4 BA CK TO THE TRA CK TOUR The WHHA will co-sponsor a feature race at each County Fair in the 2013 racing season. Total estimated purse monies are a combination of funds from WHHA and each individual Fair. Conditions All owners, trainers, & drivers of horses entered into a Back To The Track event must be 2013 members of WHHA. Four (4) horses needed to start the race. Any race where scratches result in less than four (4) horses starting, the total purse will be reduced by 30%. Races will split on the 9 th horse entered (10 th horse at the Walworth County Fair). Race will be split first on owners, secondly on trainers, and then drawn by lot per USTA Rule 14, Section 3. Splits will go for 75% of advertised purse. In the event of Open Box conditions, horses must declare into the specific event. Fair Class Est. 5 United States Trotting Association RULE 20: STANDARDS OF CONDUCT Section 1: No owner, trainer, driver, attendant of a horse, or any other person shall use improper language to an official, officer of this Association, or an officer or an Association in membership, or be guilty of any improper conduct toward such officers or judges, or persons serving under their orders, such improper language or conduct having reference to the administration of the course, or any race thereon Pacer of the Year Khaki s Fancy Page 4

6 WHHA Policies & Procedures WHHA races under the Rules & Regulations of the United States Trotting Association. In addition, the Following Policies & Procedures will govern ALL WHHA sponsored & co-sponsored race meets Membership 1. One owner and/or trainer of each horse entered to race at WHHA sponsored or cosponsored race meets MUST be a 2013 member of the Wisconsin Harness Horse Association in order to race. 2. ALL DRIVERS who drive at WHHA sponsored or co-sponsored race meets MUST be a 2013 member of the Wisconsin Harness Horse Association in order to drive. 3. Those who are not members are allowed to join on race day when paying entry fee. Coggins Test 1. Each horse must have an ORIGINAL 2013 Negative Coggins test to enter the grounds. You may be asked to present papers at the gate, so BE PREPARED. Horses not having papers will have to immediately leave the grounds and may be subject to quarantine. 2. The ORIGINAL and a photocopy must be presented to the Clerk of Course when paying entry fee. You will keep the original and the clerk will keep the copy. 3. For your convenience, you should make as many copies as races you are planning to attend. The Clerk of Course must compare the Page 5

7 WHHA Policies & Procedures cont d photo copy to the ORIGINAL copy at each race meet. Once deemed valid, the Clerk of Course will keep the photo copy on file at the Fair / Race Office for the required period of 5 years. 4. Those who do NOT have an ORIGINAL copy of the Negative 2013 Coggins Test will NOT be permitted to race at any Wisconsin Race meets. Breathalyzer Testing 1. All WHHA Meets may be tested. 2. Each of the following who participate that day will be tested: a. Drivers b. Starting Gate Driver c. Starter d. Presiding Judge e. Associate Judges f. Clerk of Course g. Other Appointed Racing Officials 3. There are two (2) Breathalyzer units available for testing. 4. Testing will be conducted within one (1) hour of post time by two (2) WHHA appointed officials. 5. Appointed official will ask the driver/official to blow into the unit, count to seven (7) and check the reading. Unit will then be shown to 2nd official and driver for verification of authenticity. 6. Drivers/Officials must test at a 0.0 level before being permitted to drive or perform their scheduled duty.

8 WHHA Policies & Procedures cont d 7. Drivers/Officials, who do not test 0.0, will have the opportunity to re-test with the 2nd Breathalyzer unit. 8. If drivers/officials fail to test 0.0 with the second unit, they will be given the opportunity to retest again just prior to post time. 9. The WHHA reserves the right to retest any individual(s) at any point during the meet. 10. WHHA will offer their Breathalyzer units to any other fair for use free of charge provided they have their own qualified testing officials. Race Day Insurance The Wisconsin Harness Horse Association recognizes the need for universal insurance for the drivers in our sport. We are proud to continue to offer to help subsidize the insurance costs so that every race meet in the State of Wisconsin is able to afford race day on-track driver s insurance. In return, each host track that receives a subsidy has agreed to the policy that ALL drivers must be 2013 Members of the WHHA in order to drive at their race meet in the State of Wisconsin this year. Drivers will be allowed to join on race day prior to the first post. Page 7

9 Driving Violations & Penalties According to USTA Rule 18, Section 9: Drivers shall keep a line in each hand from the start of the race until the head of the stretch finishing the race. WHHA Penalties will be as follows: 1 st Offense: $25.00 Fine 2 nd Offense: $ Fine 3 rd Offense: $ Fine USTA Rule 18, Section 6 If in the opinion of the Judges a driver is for any reason unfit or incompetent to drive or refuses to comply with the directions of the Judges, or is reckless in his conduct and endangers the safety of horses or other drivers in the race, he may be removed and another driver substituted at any time after the positions have been assigned in a race, and the offending driver shall be fined, suspended, or expelled. The substitute driver shall be properly compensated. USTA Rule 18, Section 8 Loud shouting or other improper conduct is forbidden in a race. After the starting gate is in motion, both feet must be kept in the stirrups until after the finish of the race, except that a driver shall be allowed to remove a foot from the stirrups temporarily for purpose of pulling earplugs. 10 USTA Rule 18, Section 9 Drivers will be allowed whips not to exceed 4 feet, plus a snapper not longer than 6 inches. Provided further that the following actions shall be considered excessive or indiscriminate use of the whip: a. Causing visible injury. b. Whipping a horse after the race. c. Whipping under the arch or shafts of the sulky. The use of the whip shall be confined to an area above and between the sulky shafts, to include the sulky shafts and the outside wheel discs. Drivers shall keep a line in each hand from the start of the race until the head of the stretch finishing the race. USTA Rule 18, Section 11 (effective May 1, 2009) The brutal use of the whip or crop or excessive or indiscriminate use of the whip or crop shall be considered a violation and shall be punished by a fine and/or suspension... At the county fairs, the first offense will draw a seven-day suspension and $200 fine, and the second and third offenses will be met with 15 days and $500 and 30 days and $1,000, respectively. At both commercial and fair tracks, a fourth offense will result in license revocation. Page 9

14 Southwest Wisconsin Wind-Up Circuit Comprised of the races at Mineral Point, Richland Center & Viroqua. The pacer, trotter & TRAINER of the year will each be awarded a plaque and $50 cash based upon the following conditions: 1. The winner must have started in ALL three (3) of the Wind-Up Circuit events 2. Pacer, trotter & TRAINER awards will be based on points earned as follows: Win 12pts 2nd 8pts 3rd 6pts 4th 4pts 5th 2pts 6th & back 1pt 3. In case of a tie, award will go to the winner with the fastest time/trainer with most wins. 4. The trotter will be recognized on Saturday and the pacer & TRAINER on Sunday after the last race at the Vernon County Fair in Viroqua.
