1 FEI SOLILDARITY Activity Report The following is the reporting from the FEI Solidarity Department on its activities from September 2017 till end of September The General Assembly 2017 in Montevideo, Uruguay approved the appointment of the members of the FEI Solidarity Committee for a one-year term. Per memory: FEI Solidarity Committee Members Terms of References - The appointment of the Members of the FEI Solidarity Committee is for a Term of one (1) year. - Members of the FEI Solidarity Committee may serve a maximum of four (4) Terms. - As the FEI President shall be the Chair of the FEI Solidarity Committee, the Terms of his/her mandate shall be in line with the presidential terms. As a result of the FEI Solidarity Committee 2017, the following resolutions have been completed: Promotion of the FEI Solidarity Programme: a communications strategy has been developed. The communication support to FEI Solidarity is focusing on three key actions: 1. The provision of regular communications to promote the activities and raise the profile of FEI Solidarity 2. The updating and enhancing of the content of FEI Solidarity on the website 3. The creation (copywriting and art working) of an informative print flyer/brochure. 1
2 The FEI Solidarity Department is currently working with Touchline, an international strategic and creative communications agency. Touchline works with many international sports organisations including the IOC, FIFA, UEFA, World Rugby, International Fencing and International Skiing. Touchline has worked for the IOC since FEI World Cup TM Jumping in South America North and Central America & Caribbean Leagues Further to the decision of the FEI Solidarity Committee in 2017 to no longer subsidize the FEI World Cup TM Jumping South America North, and its proposal to the FEI Groups concerned to redefine the project, no new proposal was presented. FEI Solidarity cooperation with the FEI Liaison Office and the FEI Legal Department. As requested by the FEI Solidarity Committee, the cooperation with the FEI Liaison Office and the Governance & Institutional Affairs Director has been reinforced. Questions regarding NFs Constitution, NFs Structures, FEI Membership, etc. from developing NFs or NFs changing board have been received for handling. Per memory, NF Governance topics are covered in details in the FEI Course for NF SGs and Administrators. 3 2018 NFs PROJECTS SUPPORTED BY FEI SOLIDARITY PER FEI GROUP Group I Group II Group III Group IV Group V Group VI Group VII Group VIII Group IX Global Achievements Globally, the biggest achievement that can be observed is about education of human resources. The FEI Solidarity programme has achieved to educate Technical Experts in nearly each FEI Regional Group. Globally also, the FEI Solidarity Programme has expanded its assistance to new NFs: i.e. Cuba, Lithuania, Latvia, Serbia, Kyrgyzstan, Iran, Algeria, Tunisia, India, Thailand, Philippines. The self-sufficiency in term of regional Technical Experts has also had an impact on the way the assistance is distributed. With the help of more than 40 Technical Experts around the world, more can be done with the same funds. Finally, the role of the regional Technical Experts is invaluable in putting equestrian people together and promoting and developing the sport in each region. NFs Individual Achievements South Africa, under the leadership of SASCOC (NOC) and the advice of the FEI Development Officer, has undertaken to develop a national coach education and certification system. FEI Solidarity has sent two Experts to RSA, Jean-Philippe Camboulives, the FEI Development Officer and Liam Moggan, tutors teacher from Ireland to educate the South African national tutors. In Cambodia thanks to their continuous efforts and with the help of FEI Solidarity, the CAM NF achieved their objective to train and send a Team of 3 Jumping Athletes to Le Mondial des Clubs (World Championship for Clubs) in France. This is part of a long-term Athletes development plan. 3
4 India: in April 2018, the Retraining of Race Horses Pilot project in Assam, organised its 7 th Camp in the series shared between Anthony Lowry (SGP) and Roy Ibrahim (INA), Level 3 Coaches. The objective of this project is to teach local Coaches and Riders in retraining techniques for ex-racehorses. Approximately 30 riders have had exposure through this training project. IND NF acquired 12 new horses from the Race course at different periods since the commencement of the project in Some of them have been relocated to various centres. After introductory level training, a few more horses will make their way to the participating centres. We expect that by the end of the programme riders will be well equipped with the required skills to retrain ex-racehorses. The programme will continue till December Two riders/instructors from that programme will spend some time in Singapore at Anthony Lowry s Equestrian Centre to further improve their skills and then be able to continue the project in India in a self-sufficient manner. In India also, thanks to FEI Solidarity assistance in Athletes training, an Eventing Team has qualified for the Asian Games 2018 in Indonesia and won the Team and Individual silver medals. Venezuela: despite the very difficult economic situation, the NF has been able to organise CIC1* qualifiers in the country in view of the CAC Games. In May, four riders achieved their MER to compete at the Central American & Caribbean Games in Colombia. Turkey NF, with the help of the FEI Development Officer has re-organised its FEI Solidarity projects Action Plans