The purpose of this council will be to hear recommendations on rule changes during the course of a racing season. Any driver can bring a recommendation to the chief steward and if necessary a competition council meeting for that division will be called to discuss the recommendation. Decisions will be made based upon the discussions at that meeting. 3 RULEBOOK DISCLAIMER The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. NO EXPRESS OR IMPLIED WARRANTY OR SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator or official. The chief steward shall be empowered to permit minor deviation from any of the specifications herein or impose any further restrictions that in his opinion do not alter the minimum acceptable requirements. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS. Any interpretation or deviation of these rules is left to the discretion of the officials. Their decision is final. Throughout this rulebook, reference is made to stock or stock replacement parts. Stock means OEM factory produced, non hi-performance parts for an automobile. Stock Replacement means parts that are produced by an aftermarket manufacturer to blueprint OEM specifications, which do not exceed these specifications in any manner. Oglethorpe Speedway Park officials reserve the right to disqualify and/or penalize a driver for equipment that does not fall within the guidelines of this rulebook. Their decision is final and binding and will be upheld by the speedway management. TRACK POLICY Oglethorpe Speedway Park is private property. Any person on this property without the permission of Oglethorpe Speedway Park management is guilty of trespass and subject to the penalties prescribed by law. Through your membership, registration or association, you have been given the authority to be on this property in conjunction with racing activities. However, the management of Oglethorpe Speedway Park reserves the right to revoke or cancel this authority at any time that is felt your presence or conduct is not in the best interests of the sport of auto racing, your fellow competitors, the fans, management and the employees of the speedway. RAIN-OUT POLICY Once a feature event is completed within any division after all the heat races and qualifying have been completed, the racing program will be considered a complete show. Divisions not completing a feature event that evening will run a double feature program the following week. The first feature will be run according to the line-up for the rain date or at the point the feature was halted. The second feature will be run according to the blind draw held at the pit window prior to the new night s event start. There will not be any heat races on double feature nights for the divisions running two features. Points and prize money will be issued for both features. There will be NO REFUNDS OR EXCHANGES DUE TO RAINOUTS. In the event that the following week is a scheduled special event, changes may be made to this policy to accommodate different sponsors and situations beyond our control. PROMOTIONAL RELEASE Any competitor who wishes to compete at Oglethorpe Speedway Park during any race event or promotional event, consents to the use of their name, pictures of themselves and their race car, video of themselves and their race car for publicity, advertising and endorsements both before and after the events, and relinquishes any rights to photos or videos taken in connection with events and consents to the publication or sale of such photos as the speedway so desires. 2

4 ACCIDENT CLAIM AND/OR INJURY INFORMATION Report all injuries immediately to an official for proper reporting. If you are physically unable to provide necessary information to complete the reporting have a crewmember or other responsible party provide all necessary information for proper insurance guidelines to be followed. No claims will be considered unless reported prior to leaving the speedway property that day. MINORS (Competition and Restricted Areas) 1. No one under the age of 18 will be allowed to drive, warm-up or race a car unless they are able to furnish a minor release from their parents or legal guardians. You must be 16 years of age to be eligible for competition in the Late Model, or Street Stock division and 14 years of age in the Pure Hobby, Mini Stock, Super 4 s or Amateur 4 divisions. Drivers not meeting these requirements must have special permission from the management. 2. Due to insurance regulations anyone under the age of 18 entering the pit area, must have the proper parent/guardian release forms on file in the OSP office. TRACK RENTAL 1. (Available only on Monday, Tuesday, Wednesday morning and non-race Saturdays) 2. Track must be reserved a minimum of three days prior to rental. At no time may track be rented on race days. NO EXCEPTIONS. All persons entering the pit area must sign a release. One car on the track at a time or group with ambulance can have two on the track, half a lap apart. 3. Weekday rental (10am 4pm) Single Vehicle $25 per hour add $25 per hour each additional vehicle. 4. Weekday rental (after 4pm) Single Vehicle $50 per hour add $50 per hour each additional vehicle. 5. Saturday rental (9am 5pm) Single Vehicle $75 per hour add $50 per hour each additional vehicle. 6. Ambulance Service - $100 per hour, minimum 2 hours 7. Load of Water on track - $75 8. Cancellation/No Show: Minimum 2 hour rental will be charged for cancellations with less than 24 hour notice or for no show. OPEN PRACTICE Open Practices All Divisions are welcome to practice. Most practices begin at 6:30pm and conclude around 9:30pm. Contact the speedway offices at or visit the speedway website for continuous schedule updates and practice dates. Practice sessions are run as hot laps with multiple cars allowed on the track at the same time (same division). RACECEIVER RaceCeivers will be mandatory for all divisions. It is the driver s responsibility to ensure his/her RaceCeiver is working properly, or to notify pit steward if they have a problem with RaceCeiver. Drivers will be subject to penalty for disobeying any RaceCeiver communication from the tower. Drivers are required to wear & use RaceCeiver, not crew member. ELECTRONIC COMMUNICATIONS: No two-way radios, cell phones or any other electronic communications allowed in any race cars during competition. 3

