Remington Park disclaims responsibility for the consequences, if any, of such errors, but would appreciate their being called to their attention. 2

3 ATTENTION HORSEMAN 325: In order to enter an Oklahoma racetrack, a horse must have a negative Coggins test conducted within the last twelve (12) months. A copy of the original Coggins may be presented at the Stable Gate for entry to the Backside. A negative Coggins is required for a horse entering a race and must be the original VS Form or an approved electronic version attached to the registration papers and conducted within twelve (12) months of said race. Trainers are responsible for ensuring that a negative Coggins test is in the Racing Secretary s Office as required by the State of Oklahoma. Failure to comply, subjects the Licensee to disciplinary action. COBALT, as indicated in the Oklahoma Horse Racing Commission s Therapeutic Threshold Directive, beginning June 4, 2015, now has a regulatory threshold of 50 ng/ml in plasma/serum. Horsemen are reminded to adhere to the set forth threshold. Below are important updates for all Oklahoma Horseman transporting and racing horses at Oklahoma racetracks. a. A current health certificate issued within 30 days prior to arrival at the track which shows the vaccination record for each horse. The horse must have been vaccinated with an FDA accroved modified live or killed virus vaccine for EHV-1 not less than 14 days and not more than 90 days prior to date of entry. The veterinarian must provide the date of vaccination, the brand, serial number and the expiration date of vaccine. 4 OARI Oklahoma Alliance for Racing Integrity The Oklahoma Alliance for Racing Integrity is a collaborative effort of industry stake holders in Oklahoma dedicated to the betterment of racing in the state. The vision of the OARI is to ensure transparency and a level playing field for all participants at Oklahoma race tracks. Attention All Horsemen: All horses competing in stakes races at Remington Park must be stabled on the backside no later than twenty-four (24) hours prior to first post. Arrival to be confirmed by an approved time stamped in-slip at the Stable Gate / Security. All Derby, Futurity, and Stakes Qualifiers must remain stabled on the grounds of Remington Park between the trials and finals. Failure to comply with these policies may result in but not be limited to being scratched from a race and or ejection from property, etc. It will be the responsibility of each Trainer with horses entered in stakes races or that qualify as a finalist in Derby or Futurity races to make stabling arrangements through the Racing Secretary. Any questions regarding this policy can be directed to the Remington Park Racing Office. 44

In accordance with the Representation Agreement with Remington Park, the OQHRA shall be entitled to deduct an amount equal to one and one-half percent (1.5%) from the gross purse of each ownership entity. Said funds provide participating individuals engaged in Racing, financial assistance with medical, eye care, dental bills and other forms of benevolence as well as administrative services with regard to Horsemen s interests during the race meeting. Each horse starting during the 2019 Remington Park American Quarter Horse Mixed Meet will be assessed a starter fee of Five dollars ($5.00) to help fund the Quarter Horse Racing Political Action Committee (OQHRPAC). Any Horsemen may express his right to be excluded from all OQHRA deductions and membership benefits by executing an exclusion form at the Horsemen s Bookkeeper s Office. 7

9 STEP-BY-STEP GUIDE FOR HORSEMEN SHIPPING INTO REMINGTON PARK All registration and other formalities on arrival can be simplified if the following information is transmitted to the Racing Secretary and/or the Oklahoma Horse Racing Commission prior to your arrival. TO THE RACING SECRETARY: Register in the Racing Secretary s Office: The original Foal Registration papers and the original or certified lab copy of current negative Coggins results. In Oklahoma, a copy of a negative Coggins will no longer suffice according to the State. It is illegal to run a horse in Oklahoma with a copy. The OHRC will be enforcing this law. Preference dates are given according to the day the original Certificate of Foal Registration is put on file. TO THE STABLE OFFICE: Arrival time. Groom s accommodation Trainer s local accommodations and telephone number. Any special requirements, such as special bedding. Provide a full list of employees, including Assistant Trainers, Exercise Riders, Grooms, Hotwalkers and other personnel at the Stable Office. TO THE OKLAHOMA HORSE RACING COMMISSION (OHRC): Completed License Application forms may be obtained in advance from the OHRC. Owners, Trainers, Jockeys and all employees complete License Application procedures at the OHRC office. Partnerships, lease forms, authorized agent forms, stable name applications must be filed with the OHRC or Stewards Offices at Remington Park. Submit a copy of Worker s Compensation Certificate of coverage to the OHRC. 9 9