as well as the whole development strategy. Allocated FEI Solidarity support was confirmed after the visit of the FEI Development Officer. Kyrgyzstan: Following the allocation of a scholarship, Mr Rinat Galimov, the national Jumping Coach in Kyrgyzstan has spent 2 months (February & March 2018) at Edouard Couperies stables in France. Latin America: FEI Solidarity has assisted quite a few NFs in the Identification, Qualification and Preparation of Athletes for the CAC Games FEI Group IX: the Vaulting Africa Cup (training and competition) which will gather NFs from the Southern African region will take place in Kyalami, (Johannesburg), South Africa on 3-6 October Namibia, Tunisia, Puerto Rico: School projects are ongoing in these NFs with the objective to assist in the social integration of underprivileged youth. At the same time, it is also an opportunity to promote the sport. Puerto Rico: an FEI Solidarity emergency fund in the amount of CHF was allocated to the National Federation of Puerto Rico following the devastation of Hurricane Maria in The NF has provided the FEI Solidarity with an Interim administrative and financial Report. As of end of July 2018, 1 club had completed the repairs and the 3 other were still under restoration. 4
5 FEI SOLIDARITY DEPARTMENT PROJECTS & PROGRAMMES The Development of National Sports Structures & Systems (DNSS) is certainly the field where FEI Solidarity assists the most and where the role of the FEI Development Officer is essential. 6 FEI SOLIDARITY DEPARTMENT PROJECTS Equestrian Sport Educative Events (ESEE), the aim of which is to educate National Officials in all FEI Disciplines, has proven to respond to a real need in NFs without a system. The Equestrian Sport Educative Events in numbers, it s: All FEI Disciplines 3 Technical Levels 40 Technical Experts delivering education 40 NFs involved 390 National Officials educated 306 Coaches involved 424 Riders involved FEI Groups NFs involved in ESEEs Group I Group II Group III Group IV Group V Group VI Group VIII Group IX SRB, ALB, BUL, SLO LAT, LTU, FIN, POL IRI, MDA, KGZ, UZB, BLR, BAR, HAI, TRI, JAM HON, PAN, CUB, ESA, CRC, VEN, COL BOL, BRA, CHI, ECU, PAR, PER PHI, THA MAD, MRI, KEN, NAM, SWZ, ZAM, ZIM, RSA To date, the Technical Experts from 5 continents are delivering these events in their respective language. They have been chosen among FEI Officials from the FEI lists and Tutors involved in the FEI Coach Education programme. In order to make this programme as efficient as possible, FEI Solidarity is continuously working on improving the material and now producing education & certification systems templates for NFs. The IT NF Platform project consisting in providing developing NFs with IT Solutions to manage their sport is in its phase of implementation. 30 NFs have received the Platform between 2015 and NFs have the Platform fully installed and up and running 16 NFs are in process of installing it 03 NFs have decided not to install it The FEI IT Department and the FEI Solidarity Department are currently working together in assisting those NFs in their installation process. 6
7 FEI Course for NFs Administrators: The FEI pilot course for NFs Administrators took place at the FEI HQ on 9-13 October 2017 with the involvement of all FEI Departments concerned. In total 11 participants from 11 different NFs attended: Belarus, Ecuador, Egypt, Guatemala, Kyrgyzstan, Malaysia, Moldova, Palestine, South Africa, Thailand and Tunisia. The following topics were covered: - Chapter 1 - NF Position, Structure & Constitution - Chapter 2 - NF Administration, Rules and Laws - Chapter 3 - FEI Sports Structures & Sports Administration - Chapter 4 - FEI Services & Tools to NFs - Chapter 5 - Communication & Marketing Following the success of this first FEI Course for NFs Administrators, a second edition will be organised from 22 to 26 October 2018 at the FEI HQ in Lausanne. Contrary to last year, the 2018 course is now also open to NFs Secretaries General, i.e. 2 persons per NF. The 2018 course is already in preparation. The applications received (30) having exceeded the quota allowed, which was fixed to NFs, a selection has been made based on an average of 2 NFs per FEI Regional Group. As a result, 27 persons from 17 NFs have confirmed their attendance. Some of them are both SG and Administrator which explains the difference between the number of participants and the number of NFs. The NFs attending in 2018 are: TUR, SLO, LAT, LTU, RUS, KAZ, CAN, VEN, CUB, ARG, URU, JOR, ALG, HKG, PHI, IND, NAM. For those NFs which have not been shortlisted on this occasion, the course handbook and pertaining material will be available online shortly after the course, end of October. FEI Solidarity Retraining of Racehorses in partnership with LONGINES: further to the announcement of a new LONGINES partnership with the FEI to support a retraining of racehorses programme initiated by FEI Solidarity, which long-term objectives are to: Increase participation in the equestrian sport in specific countries/regions by providing more horses; Grow equestrian sports in countries/regions where the access to sport horses is limited by educating riders and trainers; and Give racehorses a second chance at the end of their flat racing career 7 regional Technical Experts have been specifically trained in retraining techniques for exracehorses during a course which took place at Bukit Timah Saddle Club, in Singapore on September 2018 under the expertise of Anthony Lowry (SGP). These Technical Experts are now ready to deliver training in their country, in the framework of the partnership with LONGINES. NFs involved are: Indonesia, Malaysia, Philippines, Singapore and Thailand. The format of the courses which will contain 3 modules is in its phase of finalisation. 7