5 FUEL 1. FUEL: All divisions must run either the track racing fuel (Sunoco 110 racing fuel) or un-altered pump gas. Un-altered means no mixing or co-mingling of different fuels together. Drivers may use standard pump gas, meaning gas purchased at the corner gas station. E85 fuel purchased as standard pump gas is allowed. All racing fuel must be of the same specifications, specific gravity, color and smell of the track fuel, no additives are allowed in any fuel. The track reserves the right to take samples of fuel at any time for testing. Any additives/mixing detected in fuel will result in fine, suspension, loss of purse, loss of points or any combination thereof. Alcohol, nitrous oxide or any oxygen producing additives or chemicals are not allowed in any competitors fuel and violators will be subject to a fine, suspension, loss of purse and loss of points or any combination thereof. Sunoco 110 racing fuel is available at the speedway. Ethanol Free fuel may be purchased at Strickland Oil and OSP. 2. PURCHASES OF FUEL: Racing fuel may be purchased during regular business hours, Monday through Friday between the hours of 9:00am and 5:00pm. They are also available in the pit area during race nights. a. Payment must be received at the time of purchase. There will be a $25 service charge on any returned checks. RESERVED PIT SPACES & ATV s FOR WEEKLY EVENTS 1. Weekly racing series competitors may reserve pit spaces for the weekly racing season. 2. Reservations are accepted at the OSP office. Reserved pit spaces are marked on the pit space signs. 3. Oglethorpe Speedway Park assumes no responsibility for any vehicles, trailers, racecars, equipment, parts or contents of vehicles while they are parked on speedway property. 4. ATV s allowed with OSP permit. Cost of permit $5 per weekly race event or $75 for the 2019 season. 4

6 FLAG RULES 1. Any driver who does not obey the flag rules or continuously ignores the signals from the flag stand will be subject to disqualification and possible further penalty. 2. Green Flag: Displayed to start the race or restart the race. Cars must maintain their formation until the green flag is displayed. 3. Yellow Flag & Caution Lights: Caution on the speedway. Cars are expected to slow down and maintain their positions until instructed by the officials. WE DO NOT RACE BACK TO THE FLAGSTAND. If a full lap is not completed, we will go back to the last completed lap. 4. Red Flag: Slow down and come to a complete stop as soon as possible. Watch for safety personnel and leave them a clear path on the track. Do not get out of your racecar. No pit crews are allowed on the track during a red flag and no work is allowed on the car during a red flag situation. If pit crew goes onto race track, car and driver will be disqualified for the night. 5. Black Flag: Any car receiving a black flag must immediately go to the pits for consultation with officials. DO NOT STOP ON THE TRACK. Failure to obey the black flag will result in car disqualification, fine and possible further penalty. A driver receiving a black flag for disciplinary problems will be subject to a fine of not less than the driver s pay for the event and the loss of any points for that event. 6. Blue with Yellow Stripe Flag: Passing flag indicates slower cars must move to the INSIDE to allow faster cars to pass them. All cars being lapped must cease racing each other and allow the leader to pass then they may resume racing. 7. White Flag: Leader has started the final lap of the race. 8. Checkered Flag: Race is finished. All cars finish the race on the lap the checkered flag is shown to the leader. All cars must pass under the checkered flag to be scored for that lap. 7 GENERAL RULES This general rule section applies to each and every racer, mechanic and/or pit personnel. Some items, obviously, do not apply to each class you can easily determine which rules do not apply to you. You are expected to know the rules ignorance will not be tolerated as an excuse. The absence of a specific rule does not imply approval, consent or permission regarding that subject. Any questions or doubts regarding such matters should be directed to speedway officials for a clarification. Any further definitions or interpretations of the rules will be made by the Oglethorpe Speedway Park officials only. Any tolerances determined by tech man and management decision will be FINAL!! It is necessary for all to have a valid pit pass for entry into any hot pit area. GENERAL INFORMATION Every driver should inspect the racing surface and the race track to learn of any defects, obstructions, or anything, which, in their opinion, is unsafe, and they shall report that condition in writing to the speedway management. Any driver entering any racing event is considered to have inspected the track and all conditions are satisfactory to them. If not, they should not race. The participant further indicates that he is aware that auto racing involves risk and assumes the risks with full awareness and knowledge. GENERAL RULE STATEMENT The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all Oglethorpe Speedway Park events, and by participating in these events, Oglethorpe Speedway Park racers, mechanics and/or pit personnel are deemed to have complied with these rules. No express or implied warranty of safety shall result from publication of, or compliance with these rules and/or regulations. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to participants, spectators or others. GENERAL RACING POLICY 1. The racing officials will resolve any disagreement over technical rules, car specifications or operation of event(s). When their decision is rendered, such decision is final and binding. 2. The racing officials will establish the length, frequency and administration of all events and programs and when their decisions are rendered, that is final and binding. Exceptions to the rules and specifications may be made on a temporary basis at the discretion of the race officials. 3. Any car visiting from another track, driver must speak with the tech man before the race to access weight penalties or car will be disqualified. No points will be given until the car is by OSP rules. 4. The officials will determine all finishing positions and their decisions are final and binding. 5. Any complaints, disputes, questions or problems must be directed to the chief steward immediately following the completion of the entire event (not just your race). No one is allowed to disrupt the racing program at any time by confronting officials on the track, at the flag stand, the chief steward s box or by entering the scoring tower. 6. The speedway may impound any car involved in a serious accident. 7. This rulebook does not address all aspects of a racecar in detail. Any variance or interpretation to the rules is at the Chief Steward s discretion not yours, thus any part, item, equipment not specified or approved by the tech staff, will be declared illegal. 8. Oglethorpe Speedway Park events are intended solely for the entertainment of our race fans and participants. Any broadcast, rebroadcast, transmission or retransmission or other use of images, and events during the race event without the express written consent of Oglethorpe Speedway Park is prohibited. 6

