Finals classes may be held at night under lights. This show will be conducted and judged in accordance with the Rules and Regulations of the current USEF Rule Book. Other HS awards may be offered. Prize Money for the CBLM Championships will be paid by check at show. Rules Governing the Col. Bengt Ljungquist Memorial Championships Finals 1. The same tests used to qualify will be used in the Finals, except the FEI Pony, Junior & Young Rider tests. 2. The tests must be ridden from memory and without whips. 3. No horse/rider team may ride Hors de Concours in a Finals class. 4. Entries for the Finals classes must be sent on the current Official Entry Blank to the current year s Finals Entry Secretary, Bettina Longaker. 5. A horse/rider team may qualify at more than one level and all qualified horse/rider teams are permitted to compete in the Finals in consecutive qualified levels; this includes the corresponding Musical Freestyle finals. 6. Only ONE horse/rider combination may show in the Finals. If two riders qualify the same horse at different levels, the choice must be made and only one Finals horse/rider combination will be accepted by the Finals Show Secretary. 7. During the Finals competition, no horse entered in a Ljungquist Final may be ridden by anyone other than the rider entered in the Final on that horse until that combination has finished their Finals class(es); this includes the awards ceremony. (At this point, the horse/rider combination may compete in open classes with new entry form and bridle number.) 8. Training Level and the First Level Finals for senior riders will consist of two divisions: a) riders who have not competed at or above Third Level at an USEF licensed show, and b) riders who have competed at or above Third Level at an USEF licensed show. 9. Second through Third Levels for senior riders will consist of two divisions: a) riders who have not competed at or above the FEI Prix St. Georges level or in any of the FEI Young Rider levels at an USEF licensed show, and b) riders who have competed at or above the FEI Prix St. Georges level or in any of the FEI Young Rider levels at an USEF licensed show. 10. Fourth Level for senior riders will consist of two divisions: a) riders who have not competed at or above the FEI Intermediate I at an USEF licensed show, and b) riders who have competed at or above the FEI Intermediate I at an USEF licensed show. 11. Prix St Georges for senior riders will consist of two divisions: a) riders who have not competed at or above the FEI Intermediate II and/or B at an USEF licensed show, and b) riders who have competed at or above the FEI Intermediate II and/or B at an USEF licensed show. Riders placing in Col. Bengt Ljungquist Memorial Championship classes must be present, mounted and in full riding attire for awards ceremonies (Ten places for Training & First (excluding MFS), eight places for all the rest of the Championship classes). Failure, without prior permission of the competition manager, in consultation with the Technical Delegate, the Awards Coordinator, to be present and properly attired will eliminate the official score and placing and the next highest score will move up in placing. In the case of inclement weather, unmounted ceremonies may be held.

5 Awards Ceremony Schedule: A tentative schedule for the Awards Ceremonies will be printed in the Show Program and the official schedule will be posted in the show secretary s office by noon on the day prior to the beginning of the competition & on NAJYRC Qualifying For both Juniors & Young Riders, the Team & Individual tests are MANDATORY for scores to count. FEI Pony for USEF Qualifying Both the Team & Individual tests are MANDATORY for scores to count. FEI Children for USEF Qualifying Both the Team & Individual tests are MANDATORY for scores to count. Barbara Silverman Memorial Freestyle Award: This award honors former VADA member Barbara Silverman, by promoting Musical Freestyles and the Women s Ovarian Cancer Foundation, two things that were very dear to Barbara. This memorial circuit awards requires the following freestyle scores: 2 scores from any USEF licensed shows & 1 score from the freestyle finals at the th CBLM Championships. There is a $50 nominating fee per entrant. Three scores will be used to determine the MEAN score and placings 1 6 will be announced on Sunday, 10/15. Divisions: USDF Musical Freestyle (Training 4th) and FEI Musical Freestyle (YR, Int. I & GP). Prize Money: the 1 st place winner of each division will receive ½ of the nominating fees collected for that division paid by check at the show; the second ½ of the nomination fee will be paid to the Charity. Mary Beth McLean Memorial Perpetual Trophy: This award remembers FEI rider Mary Beth McLean. The winner is determined by totaling the PSG & Int. 1 CBLM finals scores, and they will receive a small trophy and their name will be engraved on the memorial trophy. Patsy Albers Memorial Perpetual Trophy: This award remembers Patsy Albers, backbone of the Junior/Young Riders programs in Region 1. The Junior/Young rider who receives the highest score (excluding FS) from all the classes will be presented with a keeper trophy and have their name engraved on the perpetual trophy. VHC Equine Health rules: