1 RULES OF WORLD ST. HUBERT CHAMPIONSHIP FOR MEN AND WOMEN HUNTERS WITH POINTING DOGS AND SPANIELS AIMS The World St. Hubert Championship for Men and Women Hunters with pointing dogs and spaniels aims to promote and emphasize the spirit of hunting through a high level competition with particular attention to dog-expertise and the technical aspects of hunting, combined with the education of hunters to respect nature and ecology. Art 1 ORGANISING COMMITTEE 1.1. The organisation of the World St Hubert Championship for Men and Women Hunters with pointing dogs and spaniels is insured by the Organising Committee of the World Championship of Practical Hunting for pointers 1.2 The above Committee has the responsibility for the organisation of the event. 1.3 The country to which the Organising Committee has given the organisation of the World Championship with pointers and spaniels will also organise the World St. Hubert Championship for Men and Women Hunters with pointing dogs and spaniels. This test will run only in one day between the two days of the World Championship with pointing dogs. 1.4 The organising country should announce in the programme the names of the judges, the kind of ground and of vegetation where the competition will take place and specify the kind of game that can be shot during the test. This programme should be sent with the invitation, which possibly, should be made 4 months before the competition, Besides, the organising country should communicate the practical modalities for the import of the firearms and cartridges and the vaccinations and the documents required for the dogs entry. Art.2 PARTICIPATION 2.1 Every country as representative of their National Federation or National Organisation of Hunters is allowed to enter a competitor as an individual, or teams (men, women, and spaniels) composed by two hunters with different dogs. 2.2 The competitors must have the nationality of the country that they represent and present dogs which must belong to a person of the same nationality, except for over-seas countries, due to the considerable travelling expenses. 2.3 Every country is allowed to enter 3 (three) teams each one in the categories: men, women and spaniels, but is allowed to have a reserve. 2.4 The competitors will be divided in different series which must not be more than 12 hunters. 2.5 The division of the competitors in series and the running order of the trial will be done by a drawing lots on the evening before the event. The running orders of the trial should be drawn before the formation of the running orders of the trial. 2.6 In any case, two competitors of the same country can not run in the same heat.

2 Art. 3 TECHNICAL DELEGATES 3.1 Each organising country appoints a technical delegate for each foreseen heat. The technical delegates must be chosen among the hunters with a perfect knowledge of the Rules by the organising country. 3.2 The technical delegates have the following duties: a) To accompany the jury and to guide her on the fields that they should know well; b) To take care of the regular running of the event; c) Before the beginning of each running order, to show the President of the jury the ground that the competitor can explore and to remind the hunter the type of game that organising country has authorised to hunt during the competition; d) At the end of each turn, to collect the expressed judgement of the jury and to give it to the Secretariat of the Championship; e) To take all the deemed necessary precautions for a good running of the test, supervising the regularity and the strict observance of the regulations and the programme: f) To solve in the first instance any eventual written claims that they may receive from the official team leader, according to article The technical delegate cooperates in practice with the jury, but has no competence concerning the final judgment.. Art.4.4 JURIES Each jury is composed of two judges chosen among the judges of the category St. Hubert of the national lists sent to the Secretariat of the Committee. If possible, a judge of the F.C.I. should be in the jury. The juries will be composed according to point 3 of the rules of the World Championships with pointers and spaniels. Art.5-5 ENTRIES 5.1 The amount of the entry fees per competitors will be fixed by the Organizing Committee. 5.2 The application is made by the official representative of the country member of the Organizing Committee. 5.3 Each participating country should let the Secretariat of the Organizing Committee know, two months before the date of the Championships, her intention to participate at the St. Hubert test. In the case that the number of the participating countries is no more than 12, the Secretary, in accordance with the organising country, can cancel the third foreseen jury, by informing in writing, each judge personally, the organising country and the members of the Committee. Furthermore, the following data concerning the competitors and the eventual reserve must arrive to the Secretariat of the organizing country, at the same time as the entries for the World Championship with pointing dogs and spaniels, according to the formalities foreseen in the program of the organizing country, a) first name, name, address of the competitor - 2 -