8 REGISTRATION AND POINTS 1. It is required that all drivers register with the speedway and giving full information including: Name, Social Security/Tax Identification Number you wish your earnings reported under, address, and a current phone number. If any information changes during the season, you must notify the speedway office. To be eligible for Points fund money at the end of the season; Drivers must meet the following conditions: a. Pay $10 draw fee per division per weekly race event. b. Driver must have no outstanding amounts owed to speedway. c. Driver must compete in a minimum of 50% of total feature events for their division. d. Attend the annual awards banquet. e. If any of the above conditions are not met, driver becomes ineligible for points fund money. 2. ONE DROP RACE: Your lowest finish of the season will be dropped in calculating the final championship points. This may be a race you do not attend, but will not be a race missed due to suspension or a disqualification. 3. Season Points Tie Breaking System: At the end of the season, should there be ties, they will be broken by way of the following system: a. Number of Feature wins during current season. b. Number of 2 nd Place finishes in Feature during current season c. Number of top-5 finishes during current season. d. Number of top-10 finishes during current season. e. Total number of completed Feature laps during current season. f. Total amount of completed Feature laps during current season, whoever finishes in front of the other, thus, breaking all ties. 4. Purse for the event will be paid after the completion of post-race technical inspections. Any unclaimed purse will be held by Oglethorpe Speedway for a period of thirty (30) days after which it will be forfeited. The 2019 OSP points season opens on Friday, March 29, 2019 and closes on Friday, September 20, Points for Heat Races will be awarded as follows: Points for Feature Races will be awarded as follows: Any car qualified for the feature event, lined up and on track to start the feature will receive last place points but no purse for the event. Any car taking the green flag and not completing a lap will receive last place points and last place purse monies. CAR IDENTIFICATION AND NUMBER REGISTRATION 1. All car numbers are reserved for the season. 2. Car numbers must be no less than eighteen (18) inches high with a three (3) inch wide stroke. All numbers must be easy to read from the scoring tower. 3. Each car must have their car number (highly visible) on the right front headlamp cover at all times. This will assist track officials with line-ups. 4. NO DUPLICATE NUMBERS will be allowed. Oglethorpe Speedway reserves the right to change car numbers when duplication occurs. 7

9 CONDUCT 1. No driver, crewmember or any other person may enter the pit area unless they have personally signed all releases and purchased an arm band for the event. Anyone caught in Pit Area without arm band will be removed from pit area and may face further fines and penalties. 2. Any fighting or reckless driving will subject the offender to fines and or penalties, possible probation and or suspension depending upon the seriousness of the incident and the decision of the officials and management. Any continuing problems from the same individual or same race team may result in permanent suspension. 3. Any acts that the speedway sees as detrimental to the sport of auto racing or detrimental to the integrity of the speedway operation will be subject to a fine, suspension and/or probation. This may include fighting, entering another competitors pit in retaliation, using your race car for retaliation, using profanity in front of officials, management and/or fans, disrupting the continuity of the event by displaying anger or displeasure in front of the officials, management or fans. The track management reserves the right to issue a penalty that includes a fine, probation and suspension or any combination thereof. If you want to race, we welcome you. If you want to be a troublemaker, please don t come to the track. Keep in mind this facility promotes family entertainment. 4. At all race events, the driver assumes the responsibility for actions of ALL members of their team including, but not limited to, crew members, family and fans who accompany the team in the pit area before, during and after an event and will be held accountable for their actions. 5. Profane signs on your racecar, sexual signs, etc. are not allowed. 6. Penalties and fines for violation of the conduct, race procedures, general rules and car specifications may be implemented per this rulebook to all participants at the discretion of the officials and/or management. 7. The possession, consumption or distribution of ANY alcoholic beverage or controlled substances at any time while in restricted areas is strictly prohibited. 8. At any time, the display of any type of weapon or threat of bodily harm may result in the permanent suspension of the entire racing team and may result in arrest of all parties involved. 9. At all race events the driver must inform officials of the team s crew chief who will represent the team when the driver is on the racetrack or becomes incapacitated. During any consultations with officials, the driver or the crew chief shall be the sole representative of the team. 10. Any driver and/or crew member who has been suspended from Oglethorpe Speedway Park events for rough driving, disorderly conduct, etc., will not be allowed to participate at any events conducted at the speedway until all penalties have been satisfied which includes serving out suspensions and paying all fines. 11. All decisions by officials and official scoring are final and all participants agree to abide by these decisions. 12. When in the pit area, maintain a constant watch for your own protection. 13. All children in pit area must be on trailer or accompanied by an adult at all times. 14. The track reserves the right to modify any rule in this book as deemed necessary by officials and management. 22nd Annual Showdown in Savannah October 10 th, 11 th, 12 th

10 RACE PROCEDURES 1. The only people allowed on the racetrack and outside the pit area fencing/barriers are racing officials. Drivers must stay in their cars while on racetrack. Drivers exiting their car on the racetrack face disqualification from the event. DO NOT GET OUT OF YOUR CAR. Pit crews, car owners and personnel related to any car are not allowed on the track following any accident or injury, doing so will result in car and driver being disqualified for the night. 2. No repairs are allowed to a racecar except in the pit area. Pit crews are not allowed to come on to the racing surface for any reason during an event. If any crew members enter racing surface, car and driver will be disqualified for the night. This includes red flag situations. 3. Drivers may compete in more than one division per race night by paying an additional entry fee of $25 per additional division driver is competing in, plus a $10 draw fee for that division. During special events with entry fee for divisions, driver may compete in multiple divisions by paying entry fee for each division driver is competing in. 1. Drivers must draw their own number for heat and qualifying line-ups at the draw window prior to entering the night s event. Heat and feature line-ups will be posted in the pits (at the pit concessions). For all divisions, except Late Models and Amateur 4 if a driver wins two (2) feature events in a row, they cannot start any farther forward than the 8 th starting position of the next feature they qualify for; three (3) feature events in a row, they cannot start any farther forward than the 10 th starting position of the next feature they qualify for; four (4) features in row, no closer than 12 th ; five (5) or more features, the tail of the starting field. All Amateur 4 previous feature winners will start in the rear with the most recent winner at the tail. 2. Driver s competing in Street Stock must declare at draw window if their car is OSP Street Stock or NeSmith Street Stock. 3. Every week during the point s season there will be a $10 draw fee for each division competing in. This money will be added to year end points fund. 4. Any car that has been qualified for the feature event can be driven by another driver in that event, subject to notification to scoring, but will relinquish their starting position and start at the rear of the field. The same is true in the case of a driver using a back-up car. The points will follow the driver of the racecar, not the car itself or the car owner. 5. Any driver starting a heat or feature race without notification to race officials that they are driving, will be disqualified and not receive points or monies for the nights event. 6. A back-up car may only be used in the event that a racecar becomes disabled during preliminary competition (warm-ups or Heat Race) on that specific race night. If the back-up car does not meet the divisional specifications, the driver may only complete one lap and exit into the pit area (no exceptions). 7. Cars must be lined up and ready to race prior to the white flag being displayed in the previous race. Any driver failing to be lined up prior to this time will be lined up at the rear of the field. Drivers in place will move straight up in their rows with the latecomers falling to the rear in the order they came to the staging area. All drivers must follow the official s direction. 8. The initial start of all heats and features is made by the flagman. At the beginning of the race, the field must maintain a nose to tail, side by side formation at a consistent speed until the green flag is waved. Any car deemed to have jumped the start of the race may be black flagged to the tail. If a caution is displayed prior to a lap being completed, a complete restart will result with all retaining their starting positions except for those causing the caution. If after two unsuccessful tries at starting a race double file fails, a single file start will be used. 9. When a caution flag is thrown, drivers must slow down safely and maintain their position on the track. We do not race back to the flag stand. If a full lap (full lap leader has crossed start finish line) is not completed, we will go back to the last completed lap. 9

