2 Dear Fellow IFSHA Members, I would like to begin by thanking the IFSHA members for their incredible support in the past year. In October of 2013, a new Board of Directors were seated during the IFSHA Grand National Horse Show held in Lexington, Virginia. With new members came new ideas on how to move IFSHA forward. One of our main goals was to keep the best of our past and insure that IFSHA is a fiscally responsible business in the Horse Industry. Another goal was to get as much information to our members with informative letters on the IFSHA e-news, Facebook and the IFSHA Website. Each member of the Board of Directors listed their personal phone numbers on the website so any IFSHA member could contact their board. The Board of Directors is made up of IFSHA members from all parts of our industry: professional trainers, breeders to amateur owners. IFSHA is not for just the large owners or professionals; it is an organization for all of us. As this year comes to a close, I would like to take this opportunity to thank my fellow board members Bruce Griffin, Gail Aumiller, D. J. Brown, Gareth Selwood, Chrissy Fohr, Leslie Burkhammer, Jannie Giles, Cindy Deering and Xena Vimercati and the IFSHA Executive Secretary Nancy Nathanson for all the hours you volunteered. The teamwork and dedication to our association is unsurpassed. The IFSHA National Horse Show is just weeks away. Exhibitors will see many old friends and many new faces this year. The camaraderie of exhibitors at our National Show is well known and a cornerstone of our association. I hope to see you at Nationals and join the fun! The 2014 IFSHA WORLD & GRAND NATIONAL HORSE SHOW is a United States Equestrian Federation (the Federation ) licensed competition. Every Friesian, Part-Bred Friesian, USEF Carriage Pleasure Driving, English Pleasure, Western Pleasure, Trail and Western Dressage class offered herein which is covered by the rules and specifications of the current Federation rule book will be conducted and judged in accordance therewith. The rules of the Federation take precedence over the rules of any other association. Exhibitors are encouraged to refer to the current Federation Rule Book, which is available online at A Federation Steward approved by the Show Committee shall be present to administer these rules at the show. 2. Show rules will be available in the horse show office. USEF & IFSHA show rules are also available at www. USEF.org. Any question not covered in these rules and regulations shall be decided by the Horse Show Executive Committee, their decision to be final. All horses shall be under the control and direction of the Show Committee but solely at the risk of the exhibitor, who will be responsible for any loss, damage or injury to any person, animal or property occasioned by him, his agents or employees, or by any animal owned or exhibited by him, and shall indemnify the Federation, the IFSHA World & Grand National Horse Show, the International Friesian Show Horse Association and the Virginia Horse Center against any and all loss, damage and liability thus occasioned, including but not limited to any and all legal costs, including attorney fees, which may be incurred as a result thereof. The submission of an entry form to the Show shall constitute an acceptance by each person signing same of the provisions herein set forth. 7. All owners and exhibitors will be held responsible for any damage incurred by them or their agents to barns or the Virginia Horse Center properties on the show grounds and will be billed accordingly. Stalls must be left in original condition with the exception of shavings and horse manure. Anything brought to the grounds must be removed from the grounds. 8. To be eligible to participate as a rider, driver, handler, vaulter, longeur, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions at the Preliminary Level or above, Dressage Competitions, Combined Driving Competitions at the Advanced Level, Endurance Rides, Reining Competitions, ParaEquestrian Competitions and Vaulting Competitions, persons must be Members of the Federation as provided in Bylaw 203, and have paid the respective Breed/Discipline Dues. (For exceptions see GR901.9). Non-member participants must pay a non-member registration fee. 9. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 10. In accordance with GR1301.7: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that (Continued) 21

Penalties may include exclusion of the child, parent(s), guardian(s) and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 11. Management reserves the right to refuse, accept conditionally, or cancel any entries, and to cancel award prizes, without claims for damages; to change any course, to cancel or combine any unfilled classes, or to reschedule classes; and to change judges or other officials. 12. Class Schedule: The Class Schedule included in this booklet is tentative. PLEASE NOTE THE FOLLOW- ING: Management reserves the right to adjust the class schedule and class order. If entries warrant, performance may begin earlier or later than published. If entries warrant, classes may be split. Please check with the Horse Show Office for each day s final schedule. 13. Marathon Vehicles will be allowed in all driving classes except Turnout classes and Concours d Elegance. 14. Concours d Elegance will be judged as a separate World Championship class. The winner will be the turnout which, in the opinion of the judge, presents the most elegant effect. This will include vehicle, harness, appointments, horses, driver, passengers, grooms, etc., but above all, general impression is most important. Period costumes are prohibited. (See Federation Carriage Pleasure Driving Rule CP 138) 15. Costume Driving. This class shall be conducted in accordance with Carriage Pleasure Driving Rule CP 129. Exception: Whips shall wear costumes which show creativity, imagination and freedom of expression. No strong trot is called for. 16. Drive & Ride Classes: In Open Drive & Ride, the whip and rider may be different individuals. In Walk/Trot Drive & Ride, the whip and rider must be the same person. 17. Yellow Ribbon Fund Benefit Championship Class will be a Walk/Trot class open to all seats English or Western. Entrants may cross enter in any other division at the Show. All entry fees will be donated to the Yellow Ribbon Fund in the name of the Champion! 18. All horses may be drug tested on a random basis. 19. All horses two years old and over may have their hooves measured by the Show Steward on a random basis. 20. Class Fees. All World Championship Classes, including Concours d Elegance, are $ Regular Classes are $ No Fee for Leadline 6 Years & Under. 