The grill room will be open from 11 am to 3 pm for lunch service. Payment options are cash or reciprocal charge. CELL PHONE POLICY: Cell phones are permitted everywhere except the members grill room PACE OF PLAY POLICY: The 2 Checkpoint Pace of Play Policy will be in effect. PRACTICE ROUND INFORMATION: Practice rounds are available June 15 or 22 before 10 a.m. or after 3 p.m. and June 17 or 24 after 3 p.m. Please call to schedule a tee time. Cart fee is $30. Walking and pull carts are permitted. Preferred method of payment is cash or reciprocal charge. CADDIE/CART INFORMATION: All players must take a cart. This does not prevent you from bringing a caddie but your golf bag must stay on the cart. It is GAP's policy that there are no more than 2 carts for a threesome and 1 cart for a twosome. The fee of $35 was paid for at the time of entry and includes range balls. 2 LOCAL RULES AND CONDITIONS OF COMPETITION FOR 2017 GAP TOURNAMENTS The Rules of Golf as approved by the United States Golf Association and The R&A govern play. See applicable Championship or qualifying round Notice to Competitors/Players and Entry Application for additional Local Rules and Conditions. Complete text of Rules and Appendix I may be found in the Rules of Golf, effective LOCAL RULES Unless otherwise noted, the penalty for breach of a Local Rule or Condition is: Match Play-Loss of hole; Stroke Play-Two strokes. OUT OF BOUNDS - Defined by inside points, at ground level, of white stakes and fence posts. Rule 27-1b WATER AND LATERAL WATER HAZARD STAKES AND LINES - When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. GROUND UNDER REPAIR - Defined by white lines. French drains are deemed to be ground under repair. Rule Ground under repair may include areas of unusual damage, including areas where spectators or other traffic has combined with wet conditions to affect materially the ground surface, but only when so declared by an authorized member of the Committee. When immediately adjacent to an obstruction, such an area is part of the obstruction. ACCIDENTAL MOVEMENT OF A BALL ON A PUTTING GREEN When a player s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, or any of their caddies or equipment. (NOTE: Full text of Local Rule available at SEAMS OF CUT TURF (SOD SEAMS) - The Local Rule as prescribed in Appendix I is in effect. CONDITIONS LIST OF CONFORMING DRIVER HEADS - Optional Condition as prescribed in Appendix I is in effect. LIST OF CONFORMING GOLF BALLS - Optional Condition as prescribed in Appendix I is in effect. PACE OF PLAY - See separate memorandum to players for pace of play guidelines, when applicable. DISCONTINUANCE OF PLAY - The Optional Condition as prescribed in Appendix I is in effect. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry. NOTE: A suspension for a dangerous situation will be signaled by one prolonged air horn note. All other types of suspension will be signaled by three consecutive airhorn notes, repeated. Resumption of play will be signaled by two short airhorn notes, repeated. WHITE LINED AREAS TYING INTO ARTIFICIALLY SURFACED ROADS AND PATHS - Have the same status as roads and paths, that of obstructions. TURF PLUGS ON THE PUTTING GREEN May be repaired even if they are not 4¼ inches. WOOD CHIPS AND MULCH - Are loose impediments, unless otherwise provided for in the Notice to Players. EMBEDDED BALL THROUGH THE GREEN - Local Rule as prescribed in Appendix I is in effect. INTEGRAL PARTS OF THE COURSE - Include cables, rods, wires or wrappings when closely attached to trees; artificial walls and pilings when located in hazards, unless otherwise provided for in the Notice to Players. TEMPORARY POWER LINES AND CABLES - Local Rule as prescribed in Appendix I is in effect. TEMPORARY IMMOVABLE OBSTRUCTIONS - Local Rule as prescribed in Appendix I is in effect. DISTANCE-MEASURING DEVICES - For play in all GAP events/tournaments a player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule 14-3 PRACTICE - Prior to and after his round in stroke play, a player may practice on the designated practice areas. Rule 7-1b applies to other practice in stroke play, and Rule 7-1a covers practice before the round in match play. TRANSPORTATION - In the BMW Philadelphia Amateur Championship, Open Championship, Joseph H. Patterson Cup and the following Junior events - Christman Cup; Junior Boys Championship; Jr.-Jr. Boys Championship; Francis X. Hussey Memorial; Jock MacKenzie Memorial - players shall walk at all times during a stipulated round. Optional Condition as prescribed in Appendix I is in effect. Exception: Carts are permissible in all other tournaments and qualifiers. CLOSE OF COMPETITION - The competition is deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee. The result of a match is considered to be officially announced when the Committee has approved the result as posted on the public scoreboard.