3 b) name of the dog, breed, sex, date of birth, stud book registration number recognised by the FCI 5.4 The reserve can replace one of the competitors until the moment of the call for the turn of the test and it is possible to replace either only the dog or only the competitor, or both. Art. 6 EXCLUSIONS 6.1 The competitors can not use bitches on heat, dogs that bite or have contagious diseases 6.2 The dogs which have made a turn of test can not be used by any other competitor during the same test. Art. 7 TURNS 7.1 The hunter, alone with his dog, makes a round of twenty (20) minutes. 7.2 The technical delegate, as far as possible, will give each competitor a ground which allows a course without interruption. The competitor has the right to choose the ground he will search, according to the stated limits. 7.3 However, in the case that the judges deem that there is no more useful ground before the end of the turn, the time needed for transfer will not be calculated in the turn. 7.4 The hunter must bring a minimum of six cartridges but he can use only four cartridges and two shots-gun only. 7.5 He can shoot and to put in the bag a maximum of two pieces of game of the authorized species. 7.6 In the case that he has shot a piece without finding it, he will be allowed, only once, to leave the search to try to shoot and put in the bag the two required species, but the jury will consider the loss of this wounded piece of game strictly. If after this first loss of wounded game the competitor wounds an other game, he can not shoot other game before having retrieved it. 7.7 If the hunter has put in the bag his two pieces and he still has some cartridges he can not use them, but he should continue his round with his charged gun in order to give the jury the possibility to evaluate the prosecution of his hunting action. Art. 8 INTERRUPTION OF THE ROUND - DISQUALIFICATION 8.1 In the case that the competitor shoots an unauthorized game, he will be eliminated. He will also be eliminated if he shoots an authorized game, that has been hit or that he trails without being previously wounded, or which refuses to fly. 8.2 The jury can interrupt the order of the competition and eliminate the competitor if his behaviour is dangerous either to himself and or to the others

4 8.3 If the hunter shoots an authorized game which has not previously pointed or worked by his spaniel dog, he can only obtain some points corresponding sufficient, concerning the judgement of the action of the hunter as foreseen by the art,9.2, due to his lack of sportsmanship. Furthermore, if he shoots and puts this game in the bag he can not obtain the foreseen points for Shooting, ability of the hunter, as foreseen by the art. 9.1 a) and b). 8.4 In the case of exceptional natural calamities and in the case of bad weather which prevents the hunting activity according to the local laws, the round can be interrupted and the competition suspended with a measure taken in accordance with the jury of the technical delegate. Art. 9 SCORES To establish the score of the competitors, the jury will give some points for each of the three following elements, observing the following procedure: 9.1 Shot: ability of the hunter (maximum 20 points) a) provided that the piece of game has been previously pointed or worked by the spaniel dog, for each piece of shot and bagged game shot with only one gunshot he hunter will get + 10 points b) provided that the game has been pointed or worked by the spaniel dog, for each piece of shot and put in the game-.bag with two gunshots, he will get + 5 points c) for each piece of game which has been missed with one gunshot or two gunshots, - 5 points will be deducted d) for each piece of game that has been shot (fallen dead or wounded) and that has not been put in the bag, - 10 points will be deducted 9.2 Furthermore, the jury has a maximum of 50 points that can be assigned for the action of the hunter as by the foreseen measures at art Finally, the jury has a maximum of 30 points for the evaluation of the work of the dog, as by the foreseen measures at art The jury has a maximum total of 100 points. Art MEASURES OF JUDGMENT 10.1 With the aim of the uniformity of judgment and to point out the competitive-sporting and underline the competitive sportsmanship, the following rules must be particularly considered: a) the competitors must finish their competition round, except in the cases foreseen by article 8. Based on the ability and on the behaviour shown by the competitor during the test, the jury can have valuable elements to assign a maximum of 50 points; b) a maximum of 30 points can be assigned for the behaviour of the dog, that must necessarily be considered secondary to the hunter; c) the number of the assigned points for the pieces of shot game is the result of a numerical sum, without any other consideration The different judgments of points to assign as per letter a) b) and c) must definitely not be absolutely consequential; they must be distinct one from the other