11 10. At the discretion of the officials, any car causing a caution will be placed at the rear of the field for the restart. Any driver causing two (2) cautions within the same race, will be black flagged from that race and sent to the pit area. 11. All restarts are double file with leader starting out front (Dixie Style) and can restart any time after passing the designated line on the wall and prior to flag stand. If the leader does not fire by the time he reaches the flag stand, the flagman will restart the race. All other drivers must remain in position and are not allowed to pass until after the restart. When the leader accelerates, the remainder of the field must do so also. If you do not accelerate when the remainder of the field does and you are passed, this is not considered a jump. Jumping is a judgment call that is determined by track officials. Any time a driver is deemed to have jumped the restart, they may be black flagged and sent to the tail. A second jump within the same race will result in a black flag and a one-lap penalty. If a car breaks on a restart, they should move to the INSIDE to allow remainder of field to pass. There will be two attempts at a double file restart if unsuccessful will restart single file. 12. If a red flag is displayed, slow down as quickly as possible and come to a stop on the track. We may need to dispatch the ambulance and fire truck and they need a clear path to the accident. 13. When the leader takes the white flag, all cars are considered on the last lap. If a caution comes out prior to the leader taking the checkered flag there will be one attempt at a green-white-checker. Green and white flag thrown together for restart and checkers to complete the lap. If a yellow or red comes out after the green and white are thrown the field will be locked in place and race will be complete. 14. There will be NO ROUGH DRIVING. Any car that intentionally spins out or drives into another car will be immediately black-flagged to the pits for consultation with the officials, and will be subject to further penalty as deemed necessary. We will not tolerate rough driving. 15. All cars exiting to pit area must exit track in turn 3 at end of concrete wall. After initial entry onto race track cars may only re-enter in exit of turn 3 by merging into race traffic under the direction of raceceiver director. There will be no re-entry onto race track during heat races. 16. Drivers must maintain a safe speed in the pit area (even if during a race). Any driver entering or exiting the pit area at what is deemed to be an unsafe manner may be black-flagged from the race and be subject to further penalty. 17. The time begins when the initial green flag falls. During the regular season on regular race nights (does not include double feature nights or nights when heats are not run), the following distances and time limits will be imposed, unless changes are necessary and are made by chief steward prior to the event: DIVISION HEAT LAPS & TIME LIMIT FEATURE LAPS FEATURE TIME LIMIT Late Models 5 (7 Minutes) Minutes Street Stock 5 (7 Minutes) Minutes Pure Hobby 4 (7 Minutes) Minutes Mini Stocks 4 (7 Minutes) Minutes Super 4 s 4 (7 Minutes) Minutes Amateur 4 s 4 (7 Minutes) Minutes When the time limit has been exceeded, the race will be declared official when the leader is given the checkered flag. 18. Rookies must begin their heat and feature race from the rear of the field for their first three events (double features are considered two events). 10

12 19. Line-ups will be determined by: 1. Heat Races by a blind draw conducted at the draw window. Those failing to draw prior to draw being cut-off will be placed at the rear of a heat race. Transfer positions will be dependent upon car count. Divisions having less than ten (10) cars will not run a heat race. 2. If a B Feature is run, the non-qualifiers will be lined up according to their finish in the heat races straight up. Transfer positions will be dependent upon car count. 3. The A Feature for the Late Model, Street Stock, Pure Stock, Mini Stocks and Super 4 s will be lined up according to their finish in the heat races straight up. Amateur 4 s will be lined up according to their finish in the heat races with all previous feature winners in the rear with the most recent winner at the tail. 4. On nights when a division does not run heat races, the line-ups will be according to the blind draw held at the draw window for their feature race. 20. On nights when a division runs double features, there will not be any heat races run for that division. The line-ups will be according to the blind draw held at the draw window. The feature will be inverted from the starting field line up for the second feature (If you started on the pole for the first feature, you will start last for the second feature). 21. After any race has been completed, the officials have the right to inspect any part of any cars. If you are directed to go to the scales or the inspection area, you must do so immediately. Any competitor not going directly to the tech area will be disqualified from the race. 22. Only the following persons will be allowed in the tech area unless asked by an official: OSP officials, OSP management and two (2) members of the racing team being inspected who are handling the removal of the requested components to be inspected. After the components have been removed, only OSP officials, OSP management, one (1) representatives of the racing team will be allowed into the inspection room or area to determine the legality of the components. 23. All drivers (including those not directly involved with the inspection) are reminded they are responsible for their crew and fans at all times. Misconduct or behavior that is detrimental to the inspection process may result in fines and/or suspensions levied against those teams disrupting the procedure. This includes activity outside the tech area. Respect the task at hand. 24. Any participant who refuses to allow tech officials to inspect their car will be subject to the following: Any competitor who fails to tear down a car for inspection and/or fails to surrender any illegal part(s) and/or equipment when requested to do so by an official will be disqualified from the event, lose all points and prize money from that event, be suspended for the next two (2) events and forfeit 50% of all accumulated championship points. There cannot be an appeal allowed without the parts in question turned in at the time the official s request is made. The car will remain ineligible until after the required inspection has been completed by an official. 25. Any participant found to be illegal will not receive prize money and will not receive points for that event. If found illegal on a double features night, the car will be declared illegal for both races and will not receive prize money and points for either race. APPEALS Drivers may appeal a disqualification by submitting a written appeal with references to the rulebook and written evidence defending their position along with an appeals fee of $200. All parts must remain at the track and in the possession of the OSP officials for any appeal to be considered. The appeal must be submitted with the proper fee included before the close of business on the next full business day. 11

