INSTITUTE OF FISHERIES RESEARCH Fisheries statistics in Small-scale sector (Mozambique) In the Norwegian Fisheries Forum Seminar 4 5 October 2007
GENERAL INFORMATION Country area: km 2 Marine waters: km 2 Inland waters: km 2 Coast line: km The coastline features include sandy beaches, coral reefs, estuary systems, mangroves and seagrass bads. 2
INSTITUITIONS OF THE FISHERIES SECTOR MINISTRY OF FISHERIES (established in 2000) - DNEP: National Directorate of fisheries economy - DNAP: National Directorate of Fisheries Administration - DAQ: Aquaculture Department - DPP s: Provincial Directorate of Fisheries INIP: National Institute of Quality Control IIP: Institute For Fisheries Research IDPPE: National Institute for Development of Small-Scale Fisheries FFP: Fisheries Development Fund EP: Fishery School
The fishery sector provides animal protein and direct employment to about six thousand people and is quite an important foreign exchange earner to the country economy. In Mozambique there are three main types of fisheries namely, industrial, semi-industrial and artisanal fisheries. THE MAIN MANAGEMENT MEASURES Fishing License Mesh Size Regulation Closed Season Closed Fishery and Limited Entry
The production of reliable data is one of the priorities of the fisheries sector in Mozambique. This data is crucial for the implementation of resources management measures. IIP have a responsibility to monitoring the fisheries activities and propose measures for sustainable management of marine resources. In Mozambique, the small scale include the artisanal and semi-industrial fisheries.
Artisanal fishery - Take place along all the Mozambican coast line (3 miles) - using small boats (3-7m) and at different level of effort. - local communities with low family incomes from other activities. Semi- industrial fishery - vessels (7-20 m) and motor engineer out of the board - operates from 3 to 12 miles Shrimp fishery Demersal line fishery
SEMI-INDUSTRIAL DATA COLLECTION In the Semi-industrial sector, is the responsibility of the fisheries company to provide the information of their fishing productivity to the Fisheries sector (logbooks). This data includes name and code vassel and enterprise, catch of target and bycatch species and days of fishing; The Fishery Research Institute also collect data on board to recorder the biological information.
Artisanal Fisheries In 1996, IIP and IDPPE together created an uniform system for statistics data collection in the Artisanal Fisheries sector. this system provides data for both institute for: Effective management of the fisheries resources (IIP); Activities for Fishery Extension (IDPPE). In 2002, the Ministry of Fisheries adopted the system for all the fisheries sector.
Areas Covered The system is now being used in: Cabo Delgado Nampula Zambézia Sofala Inhambane Maputo
DATA SETS Catches monitoring Catch Effort Species composition Length composition of key species TRADABLE Fish prices Fisheries materials prices
Aims of the data collection system: Creation of data system on Artisanal fisheries, which shall provide information to public and private entities. Production of secure data of catch rates and fishing effort for stock assessement; To advice for management measures for sustainable use of fisheries resources if necessary.
Rendimento (Kg/dia de pesca) Captura (Tons) Esforço de pesca (dias de pesca) Catch, effort and CPUE trends Semi - Industrial line fishery Catch Effort S. industrial S. industrial CPUE S. industrial
Catch, effort and CPUE trends / Semiindustrial shrimp fishery Catch Effort CPUE
Catch -Artisanal fishery Annual catch Catch Province Maputo Inhambane Sofala Zambezia Nampula Total Beach seine Hand line Gillnet
CONSTRAINS OF THE MOZAMBICAN STATISTIC SYSTEM Incomplete Data/data collection of Artisanal fisheries is not done in all fishing centers because of: - Extensive coastline and limited acessibility; - Insufficient human resources; - Seasonality of fishing activity; - Limited technical capacity (knowledge and experience)
Challenges for effective fisheries management High biodiversity (multi species and multi gear fisheries) is a limitation for fisheries management; Fishermen migration (increase of pressure in the new fishing areas with no recording data); Conflicts in resource exploitation (competition in both artisanal and semi-industrial fleet).
PERSPECTIVES Additional biological data (e.g., stage of maturity, individual weight, stomachs, otoliths); Review the database for Artisanal Fisheries; Make imputation from areas where we don t have samplers; To use all available data information to achieve knowledge as soon as possible about the current stock conditions
