6 GROUND TRAVEL INFORMATION General Rules & Information The Kentucky State Fair is held in the Kentucky Exposition Center located at the junction of I-65 and I-264 in Louisville. Signs reading Fair/ Expo Center on both interstates lead to the main gate. Or you can beat the traffic at Gates 2 and 4 on Crittenden Drive or Gate 6 on Preston Street. Directions to the Kentucky Exposition Center From I-65 Northbound Exit at the Fair/Expo Center (Exit 131 B) and follow the signs to Gate 1, the main entrance. From I-65 Southbound Exit 132 to Crittenden Drive and merge to the far left, turn left at the first stoplight. Gate 4 to the Fair/Expo Center will be directly on the left, past the Cracker Barrel restaurant. Or, continue along Crittenden Drive to Gate 3 and 2, which will be on the left. To enter Gate 1, the Main Gate, go past Exit 132 and continue to Exit 131 B approximately ¼ mile down I-65. Follow the Fair/Expo Center signs to the Main Gate. From I-264 Westbound Exit at the Fair/Expo Center (Exit 11) and follow the signs to Gate 1 the main entrance. Or, proceed further to Crittenden Drive to enter Gates 2, 3 or 4. Exit 12 is Preston Highway (Route 61). Take a right off the exit and follow Preston to Gate 6, which will be on the left between Sleep Inn and Thornton s Gas Station. From I-264 Eastbound Exit at the Fair/Expo Center (Exit 11) to Crittenden Drive. Proceed to Gate 2, 3 and which will be on the right. Or, continue past the Crittenden Drive exit to I-65 and Fair/Expo Center (Exit 12) and follow the signs to Gate 1, the main entrance. 6

7 GENERAL RULES AND REGULATIONS OF THE FAIR THESE RULES WILL BE STRICTLY ENFORCED EVERYONE PAYS Positively no passes to the outside gates will be issued. This rule applies to all departments. ENTRY OF EXHIBITS 1. All entries must be made on printed forms furnished by the Kentucky State Fair. The forms are available by writing to Entry Department, Kentucky State Fair, PO Box 37130, Louisville, Kentucky Print or use computer if possible, and supply all information requested. Entries will not be accepted unless accompanied by the required entry fees. General Rules & Information 2. Entries close on dates specified in each department. No entries will be accepted after that date. 3. Exhibitors gate admission tickets may be purchased by Horse Show exhibitors at the Horse Show Office, and for all other exhibitors at the Entry Department. Exhibitors will be limited to the purchase of two (2) exhibitor gate admission ticket books except when the care of livestock or horses is required. 4. No employee of the Kentucky State Fair nor any member of their immediate household can own or exhibit any articles or animals in any competition in which said employee is directly affiliated. 5. Every animal or article in competition will be under the supervision of the Superintendent of the department in which it is entered, but the Kentucky State Fair Board and Management will not be responsible for any loss or damage that may occur. 6. Exhibits which have been mistakenly entered in a class may be transferred to proper classes before the judging at the discretion of the superintendent. If such classes already have been judged, they will not be reopened. 7. The Superintendent of each department must check entries listed under each class in the entry book against each exhibit presented. At the time of judging, he must mark the entry book to show which animals or articles were passed on by the judge. 8. Judging books must be signed in ink. Entries that were not shown must be so designated. Superintendents are responsible for these requirements. 7

8 PLACING OF ENTRIES 1. The Fairgrounds will be open to receive livestock and articles for exhibition at dates and times specified in departmental rules. No livestock or article may be brought onto the Fairgrounds and placed on exhibit except by and at the expense of the owner or his authorized agent. General Rules & Information 2. Articles from outside Louisville and vicinity can be mailed to the Department Entered, c/o Entry Department, Kentucky State Fair, 937 Phillips Lane, Louisville, Kentucky Packages will not be accepted by the State Fair unless all charges have been paid. 3. All animals or articles for exhibition must be placed in the department before the time listed in departmental rules. If not placed before the specified time, the owner will forfeit all right to exhibit or compete for premiums subject to appeal to the Kentucky State Fair Board. RELEASES 1. Exhibitors or concessionaires must obtain signed releases from the Superintendent of their department. 2. See departmental rules for times of release. No animals or articles will be released before the published release date and time. 3. Early Release for Livestock - An exhibitor may request early release with proper documentation of entry at another State Fair or major Livestock Show. The request must be made to Entry Department and must be verified by State Fairs or Livestock Shows involved. NATIONAL CODE OF SHOW RING ETHICS Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show. All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted by the Kentucky State Fair. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada. The following is a list of guidelines for all exhibitors and all livestock in competitive events: 1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership and age of all animals entered. Misrepresentation of ownership, age, or any facts relating thereto is prohibited. 8

9 2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials. 3. Junior exhibitors are expected to care for and groom their animals while at fairs or livestock shows. 4. Animals shall be presented to show events where they will enter the food chain free of violative drug residues. The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. Animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state and provincial statutes, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal, state and provincial statutes, regulations and rules affect the animal s performance or appearance at the event. If the laboratory report on the analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood, or other substance tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedure of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise. At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed veterinarian. 5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal s performance or alter its natural contour, confirmation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited. General Rules & Information 6. The use of showing and/or handling practices or devices, such as striking animals to cause swelling, using electrical contrivance, or other similar practice is not acceptable and is prohibited. 7. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, 9

10 cooperation and respect, and no person shall direct abusive or threatening conduct toward them. General Rules & Information 8. No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such individual to disciplinary action. 9. The application of this code of ethics provides for absolute responsibility for an animal s condition by an owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this code of ethics. 10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to have disciplinary action taken by the fair or livestock show for violation of this Code of Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the fair or livestock show may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expositions and any special notices to members. 11. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer, or absolutely responsible person that he or she has read the IAFE National Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code. It is further a consent that any action which contravenes these rules and is also in violation of federal, state, or provincial statutes, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over such infractions. Owner may have any vet he desires in case of sick animals and is responsible for fees charged for these services. 10