The Virginia Horse Center, in compliance with Virginia State Law, requires a current Coggins to be presented upon arrival for any event. In addition, if you are traveling ACROSS STATE LINES, Federal Law requires that you have a health certificate within 30 days of traveling. Effective 12/01/2015, Horses entering the show grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within 6 months prior to entering the show grounds. Horses not in compliance with this rule may be required to leave the grounds upon request by Competition Management (GR845). This vaccine record will be required. ENTRIES: Entries accepted by the date received by the secretary. You MUST use a Current Year Entry blank. Online entries may be processed through using HorseShowOffice.com. Individuals utilizing the online entry system for this competition do so with the agreement that they have read the OFFICIAL PRIZE LIST and agree to follow all the class specifications, requirements and conditions in the OFFICIAL PRIZE LIST. -> Proof of membership must be included with entry form. Mailed entries: please provide the Master Verification from USEF & USDF ( although membership cards or photocopies of cards are still acceptable. -> ALL entries without payment will be immediately returned to the sender. Telephone entries will not be accepted. All entries (competing & non-competing) MUST include a valid Coggins test (though 10/15/17) or the entry WILL BE RETURNED. -> Entries in Musical Freestyle classes (except FEI JR/YR Freestyle) MUST be accompanied by a photocopy of a test verifying eligibility to enter the class (i.e. 60% at the highest test of the declared freestyle level or any test of a higher level from an USEF licensed show). -> A Rider s first NO SHOW will result in the rider being a show scratch and all their remaining rides at the show will be available to be filled. For the GAIG/USDF Championships Qualifying classes (declare qualifying ride on entry form) Entry fee plus additional $15 fee required, MUST BE PAID PRIOR TO THE START OF THE CLASS. Rider must be USDF participating member and active USEF member; Horse must be USDF Lifetime registered and USEF Annual or Lifetime recorded. Owner must be USDF Business or Participating Member and active USEF member. Except for FEI Junior or Young Rider Freestyle entries, competitors in all freestyle open and/or qualifying classes must submit a photocopy of a test verifying eligibility to enter class. Training FS is NOT a GAIG qualifier. * Make checks payable to: VADA, Inc. Online entries: check or PayPal. Online entries only, may use PayPal. There is a $5.00 online processing fee. BOUNCED CHECK POLICY: Entry will be removed from the schedule, charged the bounced check fee, and placed on wait list until a money order or certified check is received by the Entry Secretary. Be sure to include with your entry: Current (valid) Negative Coggins test (1 year); USEF & USDF numbers & copies of all the cards; and ALL required signatures in accordance with the USEF rules. * Full refund minus $40 Office Fee, if the Entry Secretary is notified on or before 9/20/17. NO REFUNDS after closing date, including stabling and overpayments, for any reason including cancellations due to Acts of God, acts of terrorism, inclement weather, and/or other emergencies. Payments are applied to USEF fees after all other entry fees are paid (including the $16 no-show fee if applicable). * An acknowledgement of entry SHOWING STATUS will be ed to each competitor upon entry receipt. Please include a legible, valid address, for confirmations and any necessary correspondence. Please check this for any errors. If you have any problems or do not receive this confirmation, please contact the Secretary immediately. * Competitors are reminded that the USEF rules require entry forms to be signed completely in all 3 signatures blocks and the coach where applicable (no photocopies!) JR/YR riders are reminded to include their birth date or their entries will be returned; Junior riders CANNOT sign as Rider or Trainer, please have your parent or guardian sign. * Freestyles: Rider must present a good quality CD and/or tape to the Secretary by 8 AM the day of the class. There will be a sound check on Thursday, 10/11, from 5 7 PM and at other TBD times during the competition, near the lunch breaks in Ring 1. TIMES: Please DO NOT include post card or envelope; times will be posted on the competition website. Remember to check IN your packet when your check in for any changes. Updated Class Sheets will be posted nightly on the Official Scoreboards outside the Virginia Dressage Association VHC Show Office. STABLING & Tack Stalls: $ Wednesday night through Saturday night and any portion thereof; $65.00 for any consecutive 24 hr period & you are LIMITED to two (2) 24 hr periods and stable with requests WILL not be considered. Permanent stabling (12 x 10 ) on grounds (concrete walls, sliding doors, under roof). NO Initial bedding. Bedding & hay are available for purchase from the Horse Center Stable Office. Stabling will not be posted! Please check in at the Stabling Office upon arrival to receive your stable assignments. You MUST include an emergency contacts (for the rider & the horse) and phone #s on your entry blank.

