Turn Right on Hwy 11 - about 1 mile to Fairgrounds. FROM CHICAGO/KENOSHA, ETC., AREAS Hwy 12 North of Lake Geneva to Hwy NN, Elkhorn exit. Turn left on NN - about a block down the road is the Elkhorn High School on the right. There is an entrance to Fairgrounds through High School driveway. There will be signs. FROM BELOIT, ROCKFORD, AREAS TO SOUTH & SOUTHEAST Hwy 43 North to Exit 29 (Hwy 11 - Elkhorn exit). Turn Right on Hwy 11 - about 1 mile to Fairgrounds. FROM WILLIAMS BAY & AREAS SOUTH Hwy 67 North to Elkhorn. At first stop sign keep going straight - 2 more stop signs to Court Street, which is Hy 11 - turn right - about 1 block to fairgrounds. 5 Federation Entry Agreement By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. I AGREE to hold harmless and release the Federation and the Competition from all claims for money damages or otherwise for any Harm to me or my horse and for any Harm of any nature caused by me or my horse to others, even if the Harm arises or results, directly or indirectly, from the negligence of the Federation or the Competition. I AGREE to expressly assume all risks of Harm to me or my horse, including Harm resulting from the negligence of the Federation or the Competition. I AGREE to indemnify (that is, to pay any losses, damages, or costs incurred by) the Federation and the Competition and to hold them harmless with respect to claims for Harm to me or my horse, and for claims made by others for any Harm caused by me or my horse while at the Competition. I have read the Federation Rules about protective equipment, including GR801 and, if applicable, EV114, and I understand that I am entitled to wear protective equipment without penalty, and I acknowledge that the Federation strongly encourages me to do so while WARNING that no protective equipment can guard against all injuries. If I am a parent or guardian of a junior exhibitor, I consent to the child s participation and AGREE to all of the above provisions and AGREE to assume all of the obligations of this Release on the child s behalf. I represent that I have the requisite training, coaching and abilities to safely compete in this competition. 12 REGION 3 CHAMPIONSHIPS Show Rules, Entry Fees & Stabling Information 1. The 2010 Region 3 Championships is a US Equestrian (Federation) licensed competition. Every Andalusian & Friesian class offered herein which is covered by the rules and specifications of the current Federation rule book will be conducted and judged in accordance therewith. The rules of the Federation take precedence over the rules of any other association. Exhibitors are encouraged to obtain the current Federation Rule Book, which is available for $10 (for non-federation-members) from US Equestrian Federation, 4047 Iron Works Parkway, Lexington, KY 40511, (859) A Federation Steward approved by the Show Committee shall be present to administer these rules at the show. 2. Opportunity Classes: Will be conducted in accordance with USEF rules. There will be no USEF membership requirement for Opportunity Classes. 3. Rules & Specifications for All Breed Opportunity classes are contained in this booklet and also are available at www. horsedigests.com. Any question not covered in these rules and regulations shall be decided by the Horse Show Executive Committee, their decision to be final. The Horse Show Executive Committee is to consist of Horse Show Manager, Horse Show Secretary, Andalusian Representative & Friesian Horse Representative. 6. All entries are accepted with the understanding that the Region 3 Championships and the Walworth County Fairgrounds will not be held responsible for any loss, damage or any injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the Show Committee but solely at the risk of the exhibitor, who will be responsible for any loss, damage or injury to any person, animal or property occasioned by him, his agents or employees, or by any animal owned or exhibited by him, and shall indemnify the Federation, Region 3 Championships and the Walworth County Fairgrounds against any and all loss, damage and liability thus occasioned, including but not limited to any and all legal costs, including attorney fees, which may be incurred as a result thereof. The submitting of an entry form to the Show shall constitute an acceptance by each person signing same of the provisions herein set forth. 