5 Evaluation of the hunter 10.3 For the judgement on the behaviour of the competitor during the round of the test, the jury has a maximum of 50 points (fifty) to assign as stated below: 1) fairness and hunting education : maximum 15 points; 2) safety and ability: maximum 20 points 3) sportsmanship: maximum 15 points Fairness and hunting education mean the behaviour of the competitor concerning the observance of hunting rules and the way in the respect of the environment (ecological hunter) In Particular, the following rules of behaviour are to be duly considered: - the competitor must be able at any moment to value the distance from roads and buildings in order to have a normal hunting exercise and, particularly, of his own test run; - the competitor must have a sufficient sense of respect for the farmlands and property of others all the more so because hunting is generally done on the ground of others, taking into account how carefully the competitor tries to avoid eventual danger either for himself or others; - the lack of gathering of cartridges by the competitor will be considered by the jury as a critical fault, except if it is impossible to find them; - the relationship that the hunter establishes with the dog and the way he handles it will be evaluated. Any reaction in the case of his faults or dog s faults will be evaluated Safety and ability mean the observance of the rules of safety during the run of order of test in order do not hurt himself and others and all the technical experience used for the best result of the round of the competition. In Particular the following rules of behaviour will be carefully considered: - the way the shotgun is carried going alone or near to the jury or the competitions assistants will be evaluated; - a great demerit is considered for constantly carrying on the gun in shooting position with finger on the trigger - the way of facing the obstacles or anyway unsure ground providing, where necessary, of unloading the gun and the control of the barrels is evaluated; - to use the shotgun to chase away game from the bushes is considered demerit; - it is evaluated, in accordance with the difficulties, the conduct of the competitor who, in order to quick find game, decides to perform his test round on a woody area or on a difficult ground; - the suitability of the kind of cartridge and of the shotgun the hunter intends to use, in relation to the game hunted Sporting conduct means the behaviour of the hunter in relation to the game and to his dog. In particular the following ways of behaviour are considered: - the behaviour of the competitor who, after having injured a piece of game breaks off the search in order to shoot and to pick up the two required pieces, and only later retrieve the first piece of injured game is considered negatively; - 5 -

6 -the behaviour towards the judges, the organisers and the other competitors is evaluated; -it is considered a great demerit to shoot game that is out of range as well as those which are running towards the bystanders and the public. - the jury will examine the state of the retrieved game to verify that it is not damaged by the shot In the case that a damaged game or game injured by an other competitor is retrieved by the dog, the judgment is expressed only for the behaviour of the dog. This game must not be put in the bag by the competitor, but given to the staff on the ground and this piece of game will be not calculated in the number of the required pieces The jury must pay particular attention to so called technical rules as: cooperation between the competitor and his dog, ability in choosing the best ground for a quick finding of the game; the keeping of maximum silence during his round of competition with the aim of obtaining the best approach to the game Besides these rules, which are to be considered general the jury, for the best result of the round of the competition, must consider the best techniques to use in relation to the location of the competition, the atmospheric conditions, the kind of the ground and the game that presumably should be found. EVALUATION OF THE DOG 10.7 Concerning the assignation of 30 (thirty) points which are at the disposal of the jury to evaluate the behaviour of the dog, the action of the presented dog will be evaluated according to the following rules, in relation to a normal hunting action. ASPECTS OF THE DRESSAGE The jury will evaluate, giving a maximum of 15 points, the good relation between the hunter and his dog; will in particular judge the quality of the dressage of the dog,its obedience and its efficiency, the regularity of its quest, the immobility at the start of the game and at the moment of the gun-shot, its marking, the lack of damage the game, its respect for the game either furred or feathered, even if it has not been pointed or worked (by the spaniel). NATURAL QUALITIES In the same way, the jury will judge, with a maximum of 15 points, the initiative of the dog and his instinctive qualities to find the game; the style concerning his breed, either in the pace or at the moment of pointing and of the lead, its quest and its carriage of the head, its adaptabilities to the ground and its circumspection to face the density of the game; its good nose

