS) ALL COACHES WHETHER ON STIPEND OR VOLUNTEER, ARE SUBJECT TO THE REQUIREMENTS OF RULE

8 Athlete & Coach Contest Disqualifications/Suspensions 49.1 The contest official who disqualifies a student or coach under the provision of this rule should immediately inform the coach of each team, official scorer (if any), and state the violation. If the game official fails to file his/her written report, the individual is nevertheless bound by the suspension. An official who fails to complete the form required as a result of an athlete or coach ejection shall be suspended from officiating any MIAA contest in that sport for at least two weeks or until the form is completed and received by the principal of the disqualified athlete or coach. Judgments of game officials are not subject to appeal. If the event does not have officials (e.g. golf, tennis) it is the responsibility of the site manager to report any disqualification to the Athletic Director who in turn will complete the MIAA Coach or Student Disqualification Form The athletic director in charge of the contest, or his/her designee, is responsible for: (1) having the official disqualification forms available for game officials, and (2) sending copies to the principal of each school involved, the athletic director of each school involved, and the executive director of the MIAA. Contest official(s) should complete the forms before leaving the site of the contest.