13 PROTESTS 1. Track management assumes no responsibility for detection of irregularity or violation of any rule governing mechanical specifications of race cars. If a driver believes that another competitor has or will obtain a significant unfair advantage by some action that the driver believes is in violation of this rulebook, the driver may protest such action to an Oglethorpe Speedway Park official. All protests must be presented by the driver to an OSP official in writing; the driver must be competing at the event and must follow the guidelines of this rulebook. 2. A visual protest must be declared in writing to an official at least thirty (30) minutes prior to the start of the feature race for that division and be accompanied by a cash bond of $50. A visual protest is a protest, which does not require any type of measuring device to determine the legality of any part on the car. Visual refers to anything outwardly visible, and visual therefore means anything under the hood or car that is outwardly visible to the official. a. If a visual protest is upheld, the driver must turn over the protested part to the officials prior to the beginning of the feature. The driver will be fined $150, which is payable that night or the driver will lose all points and prize money for that event. 3. A formal protest must be declared in writing to an official within ten (10) minutes after the conclusion of the feature race for that division (the second feature in the case of double feature events). The formal protest must include the proper cash bond at the time the protest is presented to the official. A formal protest can be lodged against another competitor s car for an alleged violation of rules, which is only accessible through the use of tools. a. A driver must finish in the top three (3) of their division s feature race. There is no protesting of cars finishing worse than you in that feature event. If needed, official scoring will announce each driver s position. b. The Oglethorpe Speedway Park chief steward shall decide whether the matter is protestable and if so, OSP Officials shall decide the protest as promptly as possible. A decision that the matter is not protestable is final and non-appealable. The officials have the right to not accept a protest that they feel has been made in retaliation and/or spite. c. Any competitor who fails to tear down a car after being protested and/or fails to surrender any illegal part(s) and/or equipment when requested to do so by an official will be disqualified from the event, lose all points and prize money from that event, be suspended for the next two (2) events and forfeit 50% of all accumulated championship points. There cannot be an appeal allowed without the parts in question turned in at the time the official s request is made. The car will remain ineligible until after an official has completed the requested inspection. d. A maximum of one (1) non-engine related item allowed per protest. Engine related accessories such as carburetor, distributor, ignition and drive train are included in one-item protest components. e. If the protest is upheld, the protested driver forfeits all points/purse won at that event and the cash bond less the inspection fee, is refunded. f. If the protest is disallowed, the cash bond will be forfeited to the driver of the protested car less the inspection fee. g. All tech items cannot be covered in this book. If while in the process of inspection or engine teardown, officials see another non-protested tech item which is viewed to be an intentional violation of the rulebook, the tear-down will then cease and the car will be declared illegal. The official still must see the tech item in question and may ask the team to show them the tech item for further inspection. h. Only the following persons will be allowed at a protest: In the teardown area only OSP officials, OSP management and two (2) members of the protested racing team handling the removal of the protested components. After the protested components have been removed and turned over, only OSP officials, OSP management, one (1) person of the protested team and one (1) person of the protesting team will be allowed into the inspection room or area to determine the legality of the protested components. 12

