1 PRE-SEASON EDITION-AUGUST 2010 Published by the Massachusetts Interscholastic Athletic Association Member of the National Federation SPORTSMANSHIP The Massachusetts high school soccer community school administrators, coaches, players, game officials, and the MIAA State Soccer Committee has worked diligently over the past decade to improve the quality of interscholastic soccer, with a strong emphasis on sportsmanship. Through a unified effort and with a balance of educational programs and strict accountability measures, the goal has been to significantly reduce the negative behaviors exhibited by some soccer players, coaches, and spectators. The MIAA Soccer Committee would like to recognize those schools, whose soccer teams, during the 2009 season, distinguished themselves in the area of good sportsmanship, which earned them an MIAA Soccer Team Sportsmanship Award presented at the 2009 State Soccer Finals. These are teams which, through the collective efforts of their coaches, players, fans, and administrators, demonstrated their unique commitment to sportsmanship, integrity, and ethics. 2 From the State Interpreter All too soon, we are looking toward the end of Summer and this year we are having a real Summer, heat and sun, all the things we look forward to all Winter! Fall is coming, however, and, coincidentally, another season for OUR game! This year s NFHS rule changes are again, minimal. One is administrative and in two other cases just a warning of things to come in the 2012 season shinguards and shirt colors! That's OK and it gives us a real opportunity to focus on other important items, one of which is the Points of Emphasis, annually established by the National Federation of High Schools (NFHS). They publish this list to ensure that it is not just the rules that are on our radar screens. These items are often related to player safety, which is our primary reason to be on the field in the first place! This year there is a re emphasis on the problems of concussions and unconsciousness conditions that are not necessarily the same nor are they necessarily related. The NFHS has established and published a Guidelines for Concussion Management. This outlines the responsibilities officials and the schools specifically; the required evaluations and re entry into a game. The officials are not required to make a medical diagnosis, but are responsible to see that players who are injured (or apparently injured) are removed from the field to be evaluated. The coaching staff is responsible for the evaluation. The definition of the required evaluation by a appropriate health care professional is also left up to the individual school. After a positive evaluation, a player may request re entry into the game. Interpreters across the State must ensure that the subject of head injuries, concussions and unconsciousness becomes part of the curriculum for their associations Fall meetings. We must understand these definitions and without significant rule changes on the docket, we can focus on them. Let s do that! HAVE A SAFE SEASON AND PLEASE COMMUNICATE! Calvin G Perry, O.D. MIAA Soccer Comm. and Interpreter NEW MIAA CONCUSSION RULES: Concussion Information 56.4 Any athlete who exhibits signs, symptoms or behaviors consistent with a concussion(such as loss of consciousness, headache, dizziness, confusion, or balance problems) shall be immediately removed from the contest and shall not return to play until cleared by an appropriate healthcare professional School and athletic leaders are reminded that football and ice hockey have rules regarding health care professionals Each school must define the health care professional(s) and/or procedure(s) that must be satisfied before an athlete is allowed to return to participation. The individual(s) and/or procedure(s) must be in place for all student athletes, sports and levels. 2

3 NEW NFHS SOCCER CONCUSSION RULE (Rule 3; Section 3; Art. 1 c(3): When a player is injured and removed from the field: 1. Same as Same as New for : Any player who exhibits signs, symptoms or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion, or balance problems) shall be immediately removed from the contest and shall not return to play until cleared by an appropriate health care professional. NFHS SOCCER CONCUSSION RULE INTERPRETATION: NFHS Assistant Director Mark Koski, confirmed the NFHS interpretation that once a player has been removed from a contest for exhibiting symptoms of a concussion described above, it is the responsibility of that player s coach/school/health care professional to follow the return to play protocols established by the school, in order to determine whether or not the student athlete is cleared to return to play. MGL