11 DUTIES AND PRIVILEGES OF EXHIBITORS Exhibitors should care for their exhibits at all times. At the close of the Fair, exhibitors must assume responsibility for them. DISCOURTESY TO JUDGES AND OFFICIALS The Manager or Superintendent of any department will have the authority, without liability or recourse to the Kentucky State Fair Board, to bar any exhibitor, or his representatives, in the event of discourteous act to a judge or an official of the Fair, and he will have power to disqualify the entry of that exhibitor. In the event of such disqualification, the exhibitor forfeits all fees paid as well as any prize money won. PROTESTS 1. All protests must be made in writing, plainly stating the reason for the complaint or appeal and must be filed with the management of the Kentucky State Fair Board. All protests must be accompanied by a $ cash deposit which will be forfeited if the protest is not sustained. 2. Protests against the exhibition of animals or articles must be filed at least 24 hours before the awards are made. Protests against awards must be filed by 8:00 p.m. on the day on which the awards were made, or, in the case of articles judged prior to the opening of the Fair, by 8:00 p.m. on the official opening day of the Fair. 3. All protests will be considered at a time set by the Kentucky State Fair Board, and the interested parties will be notified and given the opportunity to submit evidence. 4. In addition to the right of protest herein guaranteed to interested parties, the Kentucky State Fair Board expressly reserves the right to take cognizance of fraud, which may have been consummated or attempted, and to take such action as may be deemed just and proper. General Rules & Information NO LIABILITY 1. Every possible protection and courtesy will be extended exhibitors at the Kentucky State Fair, but the Board shall not be responsible for any loss of exhibits, animals or equipment in case of fire, theft, or loss from any other cause. 2. The Kentucky State Fair Board, its agents, servants, and employees shall not be held liable in case of injury to exhibitors, concessionaires, or the public on the grounds or in the buildings from any cause whatsoever while on the grounds of the Kentucky State Fair. 3. All equipment regardless of source of power must comply with all national, state and local safety codes. All exhibitor s cords must be the 3-wire grounded type. All exposed noncurrent carrying metal parts of fixed equipment, which are liable to be energized, will be grounded. 11

12 General Rules & Information AWARDS 1. Competent judges selected from lists, suggested by exhibitors and Breed Associations, have been invited to judge and have accepted, but in case of their inability to serve, the Management reserves the right to select another judge, or judges, to fill the vacancy. No refunds of entry fees, stall rent, etc. will be made in any department due to replacement of judge. 2. Judges will report to the Superintendents in charge at their respective departments according to times and dates specified in contract. 3. An exhibitor cannot (a) act as judge in a class in which said exhibitor is showing or (b) exhibit an entry in any class where the judge is a principal agent, employee, or relative of the exhibitor. 4. Where there is only one entry in a class, the first prize will be awarded if merited. If an exhibit is not worthy of first prize, judges may, at their discretion, award the prize which the animal or article deserves. 5. Should any doubt arise as to the regularity of any entry, or any other important matter, which the judge feels incompetent to decide, he should notify the Superintendent, Board Member in Charge of Department or Management, whose decision will be final. 6. The decision of an awarding judge will be final, and no appeal will be considered except in case of protest. 7. Objections to any person serving as a judge must be submitted to the Kentucky State Fair Board in writing, prior to making an award, giving good and sufficient reason therefor, and upon which the Board shall have full power to act. 8. Any exhibitor attempting to interfere with the judges during their adjudications will be promptly excluded from competition. 9. Each Superintendent in charge should carefully maintain the judging books of the department, since the judging books are the only basis for the payment of premiums. PREMIUMS 1. Premiums will be paid by the Kentucky State Fair as early as possible after the awards in the various departments have been made and checked. 2. Premiums will be paid by check sent by the Kentucky State Fair to the post office address of the exhibitor. 3. Errors in premium statement will be corrected until November 1, following the Fair after which time the books are closed, and unpaid premiums are forfeited to the Fair. 4. Any premium check not cashed within 90 days following the date of issue will be forfeited to the Fair. No exceptions will be made. 5. The Kentucky State Fair Board will list in good faith special premiums and awards in the premium list, but is not responsible for their payment and delivery. 6. The following colors of ribbons will be used to designate awards in all departments except Horse Show and Plants and Flowers: 12

13 First premium... blue Second premium... red Third premium...white Fourth premium... pink Fifth premium...yellow Sixth and additional premiums... green Championships...Royal Purple Rosette Grand Championships...Royal Purple Banner 7. Ribbons have no value for payment of premiums, as premiums are paid only from the record of the judging books. STALLS 1. Stalls will be assigned only to bona fide exhibitors. Exhibitors subletting stalls without permission of the Superintendent of the Department will forfeit their stalls, and stalls will be subject to reassignment. 2. Unless an animal is entered in the Livestock Department, it may not occupy a stall or pen until all exhibition animals are accommodated. Space for tack and display is subject to availability. No refunds of fees will be made. General Rules & Information 3. Exhibitors not arriving by designated time will forfeit fees paid, and reserved stalls will be subject to reassignment. In case of unavoidable delay or failure to attend the Fair, proper notification should be given to the Fair Office. THERE ARE NO REFUNDS OF ENTRY FEES. OPERATION OF VEHICLES The speed limit within the Fairgrounds is 25 miles per hour, and it is strictly enforced. In addition, there are fire lanes which must be clear at all times, no parking areas, areas in which vehicular traffic is prohibited, and other traffic and vehicle control regulations. State statute provides fines for violation of any traffic control regulations established by the Kentucky State Fair Board. ELECTRIC LIGHTS AND POWER Charges for electricity and wiring will be made to exhibitors and concessionaires according to the schedule on file in the office of the Manager of the Fair, and will be furnished upon request by Official State Fair electrician. PERMITS AND PRIVILEGES 1. Each concessionaire will confine himself to the space assigned to him. Failure to do so will subject him to the forfeiture of his privilege, without recourse. 2. Under no circumstances will any person or firm be allowed to place any advertising matter upon buildings, trees, or any place on the grounds, nor will they be permitted to distribute advertising matter outside of the place assigned to them. 3. Purchasers of concessions must keep their spaces in a clean and sanitary condition and meet all requirements of the State Board of Health. 4. The Board reserves the right to declare any concession objectionable, either in character, manner or operation, or because of location, in which event the operation of the concession must be stopped, and the contract cancelled without recourse. 13