21. Entries: To be accepted, the entry blank must be COMPLETELY filled out and accompanied by a check covering all fees, plus proof of a current negative Coggins Test for all horses. In addition, for out-of-state horses, Federal law requires a health certificate within days of traveling. If riding a dressage freestyle test, please include a copy of qualifying test. In the case of a minor the entry blank must be signed by the parent or guardian. If there is no trainer, the entry blank must be signed by the owner. Official Times will be posted at the Horse Show Office updated in the morning at least 1 hour before first ride. It is the responsibility of the competitor to check official ride times. Adequate time intervals cannot be guaranteed when riders enter more than one horse in any class. 24. Class Calls. Due to unforeseeable problems with any mechanical device, the PA System and paddock calls must be considered a courtesy. It is the responsibility of the exhibitor to be sure that his horse is at the gate at the prescribed time. Every effort will be made to maintain a working PA System to carry class calls, however, no protest will be upheld, nor will any class be changed on the basis of PA malfunctions alone. The two minute gate rule will be strictly enforced. The in gate will be closed two minutes after the first horse enters the ring. 25. Refunds. Entries will only be refunded (less a $25 handling fee) if a Vet Certificate is received within five days of the event. No refunds on stabling fees. Refunds will be issued within 30 days of close of show. 26. Federation Fees. For every horse participating in any competition recognized by the Federation, a $16.00 Federation fee will be collected. USEF Adult Amateur: Amateur cards are no longer available for non-members. Only active Federation members may obtain amateur certification. All owners and horses must be members of IFSHA. 31. Friesian Non-Owner Non Member Participant. A Non-Owner Non Member Fee of $25 per adult or $20 per junior will be assessed if applicable. 32. All Breed Western Dressage: Entrants in All Breed USEF Western Dressage classes must be members of Western Dressage Association (WDAA) or pay a nonmember fee of $25 per rider. 33. IFSHA World & Grand National Horse Show does not allow freelance videographers. Only official vendors, i.e. videographer, photographer, or other vendors are allowed to work on the show grounds and sell their products while the facility is under contract for the IFSHA World & Grand National Horse Show. There shall be no signage allowed advertising other videography companies. 37. Virginia Horse Center Rules: No overnight horses may be stabled in trailers or tied out. Horses are absolutely not allowed to be ponied behind any moving vehicles. No lunging in posted rings. Never lunge in Anderson Coliseum, the East Complex, Wiley Arena, Northern Arena or B Ring. 38. Sharps must be disposed of in the containers provided for that purpose. Red biohazard containers are available in the barn area. Do not place needles, syringes and medical waste in the trash. Show management will fine any individuals, including trainers, owners, exhibitors or their agents, up to $1,000 for improper disposal of needles or other sharp disposable instruments. 39. Manure must be disposed of in designated areas. Please do not put other items of trash in with manure. Do not mix trash and manure. 40. Trash cans are located everywhere. Please use these trash cans for all items of trash except manure and sharps. 41. Protective Headgear is encouraged at all times on the grounds and in any and all classes. ASTM/SEI approved protective headgear is required for riders in all Dressage, Hunter, Jumper and Hunt Seat Equitation classes, including Hunter Hack. Junior riders in said classes, and Dressage exhibitors not cross entered in another Division, are required to wear said headgear when riding anywhere on the competition grounds. Any exhibitor may wear said headgear and/or equestrian sport protective vest in any division or class without penalty from the judge. 42. No Smoking in Coliseum, barns or any buildings at the Virginia Horse Center. Show management will fine any individual found smoking inside any VHC building $100 per incident. 43. We love dogs but Dogs/pets are permitted at the show only if they are confined to the stable and tack room area; and they must be kept tied, caged or on a leash. No Dogs Allowed in Arena Buildings or Horse Show Office. (Exception: Service Dogs with vest on.) No loose dogs are allowed. The show will assess a $50 fine on owners of loose dogs. The Virginia Horse Center and/or USEF (see GR1301.6) may levy additional fines for loose dogs. 44. Vehicles: Vehicles may not be used in the Coliseum or in the interior of any of the barns. Four wheelers and ATV s are not permitted on the VHC grounds. Non-powered scooters, bicycles, skateboards, in-line skates, and heelers (skates-in-shoes) are not pemitted in the Coliseum or the interior of any barns. 45. No Firearms, fireworks or open fires are permitted. 46. Show Fines: The following fines will be enforced by the show on all show participants in violation of local rules: a) Loose dog/pet: $50, b) Smoking in buildings or barn area: $100, and c) Improper disposal of sharps or medical waste: $1, Waldron Arena (Anderson Coliseum) is 300 feet long by 150 feet wide. 28 USDF Membership Benefits: USDF is dedicated to education, the recognition of achievement, and promotion of dressage. For details on member benefits, including educational programs, awards, and other opportunities, refer to the USDF Member Guide or the USDF website at This competition is recognized by USDF for 2015 Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreign riders and owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider or owner/lessee, must have either a USDF Group Membership, Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay the USDF NM fee. (Note: USDF business members can own horses but cannot compete as riders with their USDF BM.) Individuals cannot compete at a USEFlicensed/USDF-recognized competition with a USDF Education Membership. Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary. Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes. Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($75), 5-years ($300), or life ($1,500). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21 st birthday by December 1 of the current membership year ($60). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan /USDF Year-End Awards, Great American Insurance Group/USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan /USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals.