CHAPTER 111 AMENDMENT / Emergency Law Excerpts: An Act Relative to Safety Regulations for School Athletic Programs. Whereas, the deferred operation of this act would tend to defeat its purpose, which is to enhance forthwith the public health of school athletes, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public health Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: Section 1. Chapter 11 of the General Laws is hereby amended by adding the following section: Section 222. (c) If a student participating in an extracurricular athletic activity becomes unconscious during a practice or competition, the student shall not return to the practice or competition during which the student became unconscious or participate in any extracurricular athletic activity until the student provides written authorization for such participation, from a licensed physician, licensed neuropsychologist, certified athletic trainer or other appropriately trained or licensed health care professional as determined by the department of public health, to the school s athletic director. If a student suffers a concussion as diagnosed by a medical professional, or is suspected of having suffered a concussion while participating in an extracurricular athletic activity, the student shall not return to the practice or competition during which the student became suffered, or is suspected to have suffered, a concussion and shall not participate in any extracurricular athletic activity until the student provides written authorization for such participation, from a licensed physician, licensed neuropsychologist, certified athletic trainer or other appropriately trained or licensed health care professional as determined by the department of public health, to the school s athletic director. (Editor s note: This legislation was approved by the Massachusetts Senate and House of Representatives and enacted by Governor Deval Patrick at 5:01 p.m. on July 19, 2010) 3

4 NFHS Soccer Rules Changes 3 3 1c (new): Time for Substitutions: either team may substitute an unlimited numbers of players from the bench: a. between periods; b. when a goal is scored; c. when a player is injured and removed from the field c3: Any player who exhibits signs, symptoms or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion, or balance problems) shall be immediately removed from the contest and shall not return to play until cleared by an appropriate health care professional c: Hard and unyielding items (guards, casts, braces, etc.) on the hand, wrist, forearm, elbow, upper arm or shoulder unless covered, and must be padded with a closed cell, slowrecovery foam padding no less than ½ inch thick : Artificial limbs, which in the judgment of the state high school association are no more dangerous to players than the corresponding human limb and do not place an opponent at a disadvantage, may be permitted. Upper limb prostheses and above knee leg prostheses are discouraged. Hinges shall be lateral and covered by suitable material. All permissible artificial limbs must be padded with a closed cell, slow recovery foam padding no less than ½ inch thick : While a throw in is being taken, an opponent shall neither interfere with, nor in any way impede, the actions of the thrower, and shall stand at least two yards from the point at which the throw in is being taken. PENALTY: An official shall administer a caution for unsporting conduct NFHS Uniform Rule and FAQ S 4 1 1b: Beginning with the 2012 fall season, the home team shall wear solid white jerseys and solid white socks, and the visiting team shall wear dark jerseys and socks. Prior to and during the game, jerseys shall be tucked into the shorts, unless manufactured to be worn outside i1: Beginning with the 2012 fall season, all jerseys, shall be numbered on the back with a different Arabic number at least 6 inches in height and on the front (jersey or shorts) with the same number which shall be at least 4 inches in height. Numbers shall be of contrasting color to the jersey (or shorts) and clearly visible i2: Only those names, patches, emblems, logos or insignias referencing the school are permitted on the team uniform, except as in (d), (f) and (g). The player's name may also appear on the team uniform. 4