3 2017 GOLF ASSOCIATION OF PHILADELPHIA TOURNAMENT POLICIES ADMINISTRATION FEE A $20 administration fee will be charged for withdrawal prior to entry deadline. CANCELLATIONS AND POSTPONEMENTS Tournaments will not be cancelled or postponed unless a course is deemed unplayable by the Member Club, a GAP Tournament Committee Member or an authorized official. CELLULAR PHONES AND BEEPERS All players/caddies are advised that the use of cellular/smart phones for phone calls/ s/texts/messaging on the course is permitted as long as it is done so within the confines of Rule 14-3 and if the host facility allows those devices to be used. All players are expected to keep their phones in silent mode while on the course. If a player consistently disregards his fellow competitors or opponent to their detriment, the Committee will take appropriate disciplinary action. Such action may, for example, include prohibiting play for a limited time or in a certain number of competitions. In the case of a serious breach, the Committee may disqualify a player under Rule There could be a penalty for undue delay (Rule 6-7) or disqualification (33-7) based on a player s actions. Golf is considered a gentleman s game and each player is expected to adhere to the highest standards of conduct on the course. DRESS CODE Players are required to observe good taste and dress appropriately for the golf course. Items of clothing such as cargo pants and shorts (baggy clothing with large pockets in the knee area), blue jeans, short-shorts (bottom of shorts may be not higher than two inches from the top of the knee), tank tops, etc. are considered inappropriate. Anyone attired in such a manner will not be allowed to participate in an Association event. ETIQUETTE The Committee may take disciplinary action against player(s) who disregard etiquette to the detriment of other players. Such action may, for example, include prohibiting play for a certain number of competitions. This is considered to be justifiable in terms of protecting the interest of the majority of golfers who wish to play in accordance with the guidelines of the Rules of Golf. In the case of a serious breach of Etiquette, the Committee may disqualify a player under Rule FAILURE TO RETURN A SCORECARD Any player who fails to return a scorecard to the scoreboard official or who withdraws during play without notifying an official and personally surrendering his scorecard to that official will be suspended from play in all GAP tournaments for one year. KNUTH TOURNAMENT HANDICAP SYSTEM The GAP will utilize the Knuth Tournament Handicap System for the following events when the field size is 50 players or more: Chapman Cup - Net; "Tee it Forward" - Fall/Spring Net Championships; Father-Son (Middle); Father-Son (Older); Four-Ball Stroke Play Championship, Four-Man Team; Pro.-Pres., Golf & Green; Senior Four-Man Team; Senior Four-Ball Stroke Play Championship; Volunteers Day; Warner Cup - Net and all Winter Series events. NO SHOW If unable to meet the assigned time you must notify the Golf Office by phone at , ext. 14. If withdrawal is on the day of the event, call Kirby Martin, Director of Competitions, at , or contact via at kmartin@gapgolf.org. Those players who fail to appear for their assigned time without notifying GAP will be suspended from playing in all GAP tournaments for one year. CART FEE REFUNDS Refunds for the cart fee portion of the entry fee will be issued only for a withdrawal occurring 14 days prior to the event. SPECTATOR CARTS In order to protect the players and the courses on which the Association host and its events, the use of spectator golf carts in any event is prohibited. TEE TIMES Assignment of starting times will be made according to preference. In the event this can t be equitably arranged, priority will be determined on a first-come, first-serve basis. In the event that the number of entries can t facilitate an afternoon wave of starting times, all players will receive a morning starting time.