14 IMPORTANT NOTICES All exhibitors bringing livestock onto the grounds should use Gate 4 located off Crittenden Drive. Any vehicle bringing horses or livestock to the Fair which is to remain on the grounds throughout the Fair period must park in area designated by Superintendent of his department. General Rules & Information CONCESSIONAIRES All shipments to commercial exhibitors must be plainly addressed and prepaid to owner, booth number or midway location, Kentucky State Fair, 937 Phillips Lane, Louisville, Kentucky All deliveries to concessions on the midway and buildings must be made before 9:00 a.m. with cars and trucks off the grounds by 9:00 a.m. This ruling will be strictly enforced. All concessionaires must obtain release from South Wing Manager or Midway Manager before leaving the grounds with merchandise. Releases will be collected at the gate. RECREATIONAL VEHICLES A limited amount of RV parking will be available at a charge of $30.00 per day, cash or credit card payment (Visa, Mastercard, Discover & American Express) only; however, there are no hookups or dumping facilities. Space will be assigned on a first come first serve basis, and no space can be guaranteed. Contact Venue Services located at the administration offices in front of Freedom Hall or call (502) Any RVs driven on the fairgrounds will be subject to RV charges. This document is available online at or sections will be read to the visually impaired by Kentucky State Fair staff. The Administrative Office is equipped with a TDD. The number is (502) The Kentucky Exposition Center meets requirements of the Americans with Disabilities Act. Accessible parking for individuals with limited mobility is located throughout the grounds. Individuals who require special accommodations should contact Chris Brawner, ADA coordinator, at the Kentucky Exposition Center, (502) , two weeks in advance. 15 GENERAL INFORMATION AND SERVICES FIRST-AID A first-aid room equipped with first-aid necessities will be maintained on the 2nd floor of the Stadium, the 1st floor of the Coliseum, South Wing C and the Midway. STATE POLICE Between West Hall and Midway OUTSIDE ELECTRIC LIGHT AND POWER If greater amperage is required, the needed installation can be acquired for a charge based on a fixed and quoted rate. Your current consumption will be checked during the Fair, as in the past, and you will pay our commercial rate. Electrical contractor located on the northeast corner of the Midway. General Rules & Information FEED AND BEDDING Feeders Supply Company (502) , Ext: 204 & 213 or (502) from August Feed for livestock and horses may be brought in by exhibitors for their entries only or ordered from the official State Fair feed supplier. These orders must be placed so that deliveries may be completed by 9:00 a.m. each morning. TELEPHONE Telephone service will be provided by CCPI with pay stations located in convenient places on the grounds. 16 FOUND CHILD CENTER Between West Hall and Midway LOCATION OF SOUTH WING OFFICE AND MIDWAY OFFICE General Rules & Information South Wing C Exhibit Area Midway office - Midway Rest Station DOG NOTICE Dogs will not be permitted on the grounds of the Kentucky Fair and Exposition Center during the course of the Kentucky State Fair except those under leash control of the owner. Any dog running free will be impounded and removed from the grounds. HEALTH DEPARTMENT LOCATION AND REGULATIONS OF CONCESSIONAIRES Located on Fairgrounds adjacent to midway offices. Each concessionaire is required to carry Food Products Insurance and Public Liability Insurance in the amounts stated in contract. As in previous years, all concessionaires must erect their own tent or other structure. Screens: each food operator must equip their food preparation areas with adequate screening for fly protection. Commissary Supplies: All establishments must purchase their supplies from the licensed wholesale distributors on the Fairgrounds. The Fair Board will select these distributors. All food and drink concessionaires will have standardized prices, and these prices must be posted so as to be visible from all service counters. State Health Regulations: A standard set of Kentucky State Board of Health regulations for food handling establishments will be mailed to all parties holding a food and drink privilege. The Health Department will mail these in ample time for everyone to be familiar with the regulations prior to setting up operations. TRASH AND WET GARBAGE The Fair will provide large, portable containers for the disposal of manure and trash. These vehicles will be parked at various locations throughout the livestock buildings at all times. Wet garbage containers will be stationed at various places on the Midway. 17 Golf carts may not be operated in Coliseum, Exposition Wings and Halls, or on the Midway between the hours of 9:00 a.m. to closing, unless written permission is given by President of the Kentucky State Fair Board. These hours to be honored for the 11 days of the Fair. All golf carts operated on grounds must have a permit issued by the Kentucky State Fair, and user must pay a processing fee on all golf carts (rented or owned). IF YOU LOSE YOUR GOLF CART PERMIT, YOU MUST PURCHASE ANOTHER PERMIT. IF YOUR GOLF CART IS IMPOUNDED, GOLF CART WILL BE HELD FOR 24 HOURS. USEF Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. THE PARENT(S), LEGAL GUARDIAN(S), OR INDIVIDUAL WHO SIGNS THE ENTRY BLANK AS A PARENT OR GUARDIAN OF A MINOR OPERATING A MOTORIZED VEHICLE IN VIOLATION OF THIS RULE ARE SOLELY RESPONSIBLE FOR ANY DAMAGES, CLAIMS, LOSSES OR ACTIONS RESULTING FROM THAT OPERATION. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. The owner/operator of the vehicle (including golf carts, city cars and motor powered bikes) shall, on behalf of itself, its agents, servants, employees, customers and guest hereby agrees to assume, defend at all times, indemnify, protect, save and hold harmless the Kentucky State Fair Board and all its members, agents, servants and employees against claims or demand arising or resulting from the use by the owner/operator of the vehicle operated on Kentucky Exposition Center premises. This includes, without limitation, the claims of any employee or agent of the owner/operator, the claims of anyone riding with the owner/ operator of the vehicle and the claims of any person for damages for bodily injury, sickness, mental anguish or death, and claims for damages to the property of any such employee, agent or person. Kentucky State Fair Show Management shall not be liable for any loss, damage or injury to the property of the owner/ operator, which is sustained during use of the vehicle. ENTRY BLANKS One owner per entry blank. One check or credit card number per owner, which must cover all charges. NO ENTRY WILL BE PUT INTO THE COMPUTER UNTIL ALL CHARGES ARE PAID. IF CREDIT CARD OR CHECK IS DECLINED YOU WILL BE NOTIFIED AND ANOTHER MUST BE GIVEN THAT IS SOLVENT. The entry blank must be complete in all aspects. All horses and ponies must be entered in their full names, including registration numbers, and in the names of the owners of record. Please include a current copy of the registration certificate; USEF (required for all owners/trainers/ competitors), ASHA and/or AHHS, and/or ARHPA membership cards; pony measurement card, if applicable; and coggins. If you don t already have an account you can create one when you click the continue button below. HorseShowsOnline basic member is FREE. A record in your account for each person and horse that you will use on show entry forms when you enter a show. How do I get started: 1. Login to HorseShowsOnline by clicking the Member Services button in the main menu, OR click the continue button below. 2. Once you are logged in, click the My Horses, People, Shows button in the member menu. 3. At the People, Horses, Shows page, add any new people and horses to your account as required on the appropriate tab (IE: My People, My Horses). People and horses are saved with your account. Once you have those records in your account you can use them at every show you enter. 4. Click the Enter show button to select the show you want to enter and follow the steps in the online entry wizard. Steps to enter a show: Select the show you want to enter from your My People, Horses, Shows page on the My Show Entries tab, or find the show you want to enter in show selector and click the Online Entry icon. 25 NOMINATION & CHAMPIONSHIP FEES In order for your entry to be listed in the championship class in the program, you must enter on the original entry blank and pay the nomination fee. The nomination fee is NON-REFUNDABLE. Pay the remainder of the championship fee upon entering the class. Equitation workouts and draws for In Hand classes will be posted no earlier than one (1) hour before the session. FOOTING Claybase with sawdust, dimensions of the ring are 117 x 290. RIDER-DRIVER AGE All classes divided by Rider/Driver age will be determined by age as of December 1, PONY MEASUREMENT Numbers will not be issued without a measurement card. If your pony must be measured, please come to the office and get a measurement form. General Rules & Information Measurement of ponies will be Saturday, August 18, 2018, at 4:00 p.m. or Sunday, August 19, 2018 at 8:00 a.m. will be done at entrance of North Wing. If your pony cannot be measured at the above time, please arrange a measurement time for your pony in the office or with the stewards. Roadster Pony Championships (except Junior) - 1st and 4th place pony will have heel measured after the class. CHANGES No changing or adding entries for qualifying classes after Saturday, August 18, 2018, at 2:00 p.m. Fee for changing classes will be 1% of premiums paid per class, plus original entry fee. After final closing date of Monday, July 9, 2018, an Equitation horse may not be entered into a Performance class, nor may a rider of a Performance horse be entered into an Equitation class. No substitutions for Performance classes will be allowed. If an Equitation horse becomes unable to show, a substitution will be permitted, providing the office has been notified of horse being used. When changing division divided by height, the horse must be measured at the horse show. Futurity colts that do not qualify for the finals can enter the open class Wednesday, August 22, IMPORTANT: Should a trainer, exhibitor or owner need to request to be in a specific split or division of a class, they must come to the office and fill out a request form by 2:00 P.M. on Saturday, August 18, 2018, after then no request or changes will be made to splits and divisions. 26 SCRATCHES A fee of $ per horse per class will be charged upon failure to scratch the session before the class. General Rules & Information If an entry is scratched on or before Friday, July 20, 2018 all fees minus $50.00 will be refunded; after Friday, July 20, 2018 the only fee that will be refunded is the stall fee. If all horses are scratched, then all badges and special parking passes will be cancelled. Owners/Trainers of horses entered and scratched will be charged a nonshowing fee of four hundred ($400.00) dollars when the stall is not returned to management. Scratches from a class must be made as listed, the night before the morning s sessions, and by 3:00 p.m. the afternoon of the night session. Any entry in a class that is split and does not show in the class will be charged a penalty fee of five hundred ($500.00) dollars, even if horse is scratched that morning or afternoon of the class. A horse entered and scratched from a futurity class will be charged a scratch fee of twenty-five ($25.00) dollars. REFUNDS Veterinary certificates for entry fee reimbursement will not be accepted. All requests for refund corrections on payee statement must be made in writing by Friday, October 26, If entries are made with credit card, refunds will be made within a two week or fourteen (14) day period. It is strongly encouraged for Pleasure and Park entries to be made with a credit card in case the entry has to be returned due to not being qualified. STALLS No refund if stall cannot be resold by management. FOR REFUND ON STALL RETURNED TO MANAGEMENT, THE CORRECT NUMBER OF STALLS USED MUST BE GIVEN TO THE OFFICE ON OR BEFORE FRIDAY, JULY 27, NO CREDIT WILL BE GIVEN FOR NOTIFICATION AFTER THIS DEADLINE. Exchange of stalls must be made through the office and approved by the manager. Due to limited facilities, only horses showing at the 2018 Kentucky State Fair are to be stabled on the grounds. Owners/Trainers of horses entered and not shown will be charged a nonshowing fee of $ if stall is not returned to management. Horses will not be stabled until Wednesday, August 15, 2018, without prior arrangement with management. Do not bed stalls before this date. No first bedding for stalls. Doors are on all permanent and portable stalls. 26

