3 British Columbia Baseball Umpires Association Provincial Level 2 Exam 2012 All questions are either TRUE (T) or FALSE (F). Answer the questions as they appear. Answer the questions as they appear. Do not read any situations into the questions. Please answer the questions on the provided Answer Sheet only. Keep this exam for your records. Send your completed answer Sheet to your Area Director as shown on the back of the Answer Sheet. Questions #1-30 pertain to the Official Rules of Baseball 1. The umpires arrive at the ballpark an hour before the scheduled start time and discover that the field is unplayable. The umpires are correct to cancel the game. 2. On a foul tip, the ball is alive and in play. 3. The pitcher must take his signs from the catcher while standing on the rubber. 4. The pitcher may wear a glove that is black, blue, AND red in colour so long as the umpire does not think it is distracting. 5. There are two fielders running towards each other at a high rate of speed as they attempt to catch a fly ball. The right fielder has the ball in his glove for 2 seconds, then collides with the center fielder. The players fall to the ground and the ball falls onto the grass. The umpire should rule a Catch because the right fielder had it long enough. 6. When conducting the pre-game meeting at home plate, the plate umpire should ask for the home team s line-up first. 7. All bat boys/bat girls must wear helmets while performing their duties, even while standing inside the dugout. 8. The pitcher is allowed to lick his fingers, while he is on the mound, so that he can grip the ball better. 9. The R1 is stealing when the plate umpire accidentally interferes with the catcher s throw to 2nd base. The throw is too late and it goes into center field. The plate umpire is correct to allow the play to stand because the throw was late and the interference was an accident. 10. With R2, the batter bunts the ball in front of home plate. The batter drops his bat, which hits the ball a second time mid-bounce. The pitcher fields the ball and throws to third base to retire R2. The umpire is correct to allow the play to stand. 11. With R1, the batter hits a slow grounder to shortstop who makes a poor toss to the 2nd baseman who is covering the bag. R1 is ruled safe by the base umpire. Then the 2nd baseman throws wildly to 1st base and the ball sails into the dugout. The umpire is correct to score R1 and award the batter-runner 2nd. 12. A substitute batter enters the game without reporting the change to the plate umpire. The batter hits a home run on the first pitch. The opposing coach properly appeals the use of an improper batter before the next pitch. The umpire is correct to call the batter out for not reporting the change. 13. A fly ball which leaves the ball park directly over the foul pole should be ruled a home run.
4 14. A ball boy unintentionally interferes in a play as he is struck in the back with a live ball. The umpire is correct to disregard this interference and the ball remains alive and in play. 15. On an appeal of a check swing, the plate umpire MUST check with his base umpire when asked to do so. 16. Situation: Runner at 1st, the pitcher has the ball in his hand and his foot on the rubber. The pitcher accidentally drops the ball, but picks it up quickly. The umpire is correct to give a Warning only. 17. A bunt may be ruled an Infield Fly. 18. The bases are loaded and nobody is out. The batter hits an inside the park home run. R2 fails to touch 3rd base on his way home. R1, R3, and the batter-runner all score. The defence properly appeals at 3rd base. The umpire is correct to call R2 Out and score R1, R3, and the batter-runner. 19. R1 is caught in a rundown. While trying to get back to 1st base he is obstructed by the 1st baseman who is blocking the base path. However, the throw gets past the 1st baseman and the runner takes off for 2nd. The throw easily retires the runner. The umpire is correct to call R1 Out at 2nd. 20. With bases loaded and 2 out, the batter hits a triple. R3 fails to touch home. R2 and R1 cross the plate and score. R3 then realizes that he missed the plate and then runs back to touch home. The catcher then correctly appeals to the plate umpire that R3 missed the plate. The umpire is correct to call R3 Out. 21. The pitcher starts his delivery to the plate. The batter steps back out of the batter s box. The umpire MUST call Time for the batter. 22. If the batter swings at an inside pitch that hits him it should be called a Strike. 23. The R1 is stealing on the pitch and his helmet accidentally falls off as he is running. The batter hits the ball towards the 2nd baseman, but the ball hits the helmet which is lying on the ground. The 2nd baseman is unable to field the ball cleanly and the batter-runner reaches first base safely. The umpire is correct to call Interference and rule that R1 is Out. 24. A thrown ball that hits the base umpire who is standing in the infield should be ruled Umpire s Interference and the ball is immediately dead. 25. If a manager has been ejected from the game, he will be allowed to sit in the grandstand, well removed from the vicinity of his team s bench or bullpen. 26. A game shall be forfeited to the opposing team when a team is unable to, or unwilling to place 9 players on the field. 27. It is okay for a pitcher to spit into his glove as long as the ball is in his bare hand at the time. 28. A legal catch may be made when a fielder catches a ball with one or both of his feet inside the dugout, as long as he does not fall down while in the dugout. 29. With nobody on base the catcher does not hold onto the third strike. The batter starts for his dugout, but just before he enters the dugout his coaches are yelling at him to run to 1st base. The batter takes off for 1st and is safe when no throw is made. The umpire should allow the play to stand.
5 30. When a pitcher is using the Set Position with nobody on base, he is not required to make a Pause or come to a Complete Stop before delivering the ball to home plate. Questions #31 - #50 pertain to mechanics in the 2 man system 31. The plate umpire is responsible for all overthrows. 32. It is more important for the base umpire to be close to the play, rather than have the proper angle when making calls of Out/Safe at 1st base. 33. The signals of Strike and Out are made with the right hand/arm. 34. With nobody on base, the base umpire should position himself about feet behind the 1st baseman with both feet completely in foul territory. 35. With nobody on base, and on all ground balls hit to the infield, the plate umpire should trail the batter-runner to 1st base to watch for swipe tags. 36. With R1 only the base umpire should set up in the 3rd base slot. 37. Whenever the base umpire is set up in either slot position, the plate umpire is responsible for all the Fair/Foul calls on the base lines. 38. The signal of Fair Ball is done by pointing with one finger towards fair territory/the infield and yelling Fair in a loud and clear voice so that everyone can hear it. 39. The base umpire should set up in the 3rd base slot position every time there is a runner at 2nd base only. 40. The signal, when an Infield Fly takes place, is for both umpires to point in the air and declare Infield Fly, the Batter is Out!. 41. With nobody on base, the batter hits a routine fly ball to center field. The base umpire should hustle out to rule Catch/No Catch. 42. With nobody on base, the batter hits a single to center field. The base umpire should get into a position to watch the batter-runner touch 1st base and then take him into 2nd if he goes. 43. With R1 and nobody out, the batter hits a trouble fly ball down the right field line. The call of Fair/Foul is the responsibility of the base umpire. 44. With R1 and nobody out, the batter hits a single to right field. If the runner goes to 3rd, the call will be the responsibility of the plate umpire. 45. With R1 and nobody out, R1 gets involved in a rundown. The base umpire is responsible for both ends of the rundown for the duration of the play. 46. With R1 and R2, the base umpire is responsible for the calls of Catch/No Catch on all fly balls hit directly at the left or right fielders, and for all balls hit between them. 47. With a R2 who is stealing on the play, the call of Out/Safe at 3rd base is the responsibility of the plate umpire. 48. The R2 gets caught in a rundown between 2nd and 3rd base. The plate umpire must remain at home in case there is an overthrow and a play at the plate. 49. With the bases loaded and a fly ball to center field, the plate umpire is responsible for watching the runner from 3rd tagging up to score. 50. With the bases loaded, the plate umpire takes all the calls at home and 3rd base and the base umpire takes all the calls at 1st and 2nd.
