1 PLEASE READ: There are 50 / rules questions from the 2018 MLB rule book on the exam, each worth 2 points. Your score will be displayed at the end of the exam. You must score 70% or better to pass. ATTENTION - this year you can only take the exam once! The deadline is Thursday March 21st. If you do not get a passing grade, you will be required to attend a review session the week after the clinic on the 21st. We recommend printing the exam, finding the answers, then going back to submit your answers. You cannot save your answers online and come back to the exam. To get credit for taking the exam, please use your real name and address. THIS IS IMPORTANT. Your score and a certificate will be ed to you upon completion. Please do not give the answers to another umpire. The idea is to get everyone into the rule book before the season starts. Good luck! 2019 GLBUA Pre-Season exam Total Questions: Bases loaded no out, fly ball between mound and 2nd base. Unintentional contact between R2 standing on 2nd base and F4 as ball falls to ground. Umpire rules Runner Interference R2 and BR out, R1 and R3 remain on base. 2. Batted line drive hits pitcher's rubber and goes out of play between 1st base and right field foul pole. Umpire rules Foul. 3. R3 attempting to score slides hard feet first with thigh and buttocks on ground into catcher in possession of the ball. Ball is dislodged and rolls away as R3 touches home. Umpire rules R3 out for illegal contact. 4. Runner on 2nd base, Pitcher comes to set position then removes hand from ball to get bee off face. Umpire rules Balk advances R2.

2 5. Bottom half of extra innings. R2, no out Pitcher quick pitches and Balk is called. Batter hits deep fly to center field. Ball is caught, R2 tags up and scores on bad throw from center fielder. Home manager requests result of play to win. Umpire rules Balk, puts R2 on 3rd base and puts Batter back in box with no pitch. 6. R3, R2. One out. A line drive hits off the third baseman's glove, then hits R2 between second and third and deflects right to the shortstop who makes the catch. The shortstop throws to third as R3 was off the bag. Umpire rules double play, inning over. 7. R3, and no outs. R3 breaks for the plate. F1 in the stretch steps off the rubber with his pivot foot and throws home. BR squares and gets in the catcher s way, so that he cannot make a play on R3. The umpire rules BR out and R3 is sent back to 3rd base. 8. The batter takes his place in the batter's box with no count. Before the pitcher delivers the ball, the batter moves back and his back foot is clearly on the ground outside the box line. The batter swings and misses. Umpire says nothing and the count is The batter hits a foul ball near the stands on the first base side. F3 reaches in and as he is about to make the play a fan deflects the ball away from him. Umpires rules fan interference and calls the batter out.

3 10. Runner on third and two outs. Full count on the batter. The batter swings at the pitch that hits him in the shoulder. The ball rolls far enough away from F2 that R3 can score and the BR reaches first. Umpire rules play stands. Count the run and the on-deck batter is now up. 11. Bases loaded and one out. The batter hits an easy pop fly to the third base man. R3 thinking the ball is foul does not go back to the base and is in fair territory when the ball hits him. Umpire rules inning over. 12. With a runner on first and no outs the batter squares to bunt with the count 0-2. The ball is popped up in foul ground and caught by F2 who throws to F3 before R1 returns. Umpire calls dead ball, the batter out for bunting the ball foul on the third strike and returns R1 to first. 13. The batter hits a high chopper in front of the plate. The BR unintentionally makes contact with F2 on his way to first. Plate umpire signals safe and allows the play to continue. 14. Runner on first with no outs and the runner is stealing on the first pitch of the at bat. F1's pitch is inside. The batter holds his ground and is not hit. F2 moves inside to catch the pitch and cannot throw to second because of the batters position in the batter's box. Umpire rules no interference and ball one. 15. R3 and R1 on base with one out. The batter hits a routine pop up towards F4. F4 seeing the BR not running lets the ball drop untouched in front of him. F4 picks up the ball and throws to F3 who tags the base and then R1 while still on the base. R3 thought there were two outs and

4 was off with the pitch. R3 scored before F4 let the ball fall. The umpire rules R1 and the BR both out, inning over and no run scores. 16. The bases are empty with two outs and a full count on the batter. The ball slips out of the pitcher s hand when he starts his wind-up. The ball rolls toward the foul line between home and 1st but does not cross it. The umpire rules ball four and awards the batter 1st. 17. No outs with R1 stealing. The batter swings and tips the ball sharp and direct back off the catcher's chest protector. F2 is able to then control the ball and throw out R1 at second. The umpire rules foul ball and returns R Bottom of the last inning. Visiting team up 6 to 5. R3, R2 with one out. The batter hits a deep fly ball that is caught by a diving F8. Both runners tag up and score. After the R2 touches home plate, R3 goes back to touch home plate that he did in fact miss. The defense seeing this properly appeals the missed base. The umpire rules game not over as only one run scores. Extra innings to follow. 19. R1. The pitcher, while in the set position, and in contact with the rubber, makes a legal but wild throw to 1stbase and the ball goes into the dugout and bounces back out. Umpire rules dead ball and awards R1 3rdbase. 20. R2, one out. B1 grounds to F5 diving to his left. F5 fields the ball and chases R2 back towards second. He then swipes at and misses R2, and then throws wildly to first into dead-ball territory. Before F5 throws, B1 had touched first. Umpire rules B1 is awarded third and R2 is awarded home.