4 Pace of Play Policy 2 Checkpoint The Championship Committee has established the following Group Based, Checkpoint guidelines regarding Pace of Play for all events: Players will be provided with the Pace of Play Policy on their 1st Tee, and are expected to adhere to the Time Limits as indicated on the Official Scorecard. Time Limits may be adjusted based on factors specific to the golf course being played. Any adjustments will be reflected on the Official Score Card. The GAP Pace of Play Policy utilizes a two checkpoint system. Each group is responsible for monitoring their own pace. Checkpoints will be on holes #9 and #18, unless otherwise indicated. To avoid penalty, groups must complete each checkpoint hole: 1. Under the allotted time, or 2. Within 14 minutes of the group ahead. First Group(s) off Either Tee The first group(s) will be in breach of the pace of play policy if they take more than the allotted time to finish a checkpoint hole until they reach (within 14 minutes) any group ahead. After they reach a group ahead, both conditions must be met to be in breach of the pace of play policy. All players in a group in breach of the pace of play policy at any checkpoint are subject to penalty. Players are responsible for knowing their position on the course relative to their Time Limit. Players should monitor and speak to individuals causing slow play. Players may ask that the group be monitored by an Official without identifying an individual causing slow play. Information obtained by that Official will be considered in applying penalties under this Rule. PENALTIES First Breach - Groups who are OUT OF POSITION after their 9th hole will receive an OUT OF POSITION WARNING. The group is liable for a PENALTY OF TWO STROKES if they are subsequently OUT OF POSITION after their 18th Hole. Second Breach - Groups who are in position after their 9th Hole, but are subsequently OUT OF POSITION after their 18th Hole are liable for a PENALTY OF ONE STROKE. It is the player s responsibility to record and include any penalties assessed on their scorecards. Penalties are to be added to the checkpoint hole where the breach occurred. (Usually holes #9 or #18) NOTIFICATION Any group that completes a checkpoint hole in breach of the pace of play policy will be notified by a Checkpoint Official. CONCERNED PLAYERS AND APPEALS A player concerned about slow players in a group should first remind that player of the pace of play policy and encourage them to play more efficiently. The concerned player may, before or after penalties are assessed, request an Official to monitor the group. Appeal Process: The Pace of Play Committee will consist of up to three officials, including the Official(s)-in-Charge. The player must appeal the penalty at the Scoring Area before the score card is signed and returned. Lost balls, bad play, and time waiting for a ruling are not viable excuses for slow play. In order for an appeal to be considered, there must have been circumstances or situations beyond the player s control. Information from other Rules Officials assigned to the event may be considered in reviewing the appeal and in determining penalties. The final decision rests with the Pace of Play Committee. DEFINITION First Group The first group scheduled to begin play. In a two-tee start this includes the first group off each tee used to begin play. In a two-tee start with both morning and afternoon starting times, this also includes the first groups off each tee in the afternoon round. Subsequent Groups Any group other than the First Group. Out of Position, First Groups Only A group that has not completed play on their 9th or 18th hole within their Time Limit. (Note: In a two tee start, if the First Group reaches a group ahead, the rules for Subsequent Groups apply.) Out of Position, Subsequent Groups A group that has not completed play on their 9th or 18th hole within their Time Limit AND is more than 14 minutes behind the preceding group. Allotted Time The time indicated on the Official Scorecard for completion of the 9th or 18th hole. The Allotted Time is based on the scheduled Starting Time. If the group is unable to begin play at its scheduled time, the Starter will advise the players of their new Official Starting Time and the Allotted Limit will be adjusted accordingly. The Official Starting Time will be when the Starter clears the first competitor to play. Completed Play Groups have completed play when all players have holed out and the flagstick has been returned to the hole. Rule 6-7. Undue Delay; Slow Play states: The player must play without undue delay and in accordance with any pace of play guidelines that the Committee may establish. Between completion of a hole and playing from the next teeing ground, the player must not unduly delay play.