7. To be eligible to participate as a rider, driver, handler, vaulter, longeur, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions at the Preliminary Level or above, Dressage Competitions, Combined Driving Competitions at the Advanced Level, Endurance Rides, Reining Competitions, ParaEquestrian Competitions and Vaulting Competitions, persons must be Members of the Federation as provided in Bylaw Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 9. All owners and exhibitors will be held responsible for any damage incurred by them or their agents to barns or Walworth County Fairgrounds properties on the showgrounds and will be billed accordingly. 10. In accordance with GR : Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles on the competition grouns of licensed competitions. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s) and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule 11. Management reserves the right to refuse, accept conditionally, or cancel any entries, and to cancel award prizes, without claims for damages; to change any course, to cancel or combine any unfilled classes; and to change judges or other officials. Class Schedules The Tentative class schedule is included in this booklet. PLEASE NOTE THE FOL- LOWING: Management reserves the right to adjust the class schedule and class order. If entries warrant, performance may begin earlier or later than published. Please check with the horse show office for each day s final schedule. 12. Class Fees. All Regular, Opportunity & Futurity classes $ All Regional classes $ Entries: To be accepted, the entry blank must be COMPLETELY filled out and accompanied by a check covering all fees and proof of a negative Coggins Test dated within six months of show dates for each out-of-state horse. In the case of a minor the entry blank must be signed by the parent or guardian. If there is no trainer, the entry blank must be signed by the owner. 14. Closing date: August 9, Entries must be postmarked by August 9, Post Entries are accepted without penalty. 16. Refunds. Entries will only be refunded (less a $25 handling fee) if a Vet Certificate is received within five days of the event. No refunds on stabling fees. If classes are canceled due to severe weather or other emergency, refunds of entry fees will be made upon written request by the exhibitor within 30 days of the cancellation. 17. Federation Fees. For every Andalusian and Friesian horse participating in any competition recognized by the Federation, a $15.00 Federation fee will be collected [($8.00 is for USEF) and ($7.00 shall be a drugs and medications fee to provide for research, inspection and enforcement of rules regarding use of medications and drugs; see Federation GR407.1, 2, 3.)]. 18. Office Fee. There is an Office Fee of $25 per horse. 19. Andalusian Membership. An IALHA non-member fee of $25 per horse will be assessed if applicable. Andalusian Non Member Participation. An annual Non Member Participation Fee of $25 per person will be assessed if applicable. 20. Friesian Membership. All owners and horses must be members of IFSHA. All others must either be a member of IFSHA or pay the appropriate non-member fee ($25 adults/$20 juniors). 21. Stalls, whether occupied by horses, feed or tack, will be available for a fee of $75 each for the first 3 days. $25 per day for each stall thereafter. (No first bedding) 22. Stall availability. 10 x 10 stalls, with doors, will be available on Wednesday, August 18, 2010, after 1PM. Early Arrivals MUST be pre arranged with Gareth Selwood (262) by August 9, Early Arrivals will be charged $25.00 per stall per day. 23. Grounds Fees. The fee for trailering in (Grounds Fee) is $15 per horse, per day. 24. Bedding is available at the show for a fee of $8 per bag. Feed and hay - Bring your own. 25. Class Calls. Due to unforseeable problems with any mechanical device, the PA System and paddock calls must be considered a courtesy. It is the responsibility of the exhibitor to be sure that his horse is at the gate at the prescribed time. Every effort will be made to maintain a working PA System to carry class calls, however, no protest will be upheld, nor will any class be changed on the basis of PA malfunctions alone. The two minute gate rule will be strictly enforced. The in gate will be closed two minutes after the first horse enters the ring. 26. Food Service. During the competition food service will be provided on the competition grounds behind the announcer's stand and next to the Horse Show Office. 27. Vintage Rider. Andalusian & Half Andalusian Vintage Rider classes will be split English and Western if entries warrant. Exhibitors are asked to place a note on the entry blank if they wish to compete in both disciplines. 28. Dogs must be on leashes no longer than 6 feet. 29. Warm Up Arena is 60 x 120 meters and is composed of sand and clay 30. Show Arena is indoors and is 60 x 120 meters and is composed of sand. 31.