5 Q: Is any kind of colored stitching on the collar, or cuffs, etc. allowed in 2012 on the home jersey? NFHS: Starting the fall of 2012 the only color "items" allowed on the home team uniform are the manufactures logo, school name, number, etc. Stitching, side panels, piping cannot be any color other than white. Q: The away (or visiting team) jersey does not stipulate solid dark as does the language for the home jersey, does that mean that the away jersey (and socks) simply must be a dominantly dark color allowing for pin striping, contrasting color stitching, or 2 3 side panels of a different color or shade than the dominant dark color? NFHS: You are correct...the away jersey and socks must of a dominant color other than white. As long as there is a predominant color, it is considered an away team uniform. NFHS Rule Interpretations SITUATION 1: The referee observes that Team A has 12 players in the game (a) before the game is restarted following a goal by A2; or (b) after the game has been restarted following a goal by A2. RULING: In (a), the goal is disallowed and the game is restarted with a goal kick by Team B. However, in (b), the goal would stand. In both instances, the appropriate player would be removed from the game and cautioned. The game is resumed according to how it was interrupted. (3 1 1) SITUATION 2: Team A begins the game with seven players. The remaining team members arrive after the game has begun and the coach writes their names on the roster and they enter the game at the next stoppage of play after approval by the referee. RULING: Legal. Players can be added as long as their names have been listed on the roster, even if the names are added after the beginning of the game. (3 1 3) SITUATION 3: Player A is injured while on the field and play is stopped. Both teams substitute three players from the bench before play resumes. RULING: Legal. Unlimited substitutions from the bench are permitted after play is stopped and the injured player is removed. (3 3 1 Situation) SITUATION 4: Players A2 and B2 hit heads in attempting to head the ball and both are injured. In the opinion of the referee, player A2 was unconscious for a short period of time. RULING: Player A2 shall be immediately removed from the contest and shall not return to play until cleared by an appropriate health care professional. (3 3 2 Situation F) SITUATION 5: A goalkeeper reports to the scoring table and, when the ball is dead, is beckoned onto the field by a referee. The goalkeeper immediately takes position without verbally notifying a referee. As soon as the new goalkeeper handles the ball, a referee awards an indirect free kick. RULING: Incorrect. When a referee beckoned the goalkeeper from the scoring table, this was sufficient reporting or notifying of a referee. The goalkeeper is dressed in a different uniform and could be recognized by his attire. A referee should not have stopped play. Play shall restart with an indirect free kick awarded to the new goalkeeper s team. (3 5 Situation A) 5

6 SITUATION 6: Player A enters the game wearing (a) two different colored socks; (b) multi striped or bumble bee socks; (c) tie dyed socks; (d) predominantly blue socks. RULING: Legal in (d). Illegal in (a), (b) and (c). Both socks shall be the same, single dominant color. Beginning with the 2012 fall season, only the visiting team may wear socks a color other than white. (4 1 1 Situation C) SITUATION 7: Prior to the game, the referee recognizes that members of Home Team A are wearing white jerseys and stockings of a gold color and Away Team B is wearing jerseys and stockings of a blue color. RULING: Illegal, effective with the 2012 fall season, because the home team shall wear solid white jerseys and solid white stockings. (4 1 1 Situation H) SITUATION 8: Prior to the game, the referee recognizes that Team A has two goalkeepers; one with a red jersey and the number 15 on the back and front and one with a blue jersey with the number 15 on the back and front. RULING: Illegal, effective with the 2012 fall season, the jerseys must coordinate with the numbers on the roster and the color does not match the color of the field players. (4 1 1 Situation I) SITUATION 9: Team A s goalkeeper is wearing a replica jersey from the New England Revolution with the number 10 on the back. RULING: Illegal. Any name, patch, emblem or insignia that represents any soccer club, soccer association or sponsor(s) except for those that represent their school are prohibited. (4 1 1 Situation J) SITUATION 10: A player wears (a) a hard cast on an arm, (b) a hard splint on a finger that has been covered with a foam rubber padding and then securely covered with a soft elastic athletic bandage, (c) or has an artificial limb that is padded with a closed cell, slow recovery foam padding no less than ½ inch thick. RULING: Illegal in (a) and (b), but legal in (c) because in all instances the injury must be padded with a closed cell, slow recovery foam padding no less than ½ inch thick. (4 2 1 Situation C) SITUATION 11: After Team A scores a goal, the head referee notices that the clock was not stopped. The referee determines that there is a discrepancy between the official time and the