Upon completion of the obstacle class, drivers will proceed directly to the Park & Country Drive. 12:00pm - All turnouts should line up in front of the pavilion for placing in the Timed Obstacles and Park & Country Drive classes.

5 Columbus Sleigh Festival Chapter 12 Sleigh Rallies Article 308 Introduction The Sleigh Rally (SR) is an event consisting of various Pleasure Driving competitions, conforming to ADS rules and conducted with sleighs on snow. Article 309 General Rules Unless otherwise specified, and whenever possible, sleigh rally classes should conform to existing class rules for Pleasure Driving Obstacle classes: a. Vehicle clearances for all obstacles classes should be set at a minimum of two meters. b. Courses should be set with wide, flowing turns to accommodate the larger turning radius required by sleighs Entries must not be asked to rein back in any class Cantering is not allowed A Technical Delegate and an ADS licensed judge are recommended but not required Extra care should be taken to maintain safe conditions due to limitations placed on horses, competitors, assistants, volunteers and spectators from low temperatures, bulky clothing, slippery and/or deep footing. Article 310 Currier and Ives The class may be judged: (a) as a separate class, or (b) by overall impression throughout the competition. The judging method must be clearly explained in the Omnibus The entry fee for the class remains the option of the management. However, if the class is judged on an overall impression throughout the competition, it is recommended that no class fee be charged and all participants be eligible The essence of the competition is the presentation of the classic winter turnout in the late 19th and early 20th century as notably depicted by Currier & Ives. The top placings will be the turnouts which best capture this effect. This will include vehicle, harness, appointments, horse(s), driver, passengers, grooms, etc., but above all, general impression is most important. Vehicle and harness may be inspected to ensure thoughtful restoration (where antiques are used) and careful maintenance. Attention will be paid to the personal appearance of the driver, grooms, and passengers as it contributes to the overall picture. Performance will not be judged unless it detracts from the elegance of the turnout. Article 307 Timed Obstacles To be judged over a course in the ring consisting of paired markers set 20 inches wider than the widest wheel track of each vehicle. The course is to be posted in advance and must be driven from memory, at a trot. Breaks of pace will be penalized as will displaced markers. Breaks of gait consist of the entire team walking or cantering for longer than 5 seconds. Faults are assessed as follows: Displaced - 10 seconds Break of gait - 10 seconds each commenced 5 seconds Park & Country Drive This drive will be on the Fireman's Park grounds and the adjacent Columbus Country Club. Drivers must stay on the marked route to avoid driving on the golf course greens. The route will take you past the Home Again Assisted Living facility. Members of the home will be judging each turnout based on its overall appearance and presentation. Be sure to show your number, smile and wave.
6 Columbus Sleigh Festival INFORMATION/ RULES & REGULATIONS The Columbus Sleigh Festival is recognized by the American Driving Society and every class offered herein which is covered by the current rules and specifications of the Society will be conducted and judged in accordance therewith. We recommend that all competitors familiarize themselves with the 2017 Prize list as well as with the current A.D.S. Rule Book. COMPETITORS AND PUBLIC 1. LIABILITY The American Driving Society, Columbus Sleigh Festival Officials and Staff will not be response for any claim resulting from injury or injuries to any person, equine, or loss or damage to property incurred on the show grounds. All persons riding on any vehicle MUST sign an A.D.S. waiver to be filed with the Show secretary. Competitors in violation are subject to disqualification from the show. 2. DOGS ON A LEASH Any dog that is not restrained by a leash will be confined by the Show Officials and a $50.00 retrieval fee will be assessed. A stoop and scoop law for dog owners is in effect on the grounds. ENTRY PROCEDURES 3. ENTRY FEES The entry fee of $45.00 shall cover all three classes: Currier and Ives, Timed Obstacles and Park & Country Drive. Because of the anticipated small size of the event, competitors will be entered in all three classes and compete in either the pony or horse division. All checks and payments are to be made payable to: WHC Equine Foundation. 