10 TRACK RULES AND GENERAL INFORMATION Trainers will register with the Racing Secretary all horses in his care which will participate during the Race Meeting. Giving the name, age, sex, color, breeding and ownership of each horse and must file the foal certification of such horses with the Racing Office. Trainers and their authorized representatives must license every person in his/her employ no later than seventy two hours after the arrival of his/her horses and shall be responsible for all their employees securing occupational licenses. Licensees having unlicensed personnel in their employ are subject to disciplinary action. No alterations shall be made of any entry after closing, except to correct an error. The entry by any person or the transfer of any horse may be refused without notice for reasons deemed to be in the best interests of racing. No Trainer will be allowed to re-enter any horse that is in the body of a race (excluding stakes races) unless granted permission from the Stewards. No Trainer may train a horse of the same breed for another Owner/Trainer that has an active file at this meet. OHRC Rule 325: The Racing Secretary may choose to run up to twelve horses in a race with approval of the OQHRA and the stewards. Races run at 870 yards will be limited to eight (8) starters. SAFETY EQUIPMENT MUST BE IN COMPLIANCE WITH ARCI RULE Z. SAFETY EQUIPMENT CAN NOT BE CHANGED OR ALTERED IN ANYWAY. HELMETS AND VESTS MUST BE FASTENED AT ALL TIMES WHILE ON THE RACING OR TRAINING SURFACE. REMINGTON PARK ELIGIBILITY RULES Stalls will not be allocated nor entries taken for maiden six (6) year olds and older. Eligibility does not mean automatic approval for stabling. ATTENTION HORSEMEN! All races for the 2019 Quarter Horse Meet will be veterinarian inspection races. All horses must be within the enclosure no later than two (2) hours prior to the first (1st) post to comply with pre-race exams. 10

11 IMPORTANT NOTICE TO HORSEMEN It is the goal of Remington Park and OQHRA to provide a race meeting of the highest quality and free of any horse racing practices that are corrupt, incompetent, dishonest, or unprincipled. The fact that every horse must provide a negative hair test prior to entry will provide assurance to every owner and fan wagering on the races that the track is making significant effort to ensure horses are not unfairly competing with an advantage from prohibited substances. HAIR TESTING AS A CONDITION OF ENTRY NO HORSE WILL BE ALLOWED TO ENTER A RACE AT REMINGTON PARK UNLESS RESULTS OF A NEGATIVE HAIR TEST HAS BEEN PROVIDED TO RACING SECRETARY PRIOR TO ENTRY. 1. Pre-entry Hair samples must be collected for testing within 45 days of the first pari-mutuel race that a horse competes in at this meet. Results must be on file with the racing office before a horse can be ENTERED. 2. As a service for horsemen, OQHRA will facilitate collection and submission of samples for testing of horses that are scheduled for testing at Remington Park. a. A fee of $250 must be paid prior to collection of sample. b. Trainer/owner must contact the OQHRA to schedule hair collection. c. Hair collection which will begin February 6 and will continue throughout the meet. 3. Horsemen electing not to bring their horse to RP for collection of hair samples may contact OQHRA or RP Racing Secretary for instructions on having hair collected by an authorized veterinarian and sent for testing at Maddy Lab (UC Davis) or TX Vet Diagnostic Lab (TX A&M). (Instructions will be available from racing office, OQHRA office, and posted on and websites). If collected by a source other than OQHRA, the hair sample must be tested in accordance with the AQHA uniform testing protocols AND MUST INCLUDE DNA VERIFICATION confirming the sample was collected from said horse. 4. In no event will a horse be eligible to enter a race unless the hair testing has been completed and a negative result has been provided to the racing secretary in accordance with these conditions. 5. All Futurities and Derbies during the 2019 meet (for Quarter Horse, Paint, and Appaloosa) are ALSO subject to hair testing requirements. The conditions of each of those races also require a negative hair test collected within 45 days of date of trials to be eligible to ENTER for said trials. This may result in horses being required to have additional hair tests if the hair testing described in #1. above was conducted more than 45 days prior to the running of the trials. *Hair tests, and the results of any such testing, as required by this condition are not considered official tests or results by the OHRC. PAYMENT OF PARTICIPATION PURSE The owner of each horse that has provided results of a negative hair test will be paid a one-time $250 Participation Purse bonus from Horsemens Purse Account when the horse competes in its first overnight race during the meet. Trials and Stake race participants will not be eligible for this bonus, but if the first start is a trial or a stake race the payment will be made only if the horse comes back and runs in an overnight race. 12 IMPORTANT NOTICE In 2018 the OHRC has adopted a revised version of Rules of Racing Chapter 45 dealing with Prohibited Practices and Equine Testing. IT IS IMPORTANT THAT ALL TRAINERS BE INFORMED AND AWARE OF THE NEW RULES. The new rules include significant changes permitted substance levels, prohibited acts, and will clarify the authority of the commission to enforce penalties for violations. The new language can be found on the following websites: or The previous threshold directive has been repealed and is no longer in force, and there are now separate sections listing approved substance levels for the breeds. The Quarter Horse, Paint, and Appaloosa levels from new Section 325: are listed below: 325: Listed Thresholds for Quarter Horses, Paints, and Appaloosas (a) The thresholds listed in this section shall be considered listed threshold for permitted substances or, if specified as such, naturally occurring substances in Quarter Horses, Paints, and Appaloosas. (b) Non-steroidal anti-inflammatories shall be considered prohibited substances except for the chemicals listed below and their corresponding analogs and metabolites in concentrations not exceeding the listed threshold: (1) Diclofenac: 5 ng/ml in biological samples consisting of plasma or serum; (2) Dipyrone: 20 ng/ml in biological samples consisting of plasma or serum; (3) Firocoxib: 20 ng/ml in biological samples consisting of plasma or serum; (4) Flunixin: 20 ng/ml in biological samples consisting of plasma or serum; (5) Ketoprofen: 2 ng/ml in biological samples consisting of plasma or serum; (6) Naproxen: 750 ng/ml in biological samples consisting of plasma or serum; or (7) Phenylbutazone: 2 ug/ml in biological samples consisting of plasma or serum. (c) Corticosteroids shall be considered prohibited substances except for the chemicals listed below and their corresponding analogs and metabolites in concentrations not exceeding the listed threshold: (1) Betamethasone: 10 pg/ml in biological samples consisting of plasma or serum; (2) Dexamethasone: 5 pg/ml in biological samples consisting of plasma or serum; (3) Isoflupredone: 100 pg/ml in biological samples consisting of plasma or serum; (4) Methylprednisolone: 100 pg/ml in biological samples consisting of plasma or serum; (5) Prednisolone: 1 ng/ml in biological samples consisting of plasma or serum; or (6) Triamcinolone Acetonide: 100 pg/ml in biological samples consisting of plasma or serum. (d) Other substances shall be considered prohibited substances except for the chemicals listed below and their corresponding analogs and metabolites in concentrations not exceeding the listed threshold: (1) Acepromazine: 10 ng/ml in biological samples consisting of urine; 1212