7 Normal arrival time is 12 noon the day preceding the horse show (10/11). Earlier arrivals must be coordinated with stable manager at least two weeks in advance, Fee: $60.00 per night. Stabling assignments CAN NOT be changed without permission of the Stable Manager. Stabling request changes will be honored until 9/20/17, please make your stabling arrangements early! After this date, there is NO guarantee that you will be stabled with a certain group. Layover Policy -- Sunday night please coordinate & pay through with the VHC Stable office. NON COMPETING HORSES: Any horse not competing must fill out an Entry Form (all 3 signatures), including a current Coggins test, the $50 non competing fee, $40 Office fee and the applicable stable fees. Due to the large number of competing horses, these horses may be restricted in their ring time. DOGS: No loose dogs are allowed anywhere on the premises. Loose dogs will incur a $100 fine. No dogs permitted on the Coliseum concourse or at any ring entry points unless in a crated enclosure. PONY MEASUREMENT: Ponies entered in FEI Pony Tests and in need of USEF measurement cards must make an appointment for measuring with show management prior to the show. The official measurement session will be scheduled on Thursday, October 16. Owners of ponies needing measurement will be charged a fee not to exceed $100 to cover the fee charged by the official veterinarian required for the measurement. SHOW OFFICE: Hours: 7 AM 7 PM. Phone #: or (starting Wednesday, 10/11/17 at noon). ARENAS: Competition: 2 Indoor coliseums; outdoor Grand Stand with lights; 3 or 4 all weather surface footing. All are 20m X 60m. Warm-up: 1 large covered; 2 or 3 outdoors, 1 small indoor all with all weather surface footing. Lunging: ONLY allowed where posted and absolutely no lunging where horses are ridden. FOOD: Available on grounds. Many eclectic restaurants in Lexington, VA. MEDICAL WASTE: All medical waste (needles, syringes, etc.) must NOT be discarded in stalls, manure pits, garbage cans or on grounds. All medical supplies must be place in appropriate Sharps containers located in each barn. ACCOMMODATIONS: Go to for local accommodations. Please reserve early and ask for their Horse show rate. GOLF CARTS: Must be rented from the VHC Stable Office , stableoffice@horsecenter.org. DIRECTIONS: Exit I-81 onto I-64 West at Lexington, VA. Exit I-62 West at 1st exit (Lexington) and follow signs to the Virginia Horse Center. OTHER: Riders may substitute horses once they have entered only in the classes they were entered and a new entry form will be required and payment of a new Office Fee. Farrier, Veterinarian, and Paramedic will be on grounds. All emergency numbers will be posted in the Show Office and near the pay phones in the barns. Please go to to review the complete VHC Rules. Numbers must be worn at all time when the horse is out of their stall. The Headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag MUST be worn at all times when the rider is mounted. Sec state among its statutory provisions that, NOTICE: Intrinsic dangers in equine activity, include (i) the propensity of equines to behave in ways that may result in injury, harm, or death to persons on or around them; (ii) the unpredictability of an equine s reaction to such things as sounds, sudden movement, and unfamiliar objects, persons, or other animals; (iii) certain hazards such as surface and subsurface conditions; (iv) collisions with other animals or objects; and (v) the potential of a participant acting in a negligent manner that may contribute to injury to the participant or others, such as failing to maintain control over the equine or not acting within the participant s ability. 8 nor any participant s parent, guardian, or representative shall have or make any claim against or recover from any equine activity sponsor, equine professional, or any other person for injury, loss, damage, or death of the participant resulting from any of the intrinsic dangers of equine activities. Membership Statement Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. NEW USEF RULE: Fly Hoods now permitted for all classes (indoor and outdoor) Fly hoods (ear covers) are permitted for all classes in order to protect horses from insects. The fly hoods should be discreet in color and design and should not cover the horse s eyes. After completion of the test, the rider or his representative is responsible for removing the fly hood to present o the designated ring steward for inspection to ensure that nothing prohibited has been added (for example, ear plugs. USEF DR121.7 Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

9 USDF Statement on Animal Welfare The United States Dressage Federation, Inc. (USDF), a federation of over 100 independent organizations throughout the United States with a membership of nearly 30,000 members, supports the concept of ethical treatment of animals. Dressage is a classical method of training horses, based upon the horse s natural responses, as carried out in a gradual, planned program during which the horse s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved. The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed. Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse s life. While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domestication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival. As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse s welfare in pursuit of dressage training. A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan /USDF Year-End Awards, USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($240) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $35 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF postcompetition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($35). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan /USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $80. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed.