4. ADS MEMBERSHIP Every driver must be a member in good standing of the American Driving Society. Membership proof must accompany each entry before a competitor number will be issued. A Non-member ADS fee of $30.00 will be charged to all competitors who are not members of the ADS. A $5.00 ADS Competition fee is also charged for each individual member. 5. ENTRIES Entries for classes will NOT be accepted after 10:00am Saturday, February 11, ENTRY DECLINED The Committee reserves the right to decline any entry, and to return any entry fee before or during the Competition, without being liable for compensation. 7. FORFEIT OF FEES In the case of horses/ponies being entered and not exhibited, entry fees will be forfeited. Refunds on entries will be made only on receipt of a Veterinary or Medical Certificate attesting to the inability of the animal or person to participate due to illness or injury. This Certificate must be received before 10:00am Saturday, February 11, COMPETITOR NUMBERS An entry (turnout) is defined as a combination of horse(s), vehicle and driver and must be assigned a specific entry number. In the event that a vehicle is disabled, management may authorize the substitution of another vehicle without issuing a new number. Vehicle changes must be reported to the Show Secretary. All entries must have an entry number before entering any class. Competitor numbers may be obtained at the Secretary s Office after all fees have been paid. It is the driver s responsibility to display the proper number for
7 the turn-out entering the ring or obstacle course. AN AWARD MAY BE WITH-HELD FROM ANY COMPETITOR PARTICIPATING IN ANY CLASS DISPLAYING THE INCORRECT NUMBER FOR THAT TURNOUT. 9. SPLIT CLASSES The Judge(s) and/or Committee reserve the right to split any class, in the Interest of Safety, should the number of entries warrant such action. 10. MINIMUM ENTRIES In the event that only four or fewer entries for horses/ponies are received for any of the listed classes, the Committee reserves the right to combine or cancel said classes. 11. DUPLICATE ENTRIES No driver, horse(s), pony(s) groom or passenger may appear more than once in any one obstacle class, or more than once around the same cross-country-course. 12. VEHICLE WIDTH The obstacle course will be set up with a minimum of three meters between obstacles and arranged to accommodate the wide turning radius necessary with sleighs, so vehicle width should not be a problem. However, if your turnout is wider than 250cm please let the Show Secretary know at least 24 hours before the show so the obstacles can be adjusted to accommodate your vehicle width. The tread width of each vehicle should be taken at the ground on the widest part of runners. If the single tree or splinter bar proves to be too wide for this arrangement, the obstacles may be adjusted accordingly. This is the decision of the Judge, and must be done during the initial measurement. Please make sure all vehicles have numbers displayed to identify carriages for measurements. 13. JUNIOR DRIVER Junior and adult drivers are defined as follows: a) The competition age of an individual will be the age reached during the current calendar year. b) Junior A - competition age: 10 and below. Junior A drivers may not compete in any classes held outside a securely enclosed arena and must be accompanied by a knowledgeable adult horseman at all times. c) Junior B - competition age 11, 12, 13. Junior B drivers must be accompanied by a knowledgeable adult horseman at all times. EXCEPTION: Junior B drivers competing with a single Very Small Equine turnout in a securely enclosed arena need not be accompanied by a knowledgeable adult horseman unless required by the organizer. d) Junior C - competition age 14, 15, 16, 17, 18. Junior C drivers competing with a single horse/pony turnout at their discretion need not carry a groom/passenger unless required by the competition. e) Adult - Competition age 19 and over. Juniors are prohibited from exhibiting stallions. Must wear properly fastened protective headgear which meets ASTM/SEI standards. Failure to comply will result in elimination. GENERAL 14. BREED & SIZE The pleasure driving horse may be of any breed, color or size. An animal measuring over 14.2 hands will be classified as a horse. An animal measuring 14.2 hands and under will be classified as a pony. A registered horse of a breed permitting horses to be under 14.2 hands, (i.e. Arabian, Morgan, Quarter Horse, etc.) may show as a horse, but not as a horse and pony at this-event. 15. VSE CLASSIFICATION Open to any horse measuring no more than 39 in. or 99 cm. 16. METHOD OF DRIVING The method or style of driving is optional.