14 6. All drivers (including those not directly involved with the protest) are reminded they are responsible for their crew and fans at all times. Misconduct or behavior that is detrimental to the protest process may result in forfeiture of the protest bond and/or ceasing of the protest procedure with additional fines and/or suspensions levied against those teams disrupting the protest procedure. This includes team members, car owners and fans of other race teams. 7. Any car protested for a P & G check must have the car ready for inspection within thirty (30) minutes after the completion of the feature event. Car may be declared illegal if time limit is not observed. On P & G check only, any car protested where P & G shows engine to be larger than legal size (at 180 degrees engine temperature) must have head removed for additional checking (at no cost to the protester). If the engine checks less than the legal size, then the engine is declared legal. If the protester is not satisfied, he may add an additional cash bond of $200 and the protested car s heads will be removed for additional checking. This must also be in writing prior to the beginning of the P & G protest and accompanied by the additional cash bond. If the additional cash bond is not used, the additional money will be returned. 8. Head and engine removal protests must have their engines ready within one (1) hour after the completion of the feature event. Car may be declared illegal if time limit is not observed. 9. OSP at its discretion will use all necessary means to determine the legality of a GM Factory Sealed Crate Engine or Authorized GM Sealed Crate Engine by: a. Visual check of original GM Factory seals. b. Visual check of parts by GM part numbers. c. Compression check. d. If any of the above items appears altered or Non GM Factory; then engine will be declared illegal as a GM Factory Sealed Crate Engine or Authorized GM Sealed Crate Engine. 10. Tires can be protest for $100 per tire or track may take a sample of the competitor s tire and sent to Blue Ridge Lab for testing. Both parties agree that the results will be finalized when provided by the lab. 15 CAR AND ROLL CAGE CONSTRUCTION - ALL DIVISIONS Also refer to each division s rules section for additional specifications 1. Competing Models: All divisions are open to American made passenger cars with the exception of the Mini Stock, Super 4 s and Amateur 4 divisions, which is open to foreign cars. No jeeps, suburbans, SUVs or station wagons allowed. Eligible mini truck models are listed at the front of the Mini Stock division rules. Refer to division s rules for additional specifications on make and models allowed. 2. Bodies: All cars must have complete bodies as described in their individual rules sections. A complete body is defined as hoods, fenders, doors, trunk, and roof and must be in good appearance and good mechanical condition. No junk allowed. No car will be allowed to compete with excessive body damage. All doors must be welded shut. All body parts must be welded or fastened with rivets. NO sheet metal screws or any type of screws may be used as fasteners. 3. Roll Cage Construction: All cars/trucks are required to have a roll cage. All cages must be constructed of black iron pipe or seamless steel round tubing with a minimum outside diameter of 1.5 and a minimum wall thickness of.083. No conduit, exhaust, galvanized or aluminum pipe allowed. A minimum of a four-point roll cage is required in all divisions (that is four vertical bars welded to the frame inside the driver s compartment). Full cage in Pure Hobby, Street Stock and Late Models). A rear hoop behind the driver s head welded to the two rear vertical bars is required. A front hoop following the contour of the driver s side windshield post and top of the windshield welded to the front two vertical bars is also required. Four top bars are required. A minimum of four (4) horizontal bars are required IN the driver s side door and three (3) horizontal bars are required IN the passenger side door. All connections to be fully welded with gussets installed. Roll bar installation and workmanship must be approved. In Mini Stock, it is recommended that the roll cage be mounted to a box tubing frame run inside the driver s compartment and trunk from inside front firewall to inside rear bumper. Box tubing must be securely welded to floor pan and roll cage. See divisional rules for more on roll cage construction. 4. Miscellaneous: Electronic traction control devices are not allowed. All glass must be removed. Mandatory window bars (minimum of three) in front of driver s seat. Any type of radiator may be used as long as it is concealed under the hood. Welding of steering parts is not allowed except for reinforcement. You cannot weld broken parts back together again. YOU MUST HAVE WRECKER HOOK-UPS ON THE FRONT AND REAR AT ALL TIMES. SAFETY REGULATIONS ALL DIVISIONS 1. All cars must pass safety inspection and be approved prior to competing. 2. Car Inspection: All cars are subject to a safety and legality inspection at any time before, during or after any event. If the Chief Steward deems a car has not met all track safety or rule standards, that car may not be allowed to compete until all deficiencies have been corrected. It is the responsibility of the driver, car owner and crew, individually and severally, (not the OSP officials) to have the car free from mechanical defects, in safe racing condition and properly inspected prior to any event. a. Inspections prior to the season opener are available by calling the speedway office to make an appointment to come out to the track during regular business hours of Monday through Thursday between the hours of 9:00 a.m. and 5:00 p.m. for a pre-race safety and technical inspection. 3. Seat & Safety Harness: Racing seat mandatory. Seat back can be mounted no further rearward than rear vertical edge of driver s door. Safety belts and driver s seat must be secured to the roll cage (not floor pan) and must be approved by the track officials. A 5 point quick release racing type seat belt and shoulder harness of at least three (3) inches in width is mandatory. Anti-submarine belts are highly recommended. Safety belts must have legible date of manufacture on nametag, may not be more than five (5) years old and must have safety approval by track officials. See Diagram at the back of the book for seat and safety belt installation. 14

16 4. Fire Extinguishers: Working on-board fire extinguishers are required in all racecars and must be securely mounted within arm s reach of the driver. DO NOT TAPE THE FIRE EXTINGUISHER TO A ROLL BAR. It is Georgia law that all tow vehicles in a hot pit area are required to have a minimum of one ten (10 lb.) pound A-B-C Fire Extinguisher in their possession and must be on display and easily accessible at the back of the race car trailer. All teams competing at Oglethorpe Speedway Park will be required to abide by this law. All fire extinguishers will be checked during pre-season safety inspections and again periodically throughout the year. Drivers not in compliance with this Georgia state law will not be allowed to participate until the situation has been corrected. If the situation cannot be corrected by race time, the team will have to leave the hot pit area. 5. Window Nets: Each car must be fitted with an approved window screen protecting the driver s door window, Window Nets are highly recommended but not required in Late Models. 6. Helmet: Every driver is required to wear a helmet any time his or her car enters the racing surface. Helmet must be certified to Snell SA2010 Standard or newer is REQUIRED. The track officials must approve all helmets. 7. Driver s Suits: Fire retardant driver suits with flame retardant gloves are required in all divisions. This includes top and pants or maybe a one piece suit. No short pants, tank tops, short sleeves, jeans, etc. allowed. Make sure the driver s suit is clean of grease or fuel spills. Look for torn or worn out areas. If the suit is full of holes or is extremely dirty and unsafe, the track officials may ask you to find a new protective racing suit prior to competition. a. The following safety equipment is not required, but highly recommended. 1) Driver uniform that is double layer. 2) Underwear, head sock (balaclava), foot socks and shoes that are flame retardant. 3) Full-face helmet and arm restraints. 4) Roll bar padding around the driver area. 5) Neck restraint. 25# weight break for OSP Weekly Divisions 6) Full containment seat. 25# weight break for OSP Weekly Divisions 8. Electrical: Batteries can be mounted in the driver s compartment or trunk as long as they are safely mounted, concealed and completely enclosed. Self-starter must be in working order and car must be able to leave the pits on its own. 9. Fuel Cells: Safety fuel cells are required in all divisions except Super 4 s and Amateur 4 s. They must be fully enclosed in steel (.020 minimum thickness) and securely mounted in the rear of the car/truck. Fuel cells in the Street Stock, Mini Stock and Pure Hobby can hang no lower than the frame rails. See Diagram at the back of the book. 10. Fuel Systems: If gas line runs through driver s compartment, it must be enclosed in some type of steel tubing and follow the contour of the floor pan. If electric fuel pumps are used they must be connected to an oil-pressure cut-off switch. See division rules for additional specifications. 11. Fire Walls: Complete sheet metal (.020 minimum) firewalls are required between the driver s compartment/fuel cell area and the driver s compartment/engine area. Aluminum firewalls are not allowed in the Street Stock, Pure Hobby, Mini Stock divisions. Refer to the division section for additional requirements on the Fire Walls. 12. Driveshaft Loops: A driveshaft safety loop made of flat bar (.25 x 2 minimum size) is required. It should be installed about 12 inches from the rear of the transmission. Construct it so that the driveshaft cannot fall down onto the track in the event of u-joint failure. ALL DRIVESHAFTS MUST BE PAINTED WHITE AND HAVE THE CAR NUMBER PAINTED ON IT IN CONTRASTING COLOR. 13. All weights added to the car must be mounted with proper weight mounts or double bolted and plated. ALL ADDED WEIGHTS MUST BE PAINTED WHITE AND HAVE THE CAR NUMBER PAINTED ON IT IN CONTRASTING COLOR. 15