5 2 Checkpoint Pace of Play Player Information General Points In an effort to address slow play, the GAP has adopted Group Pace of Play Guidelines for the following 2017 Tournaments: Championship Qualifiers, Caddie Tournament, All Father & Son Events, Four-Man Team, Senior Four-Man Team, Francis B. Warner Cup Net, Frank H. Chapman Memorial Net, Senior 27 Hole Challenge, Senior Four-Ball Stroke Play, Spring and Fall Net Championship, The Deeg Sezna, Tournament of Champions and other events as assigned. As long as you keep up with the group ahead of you (within 14 minutes) your group will NEVER be in jeopardy of being out of position. Always look ahead not behind. Each group will be given a fixed amount of time in which to play 9 holes within each of the 2 checkpoints. Times will be reflected on the scorecards. Each group will be required to complete each check-point hole based on the allocated time or within 14 minutes of the group ahead. Posted signs and atomic clocks will be located on all check-point holes. Check-points will be located at the 9th and 18th greens. A check-point will be considered missed if: the hole is not completed (flagstick in the hole) within the allocated cumulative time and the group has not completed the hole within 14 minutes of the group ahead. If a group misses a check-point all players within the group will be informed by the check-point official as follows: Missed check-point at #9 warning Subsequent missed check-point at #18 liable to a two stroke penalty In position after first check-point but out of position at second check-point liable to a one stroke penalty If a group is liable to a penalty a player(s) may request a review before signing and returning his scorecard. A review will be successful if there is evidence the player was: Delayed by the Committee Delayed because of circumstances beyond the control of the player or group Delayed because of another player in the group Review and application of the penalty will only occur in the scoring area, not during the stipulated round. Discussion of the situation with the check-point official will only cause further delay of the group. A player concerned about a non-responsive (slow) fellow-competitor in his group, who is delaying play, should request a Rules Official to monitor the group in case the group is or becomes liable to penalty under these guidelines. You, your fellow competitors and caddies can help by having your yardages and being ready to play when it is your turn.

6 2016 EDITION Understanding the Rules of DMDs When the Local Rule is adopted permitting the use of distance-measuring devices, how do you know if the information you are accessing on the device breaches the Rules of Golf? WHAT S THE RULE? RULE 14-3 prohibits the use of Distance-Measuring Devices (DMDs). However, a golf course or the Committee in charge of a competition may introduce a Local Rule permitting the use of such devices. The use of any DMD (a) when the Local Rule is not in place, or (b) if the player accesses information that is prohibited by RULE 14-3, would result in a breach. TYPES OF DEVICES STAND-ALONE DEVICES Common stand-alone devices include laser rangefinders, handhelds and watch-style GPS units. Laser rangefinder GPS watch MULTI-FUNCTIONAL DEVICES Common multi-functional devices include mobile phones and tablets. Mobile phone Tablet PLAYER ACTIONS A player may use a device that is capable of operating a prohibited function, provided these specific functions are not accessed by the player during the round. Access is interpreted to mean that the player has viewed or otherwise used the information generated by a prohibited function, or the player uses a device where such output is displayed. WHAT CAN I ACCESS? Distance between two points (actual) Pre-published information (e.g., swing tips or advice on playing the hole) WHAT CAN T I ACCESS? Displays of effective playing distances (e.g., slopebased and other plays-like distance information) Club recommendation Handheld GPS unit 180 YARDS Score card Local weather information or alert for nearby lightning Chart showing average club distances, obtained from prior rounds, for a wide range of clubs Processed or analyzed club distances from current round Gauged or measured variable environmental conditions, such as wind speed, altitude or humidity Analysis or display of swing, set-up or other swing mechanics Use a 9-iron The United States Golf Association. Visit our DMD Resource Center for more information: USE ADDITIONAL CARE If a device is readily viewable by the player (e.g., the player is wearing a multi-functional watch) and information is being displayed that, if accessed, would result in a breach of the Rules, the player is considered to have "used" the information generated by a prohibited function, even if the player has not actually viewed it.

7 LOCAL RULE: ACCIDENTAL MOVEMENT OF A BALL ON THE PUTTING GREEN WHAT IT MEANS: The committee in charge of a competition or course now has the option to adopt a Local Rule that eliminates the penalty for all circumstances when a player, an opponent or either of their partners, caddies or equipment accidentally moves a ball or ball-marker on the putting green. HOW IT WORKS The following are examples where the Local Rule would apply: IF: When preparing to make a stroke, a player accidentally causes the ball to move... THEN: No penalty, and the ball must be replaced. IF: A player accidentally drops his/her ball, which hits and moves the ballmarker... THEN: No penalty, and the ball-marker must be replaced. IF: A player accidentally drops his/her ball-marker, which hits and moves the ball... THEN: No penalty, and the ball must be replaced. IF: A player accidentally kicks and moves his/her ball... THEN: No penalty, and the ball must be replaced. HOW IT DOESN T WORK The following are examples where the Local Rule would not apply: IF: A player intentionally moves or lifts his/her ball on the putting green without first marking its location IF: A player accidentally moves his/her ball that is lying on the fairway, in the rough or in a bunker... THEN: One-stroke penalty, and the ball must be replaced. THEN: One-stroke penalty, and the ball must be replaced R&A Rules Limited and the USGA. All rights reserved.