8 17. PLEASURE DRIVING HARNESS AND VEHICLE All entries must be shown in pleasure driving harness and put to a Pleasure Driving Vehicle, except in the case of draft breeds. Draft breeds may be shown in a harness and vehicle appropriate for that particular breed. 18. ADDITIONAL EQUIPMENT Flash nosebands, drop nosebands, figure-eight nosebands, or any bridle parts or attachments which extend below the appropriate bit are prohibited. Bell boots, shin boots and wraps may be used on Park & Country Drive only. In the case of inclement weather, the Judge may allow bell boots to be used in the ring. 19. SHOEING If shod, horses should be suitably shod for Pleasure Driving. Borium or similar shoeing procedures are recommended for hard-surface roads or icy conditions. 20. DRIVER ELIGIBILITY & RESPONSIBILITY The driver may be either an amateur or professional. No change of driver is permitted during any class. The only person to handle the reins, whip and brake is the driver, under penalty of elimination for an infringement. Exceptions: Groom down on any part of the Park & Country Drive will incur faults; groom down in any obstacle class will incur elimination. 21. OUTSIDE ASSISTANCE Outside assistance is forbidden under penalty of elimination. Excepion: In certain instances, outside assistance to a party may be allowed by the judge: i.e., holding a turnout while a participant is engaged in giving aid during an emergency. 22. EXAMINING THE COURSE THERE SHALL BE NO SCHOOLING OR WALKING A HORSE, UNDER PENALTY OF ELIMINATION, OVER ANY OF THE OBSTACLE COURSES. While walking the obstacles courses, competitors shall not alter, adjust or in any way move an obstacle. Should a competitor have any question regarding a specific obstacle, he/she should call it to the attention of the Course Designer or Judge for clarification and/or adjustment. 23. ORDER OF GO & PREPAREDNESS The order of go for the obstacle classes will be posted prior to each class. The driver must be prepared to enter the ring or obstacle area when his/her class is called. The management may announce that a one (1) minute time limit will be invoked. Management may give permission for the class to be held for an entry which requires an equipment change provided the show secretary has been notified in advance. 24. CANTERING/GALLOPING- BREAK IN GAIT No cantering or galloping will be allowed in any class. A break to a canter is defined as three full strides if an advantage has been gained; six full strides if no advantage has been gained. In the case of a multiple turnout, all horses must break for a penalty to be incurred. 25. MULTIPLE HORSE/PONY DIVISIONS All entries in these divisions must be driven to a vehicle (in the opinion of the Judge) of appropriate size and configuration for the horses/ponies being shown. SAFETY 26. CONDITION OF HARNESS AND VEHICLE It is the competitor s responsibility to be certain that all harness is in good repair, and that the vehicle is in sound condition. No competitor will be allowed to continue in a class when, in the opinion of the Judge, any part of the turnout has become dangerous or unsafe. 27. BRIDLES Under no circumstance or condition should a bridle be removed from a horse/ pony while it is still put to a vehicle. Bridles should fit snugly to prevent catching on a vehicle or other pieces of harness 28. BREAKDOWN In the event of a breakdown in the obstacle classes, either to harness or vehicle, which necessitates a halt for repair, the competitor is to make only those adjustments/repairs necessary for the safe removal of their turnout from the obstacle course.