27 FEED, STRAW, SHAVINGS, AND HAY Feed for livestock and horses may be brought in by exhibitors for their entries only or ordered from the official State Fair feed supplier. These orders must be placed so that deliveries may be completed by 9:00 a.m. each morning. TRANSFER OF A HORSE A horse entered by the closing date that is sold may be transferred to the new trainer, but all entry and stall fees will remain with the original entry blank, and or the person who originally made the entry. Change of owner and/or trainer must be accompanied with a credit card number, if original fees are to be transfered with the horse, the office must be notified in writing by the original owner or trainer. General Rules & Information VETERINARIAN Dr. John Moran is the official veterinarian of the Kentucky State Fair. He or his assistant will be available at all times, and they may be reached at the (606) , when the show is not in progress. During the show, please contact the Horse Show Office (502) , or the number posted on the doors of the Horse Show Office. HEALTH REQUIREMENTS FOR HORSES For Health Requirement information, contact: Kentucky Department of Agriculture (502) USEF GR845- All horses at a USEF licensed competition must have documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six (6) months prior to entering show grounds. Horses not in compliance with this rule may be required to leave the competition grounds upon request by competition management. see GR845 for complete information concerning the documentation. DOGS GR Dogs are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs behaviors. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards. Must be confined to the stable or tack room area and be kept tied or on a leash. No dogs allowed in the Coliseum or Horse Show Office. 27

