Payments for additional food and beverage purchases can be made by cash only. Sandy Run Country Club has a practice putting green and a short game area which will be open for all participants. The driving range will not be available for use. Please check the GAP website to make sure that the right flight information is given. Junior Boys Division and Junior Girls Division will start off the 1 st tee and play 18 holes while Junior-Junior Boys and Junior-Junior Girls will start off the 10 th tee and play 9 holes. A sudden-death playoff for low gross in both the Junior and Junior-Junior Divisions (both Boys and Girls) will be held immediately following the conclusion of play. CADDIE/CART INFORMATION: PLEASE READ THIS INFORMATION CAREFULLY This is a walking only competition. Players and their caddies must walk at all times during the stipulated round. You may bring your own caddie or carry your own bag. Players may not use any relative over the age of 18 as a caddie during any phase of the competition. The host club members must give up their course during the competition and there is a certain amount of "WEAR and TEAR" which occurs. 3 GOLF ASSOCIATION OF PHILADELPHIA JUNIOR CODE OF CONDUCT In order to make Junior tournaments enjoyable for everyone; the Golf Association of Philadelphia requires all of its competitors to adhere to a set of guidelines known as the Code of Conduct. Its purpose is to help all participants grow and mature by understanding and accepting the consequences of their actions. The Code of Conduct is to be followed, both on and off the course, in all events sponsored by the Golf Association of Philadelphia. 1. Violations of the Code of Conduct on the golf course include: Abusive language, club throwing, cheating, disrespect of volunteers or officials, abuse of the golf course, smoking or chewing tobacco products, use of drugs or alcohol, not adhering to the dress code during any practice round or tournament play, leaving the course during a competitive round without permission of an official, or any other conduct not becoming. 2. Actions that are considered violations of the Code of Conduct off the golf course include: Any use or association with drugs or alcohol, smoking or chewing tobacco products, vandalism, abusive behavior to employees of a host course or its property, or any other conduct not becoming. 3. Proper attire is required at all times at the host golf facility. Failure to comply may result in disqualification. The dress code prohibits short shorts, cargo shorts, tank tops, denim shorts and jeans. All hats/visors must be worn with the brim forward, males must remove hat/visor while indoor host facility, collared shirts must be worn and all shirts must be tucked in. Players should always be aware of the dress requirements of each event in which they compete and dress accordingly. 4. The Committee of the Golf Association may assess any or all of the following penalties based on the severity of the Code of Conduct violation: a. Issue a written letter of warning to the player and his or her parents. b. Disqualify the player from the tournament at which the violation occurs. c. Disqualify the player from the next tournament(s) for which he or she has been accepted. d. Suspend the player s membership indefinitely. In the event of a suspension, both the player and a parent will be required to submit a written account of the Code of Conduct violation to the applicable Committee within 30 days of the suspension. The Committee will review all submitted materials and then determine the length of the suspension. Any player whose membership is under suspension will not be eligible for any post-season honors of the association. The Association may refuse to accept entries in tournaments it sponsors from players who have violated the Code of Conduct at tournaments sponsored by other associations and organizations.

