Port Alice/ Victoria Lake Environmental Management Act 6(2); 6(3); 77 The fish farm company was found to be discharging waste into Victoria Lake without authorization. The Ministry Ordered the company to submit all outstanding information that had previously been requested from the company in order to complete a discharge application. Columbia Bitulithic Ltd. Prince George Environmental Management Act 77 As follow up to an Information Order issued in May 2007, a second order was issued to ensure that the company: (1) submit written notification of all information related to improvements of particulate collection from the screen deck area at its plant; (2) submit options for improvements to the screen deck area in order to capture fugitive dust emissions; (3) include the economic feasibility of the submitted improvements; and (4) submit the option chosen to capture the fugitive dust from the screen deck by the company for its plant and include a firm time table for implementing the improvements. R. D. Moyen Holdings Ltd. Dba: City Centre Paving & Aggregate Prince George Environmental Management Act 217/ (1.2) As follow up to an Information Order issued in May 2007, a second order was issued to have the company: (1) submit information regarding the cleaning of its scrubber and settling pond; (2) undertake a second stack sample and provide the Ministry with a minimum of five day advance written notification of the sampling event; (3) submit a summary of stack sampling results within 14 calendar days of testing, followed by a final report within 30 days of testing; and (4) ensure that the wet scrubber is operating in good working order at all times. Emdon C. Dykeman, Mary M. Marriott and John Viera Falkland Environmental Management Act 81 Following an inspection by the Ministry along with the Canadian Food Inspection Agency, Interior Health, RCMP, and SPCA, the owners/operators of a property in Falkland were issued a Pollution Prevention Order for the improper storage and disposal of slaughterhouse waste (primarily bones and animal remains). The order requires that the owners/operators: (1) no longer obtain or accept bulk quantities of slaughterhouse waste or animal remains; (2) no longer burn slaughterhouse waste or animal remains, including meat and bones, unless specifically authorized in writing by the Ministry; (3) within 12 days of receiving the order, move the waste at least 100 meters away from the Salmon River into a temporary storage pile with proper drainage controls in place; and (4) by no later than 42 days after receiving the order, consolidate the piles and landfill the waste in accordance with conditions specified by the Ministry. SECTION DESCRIPTION CN Rail Prince George Environmental Management Act 81 A Pollution Prevention Order was issued to CN Rail as a result of a railcar collision and fire that caused impacts to the environment. The order requires the company to: (1) immediately inspect the site and take action necessary to contain and collect hydrocarbons that are believed to have entered the Fraser River and to record those observations for review by the Ministry; (2) monitor the site daily to ensure containment and collection systems are functioning as designed and record those observations for review by the Ministry; (3) retain a qualified professional to assess the extent of contamination at the site and develop a clean-up plan that will prevent further release of contaminants into the Fraser River; (4) include in the clean-up plan a schedule for cleanup activities and monitoring for approval by the Ministry; (5) submit the plan to the Ministry within 7 days of receiving the order; and (6) provide the results of any sampling or investigations to the Ministry within 24 hours. G-8 Properties Inc. Howard Goods and Robin Cant Fort St. John Environmental Management Act 145/93 83(2) 4(1) A Pollution Abatement Order was issued to address complaints from the public regarding smoke and particulate discharge from the burning of wood debris. The order requires that they: (1) immediately extinguish any open fires; (2) cease any further burning until a date specified by the Ministry; (3) notify the Ministry when all fires have been extinguished; and (4) submit a plan identifying specific activities and actions taken by the company to ensure that pollution does not occur from the disposal of wood debris in the future. Pittman Asphalt and YCS Holdings Ltd. Prince George Environmental Management Act 217/ (1.2) As follow up to an Information Order issued in May 2007, a second order was issued to ensure that the company: (1) provide the Ministry with a minimum of five day advance written notification of the sampling written notification of all compliance stack sampling events; (2) submit a summary of stack sampling results within 30 days of testing; and (3) submit a daily summary of the type of fuel used since May 2007 to the end of the calendar year, and to include a rationale for use of the various fuels being used. Penner, Wilma and William Quesnel/ Terrico Brook Water Act 29; 93(2) An Engineer's Order was issued to the landowners to restore water flow to Terrico Brook licensees after it was reported to the Ministry that the supply was shut off without authorization under the Water Act. Chrysanthos, Vann Enderby/ Blomme Brook Water Act 93(2)(k) An Engineer's Order was issued to the landowner in the Blomme Brook area because of unauthorized diversion of water from a stream. The landowner was ordered to divert the water back to the stream and return the area to its pre-construction state within 38 days of receiving the order. Page 4 of 30

6 Administrative Sanctions Licence cancellations against commercial operators (s. 61 Wildlife Act) Brad Park (dba: Calamity Creek Guide Outfitters) Cranbrook Wildlife Act 61 Suspended from Guide Outfitting for twenty months and from acting as an Assistant Guide Outfitter for twelve months commencing October 21, Park also surrendered one goat allocation in the next five years to balance the illegal harvest, and has agreed to pay $2,500 in support of a Regional Goat Inventory Project in the Kootenay's. In addition to administrative sanctions, Park was also ticketed for eight contraventions of the Wildlife Act totalling $1,955 in fines. Mr. Park arranged and supervised three guided hunting trips for mountain goats in 2005, while only having permission to harvest two goats. All three clients were successful in their hunts and a total of three mountain goats were harvested. In an attempt to conceal the over-harvest from authorities, Mr. Park illegally exported the third mountain goat hide to a taxidermist in the United States. The United States authorities alerted the BC Conservation Officer Service of the illegal activity. Page 6 of 30