This is to ensure the safety of everyone involved. All others involved with a horse should stay behind the concrete barriers, including personal photographers. When classes are divided, horses must stay in the class shown in the program or as posted. Exhibitors are not allowed to choose their class. This is entirely the decision of management. Trainers are responsible for checking class splits. Split or non-split futurity classes will be held as the first scheduled class listed with finals, if needed, being held as scheduled. KENTUCKY COUNTY FAIR CHAMPIONSHIPS All horses in the Kentucky County Fair Three-Gaited, Fine Harness and Five-Gaited classes must be registered American Saddlebreds, and ponies in the Hackney and Harness Pony classes must be registered Hackney Ponies. Five-Gaited, Three-Gaited, Road Horse, Road Pony - Must show in eight (8) classes within five (5) horse shows of the same section that are member shows of the Kentucky Association of Fairs & Horse Shows. Harness & Hackney Pony & American Saddlebred Fine Harness - Must show 28

29 in five (5) classes at five (5) horse shows at the same section that are member shows of the Kentucky Association of Fairs & Horse Shows. FALSE REPRESENTATION OF ELIGIBILITY WILL CAUSE DISQUALIFICATION AND MAY RESULT IN YOUR NOT BEING ALLOWED TO SHOW IN THE 2019 KENTUCKY STATE FAIR WORLD S CHAMPIONSHIP HORSE SHOW. Owner must be a member of the association. Qualifying period begins the day following the 2017 Kentucky State Fair World s Championship Horse Show until the day beginning the 2018 Kentucky State Fair World s Championship Horse Show. Road Horses or Pony Under Saddle and Road Youth classes are not qualifying classes. MISCELLANEOUS Any class at the 2018 Kentucky State Fair World s Championship Horse Show that has less than five (5) horses shown will be put on probation in 2019, if less than five (5) horses are shown in 2019 the class will either not be held or combined with a class that has the same specifications in 2019 or The Kentucky State Fair reserves the right to decline or to accept any entry or entries, and to return or decline refunds of any fees. False representation of eligibility or information will cause disqualification and may result in you or your horse not being allowed to show in the 2019 Kentucky State Fair World s Championship Horse Show. The Kentucky State Fair may also prohibit any person from attending or showing a horse in the ring and remove any owner, stable employee or horse from the ring or grounds without liability of any kind. An entry must be ready 20 minutes before the class in which it is entered is called. Progress of the preceding class will be given over the speakers in the stable area. Failure to hear the announcement shall not relieve exhibitor of obligation to have entries ready and to comply with the rule. Barn calls are a courtesy of the show. Due to the schedule and time frame, request for a hold between classes can not be given. Any exhibitor, rider or driver who refuses to obey the request of the judge, ringmaster or manager automatically becomes debarred from further competition and forfeits all previous winnings, together with entry fee and other charges. At the discretion of the manager, the offending individual and his entire exhibit may be removed from the grounds. All electrical equipment, regardless of source of power, must comply with all national, state, and local safety codes. ALL IN-HAND CLASSES: IF YOU MISS YOUR ASSIGNED POSITION TO SHOW YOUR COLT YOU WILL AUTOMATICALLY BE DISQUALIFIED. All electrical cords must be the 3-wire grounded type. All exposed noncurrent carrying metal parts of fixed equipment, which are liable to be energized, shall be grounded. General Rules & Information Individuals stabled in Barn A-O facing the west and those stabled in North Wing facing the North aisle are asked to not dismantle their stall decorations until the conclusion of the show on Saturday night. Failure to do this may result in you being stabled in another location for next year. Individuals wishing to leave must load before and after the show in the morning/afternoon session and the night session. You will not be allowed 29