5 21. BR hits an inside the park home run, but misses 2nd. The defense properly appeals the BR missing 1st. The umpire rule safe. The defense now appeals that he missed 2nd and does it correctly. The umpire disallows the appeal because a team can only appeal once. 22. Bottom of the 9th inning, R3, one out. The batter swings, contacts the catcher's mitt, and hits a deep fly ball to F8, who makes a great catch. The plate umpire correctly signals 'interference' on the catcher. R3 tags up and scores. Umpire rules that the ball is immediately dead on the catcher's interference and the batter-runner is awarded first base. R3 back to third. 23. Top of the fourth inning. R3, R2, R1 with two out. 2-2 count on B1. F1 replaced on the mound by new pitcher Jones. After warm up pitches, umpire puts ball back into play. Jones throws ball 3. He steps back to use the rosin. F3 has brief pep talk with Jones and pats him on the rear. Before Jones takes the mound, R1 steps-off the bag and is tagged by F3 who has the ball for the third out. In the top of the fifth, Smith is now pitching. 24. All-Star player Hall is on the disabled list. In the top of the third inning he comes out to warm up the pitcher. He waves to the crowd gets a standing ovation. Umpire shakes his hand and allows this. 25. Bottom of the seventh. Tie score. R2, R3. No out. F1 throws ball one to B4 in the dirt. Manager comes out for a visit. Pitcher throws ball two in the dirt. Manager starts out of the dugout and is warned by the plate umpire not to go to the mound. He does so anyway. Umpire ejects manager from the game and lets F1pitch to B4 who then walks. Umpire calls time and requires F1 be removed from the mound. New pitcher comes in and gets as many warm up pitches as needed before facing B5.

6 26. R1, R2, R3 with two outs and a full count on the batter. All runners are moving on the pitch. The pitch is called ball four. R1 over runs second and is thrown out by the catcher before R3 crosses the plate for out # 3. Umpire allows the run to score. 27. R1, no outs with a 2-2 count on B1. R1 is stealing. The batter swings and tips the ball first off F2's mitt and then his mask. F2 is able to then control the ball. First base coach tells R1 to return to 1st. F2 throws to F3 who tags R1 before he gets to the base. The umpire rules both the B1 and R1 out, double play. 28. R1, R2, R3. There are two out and a full count on the batter. All runners are off with the pitch. The batter swings and misses at a sharp breaking ball. The ball nips the tip of his left elbow pad and rolls to the backstop. R3 and R2 score. R1 ends up at 3rdand the BR at 1st. Umpire rules that the ball was in play (uncaught third strike) two runs score and the other runners stay at 1stand 3rd. 29. R3, R2, one out. BR hits a long fly ball to the right center field wall. As he attempts to make a diving catch, a beach ball comes out of the stands and prevents him from making the catch. R3 & R2 tag up as the ball caroms off his glove and both score. BR ends up at third. Umpire rules BR out for spectator interference, allows R3 to score and returns R2 to third because in his judgment that is where they would have ended up if the catch was made. 30. R1 with 2 outs and a 3-2 count is off with the pitch. Fly ball between third and short. F5 & F6 both call for the ball. R1 now heading for third unintentionally runs into F6 as F5 is about to catch the ball. F6 falls into F5 and the ball falls to the ground. BR ends up on 2ndand R1 ends up on 3rd. Umpire rules interference, 3 outs and inning over. 31) 31. R2 is stealing with one out, 3-2 count on BR. Swing and a miss on a breaking ball in the dirt. BR starts for first as the catcher is attempting to field the ball rolling up the first base-line.

7 BR drops his bat in fair territory and F2 trips over it and is unable to make the play. Umpire rules ball is dead, BR out for interference and R2 stays at third. 32. First game of a double header now in the 13thinning. F6 and F5 collide attempting to make a play of a batted ball. F6 cannot continue and a substitute comes into the game. He asks for 5 warm-up throws as it is very cold out. Umpire declines as it is getting late and they have another game to play. (He also has a hot date waiting for him at his hotel). 33. R2 on base with no outs in a tie game that is in the bottom of the last inning. F1 balks, which is called, but follows thru with the pitch. The batter hits a ground ball to F4. F4 makes a great diving play but is unable to throw out the BR at 1st. R2 was stealing on the pitch and scored on the play. Umpire declares game over. 34. F1 enters the game. There is one out and R1 is on base. F1 throws 3 balls to the batter. F1 then is able to pick-off R1. F1 can now be replaced by a new pitcher. 35. R3, two out. The batter swings, contacts the catcher's mitt, and hits a line drive down the right field line. The plate umpire correctly signals 'interference' on the catcher. R3 scores and the BR is thrown out at second. The umpire allowed the entire play to occur. He does not enforce the interference (batter-runner awarded first, R3 back to third) since the BR attained first and R3 scored. He will grant the offensive manager the results of the play if the manager requests such, but he does not offer the option.