7 APPRECIATION PARAMETER 11.1 With the aim to harmonise the judgments among the various heats, the judges will observe the following parameter of points of evaluation for the qualifications HUNTER DOG on 50 points on 30 points INSUFFICIENT SUFFICIENT GOOD VERY GOOD EXCELLENT Art CLASSIFICATION AND TITLES 12.1 In the case of two or more series to assign the individual title, the 1 classified of each series, provided that he has got at least sixty points out of 100 (60/100) and he has shot and put in the bag at least one piece of game, will be called for the barrage with a reduced round of 10 minutes The formation of the juries of the barrage will be made up by in the following way: - judges of the same nationality as the competitors will be excluded; - the remaining President will be the President of this jury; - if different judges remain, the President will be chosen by lot. If none remains, the first name drawn out will be President; - then by the drawing of the lots among the remaining presidents, two flanking two judges will be appointed, preferably among different series that of the President and, if possible, one from each series in order that the three judges of the barrage are as far as possible of different nationalities. A- INDIVIDUAL TITLE 12.3 The barrage will run the same day as the qualifying rounds and, if possible, two hours before the sunset and on the same place of the World Championship. In the hypothesis that the barrage can not start in this lapse of time, it will take place the following morning, considering that if the jury by lots has already been foreseen and a judge can not work, his substitute will be decided with vote by the members of the Organising Committee present at Championship The barrage will be run alone on the same type of ground - 7 -

8 12.5The competitors called for the barrage are classified according to obtained in the same barrage. the points 12.6 The title of World Champion of Hunting St. Hubert could be assigned only to the competitor who has obtained at least 60 points during his test round and has shot and put in the bag at least one piece of game. In case of barrage the winner will be declared World Champion of Hunting St. Hubert for the year in course and a certificate will be given him and his dog The first places in the individual classification will be assigned officially to the competitors who have been called to participate at the barrage on the basis of the obtained classification during this barrage. In the case of three series the 1 the 2 and the 3 will be awarded prizes. In the case of two series the third place will be assigned, after a barrage, between the second classified competitors of each series provided that they have shot and put in the bag at least one piece of game 12.8 The following of the individual classification is made on the basis of the obtained points by each competitor of the different series during his turn. A competitor who had shot and put in the bag at least one piece of game is always higher in ranking than one who has no game in the bag In case of equality of points in the individual classification, the preference will be given the competitor who has made the best result, in the evaluation as hunter. If an equality remains at this level, the preference will be given the competitor who has realized the best result for the evaluation of his dog To be proclaimed Third General Classified, either by direct classification or by barrage, a competitor should have obtained at least 45 points during his regular turn and has shot and have put in the bag at least one piece of game. B- Classification for Teams The classification of the teams will be determinate in the following way: the 1 of each series will receive n. 1 point the 2 of each series will receive n. 2 points and so on. The points so obtained by the two competitors of the team will be added and will be proclaimed World Champion Team of hunting St. Hubert for the year in course the team which has obtained the less number of points. A team of which at least one of the competitors has shot and put in the bag at least one piece of game will always be higher in ranking than a team who has no game in the bag For the awarding of title, in case of equality of points in the ranking for teams, the preference will be given to the team of which two competitors have obtained the highest number of points for the judgement of the hunter (art.9.2); and in the case the equality still remains, the preference will be given to the team which has obtained the maximum of points for the judgement of the dog (art.9.3). Art PRIZES 13.1 The supply of the individual and of teams prizes is in charge of the organising country of the World Hunting Championships.

9 Art CLAIMS 14.1 The judging of the jury is final Claims, which can never concern the used criterion by the jury, must be given in writing to the technical delegate by the official team leader The claim presented against the participation of a competitor allows the same participant to participate under reservation Claims must be accompanied by a deposit of the claim tax, established every year by the Organizing Committee of a different amount in relation to the first or the second instance 14.5 If a claim is well founded, the tax is returned, otherwise the tax is kept by the organising Country Claims can be lodged with technical delegate until one hour before the end of the competition ( including barrage) The technical delegate must solve the claim in first instance within one hour of its been lodged The decision of the technical delegate can be the object of an appeal to the Organizing Committee, with a written request to the Secretary, or to the President, within an hour after the technical delegate has expressed his decision in first instance The Organizing Committee decides the result of the claim within 24 hours from the lodgement of this claim The proclamation of the results is suspended until the communication of the decisions. Art PUBLIC 15-1 The public attending the competition must have a correct behaviour, without disturbing the course of the competitions and without clearly expressing any judgement, must conform to the instructions given from time to time by the technical delegates, the organisers and the appointed staff. Any transgressor will be dismissed from the contest field. Art TRANSITORY REGULATIONS 16.1 For what is not explicitly foreseen in these Rules, the measures of the Rules of the World Championship of Practical Hunting for Pointing dogs and spaniels are valid, as applicable In the case of a disagreement or of difficulty in the interpretation of different translations of these Rules, the French original text will attest