30 to load your equipment and horses during the show, this is to prevent any inconvenience to the people still showing. General Rules & Information Parents: If not accompanying your child, please send permission for medical treatment (responsibility for care) with trainer or responsible adult. WORK AREA All horse vans or trailers should enter via Gate 6 off Preston Street. Freedom Hall, Stopher Walk, Make Up Ring and Outside Arena will be monitored by security camera. Covered outside arena will be closed for maintenance each day from 10:00 a.m. to 11:00 a.m., 2:00 p.m. to 3:00 p.m. and 9:00 p.m. to 10:00 p.m. unless notified by management. The Covered Arena will close for working fifteen (15) minutes before each session until the session is over. The covered arena is used for warm up by many in preparation for showing. It will open for use after each session of the show is finished. Stopher Walk - Available up to 30 minutes before show time. During the show, it is available only to horses preparing to show in the next class. Freedom Hall - Gate will be closed 20 minutes after each session then will be open until 8:00 a.m. on Monday, Tuesday and Thursday; 7:00 a.m. on Wednesday and Friday, unless otherwise posted. Sunday night after the performance the first hour in Freedom Hall, no whips, noisemakers or attention getting devices will be allowed. Monday through Friday the first hour after the afternoon performances will also be a work time in Freedom Hall for horses under saddle only with no whips, noisemakers or attention getting devices. A steward will be in center ring during this time to enforce this policy. Saturday afternoon Freedom Hall will be closed to everyone. No beverages allowed around the rail at anytime during the show. Red taped area on straightaway is for trainers and grooms with horses in that class. ILLEGAL EQUIPMENT/PRACTICES SB103.9 General. [Chapter SB-Saddlebred Division] Effective 4/1/06: Attention getting devices &/or other noisemakers (including but not limited to tape measures, blow horns, bamboo poles, explosives, fire extinguishers, baby powder, whips longer than 6, etc.) are not allowed in and around the make up and competition rings during scheduled competition sessions. All such items will be confiscated and offenders will be reported to the USEF. (See also GR839.4i). This will be strictly enforced. In consideration of your fellow exhibitors and for presenting the proper image of the American Saddlebred, attention getting devices should be used with caution in the warm-up and schooling areas. 31 The UPHA has adopted a dress code and has requested it be put into effect at the Kentucky State Fair World s Championship Horse Show; it is as follows and applies to all trainers, handlers, grooms, and other participants entering the show ring: -Collared shirts required. Stable names and logos are acceptable. -Shirts must be tucked in while in the show ring. -Slacks or Khaki pants only (neither denim nor shorts). -Billed hats must be worn forward. KENTUCKY STATE FAIR WORLD S CHAMPIONSHIP HORSE SHOW 2018 QUALIFYING REQUIREMENTS PLEASURE AND PARK 1. All horses must qualify to compete in the American Saddlebred Show Pleasure, American Saddlebred Country Pleasure and American Saddlebred Park Divisions of the 2018 Kentucky State Fair World s Championship Horse Show. Horses will be entered in these Divisions only if they have been shown in a minimum of six (6) classes, in three (3) or more different competitions, (not including the 2017 World s Championship Horse Show) in the same Divisions in which they wish to compete at the 2018 World s Championship Horse Show, either under saddle or in harness, beginning July 1, 2017, through June 30, At the 2018 World s Championship Horse Show, the same horse may not enter and/or compete in the Junior Exhibitor and the Adult class, nor may it enter and/or compete in under saddle and driving or in more than one age division. Horses that are to be shown in Pleasure Driving will be required to qualify by showing in six (6) classes at three (3) shows in Pleasure Driving. If the Driving class at a show does not specify whether it is Show or Country Pleasure the class will still count, but four (4) of the six (6) classes for qualification must be in either Show or Country Pleasure. Park Pleasure driving and Open Pleasure driving classes will not be considered as qualifying classes. General Rules & Information Classes and points earned in a division, such as three-gaited show pleasure cannot be applied to another division such as five-gaited show pleasure, nor can classes and points in Western Country Pleasure be applied to saddleseat Three-Gaited Country Pleasure. This does not affect or change the rule that a horse can show in juvenile, adult, novice, local, or limit classes in a division for the points and classes to count toward qualification. Also for purposes of qualification, a horse in the Show Pleasure or Country Pleasure Divisions cannot be shown by its trainer on behalf of the owner of the horse, nor may a horse be shown by any adult family member of the trainer of the horse (provided, however, that this does not preclude a family member of a trainer from showing a horse if the horse is owned by the trainer or by such family member). For purposes of potential Show Pleasure, Country Pleasure and Park qualifying for the 2018 Kentucky State Fair, points will not be accumulated at the Kentucky State Fair by horses competing in the 2017 Kentucky State Fair; performances at the 2017 Kentucky State Fair will be excluded from potential qualifying point totals for the 2018 competition. Effective for the 2018 World s Championship Horse Show, any class added to a show s schedule after the prize list, class sheet or class 31

32 General Rules & Information schedule has been printed and/or posted on the show s website, Facebook page, etc. is allowed to count as a qualifying class for Kentucky State Fair s World s Championship Horse Show as long as notification is made at least (2) two weeks in advance to KSF show management, ASHA, and exhibitors. Classes denoted as buy a class or TBA are considered added classes and therefore will not be counted unless the prior notification process is followed. Classes that are added during the week a horse show is scheduled to be held do not count as qualifying. 2. Qualifying information for the American Saddlebred Show Pleasure, Country Pleasure, and Park Division is on page of the 2018 Horse Show Premium Book. 3. Each qualifying class in the American Saddlebred Show Pleasure Horse Division, the American Saddlebred Country Pleasure Horse Division and the American Saddlebred Three-Gaited Park Division has a maximum number of qualified entrants that will be permitted to compete in each class. 33 5. As in prior years, Championship classes at the 2018 Horse Show will be limited to competitors who have received a ribbon in a qualifying class at the 2018 Horse Show. In the case of a split of a qualifying class, the policy for divided classes explained on page 27 of the prize list will be applied. 6. In the event the total number of qualified entrants received for any qualifying class exceeds the maximum numbers listed in #3 above by five (5) horses or less, the Kentucky State Fair reserves the right to permit all qualified entrants to compete in a qualifying class; but if the number entered exceeds the maximum number by more than five (5), the number of entries will be reduced to the original maximum number (e.g., if there are sixty-six (66) entries in Adult Show Pleasure, only sixty (60) will be allowed to show). The horses that will be eligible to compete in such qualifying class will be chosen based on a point system tabulated and verified by the American Saddlebred Horse Association ( ASHA ), as follows: * For Show Pleasure, Country Pleasure, and Park horses must have qualified as described in #1 above six (6) classes, at three (3) shows, in the same Division. General Rules & Information * Effective 2015, qualifying (e.g. six (6) classes at three (3) shows) is no longer required for Park and Park Pleasure Junior horses. * All American Saddlebred horses competing in any competition listed on the ASHA s database, regardless of whether such competition is a USEF licensed competition, will be eligible for consideration. In order for non-licensed competition to be listed on the ASHA s database, a representative of that competition must notify the ASHA as to the dates, location, and contact person of the competition at least two weeks before the competition is to be held. The secretary or the manager of said competition is responsible for sending in the results to the ASHA within ten (10) days after the competition and by the closing date of the qualifying period. Results will not be accepted (regardless of the postmark or meter date) by the ASHA that are received in the office after the closing date of the qualifying period. * Effective any competition that has not previously been listed on the ASHA s database must register with the ASHA at least 30 days prior to the competition dates in order to be a qualifying competition of the World s Championship Horse Show. * All ribbon winners in classes of six (6) or more entries will receive the following points - 8, 7, 6, 5, 4, 3, 2, 1 (8 for 1st, 7 for 2nd, and so on) based on number of ribbons awarded; a class with five (5) entries from first place through fifth place, as follows: 5, 4, 3, 2, 1; a class with four (4) entries, from first place through fourth place as follows: 4, 3, 2, 1; and a class with three (3) entries, from first place through third place as follows: 3, 2, 1 and a class with two (2) entries, the first place through second place as follows: 2,1. A class with one (1) entry will receive one (1) point. In Western Country Pleasure points will be the same as the above, with the exception of St. Louis, where only the Shatner Adult and Shatner Juvenile Western Pleasure Championships will receive double points. Points will count in the following Divisions: Show Pleasure Three-Gaited, Five-Gaited, and Driving Country Pleasure Three-Gaited, Western, Five- Gaited and Driving; and Park Three-Gaited. Points will not be allocated in the following classes for qualification at the 33