9 29. LEAVING THE ARENA No entry may leave the arena after judging has begun without permission from the Judge and/or ringmaster, however, in the event of an accident and/or equipment failure which requires either medical attention or repair, the turnout must leave the arena or obstacle course as soon as possible. 30. ACCIDENT In the case of an accident, the Judge or Show Committee may, at his/her discretion, require a safety inspection of the vehicle involved in the accident by members of the Show Committee, before allowing the vehicle to be used in any succeeding classes. 31. GROOMS AND ATTENDANTS Each turnout must comply with their entry type as specified below: Unicorn / Four-in-Hand - a driver, two grooms VSE Unicorn / Four-in-Hand a driver, one groom Tandem - a driver, one groom or one passenger Pair - a driver, one groom or one passenger Grooms or passengers are not allowed to leave their respective positions on the vehicle while it is in motion or attempt to correct a problem without being put down. EXCEPTIONS: grooms dismounting to head the horses immediately prior to a halt and shifting weight to aid balance to prevent an accident are permissible. Failure to comply will incur elimination. Minor adjustments to harness may be made upon permission from the Judge. A groom/passenger riding on the vehicle may be put down to assist with the adjustment without penalty except in obstacle classes. After judging begins, no attendant may enter the arena without the permission of the Judge except in the case of an accident or to prevent an accident. Leading a turnout into the ring or obstacle course start is considered outside assistance and is not permitted. Grooms may not stand behind the driver. If the vehicle does not permit the groom to sit behind the driver, permission must be obtained to allow the groom to sit beside the driver. When a groom or passenger is put down to head the horse(s) during a line-up, he or she must remount when the driver moves off. This includes individual tests. Failure to comply will be penalized. If it becomes necessary for a groom(s) or passenger(s) to assist the driver, penalties will be assessed, as indicated in the class specifications. The groom or attendant must be capable of rendering assistance in case of difficulty. A groom is optional with a single horse/pony turnout. The style of vehicle may determine this. CLOTHING AND ACCESSORIES 32. CLOTHING In all classes the driver shall wear a hat, an apron or knee rug, and gloves. Drivers should dress appropriately when competing in any pleasure driving class, including obstacles. Performance will not be judged unless it detracts from the elegance of the turnout. 33. WHIPS An appropriate whip shall be carried in hand at all times while driving. The thong on the whip should be long enough to reach the shoulder of the farthest horse. A driver not in compliance with the above shall be penalized. A whip with its thong tied in a manner which renders it incapable of reaching the horse is not allowed. Failure to comply must be severely penalized. FAILURE TO CARRY A WHIP IN AN OBSTACLE CLASS INCURS ELIMINATION.
10 AWARDS 34. AWARDS First, second and third place awards will be given for each class. 36. TIES Ties for first place will be worked off at the direction of the Judge. 37. APPEARANCE AT PRESENTATION The committee requires that all competitors receiving an award must appear with their turnout. HEALTH REQUIREMENTS 38. NEGATIVE COGGINS All competitors must submit documentation for each horse verifying: 1.) A current negative Equine Infectious Anemia (Coggins) test. 2.) Current vaccinations for Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis). 39. ENTRY INTO THE STATE OF WISCONSIN The State of Wisconsin requires all horses entering Wisconsin, must present a Health Certificate. PROTEST 40. JUDGE S DECISION A Judge s decision, representing his/her individual preference can not be protested. Objections must be made to the Committee no more than one hour after the posting of class results. 41. QUESTIONS OR DISPUTES Any question or dispute not provided for in these Rules and Regulations will be referred to an ADS Technical Delegate for his/her ruling and/or decision. Should a competitor wish to protest the Technical Delegate decision and/or ruling, he/she may do so at the time such decision is rendered by filing a formal protest with the Competition Committee. SECURITY 42. Security The Committee will not accept responsibility for items lost or damaged on the grounds. Please provide the Show Secretary with your hotel name or a cell phone number to assist with any security issues you may have. Competitors exhibiting stallions are responsible for maintaining complete control over their horse at all times and insuring he doesn t create a safety concern with other horses. If, in the opinion of the Judge or the Show Secretary, the horse is behaving in an unsafe manner or causing a safety concern with other horses, the competitor will be asked to leave.