4 GOLF ASSOCIATION OF PHILADELPHIA SPECTATOR / PARENT POLICY This policy is strictly enforced for the welfare of the players! Parents and spectators are welcome and encouraged to attend all tournaments. Spectators and parents are asked to adhere to the following guidelines at all junior events: Spectators are permitted to walk the golf course. The use of motorized carts or any other motorized vehicle by spectators at any Golf Association of Philadelphia competition is strictly prohibited. Spectators are asked to stay on the cart paths or in the rough were cart paths are not accessible and at least 30 yards away from the players. Do not walk in the fairways. Always be aware of the group behind you. Spectators are allowed to carry water, umbrellas, jackets, towels, and food for the players. DO NOT talk to the players as this action may be construed as giving advice, resulting in a penalty for the player. Spectators are not allowed to give advice to the players. Under Rule 8, the definition of advice is: Advice is any counsel or suggestion which could influence a player in determining his play, the choice of a club or method of making a stroke. Penalty for breach of Rule 8: Match Play: Loss of Hole Stroke Play: Two Strokes The player is responsible for the actions of his/her spectators and may be subject to penalty. Spectators may not carry a player s golf bag and or clubs. Spectators and parents are required to observe good taste and dress appropriately for the golf course. Items of clothing such as cargo (baggy clothing with large pockets in the knee area) pants and shorts, blue jeans, short-shorts (bottom of shorts may be no higher than three inches from the top of the knee), tank tops, etc. are considered inappropriate. Please adhere to the host facility's dress code. The use of cellular phones, beepers, radios, and other like devices is discourteous and distracting to players and fellow spectators. All spectators and parents are advised that the use of any such device is prohibited. If you are expecting a call, please use the Pro Shop number. If you receive an emergency call the Committee will insure you get the message. Parents and spectators will receive one verbal warning if any of the above guidelines are not adhered to. A second action will result in a penalty for the player and the removal of the spectator/parent from the golf course. Please come out and watch the players compete on their own

5 Golf Association of Philadelphia Pace of Play Policy The Championship Committee has established the following Group Based, Checkpoint guidelines regarding Pace of Play for all events: Players will be provided with the Pace of Play Policy on their 1st Tee, and are expected to adhere to the Time Limits as indicated on the Official Scorecard. Time Limits may be adjusted based on factors specific to the golf course being played. Any adjustments will be reflected on the Official Score Card. The GAP Pace of Play Policy utilizes a two checkpoint system. Each group is responsible for monitoring their own pace. Checkpoints will be on holes #9 and #18, unless otherwise indicated. To avoid penalty, groups must complete each checkpoint hole: 1. Under the allotted time, or 2. Within 15 minutes of the group ahead. First Group(s) off Either Tee The first group(s) will be in breach of the pace of play policy if they take more than the allotted time to finish a checkpoint hole until they reach (within 15 minutes) any group ahead. After they reach a group ahead, both conditions must be met to be in breach of the pace of play policy. All players in a group in breach of the pace of play policy at any checkpoint are subject to penalty. Players are responsible for knowing their position on the course relative to their Time Limit. Players should monitor and speak to individuals causing slow play. Players may ask that the group be monitored by an Official without identifying an individual causing slow play. Information obtained by that Official will be considered in applying penalties under this Rule. PENALTIES First Breach - Groups who are OUT OF POSITION after their 9th hole will receive an OUT OF POSITION WARNING. The group is liable for a PENALTY OF TWO STROKES if they are subsequently OUT OF POSITION after their 18th Hole. Second Breach - Groups who are in position after their 9th Hole, but are subsequently OUT OF POSITION after their 18th Hole are liable for a PENALTY OF ONE STROKE. It is the player s responsibility to record and include any penalties assessed on their scorecards. Penalties are to be added to the checkpoint hole where the breach occurred. (Usually holes #9 or #18) NOTIFICATION Any group that completes a checkpoint hole in breach of the pace of play policy will be notified by a Checkpoint Official. CONCERNED PLAYERS AND APPEALS A player concerned about slow players in a group should first remind that player of the pace of play policy and encourage them to play more efficiently. The concerned player may, before or after penalties are assessed, request an Official to monitor the group. Appeal Process: The Pace of Play Committee will consist of up to three officials, including the Official(s)-in-Charge. The player must appeal the penalty at the Scoring Area before the score card is signed and returned. Lost balls, bad play, and time waiting for a ruling are not viable excuses for slow play. In order for an appeal to be considered, there must have been circumstances or situations beyond the player s control. Information from other Rules Officials assigned to the event may be considered in reviewing the appeal and in determining penalties. The final decision rests with the Pace of Play Committee. DEFINITION First Group The first group scheduled to begin play. In a two-tee start this includes the first group off each tee used to begin play. In a two-tee start with both morning and afternoon starting times, this also includes the first groups off each tee in the afternoon round. Subsequent Groups Any group other than the First Group. Out of Position, First Groups Only A group that has not completed play on their 9th or 18th hole within their Time Limit. (Note: In a two tee start, if the First Group reaches a group ahead, the rules for Subsequent Groups apply.) Out of Position, Subsequent Groups A group that has not completed play on their 9th or 18th hole within their Time Limit AND is more than 15 minutes behind the preceding group. Allotted Time The time indicated on the Official Scorecard for completion of the 9th or 18th hole. The Allotted Time is based on the scheduled Starting Time. If the group is unable to begin play at its scheduled time, the Starter will advise the players of their new Official Starting Time and the Allotted Limit will be adjusted accordingly. The Official Starting Time will be when the Starter clears the first competitor to play. Completed Play Groups have completed play when all players have holed out and the flagstick has been returned to the hole. Rule 6-7. Undue Delay; Slow Play states: The player must play without undue delay and in accordance with any pace of play guidelines that the Committee may establish. Between completion of a hole and playing from the next teeing ground, the player must not unduly delay play.