8 Coach Education Programme: following the third Assessment of Level 3 coaches from Latin America organised in November of 2017 in Montevideo, Uruguay with the presence of Maria Gretzer and David O Connor as part of the expert panel, we now count a total of 36 National coaches certified at this level. The 2018 calendar currently counts 42 courses. Keeping in mind the number of major events taking place this year (WEG, YOG, Asian Games, CAC Games, etc.) including 8 Level 1 courses in Endurance which is a great encouragement since this module was only launched last year. As part of this year s objective, the FEI Coach Education Programme is looking at expending its offer and developing a Module for Para-Dressage and Driving. A Para-Dressage Working Group has been put together and will be meeting in Lausanne from 5 to 7 November 2018 to start working on the course content. The Vaulting Level 2 course material is in preparation and will hopefully be finalized this year. HORSE WELFARE Scholarships for Practicing Equine Vets: in total 5 Scholarships have been allocated to practicing Veterinarians in : BLR (2 Vets) - Clinic in Poland UKR (1 Vet.) - Lambourn Equine Vets, UK KGZ (1 Vet.) - OJSC Veterinary Center Otrada, Russia CHN (1 Vet.) - University of Vet Medicine, Sydney, Australia Training for Farriers & Grooms are now recognised as essential components of the development of the sport and they are more and more involved in the NFs development plan. In 2018, FEI Solidarity has allocated funds to 9 training camps in: NFs FARRIER TRAINING GROOM TRAINING MADAGASCAR MOLDOVA VENEZUELA ALGERIA PALESTINE ZAMBIA FEI Solidarity is currently cooperating with Master Farriers from Uruguay, Mexico, Russia, South Africa, Finland and Switzerland. 8
9 Ongoing training for National Head Veterinarians: The ongoing education of NHVs on basic knowledge and understanding of International movement of horses continues in 2018 with the next regional conferences in: Baku (AZE), November 2018 Hong Kong (HKG), February 2019 Rabat (MAR), March FEI WORLD CHALLENGES Jumping: The 2017 edition of the FEI World Jumping Challenge focused on the NOCs attempt to qualify for the 2018 Youth Olympic Games through Category A Competition 3. A total of 45 qualifiers were organised in which 340 Athletes took part with the objective of obtaining a spot for their respective NOC. Out of the 30 spots available, 23 were allocated through the FEI World Jumping Challenge Qualifying Competitions. In 2018, the Qualification process continued as Athletes had until 31 May to obtain their Certificate of Capability. The calendar of competitions for 2018 counts 48 NFs organising the series representing a total of 371 competitions. The FEI World Jumping Challenge FINAL took place in Tashkent, Uzbekistan on 5-8 September riders from 15 nations competed against each other on borrowed horses. The medals went to: Gold: Nadav Sternbach, Israel Silver: Richard Kierkegaard, Argentina Bronze: Saidamirkho Turgunboev, Uzbekistan Dressage: With the official recognition of the FEI World Dressage Challenge as a possible qualifying event for athletes to obtain their Certificate of Capability in view of the Central American and Caribbean Games this sets a new milestone for this series which struggled for years to reach a true competitive purpose. With the review of the format in 2016 and the increase of the level of the tests in order to bring the focus of this competition back to a sport performance objective rather than just participation, 2018 and the CAC Games look like a promising step forward towards reaching this goal. 39 NFs have applied to host this competition in 2018 representing a total of 40 competitions (IND organising two competitions). FEI CAMPUS To date, over 40 courses on horsemanship and 7 courses for FEI Officials have been launched. In order to prepare national Officials for their international FEI career pathway, it was decided to create Foundation courses for all our disciplines. So far, 3 are in the finalization stage and will be launched later this year for The rest will be worked on in Moreover, FEI CAMPUS is in English and will soon be available in Chinese. Unfortunately, the number of viewers is not progressing at the expected rate. One of the factors which slowed down the development process is the difficulty to find a supplier. Finally the FEI decided to develop the system by itself. 9
10 FEI SOLIDARITY COMMITTEE MEETING 2018 The FEI Solidarity Committee met on 3 rd September 2018 for their annual meeting at the FEI HQ in Lausanne (SUI) during which they evaluated the requests for assistance for 2019 and onwards. A total of 89 applications from 44 National Equestrian Federations and 2 Regional Equestrian Associations have been submitted to the FEI Solidarity Department for evaluation, they are divided into: Athletes Training (Identification, Qualification, Preparation) 24 applications Coach Education specific projects 9 applications Development of NFs Sports Structures & Systems 37 applications Values (Sport for All Horse Welfare) 13 applications Others not in accordance with criteria 6 applications Number of NFs projects per FEI Group Group IX 16 Group VIII 14 Group VII 5 Group VI 13 Group V 18 Group IV 2 Group III Group II 4 4 Group I After evaluation of all NFs projects by the FEI Solidarity Committee, a total of 71 projects were approved.