13 (2) Butorphanol: 300 ng/ml of total Butorphanol in biological samples consisting of urine or 2 ng/ml of free butorphanol in biological samples consisting of plasma or serum; (3) Cetirizine: 6 ng/ml in biological samples consisting of plasma or serum; 4) Cimetidine: 400 ng/ml in biological samples consisting of plasma or serum; (5) Dantrolene: 100 pg/ml of 5- hydroxydantrolene in biological samples consisting of plasma or serum; (6) Detomidine: 1 ng/ml in biological samples consisting of plasma or serum; (7) Dimethyl Sulfoxide (DMSO): 10 ug/ml in biological samples consisting of plasma or serum; (8) Furosemide: 100 ng/ml in biological samples consisting of plasma or serum; (9) Glycopyrrolate: 3 pg/ml in biological samples consisting of plasma or serum; (10) Guaifenesin: 12 ng/ml in biological samples consisting of plasma or serum; (11) Lidocaine: 25 pg/ml of total 30H- lidocaine in biological samples consisting of plasma or serum; (12) Mepivacaine: 10 ng/ml in biological samples consisting of urine or at the level of detection in biological samples consisting of plasma or serum; (13) Methocarbamol: 1 ng/ml in biological samples consisting of plasma or serum; (14) Omeprazole: omeprazole sulfide- 10 ng/ml in biological samples consisting of plasma or serum; (15) Procaine Penicillin: 25 ng/ml in biological samples consisting of plasma or serum; (16) Pyrilamine: 50 ng/ml in biological samples consisting of plasma or serum; (17) Ranitidine: 40 ng/ml in biological samples consisting of plasma or serum; or (18) Xylazine: 200 pg/ml in biological samples consisting of plasma or serum. (e) Androgenic-Anabolic Steroids (AAS) shall be considered prohibited substances except for the chemicals listed below and their corresponding analogs and metabolites in concentrations not exceeding the listed threshold: (1) The naturally occurring substance, boldenone, shall be permitted in concentrations not exceeding: (A) 25 pg/ml in biological samples consisting of plasma or serum for all horses, regardless of sex; (B) 1 ng/ml in biological samples consisting of urine for fillies, mares, or geldings; or (C) 15 ng/ml in biological samples consisting of urine for male horses other than geldings. (2) The naturally occurring substance, nandrolone, shall be permitted in concentrations not exceeding: (A) 25 pg/ml in biological samples consisting of plasma or serum for fillies, mares, and geldings; (B) 1 ng/ml in biological samples consisting of urine for fillies, mares, or geldings; or (C) 45 ng/ml in biological samples consisting of urine for male horses other than geldings. (3) The naturally occurring substance, testosterone, shall be permitted in concentrations not exceeding: (A) 25 pg/ml in biological samples consisting of plasma or serum for fillies, mares, and geldings; 13 13