6 Pace of Play Player Information GAP Tournaments In an effort to address slow play, the GAP has adopted Group Pace of Play Guidelines for all 2011 GAP Championships and Tournaments. As long as you keep up with the group ahead of you (within 15 minutes) your group will NEVER be in jeopardy of being out of position. Always look ahead not behind. Each group will be given a fixed amount of time in which to play 9 holes within each of the 2 checkpoints. Times will be reflected on the scorecards. Each group will be required to complete each check-point hole based on the allocated time or within 15 minutes of the group ahead. Posted signs and atomic clocks will be located on all check-point holes. Check-points will be located at the 9 th and 18 th greens. A check-point will be considered missed if: the hole is not completed (flagstick in the hole) within the allocated cumulative time and the group has not completed the hole within 15 minutes of the group ahead. If a group misses a check-point all players within the group will be informed by the check-point official as follows: o Missed check-point at #9 warning o Subsequent missed check-point at #18 liable to a two stroke penalty o In position after first check-point but out of position at second check-point liable to a onestroke penalty If a group is liable to a penalty a player(s) may request a review before signing and returning his scorecard. A review will be successful if there is evidence the player was: o Delayed by the Committee o Delayed because of circumstances beyond the control of the player or group o Delayed because of another player in the group Review and application of the penalty will only occur in the scoring area, not during the stipulated round. Discussion of the situation with the check-point official will only cause further delay of the group. A player concerned about a non-responsive (slow) fellow-competitor in his group, who is delaying play, should request a Rules Official to monitor the group in case the group is or becomes liable to penalty under these guidelines. You, your fellow competitors and caddies can help by having your yardages and being ready to play when it is your turn.

7 LOCAL RULES AND CONDITIONS OF COMPETITION FOR 2011 GAP TOURNAMENTS The Rules of the United States Golf Association govern play. See applicable Championship or qualifying round Notice to Competitors/Players and Entry Application for additional Local Rules and Conditions. Complete text of Rules and Appendix I may be found in the Rules of Golf. LOCAL RULES Unless otherwise noted, the penalty for breach of a Local Rule or Condition is: Match Play-Loss of hole; Stroke Play-Two strokes. OUT OF BOUNDS - Defined by inside points, at ground level, of white stakes, white paint and fence posts. Rule 27-1 WATER AND LATERAL WATER HAZARD STAKES AND LINES - When a water hazard or lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or a lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. GROUND UNDER REPAIR - Defined by white lines. Fire ant hills and french drains are deemed to be ground under repair. Rule (Note: For a player whose ball is in a water hazard and is affected by a fire ant hill - see Decision 1-4/10.) Ground under repair may include areas of unusual damage, including areas where spectators or other traffic has combined with wet conditions to affect materially the ground surface, but only when so declared by an authorized member of the Committee. When immediately adjacent to an obstruction, such area is part of the obstruction. SEAMS OF CUT TURF (SOD SEAMS) - The Local Rule as prescribed in Appendix I is in effect. WHITE LINED AREAS TYING INTO ARTIFICIALLY SURFACED ROADS AND PATHS - Have the same status as roads and paths, that of obstructions. CONDITIONS LIST OF CONFORMING DRIVER HEADS - Optional Condition as LIST OF CONFORMING GOLF BALLS - Optional Condition as TIME OF STARTING - The Optional Condition as prescribed in Appendix I is in effect. PACE OF PLAY - See separate memorandum to players for pace of play guidelines, when applicable. DISCONTINUANCE OF PLAY - The Optional Condition as prescribed in Appendix I is in effect. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry. NOTE: A suspension for a dangerous situation will be signaled by one prolonged air horn note. All other types of suspension will be signaled by three consecutive airhorn notes, repeated. Resumption of play will be signaled by two short airhorn notes, repeated. WOOD CHIPS AND MULCH - Are loose impediments, unless otherwise provided for in Notice to Competitors/Players. EMBEDDED BALL THROUGH THE GREEN - Local Rule as INTEGRAL PARTS OF THE COURSE - Include cables, rods, wires or wrappings when closely attached to trees; artificial walls and pilings when located in hazards, unless otherwise provided for in Notice to Competitors/Players. TEMPORARY POWER LINES AND CABLES - Local Rule as TEMPORARY IMMOVABLE OBSTRUCTIONS - Local Rule as DISTANCE-MEASURING DEVICES - For play in all GAP events/tournaments, a player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g., gradient, wind-speed, temperature, etc.) the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional functions is actually used. A prohibited device shall include any cell phone or Smart Phone (e.g., I Phone, Blackberry, etc.) to which a distance-measuring application or yardage information application has been downloaded. PRACTICE - Prior to and after his round in stroke play, a player may practice on the designated practice areas. Rule 7-1b applies to other practice in stroke play, and Rule 7-1a covers practice before the round in match play. TRANSPORTATION - In the Amateur Championship, Open Championship, Joseph H. Patterson Cup and the following Junior events - Christman Cup; Junior Boys Championship; Jr.-Jr. Boys Championship; Francis X. Hussey Memorial; Jock MacKenzie Memorial and Pre-Junior Tournament - players shall walk at all times during a stipulated round. Optional Condition as prescribed in Appendix I is in effect. Exception: Carts are permissible in all other tournaments and qualifiers. CLOSE OF COMPETITION - The competition shall be deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee. The result of a match is considered to be officially Announced when the Committee has approved the result as posted on the public scoreboard.