8 2016 EDITION OF THE RULES OF GOLF: Anchoring the Club Understanding Rule 14-1b Rules of Golf and the Rules of Amateur Status EffEctivE January 2016 WHAT CHANGES? The new entry Rule 14-1b prohibits strokes made with the club or a hand gripping the club held directly against the player s body or with a forearm held against the body to establish an anchor point that indirectly anchors the club. WHAT THE RULE SAYS NOTE 1: The club is anchored directly when the player intentionally holds the club or a gripping hand in contact with any part of his body, except that the player may hold the club or a gripping hand against a hand or forearm. In making a stroke, the player must not anchor the club, either directly or by use of an anchor point. NOTE 2: An anchor point exists when the player intentionally holds a forearm in contact with any part of his body to establish a gripping hand as a stable point around which the other hand may swing the club. THIS IS NOT AN EQUIPMENT RULE Conforming mid-length and long putters remain permissible provided they are not anchored. 9 Hydration Awareness If there is a medical emergency, please find someone with a radio or call 911. SUGGESTIONS TO STAY HYDRATED DURING PLAY GENERAL PRECAUTIONS Players and Spectators should be prepared to protect themselves from the heat. Players and spectators should bring umbrellas, nutritional snacks, sunscreen, light colored clothing, hats, etc. If you experience weakness, headache, trouble concentrating, nausea, muscle cramping or other symptoms in the heat, seek medical attention immediately. BEFORE THE START OF ACTIVITY It s important to make sure you re well hydrated during the few days leading up to your long activity day. An hour before you start your activity, try to drink about 16 ounces of water or other non-caffeinated fluid. Staying hydrated is critical to your performance and, more importantly, for preventing heat-related illnesses. Dehydration in athletes may lead to fatigue, headaches, decreased coordination, and muscle cramping. Other heat-related illnesses, such as heat exhaustion and heatstroke, have even more serious consequences. Athletes need to pay attention to what and how much you are drinking before, during and after activity. Make sure you re hydrated before you start your golf game, you should drink another 4 to 8 ounces right be- fore you start. DURING THE ACTIVITY A general rule of thumb for fluid consumption during your golf game: You should take in 4 to 6 ounces of fluid every 20 minutes during your physical activity. Some of your fluid intake should include a sports drink to replace lost sodium and other minerals (electrolytes). The carbohydrates and electrolytes in the sports drink also can help you absorb the fluids faster. Pre-hydrate yourself before, hydrate during, and after your golf game! WHAT TO EAT BEFORE A ROUND OF GOLF Eat lightly in the two hours leading up to tee time. Food in your digestive system diverts blood away from your brain and muscles, affecting concentration and physical perfor- mance. A meal approximately 1 ½ to 2 hours prior to play is ideal. Eat high quality complex carbohydrates, keep protein and fat intakes moderate since these slow down digestion. Eat slow and chew well. Drink pure water to adequately hydrate. Also fresh fruits are great source of nutrition as well hydration source. However, never drastically alter your normal eating patterns prior to competition. WHAT TO EAT DURING A ROUND OF GOLF Take a mix of dried fruit and nuts. Eat just small amounts throughout the round to keep energy and concentration levels regulated. Organic nutrition bars are a convenient snack that can help keep blood sugar levels steady. Avoid the high glycemic varieties. Sip water regularly, especially on hot days where you sweat more. WHAT TO EAT AFTER A ROUND OF GOLF Consume a combination of protein and carbohydrate-rich foods and drinks as soon as possible after your round to replenish glycogen stores and replace fluids that have been lost. Replace potassium or sodium that has been lost during competition by using foods. Fruits and vegetables are excellent sources of potassium.