8 36. R3, R2, R1, two outs. Ground ball in the hole between F5 and F6. F6 makes a diving stop and attempts to throw out the runner going into third, who slides around the tag but misses the base. As R2 scrambles back to the base, F5 tags him before he is able to return. R3 scored before the tag was applied for the third out (a 'time play'). The defense then appeals that R2 missed third base. Umpire denies the appeal, 3 outs but allows the run to score. 37. R3, R2,one out. BR flies out to center. R3 scores after catch and R2 scores on bad throw to plate. But R3, on appeal, is adjudged to have left third before the catch and is out. Umpire rules three outs. No runs score. 38. R1. BR lofts a fly ball to the right fielder. R1 advances only a few steps off first base, watching to see if the ball is caught. BR passes the lead runner also watching to see if the ball is caught; the ball is dropped and the lead runner hustles to third base and the batter-runner ends up at second base. The umpire calls "time" and calls R1 at third base out for allowing BR to pass. 39. BR steps into the batter's box and promptly strokes a single on the first pitch. The defensive manager comes out to the umpire and appeals to the umpire that the offensive team is batting out of order. In checking this out, the umpire determines that the BR's name is not in the lineup and was on the bench. Umpire rules BR out. 40. No outs, bases empty. BR bunts down the first base line. Catcher and runner collide three steps toward first and catcher falls over. Pitcher coming over to field the bunt cuts across the base-path in front of BR causing him to slow down enough that the catcher recovers and throws him out by a half step at first. Umpire rules no interference, but instead calls obstruction and awards BR first base.

9 41. R1, R2, R3, no outs. BR hits a slow roller up the first baseline. F1 is off the mound like a cat and he tags BR. F1 then attempts to throw to F4 covering 2ndbase. As F1 calks his arm, BR knocks the ball out of his hand. R3 had scored easily. Umpire calls time, rules interference on BR and rules double play as R1 is also out for the interference of his teammate and returns R3 back to third. 42. R3, one out. BR hits a fly ball to F9. R3 takes a flying start from behind third base tagging up and scores before the throw gets to the plate. Third base umpire calls time and rules R3 out for his illegal activity during his retouch of third base. 43. Bottom of the 9thinning. Home team down by one run. R2 with two out. BR hits a ground ball in the hole to F6's right. F6 fields the ball on the edge of the outfield grass and makes a strong throw to first. Umpire signals safe on a bang, bang play. BR, thinking he was out after crossing the bag, throws his helmet in disgust and starts for the dugout. R2 had already scored. Umpire rules BR out for not returning to first "at once". Game goes to extra innings. 44. R2, R3, with one out. R3 (i.e., the lead runner) makes an advance toward home and is caught in a rundown between third base and home plate. Believing the lead runner will be tagged out, R2, (i.e., the trailing runner) advances to third base. Before being tagged, the lead runner runs back to and beyond third base toward left field. R3 then dives back to third just before a tag is made on him. R2 scores while this is happening. Umpire rules R3 safe at third and run scores. 45. R3, R2, R1, one out. BR hits the ball to F6 who tries for the double play. R1 beats the throw to second base but over-slides the base. The relay is made to first base and BR is out. F3, seeing R1 at second base off the bag, makes the return throw to second and the runner is tagged off the base. Meanwhile R3 scored and R2 was about to touch home when the tag is made on R1. Umpire rules 3 out, inning over and one run scores.

10 46. R1, one out, score tied last of ninth inning. BR hits a ball out of park for the win. R1 passes second and thinking the home run automatically wins the game, cuts across diamond toward his bench as BR circles the bases. Umpire rules R1 would be called out "for abandoning his effort to touch the next base" and BR is permitted to continue around bases to make his home run valid as this is not an appeal play. 47. R3, one out. BR hits a pop fly toward his team's dugout. F3 runs to the edge of the top stair and reaches in to make the catch. After making the catch, but before he falls into the dugout, his teammate pushes him back into the field of play. Umpire calls time. Rules two out and scores R3 on the interference from the bench player. 48. Home team manager has been all over the plate umpire with regard to his strike zone. Finally, in the top of the fourth inning, having had enough, the plate umpire ejects the manager. After saying his last words, the manger leaves the field, goes to the locker room, changes into his street clothes and proceeds to sit in the grandstand. Umpire happens to see him and refuses to let the game continue until he leaves the park or returns to the clubhouse. 49. R1, one out, is off with the pitch and steals second. BR swings and misses for strike one. Plate umpire notices that BR's bat is covered with paraffin wax. Time is called, BR is called out and ejected from the game. Play continues with a substitute batter who now has one strike on him. 50. R3, R2, R1 with one out. BR hits a line drive that falls in front of F7. R3 scores, R2 is on third and R1 is on second. BR goes half way to second and F7 fires the ball to F3. Trying to get back to first, BR runs into F4 standing in his way and is tagged by F3. Umpire calls time, signals "obstruction" on F4 and places BR at first, as "in his judgment" that is where BR would be but not for the "obstruction".