34 General Rules & Information 2017 Kentucky State Fair: Open Pleasure, Walk/Trot Pleasure, English Pleasure, Saddle Seat Pleasure Open To All Breeds and opportunity classes, or any other than Park that the horse can be shown by a professional. * Points will not be allocated in Show Pleasure, Country Pleasure, and Park Division (as noted in #1) at the 2018 Kentucky State Fair. * To break any tie necessary to determine the eligibility list, preference will be given to the entry with the larger number of points from USEF competitions. If no points come from USEF shows, then the entry with the larger number of points earned from classes with six (6) or more entries will be given preference. * Only points accumulated during the qualifying period in the Division in which the horse is entered at the 2018 Kentucky State Fair will count toward qualifying for the Kentucky State Fair. Points accumulated during the qualifying period remain with a horse, regardless of any change(s) of ownership. * The ASHA will tabulate the points accumulated by each horse, and points will be posted on the ASHA website at The results for competitions that are listed on the ASHA website will be used to determine points for eligibility, and must be in the ASHA Office for tabulation by the end of the qualifying period (regardless of postmark and metered date). * The Kentucky State Fair reserves the right to resolve any dispute as to the accuracy of the point total used to determine which horses are deemed eligible to compete. * The first and second place winners only (i.e., Champion and Reserve Champion) in a championship class for Show Pleasure Three-Gaited, Five-Gaited, and Driving; Country Pleasure Three-Gaited, Western and Driving; Park Three-Gaited at the 2017 World s Championship Horse Show shall be eligible to compete in the same Division in 2018 for which the championship class was held, provided that such horses also showed in a minimum of six (6) classes, in three (3) or more different competitions (not including the 2017 World s Championship Horse Show), in the same Division in which they wish to compete at the 2018 World s Championship Horse Show, either under saddle or in harness during the period beginning July 1, 2017, and ending June 30, Inasmuch as qualifying for the 2018 Kentucky State Fair may result from participation in competitions not sanctioned by the USEF and thereby not subject to the USEF Drugs and Medications program, in addition to the random drug testing that entrants at the 2018 Kentucky State Fair are subject to, all qualifying and Championship classes at the 2018 Kentucky State Fair in the Show Pleasure, Country Pleasure and Park Divisions will be subject to mandatory drug testing in conjunction with the USEF Drugs and Medications program. 8. The Kentucky State Fair World s Championship Horse Show is a member of the USEF, and is therefore subject to all USEF rules and regulations. 9. The Kentucky State Fair reserves the right to make a determination to exclude a class from inclusion that does not qualify as an American Saddlebred competition, such as any of the following: Open English Pleasure ; " Open Western Pleasure" ; Pleasure Prospect ; Open to All Breeds, Opportunity classes, Park Pleasure, or any class 34

35 other than Park Division classes in which a professional trainer is permitted to show a horse. 10. The Kentucky State Fair World s Championship Horse Show reserves to itself, without limitation, the sole and unconditional right to interpret any questions or dispute with regard to the interpretation of the above, including any ancillary questions, without further recourse, and its decision shall be final. STALL/ENTRY LIMITATIONS Stabling capacity at the Kentucky State Fair World s Championship Horse Show has reached its limit over the past several years; no additional temporary stabling can be built beyond the capacity of previous years. Therefore, while it is extremely unlikely, it is conceivable that an insufficiency in stabling capacity and/or consequent available time in the schedule may result in Management determining that a division or section of the Kentucky State Fair World s Championship Horse Show is deemed to be overfilled. If Management deems that any division or section is overfilled, the Kentucky State Fair World s Championship Horse Show reserves to itself the right to determine the number of entries in that division or section, per USEF SB111.1, based on winnings in the qualifying period of July 1, 2017 to June 30, Qualifying standards will be based on the USEF National Horse of the Year points as a means of qualification, based on results of USEF competitions in the qualifying period above, as verified by the American Saddlebred Horse Association. In the event of the need to invoke qualifying standards, horses which have competed and won ribbons in USEF Recognized Competitions are ranked ahead of horses which have not; horses need not necessarily be enrolled or recorded in the USEF Horse of the Year program to receive points. Points are calculated based strictly on results at USEF Recognized Competitions; enrolled/recorded horses receive no preferences. If qualifying standards are invoked by the management of the Kentucky State Fair, and the number of horses competing in and receiving points from USEF Recognized Competitions is insufficient to fill all space and stabling available, all other horses entered (those horses having no points) will be placed in a separate pool; if necessary a lottery drawing will then be conducted from this pool to determine the entries to be accepted. The number of horses to be selected by means of this drawing will be determined at the time of any decision to refuse entries. Whether a division or section is overfilled and (to) the extent to which it is overfilled shall be determined at the sole discretion of the Kentucky State Fair World s Championship Horse Show. General Rules & Information In the event of a tie in point totals affecting the standard required for entry acceptance, a drawing will be held among all those with identical points to determine which entries will be accepted and/or refused. JUDGING PANEL RESTRICTIONS The Kentucky State Fair World s Championship Horse Show will not accept entries from an exhibitor who has horses stabled on the premises of a member of the Judging Panel within a 30-day period prior to the start of the competition (whether or not remuneration is provided). Stud fees, broodmare boarding, retired horses, and those being used regularly in a lesson program are excluded. The same policies apply to a judge who has horses stabled on an exhibitor s premises TROPHY POLICY 35