14 (B) 55 ng/ml in biological samples consisting of urine for fillies, mares (unless in foal); or (C) 20 ng/ml in biological samples consisting of urine for geldings. (D) The concentration of testosterone is not regulated or restricted in fillies or mares that are confirmed pregnant on the day of racing or in male horses other than geldings. (f) Environmental contaminants shall be considered prohibited substances except for the chemicals listed below and their corresponding analogs and metabolites in concentrations not exceeding listed threshold: (1) Arsenic: 0.3 ug/ml total arsenic in biological samples consisting of urine; (2) Atropine: 70 ng/ml in biological samples consisting of urine; (3) Gamma Aminobutyric Acid (GABA): 110 ng/ml in biological samples consisting of plasma or serum; (4) Hydrocortisone: 1 ug/ml in biological samples consisting of urine; (5) Methoxytyramine: 4 ug/ml, in biological samples consisting of urine; (6) Salicylate, Salicylic Acid: 750 ug/ml in biological samples consisting of urine or 6.5 ug/ml in biological samples consisting of plasma or serum; (7) Theobromine: 2 ug/ml in biological samples consisting of urine or 0.3 ug/ml in biological samples consisting of plasma or serum; (8) Cobalt: 50 ng/ml in biological samples consisting of plasma or serum; (9) Caffeine: 100 ng/ml in biological samples consisting of plasma or serum; or (10) Estrandiol: ug/ml in biological samples consisting of urine for male horses other than geldings. (g) The use of non-steroidal anti-inflammatories and corticosteroids are subject to the additional conditions: (1) The presence of more than two permitted non-steroidal anti-inflammatories in a biological sample consisting of plasma or serum is prohibited; or (2) The presence of more than two corticosteroids in a biological sample consisting of plasma or serum is prohibited. 15 WORKOUT AND FIRST TIME STARTER REQUIREMENTS FOR ALL BREEDS RACING AT OHRC LICENSED TRACKS Only timed works published by Daily Racing Form and/or Equibase may be accepted with the approval of the OHRC Stewards. A. QUARTER HORSE, PAINT AND APPALOOSA WORKOUT REQUIREMENTS: Horses which have an official start but not within sixty (60) days of a race must have one (1) approved published work within sixty (60) days of a race. B. Horses which have an official start but not within one (1) year of a race must have two (2) approved published works within sixty (60) days of race, one of which must be from the starting gate. C. Prior to entry, horses with an official start wishing to race around the turn for the first time must have an official workout around the turn and receive approval from the clocker within 60 days of the race. First time starters wishing to race around the turn must work from the Starting Gate around the turn (with company) and receive approval from the starter and clocker within (60) days of the race. D. Prior to entry, first time starters must receive gate approval from an OHRC licensed Starter. In addition, first time starters must have two (2) approved published works within sixty (60) days of a race, one of which must be in company from the Starting Gate. Said horse must also be approved by the Clocker as having obtained a minimum speed index of 30 on the straightaway. E. First time starters which have been approved in a schooling race at an OHRC licensed racetrack within sixty (60) days of a race may forego the requirements in Section D. F. Horses unable to start within sixty (60) days of their approved schooling race can update the schooling race (not to exceed thirty (30) days) with an approved work from the Gate. G. Any horse that works at an OHRC licensed racetrack must be identified to the Gap Attendant or Starter by name, type of workout and distance. Failure to report his information will result in referral to the Stewards. H. Horses that have drawn into the body of a race and need a workout, must obtain the workout at a recognized pari-mutuel race track or approved Oklahoma training facility to fulfill this requirement. CRITERIA FOR SCHOOLING RACES 1. Must be conducted at an OHRC licensed racetrack. 2. All riders must be OHRC licensed jockeys or exercise riders to participate. 3. Entries shall be made in person or by telephone to the Racing Secretary s Office. 4. All horses approved for participation in a schooling race must be tattooed prior to or on the day of participation. 5. The Racing Secretary shall publish an overnight to reflect the name of the horse and Trainer. 6. The current Certificate of Registration for the horse must be on file in the Racing Secretary s Office or an up to date photocopy of said Certificate reflecting the horse s tattoo number. 15

16 7. The Starter, Outrider, Clocker, a Steward or Steward s Designee and the Racing Secretary or Assistant to the Racing Secretary must be present to supervise Approved Schooling Races. 8. One Approved Schooling Race will be accepted in lieu of the two (2) work requirement so long as the schooling race is within sixty (60) days of any OHRC pari-mutuel race for which an entry is made as follows: a. All breeds racing in straightway races must school on the straightaway. b. Horses unable to start in a race within the allotted sixty (60) days can update the schooling race (for a period not to exceed thirty (30) days with an approved work from the gate. 9. Schooling horses will be identified by registered name, marking and tattoo number by the supervising Steward or Steward s Designee. 10. Horses shall be saddled in the paddock using normal racing tack equipment including over girth. 11. After leaving the saddling paddock, horses shall return to the track and after warm-up, proceed to the starting gate. 12. Horses approved for participation in a schooling race will run from the starting gate under the direction and approval of the Starter and Steward or Steward s Designee. 13. At least one video camera view and a photo finish strip is required of each schooling race with the schooling race video to be held for a period of ten (10) days. The Commission Executive Director is authorized to approve the position and quality of the camera. 14. An approved schooling race conducted in accordance with these guidelines at an OHRC licensed racetrack shall be recognized at any OHRC licensed pari-mutuel facility. 15. An OHRC licensed racetrack may charge up to Fifty Dollars ($50.00) per head for participating horses and may publish minimum required number of participants before the schooling races are made available so long as the minimum number does not exceed sixty (60) head. 16. The supervising Steward has the discretion in all matters regarding schooling race procedures and requirements. SCHOOLING RACE DAYS REMINGTON PARK 2019 Remington Park will host non-mandatory schooling races in an effort to assist in preparation for the race meet. There will be a non-refundable administration fee of Fifty Dollars ($50.00) for each horse that enters. The Owner of the horse must pay the Fifty Dollars ($50.00) administration fee or the Trainer will be held responsible for payment. Remington Park requires a minimum of sixty (60) entrants for each scheduled schooling race day. In the event the Racing Office does not receive at least sixty (60) entrants the scheduled schooling race day may be cancelled. Each Trainer is solely responsible to pay their rider. Entries will close on each Friday preceding the scheduled schooling race day at noon and at 5:00pm after the race meet starts. Any changes to the entries such as additional horses or substitutions of horses must be requested before 9:00 a.m. the day of the schooling races and must be approved by the Stewards. Beginning February 6 schooling races will be held on Wednesday and Thursdays if necessary. Should Horsemen show support for additional schooling race days in May, the Racing Secretary will take entries in the Racing Office. 16