8 2011 GOLF ASSOCIATION OF PHILADELPHIA TOURNAMENT POLICIES ADMINISTRATION FEE A $20 administration fee will be charged for withdrawal prior to entry deadline. CANCELLATIONS AND POSTPONEMENTS Tournaments will not be cancelled or postponed unless a course is deemed unplayable by the Member Club, a GAP Tournament Committee Member or an authorized official. CELLULAR PHONES AND BEEPERS The use of cellular phones, beepers, radios and other like devices is discourteous and distracting to others. On the course, the use of these devices on the course is prohibited. First violation of this rule shall be an oral warning and the second violation shall be revocation of entry. Elsewhere, the Member Club s policy is in effect. DRESS CODE Players are required to observe good taste and dress appropriately for the golf course. Items of clothing such as cargo pants and shorts (baggy clothing with large pockets in the knee area), blue jeans, short-shorts (bottom of shorts may be not higher than two inches from the top of the knee), tank tops, etc. are considered inappropriate. Anyone attired in such a manner will not be allowed to participate in an Association event. ETIQUETTE The Committee may take disciplinary action against player(s) who disregard etiquette to the detriment of other players. Such action may, for example, include prohibiting play for a certain number of competitions. This is considered to be justifiable in terms of protecting the interest of the majority of golfers who wish to play in accordance with the guidelines of the Rules of Golf. In the case of a serious breach of Etiquette, the Committee may disqualify a player under Rule FAILURE TO RETURN A SCORECARD Any player who fails to return a scorecard to the scoreboard official or who withdraws during play without notifying an official and personally surrendering his scorecard to that official will be suspended from play in all GAP tournaments for one year. KNUTH TOURNAMENT HANDICAP SYSTEM The GAP will utilize the Knuth Tournament Handicap System for the following events when the field size is 50 players or more: Annual Meeting; Chairmen s Meeting; Chapman Cup - Net; Fall Net Championship; Father-Son (Older); Father-Son (Middle); Four-Man Team; Pro.-Pres., Golf & Green; Senior Four-Man Team; Senior Four-Ball Stroke Play Championship; Spring Net Championship; Volunteers Day and Warner Cup - Net. NO SHOW If unable to meet the assigned time you must notify the Golf Office by phone at , ext. 14. If withdrawal is on the day of the event, call Kirby Martin, Director of Competitions, at , or contact via at kmartin@gapgolf.org. Those players who fail to appear for their assigned time without notifying GAP will be suspended from playing in all GAP tournaments for one year. CART FEE REFUNDS Refunds for the cart fee portion of the entry fee will be issued for any withdrawal occurring prior to a player starting a tournament. No refunds of a cart will be issued for players who have begun their round or any No Show. SPECTATOR CARTS In order to protect the players and the courses on which the Association host and its events, the use of spectator golf carts in any event is prohibited. TEE TIMES Assignment of starting times will be made according to preference. In the event this can t be equitably arranged, priority will be determined on a first-come, first-serve basis. In the event that the number of entries can t facilitate an afternoon wave of starting times, all players will receive a morning starting time.