29 MINI STOCK DIVISION 1. Competing Models Cars & Trucks: Any four-cylinder American or foreign made production sedan or small size truck. No sports cars, convertibles, high performance cars or station wagons. No fuel injection, turbo or rotary powered. The Camaros with 101 wheelbase and the 151 CID engine are eligible for competition. All trucks must have come standard with a non-performance four cylinder engine. No four-wheel drive pick-ups allowed. Front wheel drive cars and specifications must be approved by the Oglethorpe Speedway Park prior to competition. Use stock chassis, floor pan, front and rear firewall. 2. Bodies Cars & Trucks: 1. Sheet metal body ok. No sloped roofs. 2. Body must be stock appearing. (Must keep stock body lines) Must have body lines. 3. No Asphalt bodies. 4. No Fiberglass BODIES. No flat deck type bodies. 5. No Late Model type bodies or noses. No sloped noses. 6. All bodies must be mounted straight up. 7. All bodies are subject to approval by Oglethorpe Speedway Park. (Install it right the first time.) Front and rear factory firewall holes must be covered with sheet metal (no aluminum). The only body parts that may have inner supports removed are: hood, both doors, front inner fenders, trunk lid, rear window side panels, dash board and roof inner panels (for roll cage installation only). Stock or stock appearing steel rear fender wells mandatory (.020 minimum). Truck bed can be fabricated from sheet metal, but must be in place at all times. If inner panel of tailgate is removed, box tubing must be installed to retain rigidity. Cut wheel wells to wheel lip for tire clearance only and add edge softener or doubler on rough edge to prevent tire cutting. Hood must seal at firewall. Any track approved stock appearing aftermarket nose piece or rear bumper cover allowed. Keep in mind the stock appearance of your race car when applying the front and rear bumper covers. Trucks that did not come stock with a rear bumper may build a small bumper out of round tubing or pipe. Trunk must be sealed from driver s compartment (no aluminum). No hood scoops or holes in the hood. Rear deck lid must be braced to be rigid if inner support panel is removed. Original grill may be removed, but expanded metal must be installed to retain stock appearance. Interior sheet metal may be put in place, but must have a 4 x 3 inspection door on the passenger side with either hinges or Zeus screws allowing officials to inspect the interior area without hindrance. All floor pan, firewall (front and back) must remain in place. No sharp edges on body or bumpers. Can only have one horizontal loop bar in front of radiator. If necessary, ONE radiator support bar may be installed between front two frame rails. This radiator support bar may be installed ahead of the radiator. Vertical bars may be installed between radiator support bar and horizontal loop bar for the purpose of protecting the radiator. 4 rear spoiler, no wider than the body lines with no side bracing is allowed. All doors must be welded shut. Rubber body mount bushings may be removed. 3. Suspension: The suspension must remain factory stock except for specified alterations. Stock rear ends only. Must have stock rear end gear make of car or truck. Any spring and non-adjustable spacer may be used on front end in stock location as long as no modifications are made to the spring pockets. Rubber spacers are allowed in the front springs. Stock brackets and mounts required. Teflon bushings are allowed to replace stock rubber suspension bushings. It is allowable to tie each front shock/strut tower to horizontal loop bar in one place for support. McPherson strut cars may have upper strut plate slotted or add caster-camber plates for adjustments. Optional wedge bolt adjustments or adjustable spring spacers on front suspension must add 100 pounds. On applicable cars, rear leaf springs may be changed. Longer U-bolts allowed for installation of steel lowering blocks (2 maximum) between leaf springs and rear end housing. Adjustable rear shackles allowed. On applicable cars, any coil spring and spacer allowed with no upper or lower pad modifications allowed other than tab welded to lower pad to hold spring in place. Only stock appearing shocks or 28