scoreboard time and instructs the timer to correct the clock. RULING: Legal. (5 3 2 Situation D) SITUATION 12: Player A2 has the ball in Team B s penalty area. Team B s athletic trainer uses foul language to the referee. RULING: The referee should apply the advantage clause if there is a clear advantage to Team A. At the next stoppage, the referee should disqualify the athletic trainer. If the referee stops play for the disqualified athletic trainer, the game is restarted because of misconduct with an indirect free kick by Team A from the point where the ball was when the time was stopped. ( Situation D) SITUATION 13: As player A2 begins to take a throw in, Player B2 rushes to get directly on the touchline at the point where the throw in will be made. RULING: Illegal. A player may not interfere with or impede the actions of a thrower and cannot be within two yards of the thrower. Player B2 shall be issued a caution by the referee for unsporting conduct. ( Situation) 6

7 MIAA Soccer Rules MOUTHGUARDS no longer mandatory: MIAA Rule : Mouth guards are highly recommended for all soccer players while on the field. COACHES PENALTY for ILLEGALLY EQUIPPED PLAYER RE INSTATED: The yellow card caution, to be assessed to the head coach upon the first instance of an illegally equipped player, previously deferred by the MIAA Board of Directors because mouthguards were mandatory, has been re instated as a result of the change in the mouthguard rule noted above. NFHS Rule 4.3: The head coach shall receive the first caution issued (yellow card) for an illegally equipped player. Any subsequent cautions (yellow cards) for illegally equipped player(s) shall be issued directly to the player(s) and not to the head coach Sportsmanship: Any team whose players/coaches receive collectively a total of more than four red cards during the regular season shall not qualify for the MIAA tournament After a combination of five red cards, subsequent violations will result in a team forfeiture of the next MIAA contest. These penalties will carry over to the next season should the violation occur in the final contest of the season A coach who receives a third yellow card in a season shall be suspended from coaching the next two matches. A fourth yellow card in a season shall result in a one year suspension Any varsity team exceeding four red or thirteen yellow cards also must assign a contest manager other than a coach to away contests, as well as for all home matches (as required by Rule ). This rule pertains to both boys and girls soccer and to contests played at all levels For purposes of obtaining tournament eligibility, no team may exceed four red or thirteen yellow cards during the regular season. Delay of game, encroachment, and deliberate (intentional) handball are infractions which will continue to be enforced and penalized. The impact of these infractions will be assessed and will be considered towards tournament ineligibility Any team whose players/coaches receive collectively five (5) yellow and/or red cards in a match will result in immediate termination of the contest and result in forfeiture by the offending team Game officials must complete the infraction section of the MIAA score sheet for all infractions at all levels. Each school must forward to the MIAA all Girls and Boys VARSITY score sheets where infractions are reported. (Sub varsity level score sheets should be filed and maintained at the local level) If any coach (head coach or assistant coach) is ejected from a contest, the contest shall be terminated and forfeiture will result. 7

8 MIAA Coaches Education Requirements MIAA COACHES EDUCATION Rule 33: All coaches (stipend or volunteer) first serving as an interscholastic coach after July 1, 2005 must complete an MIAA sponsored or approved coaches education course of study. The approved course will consist of the National Federation of High Schools (NFHS) Coaches Principles Course (must be passed prior to coaching a second year) and the NFHS Sports First Aid course (must be passed prior to coaching a third year). All coaches (stipend or volunteer) first serving as an interscholastic coach after July 1, 2007 must complete the NFHS Coaches Principles Course, the NFHS Sports First Aid course and the NFHS Sport Specific Technical and Tactical Skills Course in the sport they are coaching (must be completed prior to coaching a third year). Note: The sport specific requirement will begin on July 1, 2007 or when the particular sport specific course becomes available, if after this date. The NFHS Coaching Principles Course requirement must be met through attending an MIAA sponsored Coaching Principles Clinic. The NFHS Sports First Aid and Sport Specific requirement may be met by