17 CONDITION ELIGIBILITY: means horses that meet the condition of the race are preferred over those that do not. For Example: winners of two (2) races entering into a non-winner of three (3) races would have preference over a horse that has only one (1) win regardless of preference date. In open races, horses with condition eligibility (Example: N3, N2) are least preferred to those with three (3) or more wins. In such case, horses with condition eligibility get into an open race, N3 s would be preferred over N2 s and so on. MULTIPLE WINNERS PREFERRED. Horses with three (3) or more wins are considered equal in preference and are then preferred by date unless otherwise stated. BLINKER RULES: a. Any blinker change from a previous start must be approved by the Starter. b. A blinker change must be declared at time of entry. c. No horse may arrive at the paddock wearing blinkers without first getting permission from the Paddock Judge. Remember it is the Trainer s responsibility to claim a blinker change at the time of entry. Failure to do so will result in said horse racing in previous equipment. FLIPPING HALTERS: FLIPPING HALTERS MUST BE DECLARED AT THE TIME OF ENTRY. THIS RULE WILL BE STRICTLY ENFORCED. VIOLATORS MAY BE SUBJECT TO DISCIPLINARY ACTIONS BY THE BOARD OF STEWARDS. WORKERS COMPENSATION ACT COMPLIANCE. No person may be licensed as a Trainer, Owner or in any other capacity in which such person acts as the employer of any other licensee upon the Racetrack enclosure operated by an organization license has been secured in accordance with the Workers Compensation Act of the State of Oklahoma and until a Certificate of Insurance or other appropriate evidence of self-insurance evidencing such security for liability is provided to the Commission. Should any such required security for Worker s Compensation be cancelled or terminated, any occupation license held by such person may be subject to summary suspension and may be grounds for revocation of the license. Any Trainer who intends to bring a horse on the ground of Remington Park must have a minimum Workman s Compensation Policy on file in the Racing Commission before doing so if he/she has employees. KNOWLEDGE OF RULES. Every licensee, in order to maintain their qualifications for any licenses held by them, shall be familiar with and knowledgeable of Track and Commission Rules, including all amendments thereto. Every licensee is presumed to know the Rules. OWNER S SILKS & FOAL PAPERS. All Owners must furnish their own colors. Following the conclusion of the Meet, please arrange for your silks and foal papers to be picked up. Although Remington Park makes every effort to ensure the safety of both, we will not be held responsible for either silks or foal papers left later than one (1) week after the final day of the meet. 17

18 EQUINE INJURY DATABASE. In consideration of the acceptance of an entry or a nomination of any horse to any race described in this Condition Book, the Owner(s) and Trainer of such horse, consent to the collection of information related to any equine injury occurring at the Remington Park facility to such horse and entry of said information into database maintained by The Jockey Club (the Equine Injury Database ). Said Owner(s) and Trainer further agree to indemnify, release, hold harmless and covenant not to sue Global Gaming RP, LLC and Remington Park, any State or Track-appointed Veterinarian collecting such information and The Jockey Club (collectively, the Indemnified Parties ) from and against any liability, cost, loss or expense of any kind or nature (including, without limitation, reasonable attorneys fees) arising from any claim, demand or action (a) alleging that the data entered into the Equine Injury Database (either directly or indirectly) violates the rights of the Owner(s), Trainer or any Third Party, or (b) relating to any equine injury report run, published or otherwise created by any of the Indemnified Parties, including the Owners, Stewards, Directors, Officers, Employees and Agents of any of them (either directly or indirectly). REGISTRATION CERTIFICATE TO REFLECT CORRECT OWNERSHIP. Every certificate of Registration, Eligibility Certificate or Lease Agreement filed with the Organization and it s Racing Secretary to establish the eligibility of a horse entered for any race shall accurately reflect the correct and true ownership of such horse and the name of the Owner which is printed on the official program for such horse shall conform to the ownership as declared on the Certificate of Registration or Lease Agreement. A Stable Name may be registered for such Owner or Ownership with the Commission. In the event ownership is by syndicated corporate, partnership or other association or entity, the name of the Owner which is printed on the official program for such horse shall be the responsible Managing Owner, Officer or Partner who assumes all responsibilities as the Owner. Transfers of ownership will NOT be accepted in the racing office without either a check or credit card to pay for the transfer. Payment must include AQHA, APHA, or ApHC membership number for new owner unless current membership number is provided on transfer. DEADLINE FOR ARRIVAL OF ENTERED HORSES. All horses scheduled to compete in an overnight race must be present within the enclosure no later than two (2) hours prior to the first (1st) post to comply with pre-race exams or to comply with Commission Furosemide (Salix) medication rules. An Organization Licensee shall provide adequate stalls for horses which are required to arrive more than two (2) hours prior to post time for the horses scheduled race. Horses not within the enclosure by the deadline may be scratched and the Trainer subject to a fine and/or suspension. 18