30 struts that mount in stock position in stock mounts are allowed. Minimum frame height for any competing Mini Truck is six inches (6 ) measured at the lowest point of the frame. 4. Chassis: Teams will be allowed to replace the front frame horns in front of the strut towers. No changes or modifications are allowed to the stock strut towers. a. Weight penalties may be imposed for unapproved suspension and/or chassis modifications. 5. Tires: Only standard rain tread DOT tires will be allowed for competition. Maximum tread width of 8.5 (no tolerance). High performance, soft compound, directional tires will not be permitted. Tires softeners and heaters will not be allowed. Minimum durometer reading is 65 (the track durometer is the official durometer). Tires may be impounded by OSP officials and checked. Tire manufacturers markings may not be ground off tire. No grooving or siping allowed. 6. Wheels: Steel wheels only. Eight inches (8 ) maximum width. Oversized wheel studs allowed for safety, but must be approved by track officials. 7. Engines must be mounted in stock position and cannot be lowered in the car or truck. Engine must be in stock mounts only. Stock mounts may be reinforced with bolts and plates, but rubber pads must remain in place. Chains are allowed from engine to frame for safety in the event of engine mount failure. a. Engines must be original equipment only and are to be strictly stock except for specified alterations. Engines are allowed to be.060 for bore plus wear. Engine cylinder compression must be below 185 p.s.i with the engine hot (the track gauge is the official gauge). Minimum piston to deck clearance is.005. Any flat top piston is allowed. Any pressed or floating wristpin is allowed. Any rod bolt is allowed. Optional aftermarket Race Engineering connecting rod part #FD-RD5200AJKB4A and aftermarket Race Engineering crank part #FE-R23-SJ-SP allowed. b. No internal coating and/or painting allowed. c. Heads must be factory stock production only. No porting, polishing, machine work or other unauthorized alterations allowed. It is illegal to angle mill heads. Oil returns may not be milled wider because of excessive head surface milling. Exhaust emission parts on applicable Ford heads may be tapped and plugged to aid in exhaust gasket sealing. A maximum of three (3) angle valve jobs are permitted. When cutting the valve seat angles, no stone or grinding marks are permitted above the bottom of the valve guide. All cutting in reference to the valve job and bowl area must be centered off the centerline of the valve guide. No radius cuts permitted. Upon completion of the valve job, the bowl area under the valve seat down to the bottom of the valve guide must still be in the same configuration as far as shape and finish as it was from the manufacturer. Surfaces and/or edges where the cutter or stone has touched must not be polished or ground. No hand grinding or polishing is permitted on any part of the head. Stock valves, springs and retainers only. Approved stock replacement valves: Melling exhaust valve part #V1597, Melling intake valve part #V1398. Stock valve springs means that any stock or stock replacement spring may be used but spring diameters must match specified numbers in book pertaining to that particular engine and retainers must be factory stock. Valve spring shims are legal, but may be used only to return springs to original specifications. Stock ratio rocker arms and cam followers. Hardened cam followers allowed. Stock lifters only (hydraulic lifters may not be shimmed). Valve guide liners may be used in lieu of replacement valve guides. Any hydraulic camshaft allowed. Hydraulic valve lifters must be stock or stock replacement. The Top Line part #B2012 is an approved stock replacement valve lifter for the Ford Valve springs must be stock or stock replacement. Springs for Ford 2300cc: Maximum Outside Spring Diameter 1.465; Minimum Outside Spring Diameter The Seal Power valve spring part number VS1618R is an approved stock replacement valve spring for the Ford d. Headers are allowed, but no tri-y or tri-y design headers will be allowed. Side exiting exhaust pipes must be flush with body (no sharp edges or tire poppers). No loop in exhaust system. e. Optional equipment includes any valve cover, oil pan, electric engine fan, air filter, timing gear, timing belt or timing pulleys allowed. 29

31 f. Carburetor: The ONLY carburetor allowed is the Holley 500 CFM Model 4412 and must be factory stamped Optional removal of choke assembly (butterflies, shaft, rod and attachment assembly). Only changing jets, power valves, needle and seat, squirters and accelerator pump cam is allowed. Carburetor adapter not to exceed one-half inch (.5 ) in height and must be made of aluminum. Intake manifolds must be factory stock. Fuel Cat or any other fuel pressure regulating system or parts are not allowed. Float bowl high-performance anti-slosh vent valves are not allowed. g. Ignition must be factory stock except that distributor spark advance diaphragm may be removed and plate may be locked down by either one screw, rivet or tack. Factory stock or stock replacement ignition boxes. 8. Transmissions must be stock type. Must have forward and reverse gears. No racing transmissions allowed. T5 transmission optional must have all gears in working order. 9. Clutch and flywheel must be stock as supplied by the manufacturer. Ford Escort flywheel allowed. Minimum flywheel thickness is (no tolerance). 10. Stock brake system for that make and model of car or truck is required. Must have four wheel operating brakes. Brake parts cannot be drilled or lightened. 11. Weights: All cars must weigh one pound per cc (example Ford 2300cc 2300 pounds) after the race with the driver. All weights will be made on Oglethorpe Speedway Park scales and will be with the driver. a. Proper engine cc must be displayed on both sides of the hood of the car. This is the cc you are claiming in the case of an engine protest or technical inspection. b. Weights for overbore: = 2336 lbs.; = 2348 lbs.; = 2373 lbs Mini Stock Division Sponsor 30

33 SUPER 4 S Rules and regulations will be the same as Sport Compact Dirt Racing Association rules for Rules may be found at: Super 4 Division Sponsor 2019 Amateur 4 Division Sponsor AMATUER 4 S The purpose of the Amateur 4 division is to provide an entry level stock car racing experience for NEW NOVICE BEGINNER DRIVERS. This is a beginner division, you will be racing for a trophy each week. We will not allow professional or experienced drivers in this division. Track reserves the right to move any driver up to the Super 4 s division to keep this a beginner level division. Amateur 4 drivers will receive points so that in the event track requires driver to move up points will follow to Super 4 division. There may be occasions that the Amateur 4 and Super 4 divisions will run together for heats and features. The two divisions will be scored separately and will each division will have a winner. All Amateur 4 cars will be required to have the rear bumper painted bright yellow, this will help officials and drivers on nights the Amateur 4 and Super 4 run together.