completing on line courses. MIAA RULE 33 CLARIFICATIONS: All coaches hired prior to August 1, 1998 are exempt from the Coaches Education Rule All coaches hired after August 1, 1998 but before July 1, 2005 must complete the Coaching Principles Course WITH THE EXCEPTION OF CERTIFIED MASSACHUSETTS TEACHERS ALL COACHES hired after July 1, 2005 must abide by the Coaches Education Rule 33 (INCLUDING CERTIFIED TEACHERS) ALL COACHES WHETHER ON STIPEND OR VOLUNTEER, ARE SUBJECT TO THE REQUIREMENTS OF RULE 33. Sportsmanship: Athlete & Coach Contest Disqualifications/Suspensions 49.1 The contest official who disqualifies a student or coach under the provision of this rule should immediately inform the coach of each team, official scorer (if any), and state the violation. If the game official fails to file his/her written report, the individual is nevertheless bound by the suspension. An official who fails to complete the form required as a result of an athlete or coach ejection shall be suspended from officiating any MIAA contest in that sport for at least two weeks or until the form is completed and received by the principal of the disqualified athlete or coach. Judgments of game officials are not subject to appeal. If the event does not have officials (e.g. golf, tennis) it is the responsibility of the site manager to report any disqualification to the Athletic Director who in turn will complete the MIAA Coach or Student Disqualification Form The athletic director in charge of the contest, or his/her designee, is responsible for: (1) having the official disqualification forms available for game officials, and (2) sending copies to the principal of each school involved, the athletic director of each school involved, and the executive director of the MIAA. Contest official(s) should complete the forms before leaving the site of the contest. 8

10 William T. Johnson Job Well Done! To say the least, it will be a different soccer season in 2010! Most notable will be the absence of Bill Johnson at the MIAA Soccer Committee meetings. Bill has provided strong leadership as committee chairperson for the past eleven years. His retirement from the position of Athletic Director at Silver Lake Regional High School in July, concludes his service to both the Silver Lake Regional High School communities and to the MIAA Soccer Committee. The MIAA Soccer Committee, at their May meeting, praised Bill for his outstanding leadership and contributions to interscholastic soccer at both the state and national levels and wished him continued success as coach of the Silver Lake girls varsity soccer team. Bill Johnson s leadership was also recognized at the MIAA Annual Meeting where he received a prestigious MIAA Distinguished Service Award. The following is his vitae as published in the MIAA Annual Meeting program: Athletic Director, Silver Lake Regional High School, Certified Master Athletic Administrator (CMAA), 2007 Member National Interscholastic Athletic Administrators Association (NIAAA), 1999 present National Federation of High Schools (NFHS) Coaching Instructor NFHS Soccer Taskforce, Section 1 Representative Member, NFHS Soccer Rules National Committee, Chair, MIAA Soccer Committee, Mass State Soccer Coaches Association, Secretary, Eastern Mass Soccer Coaches Association, Massachusetts Secondary School Athletic Directors Association (MSSADA) Executive Board District C Representative, Treasurer (2006 present), and Athletic Directors President MIAC Member representing MSSADA President, Patriot League ADs Bill Johnson didn t just build the Soccer Program at Silver Lake he created it, in Under his leadership, the program grew, and in 1988 had its first Division 1 Championship. Over the years, Bill s dedication to the sport, and to the scholastic/sports culture at Silver Lake Regional High School was made manifest through his service in various leadership capacities. In addition to his work at the regional, state, and national levels in the various positions listed above, he made an impact at his own school. Over the years, Bill: Was a vocal supporter of physical education at Silver Lake, maintaining physical education as a graduation requirement and spotlighting lifelong sport activities. Served as point person in the design and planning of Silver Lake physical education facilities. Added sportsmanship and leadership initiatives, such as Parents Nights and Captains Council. Offered mentoring and education for new coaches. Established the school s Athletic Hall of Fame. Honors Include: District C Ted Damco Award, 2003 District C Athletic Director of the Year, 2008 Massachusetts Soccer Coaches Hall of Fame, 2000 Boston Globe Soccer Coach of the Year, 1987 and 1991 Thank You Bill Johnson! 10