19 NAMING OF RIDERS. All horses entered must have a rider engaged at the time of entry. If a rider is named without a call, or if no rider is named, the Stewards will name a rider at scratch time. Any Owner, Trainer or other duly Authorized Person failing to follow this procedure will be subject to disciplinary action. Trainers must name a rider and a backup rider at time of entry. If both jockeys take off at the draw, the horse will be left open on the overnight. Trainers must name a rider for open horses on the overnight by 9:00 a.m. (Tuesday for Thursday, Wednesday for Friday, Thursday for Saturday, and Friday for Sunday). The Stewards will name riders for all horses remaining open at 9:00 a.m. according to the schedule above. All subsequent rider changes after 9:00 a.m. will result in a double jock mount. 325: FORM AND DEPOSIT CLAIM. All claims shall be in writing on a form approved by the Commission and shall be enclosed in the claim envelope, sealed and deposited in the claim box at least ten (10) minutes before post time of the race in which the horse to be claimed is entered. No money shall accompany a claim form and any person or racing interest making a claim shall first have the amount of the claim and all applicable taxes on deposit with the Horsemen s Bookkeeper at the race meeting. The filing of a claim by depositing the claim form in the claim box constitutes a contract of purchase at the established price and in accordance with the Rules for Claiming. 325: COUPLING OF ENTRIES. In no case shall more than two (2) horses having common ties through ownership, training, or lease be entered in a purse race (overnight). When making a double entry, the second same Owner entry drawn shall have no preference over any single entry in purse races, excepting a preference over an in today horse. At the time of entry, a preference must be made to the end that each interest may have an entry in each division should the race be divided. For different Owners, an organization licensee, with approval of the Stewards, may allow for each entrant to have an equal shake to draw into a race providing the horse(s) have preference. If a race is to be divided, an additional conditional entry may be accepted from any interest. Each such entry may have a joint entry. All divided races will be considered separate races. 325: SALE OR TRANSFER OF CLAIMED HORSE. No horse claimed out of a claiming race shall be sold or transferred to any person for racing purposes within (30) days, exclusive of the day such horse was claimed except in another claiming race. 325: ENTRY OF CLAIMED HORSE. A horse claimed out of a claiming race shall be eligible to race at any racing organization within the State of Oklahoma immediately or in any other state after the end of the race meeting where the claim occurred. A claimed horse shall not be eligible to start in any other claiming race for a period of thirty (30) days exclusive of the day such horse was claimed for less than the price for which the horse was claimed. A claimed horse, with the permission of the Stewards at the race meeting, may be allowed to participate in stakes or nomination races in other jurisdictions. A horse claimed in another jurisdiction is subject to the eligibility requirements for the claimed horse in effect at the time of the claim in the jurisdiction in which the horse was claimed. 19

20 PREFERENCE SYSTEM (1) All horses intended for racing at Remington Park will be assigned a preference date when original registration papers with a current Coggins (should be issued after June 1, 2018) attached to papers are submitted to the Racing Office. A horse can have only one date at any particular time. Dates assigned will be four types: 0-Date: M1,M2: E-Date: R-Date: This can only be attained if a horse s Certificate of Registration with a negative Coggins Test was submitted to the Racing Office by Thursday, February 28, This date corresponds to a horse with a date which is excluded from a race. Example: When a horse with a 0 date is excluded from a race he receives a M1. If he is excluded again he receives a M2. A M2 has preference over a M1. (For 2 and 3,4,5 year old Maiden Allowance Races only.) The day on which a horse s foal papers are submitted to the Racing Office if after deadline for 0 date. This date will correspond to the day of a horse s most recent race at Remington Park. An R-Date will be assigned to a horse which is scratched. (2) Preference dates shall be given in all races, except handicaps and stakes, according to a horse s previous race during the current meet. (3) Any horse running in a stakes race or a trial will retain its previously held preference date. (4) Horses which are drawn into races will receive a running date corresponding to the date on which they are to run and will lose all dates previously held (excluding trials or stakes races). (5) All horses placed on lists will be posted on the bulletin board. They will not be permitted to enter until they have come off the list. A horse which raced before going on a list will keep its R date. (6) Horses which were scratched will be given an R date as of the day the horse comes off the list. (7) Preference dates remain the same regardless of a change of Ownership or Trainer. (8) Horses which have established a date at the current meeting will lose that preference date should their papers be withdrawn from the Racing Office or demonstrate intent to race anywhere by entering at such tracks and must enter to reestablish a preference date at this meeting. Should a horse s papers be withdrawn from the Racing Office for just cause (i.e. tattoo, corrections, change of ownership, etc.) the Racing Secretary may determine the status of the preference date established. (9) There will be no special preference dates for Oklahoma Bred horses. (10) In cases where E-Date and R-Date dates are the same, the horse with the entry date will have the preference (11) Preference dates will not supersede conditions of the races. (12) Horses with dates established which re-enter but do not get in will keep the date previously established. (13) Maidens entering against winners will receive least consideration with exceptions of money earned preferences. (14) Any discrepancy pertaining to the draw must be reported to the Secretary s Office. (15) Statistics provided by Equibase will be used in determining eligibilty. 20

