Colours: Red & Black Chairman s Foreword Welcome to the new County Handbook which I hope you will find to be a useful source of valuable information about our County and our Clubs. I hope that you find the fixture lists a useful feature, enabling you to support our Bucks Clubs. Please also refer to our Website: This site holds all the relevant information and news about Bucks Rugby. Please contact the Webmaster if you have any information or news that needs to be shared. Remember, the website is only as good as its content so let s all contribute! The season 2016/17 was again great for Rugby in the County with the opening of the first Artificial Grass Pitch in the Country at Aylesbury RFC and the subsequent hosting of the England vs France U18 International match on 5th March To add to our County pride, there were two Bucks players in the England Squad Will Porter and Joe Tunney! Our Senior Men s and Women s teams also progressed well with some excellent victories in the County Championship. As a County we seem to produce some very talented players, and this is very much down to the Clubs and Schools in our area being Development focused and ensuring that the most talented get the exposure they deserve, plus the great efforts of our Director of Rugby, Neale Baker and his team of dedicated managers and coaches across all age groups. We intend as County to continue this theme every season and ensure that as many players as possible have the opportunity to play at their highest potential level. Our purpose as a County is: "Developing Life Long Participation in Rugby" We can only produce this handbook thanks to the very generous and ongoing support of our Sponsors, Aylesbury Honda, Dayla & Run Print Run. We are very grateful to them all. I would like to thank Shelley Pigott for once again putting this handbook together. This takes a lot of hard work which Shelley does uncomplainingly for the County. We all owe her a debt of gratitude. May I also take this opportunity to encourage you in asking your Club members to consider joining the County as a Vice President. Finally, I thank our outgoing President Gwyn Stone who has had a hugely positive influence during his year of office, not only visiting all the Clubs but also his heavy involvement in the Leadership Academy. I welcome our new President Dickie Thomas from Farnham Royal RFC and new Senior Vice President John Lockhart from Phoenix RFC. We are lucky to have such dedicated people. I wish Dickie our new President, every success and joy in his presidential year and I look forward to visiting Clubs during the coming season. 22 THE BUCKINGHAMSHIRE COUNTY RUGBY FOOTBALL UNION CUP & BOWL COMPETITIONS Qualification & Competition Entry. Entry to both the Alan Grimsdell Bucks Cup and the Bucks Bowl shall be restricted to 1 st XV s of all clubs in membership of Buckinghamshire RFU. Every Club entering the Cup and Bowl Competition is required to pay a fee of The fee will be refunded to the Club once they have completed their participation in all allocated matches. If a match is cancelled, with the exception of a match being cancelled after the inspection by a qualified Bucks Society referee or with the agreement of both captains due to adverse weather conditions, the said Club will forfeit their fee. The Alan Grimsdell Bucks Cup for Level 6 & 7 clubs After a review of the above Cup competition, The Alan Grimsdell Bucks Cup has been reintroduced in the 2017/18 season. 23 Qualification for RFU Intermediate Cup, Senior Vase and Junior Vase. The RFU Intermediate Cup Competition gets underway early in 2018 and applies to Level 7 clubs only. The winner of the Bucks Cup, if a Level 7 club, will progress to the RFU Intermediate Cup. Should this not transpire, then the Bucks club with the best playing record on completion of League Level 7 matches on Saturday 16 th December 2017 will be nominated to progress. The RFU Senior Vase competition applies to Level 8 clubs. Should a Level 8 club win the Bucks Bowl that club will progress. If not then the highest placed club as at 16 th December 2017 will be nominated to proceed. The RFU Junior Vase competition applies to Level 9 and Merit Table clubs. The Bucks Club with the best playing record as at 16 th December 2017 will be nominated to progress. County Cup and Bowl matches shall be played according to the laws of Rugby Football Union and the Bye-laws, Resolutions and Regulations of the Rugby Football Union. 2. Member Clubs shall be eligible to enter one team for the County competition appropriate to their National League Level unless they have been specifically excluded in accordance with these regulations. 3. All County Cup and Bowl competitions shall be played in accordance with the then current regulations of the RFU Senior & Junior Vase competitions. 4. Any County Club that fails to fulfil a County Cup or Bowl fixture shall be deemed to have withdrawn from the competition and may be excluded from the competition in the following season at the County Executive discretion and their decision will be final. 5. All County Cup and Bowl matches shall be played on the appointed Saturday. Matches may, however, be played on other days of the week if agreed both by the participating Clubs & confirmed by the County Competitions Chairman. 6. To allow for extra time, unless played under floodlights, all County Cup or Bowl matches are to kick-off at during British Summer Time & and likewise when the clocks go back one hour. If matches are played under floodlights, the kick-off times shall be scheduled to take into account the possibility of extra time being played. 7. The winning team shall be responsible for advising the County Competitions Chairman of the result by telephone, text or as soon as possible after the match but, in any event, not later than on the Monday following the game or at the latest, 48 hours after the final whistle should the game be played on a day other than a Saturday or Sunday. This regulation is subject to any RFU requirement for result notification that is additional to the County requirement. Anthony Flack s mobile is

