Eligibility and Criteria Approved for EAHI: Refer to USA Shooting s Athlete Criteria List in Part Operation Gold The 2018 Operation Gold qualifying event for SPORTS ORG is the 2018 ISSF World Championships in Changwon, Korea, August 31, 2018 September 12, 2018 (Rifle, Shotgun and Pistol). In the Olympic year, multiple Operation Gold Awards will be paid to qualifying athletes. Teams and individuals must finish in one of the top-three places at the Olympic Games to qualify for Operation Gold Awards. Only events on the Tokyo 2020 program are eligible for 2018 Operation Gold funding. In non-olympic years, Operation Gold Awards are limited to one award per athlete in a program year; athletes who qualify for more than one award automatically receive the higher award. Individuals must finish in one of the top eight places, while teams must finish in one of the top six places at the qualifying event in order to qualify for Operation Gold Awards in non-olympic years. For purposes of Operation Gold, a team is defined as three or more athletes (pairs are awarded at the same rate as individual athletes). 2 Part 2 United States Olympic Committee Athlete List Criteria USA Shooting 2018 Resources Athletes who meet the criteria below will be eligible for the following USOC resources: Direct Athlete Support (DAS) Elite Athlete Health Insurance (EAHI) Olympic Training Center (OTC) Access (to include the User Day Program) Sport Science Service Provision Sports Medicine Service Provision National Medical Network (NMN) OTC Recovery Center Criteria January 1, 2018 December 31, 2018 (Re-set evaluation periods in April 2018 and October 2018) medal potential in events where athletes have a realistic performance chance of reaching the podium. Support will be prioritized towards preparation to allow athletes the maximum opportunity to use the funds to enhance their training. Examples include taking time off from work, scheduling additional training time, attending additional competitions and making gear improvements. Athletes must be actively training for the 2020 Olympic Games. The Grant Selection Committee is composed of the USOC AAC Representative, the USAS AAC Representative, each National Team Head coach (R, S) and the High Performance Director for Sport (chairperson). The Committee will determine the DAS recipients and amounts according to the Categories and dates listed below. There will be three categories of DAS stipend grants: o Category I (CAT I): Athletes will be eligible for a range of $2,500 - $5,000 per month if they meet one of the following benchmarks: Returning 2016 Olympic Medalists training for 2020; or 2018 World Championship Medalist in Individual or Mixed Team Olympic Events* o Category II (CAT II): Athletes will be eligible for a range of $750 - $2,500 per month if they meet one of the following benchmarks: Returning 2016 Olympic Finalists training for 2020; or

3 Multiple 2017 World Cup medalists training for 2020 in Individual or Mixed Team Olympic Event*; or 2017 World Championship Medalist in Individual or Mixed Team Olympic Events*; or 2018 World Championship Finalist in Individual or Mixed Team Olympic Events* o Category III (CAT III): Athletes will be eligible for a range of $400 - $700 per month if they meet one of the following benchmarks: Emerging Elite athletes demonstrating the potential for becoming a podium contender in 2020 and beyond as determined by the Grant Selection Committee. Athletes must be Performance Standard Scores (PSS) qualified and at least: A National medalist (to include the 2016 Olympic Trials events) in Individual or Mixed Team Olympic Events*; or A 2017 World Cup Team qualifier in Individual or Mixed Team Olympic Events*; or A World Cup finalist Athletes in CAT III can move up to CAT I or II based on 2018 performances and during the April or October re-set evaluation periods. The Grant Selection Committee will prioritize the CAT III awarding to be as similar as possible between the two disciplines, recognizing that they are not perfectly comparable. There will be four types of DAS Performance Incentives available to CAT I, II and III Rifle and Shotgun athletes: o o 2018 World Championships Medalist in Individual or Mixed Team Olympic Events* (Aug 31, 2018-Sept 14, 2018) will earn up to $1,000 per month for October, November and December (in addition to their 2018 monthly DAS stipend) World Championships Finalist in Individual or Mixed Team Olympic Events* (Aug 31, 2018-Sept 14, 2018) will earn up to $500 per month for October, November and December (in addition to their 2018 monthly DAS stipend). o 2018 World Cup Medalist in Individual or Mixed Team Olympic Events* (Mar 2, Mar 12, 2018 [Guadalajara, MEX], May 22, 2018-May 29,2018 [Munich,GER], June 5, 2018-June 15, 2018 [Mosta, MLT], July 9, 2018-July19, 2018 [Tucson, USA]) will earn up to $300 per month for the remainder of 2018 (in addition to their 2018 monthly DAS stipend). o *Events must be on the Olympic 2020 program DAS awards will be published on the USAS website. The priority is full transparency in the process and an award structure that is logical and equitable between disciplines and athletes at similar skill levels Key Dates: January 12, 2018: Grant Selection Committee meets to determine DAS recipients and amounts. January 15, 2018: Athletes notified of proposed DAS and its terms (to include start and end dates as well as the distribution calendar).

4 January 19, 2018: All contracts and commitment forms due back to USAS. January X, 2018: January payments made by USOC (if forms are in by XX/XX/XXXX). (All future payments will be distributed the first week of each month). USA Shooting will continue to issue payments the third week of each month. April 6, 2018: Grant Selection Committee meets to determine DAS re-set amounts. o Any changes to DAS will be sent to athletes by within 2 days of the review and re-set meeting. o Athletes will receive the April 2018 payment even if they are not continued for May- October October 5, 2018: Grant Selection Committee meets to determine DAS re-set amounts. o Any changes to DAS will be sent to athletes by within 2 days of the review and re-set meeting. o Athletes will receive the October 2018 payment even if they are not continued for November-December. Discretionary Criteria: Under the discretion of USAS High Performance Director for Sport and the USOC s HPD, athletes can be added to the USOC Athlete List for specific USOC resources at any point during the timeframe outlined above. For EAHI: Should an athlete decline his/her slot, that slot will remain unused. For OTC User Day Program: medal potential in events where athletes have a realistic performance chance of reaching the podium. Support will be prioritized towards preparation to allow athletes the maximum opportunity to enhance their training.