26 STABLE AREA RULES & REGULATIONS A. General Rules 1. An owner, trainer, assistant trainer, Horseman s Rep or OHRC official may register eligible unlicensed guests with either the Stable Gate or Maintenance Gate Security Office. Guests are not eligible to be registered if they are ineligible for an OHRC occupation license due to suspension, revocation or any other reason. The owner, trainer, Horsemen s Rep or OHRC official is responsible for their guest s conduct and safety in restricted areas. 2. No Trainer is allowed to register an unlicensed employee (stable or otherwise) entering the grounds for the first time at the Stable Gate, unless the Oklahoma Horse Racing Commission License Office is closed at the time or that day. The unlicensed employee may wait until the next time Licensing Office opens to apply for and receive a license (i.e. horses coming in the evening or on days the Licensing Office is closed.) 3. No licensee may have on his/her person or among his/her personal effects, while on the grounds of Association property, a hypodermic syringe or any medicine or drugs prohibited under the Commission s medication rules, unless said drug has been prescribed by a physician or veterinarian and is properly labeled and in the original container. 4. No licensee may have on his/her person or among personal effects, while on the grounds, an electrical or mechanical device that may affect the normal performance of a horse. 5. No licensee may possess, conceal or exhibit a deadly weapon or otherwise disturb the peace on Association grounds. 6. No person may have in his/her possession any narcotic or hallucinogenic drug, marijuana or any other drug listed under the prohibited drug laws of this State, unless said drug has been prescribed by a physician or veterinarian and is properly labeled and in the original container. 7. No person may use improper, profane or indecent language to any Association or Commission Representative while in the performance of his/her duty. 8. Must bring in all hanging laundry by Noon. 9. No dogs are permitted in stable area. 10. Washers, ice machines or any mechanical devices shall not be placed outside the confines of the physical barn. 11. Horses must be walked to and from the track. Do not gallop or jog horses along designated horse paths. 12. Horses are not to be tied to anything that is not designated for the purpose (i.e. windows, doors, trees, gas lines). 13. Trainers must sign an out slip prior to leaving the Stable Gate with any horses. 14. Alcoholic beverages may only be consumed within the privacy of your dorm room or the Horseman s Kitchen. 15. Parents may sign in unlicensed children under the age of 16 to the Stable Area. Children must be under their parent s supervision at all times,are allowed in the dorm rooms, however, cannot stay overnight in the Stable Area. 16. Any individual working in the Stable Area must have a current OHRC license specific to his/her job and the license badge must be in the individual s possession at all times. 26

27 17. Each Trainer is responsible for immediately reporting any terminated employee that resides in a dorm room to the Stall Office. 18. Food, beverages and other items for personal use may not be sold in the Stable Area except by approved and properly licensed vendors. 19. Vehicles must display a valid parking sticker to gain entry to the Stable Area. B. Dorm Room Rules 1. Sleeping in feed rooms, tack rooms and stalls is strictly prohibited. 2. All sleeping and living quarters must be authorized and assigned by the Stall Office before being occupied. 3. Painting or pasting on the walls of dorm rooms is strictly forbidden. 4. Trainers are responsible for the conduct of their employees and appearance of their living quarters and general working area. 5. Self-contained heaters are allowed in sleeping quarters (no exposed flame or heating elements). The use of kerosene heaters is prohibited as well as the storage of kerosene. 6. There may be no hot plates, electric skillets or other electric cooking utensils in tack rooms, feed rooms, wash racks, dorm rooms and/or an where under the shed rows (microwave ovens are acceptable). 7. No propane cylinders may be stored inside any building. 8. Any attempt to disable the smoke detectors in the dorm rooms subjects the person(s) found occupying these quarters to eviction, fine, suspension and/or ejection. 9. No modifications may be made to the building in order to install TV antennas, satellite dishes or other paraphernalia. 10. The Stall Office requires a $100 for each assigned room. $25 key deposit. Dorm room keys are not issued or occupancy allowed until the fee is paid. 11. Each dorm room occupant must have a valid OHRC license. 12. In accordance with the Oklahoma State Fire Marshall, no more than two (2) occupants may reside in any dorm room. 13. Personal locks/hasps on the dorm room doors are strictly prohibited by the Oklahoma State Fire Marshall. 14. Only fire retardant materials may be used as window coverings in the dorm rooms such as drapes and blinds labeled as fire retardant or aluminum foil. No paper, poster or feed sacks are permitted. 15. Dorm rooms are subject to inspection for fire safety at any time in the presence of the licensee staying in the dorm room or his/her Trainer (if possible), a Security Officer, a Horseman s Representative and/or an OHRC agent. C. Shed Row Rules 1. Smoking is not allowed in stalls, tack rooms, feed rooms wash racks or under any part of the shed row. 2. The use of infrared heat lamps is prohibited unless a Veterinarian prescribes such use. If prescribed the lamp(s) must be attended by a competent individual throughout the use thereof. Evidence that the lamp(s) were prescribed by a Veterinarian must be shown upon request of any Security Personnel, Fire Protection Personnel and/or Track Officials. 3. Instant hot water heaters, consisting of a single or multiple electrodes, which are placed in buckets of feed or water, are prohibited. 4. The use of extension cords within the tack rooms, wash racks, feed rooms, stalls, and/or anywhere under the shed rows is prohibited. 5. Stall bedding is restricted to wheat straw, shavings or wood pellets. 27