56 American Saddlebred Registry Futurities Entries in all American Saddlebred Registry Futurities must be entered on the Kentucky State Fair entry blank with USEF fee and stall fee enclosed. All entries are eligible to show in Breeders Stakes classes, providing that the appropriate fee has been paid. Weanlings must be conditionally registered on or before the post entry closing date of the Kentucky State Fair (Monday, July 9, 2018). All weanlings must be blood typed or DNA tested prior to showing in the Kentucky Futurity or Amateur Kentucky Futurity, i.e., pending/conditional registrations must be completed. On the return lead, entries are permitted to trot past the judges to the end of the ring, if so desired, and then return to the judges. 71 Federation Entry Agreement By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of the World s Championship Horse Show (Competition.) I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet, film or news media, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. WCHS Classes The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR GR Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing competition horses. It is competition management s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. Competition management will place a notice of this requirement either in its prize list or on a specific handout given to trainers on check in at the competition. If local law has different requirements, local law will prevail. Competitions failing to comply with placing the required number of containers on the show grounds will be considered in violation of the rules and may be subject to penalty as determined by the CEO or his designee and/or the Hearing Committee. 71

Eligibility Requirements: To be eligible, a horse (living or deceased) must be a registered American Saddlebred and must have earned the necessary points (see Saddlebred Record Point System); applicant or owner must be a current ASHA member. 2. Number of Points & U.S. Equestrian Show Requirements: To become a Champion in Equitation, a horse must have earned 15 points at United States Equestrian Federation (USEF) licensed Saddlebred competitions. 3. Time Limit on Points: There is no time limit on earning points. 4. Applications: Application must be made on the proper form and must be accompanied by the application fee of $75.00 and two photographs. In the case of a deceased horse, the photograph requirement may be waived if photos are unavailable. Application may be submitted by the owner, agent, or other person. A $50 rush fee will be assessed for priority processing. 5. Violations of U.S. Equestrian Rules: If an owner or owner s agent has been found to have been in violation of the Drugs and Medications Rules at a specific horse show, no points will be earned by the horse in question for that entire horse show. Any other violations of the rules (as adjudicated by USEF) and/or correction of official show results may result in loss of points or championship status. 6. Approval of Champion-Equitation: When a horse has been approved as a Champion- Equitation, the applicant will receive the Certificate of Equitation Championship. The prefix CH-EQ will be permanently added to the horse s name on ASR records. If the horse has already earned a CH in performance, or subsequently earns a CH in performance, the CH-EQ will follow the CH. A new registration certificate will be issued to the Owner of Record upon presentation of the original certificate. 7. Permanent Status: The designation of Champion-Equitation is permanent and irrevocable, except in the case of a violation of USEF rules or a correction of official show results (see Rule 5. above). 8. Duplicate Certificates of Championship: $35.00 each. 9. Refund Policies: Refunds will be made only if (a) two or more applications have been received, or (b) at the discretion of ASR. Only championship classes and finals count for points. 3. A horse that wins the Triple Crown (Senior UPHA Challenge Cup, NHS Good Hands, and USEF Medal) is automatically eligible for CH-EQ status. This may be over a horse s total show career, and can be with multiple riders. 4. The following classes are not eligible for points: Walk & Trot Equitation Maiden, Novice, or Limit Five-Gaited Horsemanship Generic equitation classes not specified as saddle seat or pleasure equitation 5. 76 American Saddlebred Horse Association (ASHA) National Pleasure Horse Awards WCHS Classes (Effective for the 2015 Competition Year) Eligibility Requirements: A. To be eligible, a horse must be a purebred American Saddlebred, registered with ASR or ASHA of Canada. B. There is no enrollment fee or application. C. Points will be earned at horse shows recognized by USEF during the show year (December 1 through November 30) for which the Award is given. D. The recorded owner of the horse and the rider/driver/handler must be current ASHA members on the date the class is held in order for the points to court. Point System: A. Points earned in one section as defined below cannot be combined with another section (i.e., points earned in Show Pleasure Driving will count only toward the Show Pleasure Driving Award). B. If the horse show offers Junior Exhibitor and Adult Championships for Show Pleasure Five-Gaited, Show Pleasure Driving, Country Pleasure Driving and Country Pleasure Western, points will be earned in both the Junior Exhibitor and Adult Championship classes. Violations of USEF Rules: If an owner or an owner s agent has been found to have been in violation of the Drugs and Medications Rules at a specific horse show, no points will earned by the horse in question for that entire horse show. Any other violations of the rules (as adjudicated by USEF) and/or correction of official show results may result in loss of points or Award. Exception: In the event that qualifying is waived for whatever reason and Championship classes are changed to Stake classes, normal points will be earned in the Stake classes for that show. Points are earned by the horse and calculated by ASHA. The American Saddlebred earning the most points in each section will be honored as the ASHA National Pleasure Horse Champion of the section for the Award year. There will only be one high point champion honored per section. In the event that two or more horses have the same highest number of points, the horse with the most first place ribbons will be considered champion. In the event that two or more horses still have the same highest number of points, the horse with the most first place ribbons in an AAA show will be considered high point champion. It this still does not resolve the conflict, AA shows and A shows will be considered until the conflict is resolved. Awards will be presented at the ASHA Annual Meeting to the current recorded owner of the horse at the time the last point was earned. 76