Member Clubs competing in the County Cup or Bowl may not field a person or replacement who has been selected as a player or replacement for another Club in the same County competition in the current season. 9. Member Clubs competing in the County Cup or Bowl may not be represented by any person who has played or been selected as a replacement for another Club in a competition ranking above the current County competition that the Club is involved in unless such a person is an England Academy Player who, for the avoidance of doubt, will be permitted to play. 10. Replacements: In all rounds other than the final, not more than three including one suitably trained to play in the front row, and in the final not more than seven including two suitably trained to play in the front row. 11. Extra time: a) In all knock out matches except finals, if after 40 minutes of play each way the scores are level there shall be a five-minute break. After this break, the teams will change ends and there shall be a period of extra time between the teams of ten minutes each way with an interval of one minute. b) If the scores are then still equal, the team that has scored the most tries shall be the winner. c) If this does not produce a result, the team that has scored the most goals from tries shall be the winner. d) If the scores remain equal, save for the Final, the away team shall go forward into the next round. e) In the Finals, if after 40 minutes play each way the scores are level, a period of extra time of 10 minutes each way will be played with a one minute interval break. In the event of the scores remaining the same at the final whistle the team that has scored the most tries will be declared the winner. If this does not produce a result, the team that has scored the most goals from tries shall be the winner. f) Should the Final be played with the home team competing on home soil then after extra time and no outcome, the home side loses. g) If it is a neutral venue after extra time and no outcome, then a toss of the coin will be made to determine the winner. 12. Wherever possible, all County Cup and Bowl matches are to be refereed by an appointee of the Buckinghamshire County Society of Rugby Football Union Referees or their nominated deputies. 13. In the event that the home Club considers their pitch to be unplayable for any reason, the host Club shall ensure that a pitch inspection is carried out by the appointed Referee or, if that proves to be impractical, by a local Referee who is a member of a bona fide Rugby Union Referees Society, such inspection to be completed by not later than 10.30am on the morning of the match. If the official decides the pitch is unplayable, the host Club will be responsible for advising the visiting team, all match officials and the County Competitions Chairman that the game has been postponed. 14. Both Cup and Bowl trophies shall be presented to the winning team of both competitions and held by them for one year. The holders of the County Cup and Bowl trophies will be responsible for having their trophy suitably engraved & returning it to the County Competitions Chairman in a clean condition & in good repair, a minimum of one week prior to the date for the following season s final.

25 COUNTY QUALIFICATION - PLAYERS The Executive Committee looks forward with confidence to the coming season and to the continuance of the fullest possible support from all clubs in the County. The selectors, in their constant endeavour to field the strongest possible side to represent the County in all its matches at whatever age group, would welcome the names of any players qualified to play for Buckinghamshire that a club feels merit inclusion. Details of such players should be forwarded to the relevant team manager (see Playing Support Structure). The selectors will endeavour to watch all such players and review with club coaches their progress in the selection process. The County Championship is played according to a two-tier format. Buckinghamshire are in the lower tier and compete for the County Shield. The County aims to appear at Twickenham in the final of the national Shield within the next three years. The support of all Member Clubs and their players will be required in order to achieve this objective. Eligibility for this is as below: Eligibility of Players & Teams 1. A player who is Effectively Registered (as defined in RFU Regulation 14) for a Club playing at Level 3 or below as at the date of the Transfer Deadline is eligible to play in any tier of the Competition. A player who is Effectively Registered for a Club at Level 1 or Level 2 as at the date of the Transfer Deadline in the season is not eligible to play in any tier of the competition Subject to this Regulation D and in accordance with RFU Regulation 15, a player may only play in the County Competitions for a County in which: 3. (i) he was born; or 4. (ii) he has completed not less than 6 months Residence within the County concerned in the preceding 12 months; or 5. (iii) has played for a County in a previous County Competition or National Under 20 Championship and who was qualified to play for that County under the Regulations then in effect. Any such player shall remain eligible to play for that County until such time as he qualifies for and plays for another County in any of the Competitions or the National Under 20 Championship. 6. or (iv) he is an Effectively Registered Player of a Club allocated to the County on the date of the match. 7. If a player is eligible for more than one County in a season, the player may select which county to represent but once opted for a county for a particular season and played one match in the competition for that county, the player cannot change to play for another county in the same season.