28 6. Horse manure must be placed only within designated manure bins. The accumulation of manure in front of stall is prohibited. 7. Nothing may be hung on, suspended from or located with 36 of sprinkler piping in the barns. 8. Nothing may be stored on or around water heaters. 9. All manners of exit (entry doors and large barn doors) must be kept clear: no hay bales, feedbags or other equipment may block exits. 10. No washing machines or other electrical equipment may be placed within a wash rack stall. D. Parking 1. Parking of stable personnel is permitted only in designated areas within white lines. There is no parking in or in front of the manure bins. There is no parking on the horse paths. There is no parking on grass future barn sites. There is no parking on yellow lines or painted curbs. There is no parking in designated fire lanes. The speed limit within the Stable Area is 15 MPH. 2. Adhere to all traffic signs. 3. Properly stickered vehicles may park overnight in designated vehicle parking spaces and must not block any roadway. 4. Any abandoned vehicles left on Association property will be towed and impounded at the Owner s expense. 5. Repairing and dismantling of motorized vehicles on Association grounds is prohibited. 6. During training hours: 7:00 A.M. 11:00 A.M. for the Quarter Horse Mixed Meet and 6:00 A.M. 10:00 A.M. for Thoroughbred Meet. No traffic is permitted between and through the barns (this includes deliveries). 7. In order to minimize vehicle congestion and to maximize safety for the horses, horsemen are required to park their vehicles and/or trailers in designated areas. 8. Trailers Temporary Parking North Receiving Barn. Vehicles Parking spaces between barns Owners, Trainers, Assistant Trainers, Jockeys, Blacksmiths and Veterinarians. 9. Parking lots North of Barns Jockey Agents, Jockeys, Guests and Pony Riders. E. BACKSIDE MANURE HANDLING PROCEDURES I. Purpose Provide expected guidelines and procedures for handling manure, soiled bedding and trash from the barn areas on the Backside. Post rules for handling manure by Horsemen. Provide covered or contained manure/bedding storage containers. Conduct and document inspection of manure storage/handling areas. II. Policy Due to new Federal and State CAFO Regulations, serious and monetarily substantial regulatory penalties can be imposed on Remington Park for allowing the improper handling of manure and soiled bedding (straw, pellets, sawdust, etc.) on our property. Every due diligence effort and precaution must be employed to prevent the contamination of ground water and migration of manure effluence into storm drains, which empty into the Deep Fork River, or any other natural resource waterway. 28

29 Remington Park is responsible for providing sufficient covered trash and designated manure/bedding storage bins/container for each barn and manure bunker location. It is the Horse Trainer s responsibility to ensure that all manure and soiled stall bedding is properly disposed of in the covered plastic bins positioned in the manure bunkers or large metal covered/tarped roll-off containers at each barn. Trainers are additionally responsible to ensure that any manure bedding, etc., dropped from the wheel barrels between the stalls and the covered bins (to include all around and inside the manure bunkers) is subsequently picked up and placed in the designated covered bins/containers. As covered manure bins are reaching their capacity Trainers will call the Stall Office ( ), to request a fresh bin to be put in place. Do not over-fill the containers. Trainers are responsible for assuring that all trash, bottles, cans, etc., are properly placed in the large trash containers at the ends of each barn and not in the covered manure/bedding containers or in the bunkers. Trainers are responsible for picking up and properly disposing of manure deposited by their horses during/after exercising on Hot-Walkers. Horses must be washed only in the designated horse wash-racks inside each barn. The Stall Manager is responsible for conducting a daily inspection of the barns and manure bunkers to note if manure is properly placed inside the covered bins, trash is being placed in the proper container, area around the barn and manure bunkers are clear of soiled bedding/manure and if bins are overfilled. The inspection findings will be recorded on the Remington Park Daily Inspection Report Form for Bunker Locations. The Remington Park Stall Manager will submit the completed forms daily to the Facilities Director and the Director of Internal Compliance. Remington Park Facilities Department will ensure that all streets and parking areas between the barns on the backside will be swept (street sweeper) bi-weekly. The collected contents of the sweeper must be deposited inside a covered manure bin for collection. Remington Park Security Department is responsible for conducting a daily property and backside inspection. Security will complete the Daily Property & Backside Exterior Security Patrol Safety and Environmental Observation Checklist form. Completed forms will be submitted to the Facilities Director and the Director of Internal Compliance daily. A copy of the Rules/Policy will be posted inside each barn and at the Stall Office

30 REMINGTON PARK BARN AREA POLICY Remington Park takes great pride in offering our facilities to you during this race meet. We do everything we possibly can to make your experience with us both a profitable and rewarding venture. After each race meet Remington Park expends a considerable amount of funds to refurbish, clean and remove unwanted items in not only the stalls but also the dorm rooms, barn area, and race track. With the response we receive for stalls each horsemen needs to understand the value in having your horses stabled within the enclosure. Due to the premium that has been placed on these stalls Remington Park management s barn area policy for 2019 is very simple: 1. Shed rows leveled and raked. 2. All pallets removed. 3. Feed and tack rooms completely emptied and swept. 4. Dorm rooms completely emptied and swept. 5. Area outside of allocated barn clean and free of trash. 6. All bulk and bagged shavings/stall-bedding must be moved inside the barns by sundown on the same day as it is delivered. NEW POLICIES 7. Do not park on, or run over the black silt berms that have been installed around all storm drains on the backside. 8. Please report any damaged storm drain silt berms to the Stall Superintendent. Dumpsters will be provided at the end of the meet for large items that need to be discarded. Future stall allocations will be impacted by this policy.
