3 WHHA Policies & Procedures The Following Policies & Procedures will govern ALL WHHA sponsored & co-sponsored race meets in Membership 1. One owner and/or trainer of each horse entered to race at WHHA sponsored or co-sponsored race meets MUST be a 2008 member of the Wisconsin Harness Horse Association in order to race. 2. ALL DRIVERS who drive at WHHA sponsored or co-sponsored race meets MUST be a 2008 member of the Wisconsin Harness Horse Association in order to drive. 3. Those who are not members will be allowed to join the WHHA on race day when paying entry fee. Coggins Test 1. Each horse must have an ORIGINAL 2008 Negative Coggins test to enter the grounds. You may be asked to present papers at the gate, so BE PREPARED. Horses not having papers will have to immediately leave the grounds and may be subject to quarantine. 2. The ORIGINAL and a photocopy must be presented to the Clerk of Course when paying entry fee. You will keep the original and the clerk will keep the copy. 3. For your convenience, you should make as many copies as races you are planning to attend. The Clerk of Course must compare the photo copy to the ORIGINAL copy at each race meet. Once deemed valid, the Clerk of Course will keep the

4 WHHA Policies & Procedures cont d photo copy on file at the Fair/Race Office for the required period of 5 years. 4. Those who do NOT have an ORIGINAL copy of the Negative 2008 Coggins Test will NOT be permitted to race at any Wisconsin Race meets. Breathalyzer Testing 1. All WHHA Meets will be tested. 2. Each of the following who participate that day will be tested: a. Drivers b. Starting Gate Driver c. Starter d. Presiding Judge e. Associate Judges f. Clerk of Course g. Other Appointed Racing Officials 3. There are two (2) Breathalyzer units available for testing. 4. Testing will be conducted within one (1) hour of post time by two (2) WHHA appointed officials. 5. Appointed official will ask the driver/official to blow into the unit, count to seven (7) and check the reading. Unit will then be shown to 2nd official and driver for verification of authenticity. 6. Drivers/Officials must test at a 0.0 level before being permitted to drive or perform their scheduled duty. 7. Drivers/Officials, who do not test 0.0, will have the opportunity to re-test with the 2nd Breathalyzer unit.

5 WHHA Policies & Procedures cont d 8. If drivers/officials fail to test 0.0 with the second unit, they will be given the opportunity to retest again just prior to post time. 9. The WHHA reserves the right to retest any individual(s) at any point during the meet. 10. WHHA will offer their Breathalyzer units to any other fair for use free of charge provided they have their own qualified testing officials. Wisconsin Racing Challenge For the class Pace - 2 & 3 Year Olds Points will be accumulated at all Wisconsin race meets and fairs and the top eight horses with the most points that enter the final at the Elkhorn fair will race. It is advised that all horses that would like to race in the final enter. You will be able to check point standings at com. Point standings will be updated after every race meet.

6 Wisconsin Trotter & Pacer of the Year Points are accumulated throughout the summer at all Wisconsin race meets and fairs. Points are tallied as follows: 1st place - 45 pts 2nd place - 25 pts 3rd place - 15 pts 4th place - 10 pts 5th place - 5 pts As a point of reference, the 2007 Trotter of the Year had 395 points and the Pacer of the Year had 345 points.

8 Southwest Wisconsin Wind-Up Circuit Comprised of the races at Mineral Point, Richland Center & Viroqua. The pacer and trotter of the year will each be awarded a plaque and $50 cash based upon the following conditions: 1. The winner must have started in all three (3) Wind-Up Circuit events 2. Pacer and trotter awards will be based on points earned as follows: Win 12pts 2nd 8pts 3rd 6pts 4th 4pts 5th 2pts 6th & back 1pt 3. In case of a tie, the award will go to the winner with the fastest time 4. The trotter will be recognized on Saturday and the pacer on Sunday after the last race at the Vernon County Fair in Viroqua. Conditions governed by USTA rules. Schooling at 9:00am. Purse Pool: $2,000 split equally among all races Coggins test within the calendar year 2008 is required. Out of state horses require current health certificate. $20.00 entry fee. Money divided 45, 25, 15, 10, 5%. The Association reserves all rights to reject any entry, substitute, declare off if conditions warrant or rearrange program. The Association is not responsible for accidents. All risks involved in connection with losses, injuries or damages are to be assumed by the owner, driver or employees. Per Rule 12, Section 2 of the USTA rules: said fees are payable whether or not you start your horse. Per rule 19, Section 2 of the USTA rules: in overnight events, if there are less than five (5) starters, the premium for the positions for which there are no starters may be retained by the Association. 14 Green County Fair Monroe, WI Sunday July 20, :30am Trot - NW $2,500 $600 Trot - FFA $600 Pace - NW $500 $600 Pace - NW 2,500 $600 Pace - NW $7,500 $600 Pace - FFA $600 Free Grandstand -- Pick-A-Winner Conditions: Eligibility in all classes based on earnings. The Association is not liable for accidents. Five starters will be required in each event. All races open to the world. Entrance fee must accompany entry or it will not be accepted. Purse shall be divided in two equal amounts to be raced in two heats in all races. In case of two heat winners in all classes, the holder of the fastest winning time in the summary will be declared winner of the race. Money divided each heat - 45, 25, 15, 10, 5%. Every heat a race. Entry fee $20.00 per horse at time of entry. One horseman s pass will be issued per horse entered. Everyone else will buy admission tickets to the grounds. In order to provide an adequate race program, we have reserved the right to rearrange racing schedule to balance the program. USTA rules to govern. 15 Barron County Fair Rice Lake, WI Wednesday July 16, :00pm Pace - NW $4,000 $1,000 Trot - Open $1,000 Minnesota Harness Horse Sponsored Races: Class A, B, C & 2 year old races: Minnesota Bred or Owned, NW $20,000 lifetime. Minnesota A, B & C races are split according to money won at time of entry. (One race may go on Thursday) Purses: $2,000 each. Entry Fee $25.00 Thursday July 17, :00pm Pace - NW $1,000 $1,000 Pace - NW $8,000 $1,000 Pace - FFA $1,000 Conditions: All horses require proof of negative Coggins test dated Out of state horses require current health certif cates. All races are two heats at one mile. Money divided 45, 25, 15, 10, 5%. An entry of more than 8 horses in events will be split per USTA rules. In a race that splits, the Walworth County Fair will, to the best of their ability, to split according to gender. Association is not liable for accidents. No horseman s passes available to enter grounds - all personnel (drivers, grooms, owners, etc) are required to pay the fair s admission fee upon entering each day. Any events rained out shall be made up at the option of the Association. Entry fees shall be required on any events not made up. All equines must be Coggins tested within calendar year Equines originating from outside Wisconsin must be accompanied by an interstate health certificate including thereon the age, sex, breed and individual identification by tattoo markings of each animal. The health certificate shall include a statement by the issuing veterinarian that the equine animal is free of symptoms of infections, contagious or communicable disease. No interstate health certificate shall be valid for more than 30 days after the date it is issued. Page 19
