3 April 30, 2008 To: SUBJECT: County Human Service Directors, Employment Service Providers, and Other Interested Parties MFIP Management Indicators Report Attached is a copy of the MFIP Management Indicators Report covering the October through December 2007 quarter. This is the thirty-eighth MFIP Management Indicators Report. This report complies with statutory requirements for a "quarterly comparison report" (Minn. Stat. Sec. 256J.751 Subd. 2). Following are changes to this version of the report as well as some of the changes addressed in earlier reports. Information on other MFIP reports can be found on the reports page for Economic Supports at: Indicator 3 - The TANF Work Participation Rate. This is the second quarter of reporting the work participation rate using TANF requirements. Due to the complexities of calculating the Tribal TANF participation rate, Tribal rates will not be included in this report until further notice. The state total included the Tribal rates and as they are unavailable we are also omitting the state total until further notice. Please read the technical notes at the beginning of this indicator for further information on TANF requirements. Indicator 5 - Percent of MFIP Employment Services Participants Who Left Employment Services Due to Employment. Some of the termination codes in WorkForce One were revised effective February 1, 2007 to more accurately reflect why a case was closed. The major termination codes are listed in this indicator. Indicator 6a - The Self-support Index. These indicators have been simplified and include the Self-support 6b, 6c Index for three years, two years, and one year. The three year measure is based on the October - December 2004 cohort of MFIP/DWP adults. The two year measure is based on the October - December 2005 cohort of MFIP/DWP adults. The one year measure is based on the October - December 2006 cohort of MFIP/DWP adults. Indicator 6d - Range of Expected Performance for the Three Year Self-support Index (October - December 2004 Cohort). The range of expected performance is produced using a statistical technique known as logistic regression. Logistic regression provides a methodology to control for demographic and economic differences across counties. Counties have been regrouped to match the other indicators in this report. More information on the Range of Expected Performance for the Three Year Self-support Index can be found in Evaluation Note 9 at: Indicator 8 - MFIP Persistently Unaccounted for Cases October through December This indicator is temporarily suspended as cases with modified plans cannot be administratively identified due to a modification of our system to accommodate Federal changes. Therefore, cases with modified plans cannot be separated from unaccounted for cases at this time. Please carefully read the technical notes at the beginning of each indicator before reviewing the data. 4 Indicator 1: Number and Percent of Monthly MFIP Terminations This indicator compiles each county's unduplicated caseload for the months of July, August, and September This indicator compiles the number of cases per county whose last month of MFIP eligibility was in July, August, or September 2007 and who were still off assistance in December The termination rate is obtained by dividing the sum of the terminations for July, August, and September 2007 by the sum of the unduplicated caseload for July, August, and September Information for this indicator uses the servicing county and eligible cases. The unduplicated MFIP caseload and termination numbers include Child-only cases. 7 Indicator 2: MFIP and Diversionary Work Program (DWP) Median Placement (Starting) Wage This indicator lists for each county the number of persons placed and the median placement (starting) wage. It includes all MFIP and DWP newly-enrolled Employment Services (ES) participants' first jobs as determined in WorkForce One (WF1) by codes 18 (Employment Part-Time) and 19 (Employment Full-Time) for the October through December 2007 quarter. This indicator lists the median placement (starting) wage for all clients newly-enrolled in ES in October, November, or December 2007 who were placed into their first jobs while on ES in the months of October, November, or December Data for clients served by tribal employment service providers are not included in the median placement wage rate. Information for this indicator was provided by the Department of Employment and Economic Development. 10 Indicator 3: Preliminay TANF Work Participation Rate (WPR) Data This indicator lists the TANF Work Participation Rate for October through December Data for the TANF WPR for this quarter is presented as an individual rate for each county for each month of the quarter. The rates presented are estimates by the Minnesota Department of Human Services (DHS) as the federal Department of Health and Human Services determines Minnesota's official TANF WPR based on a federal fiscal year, not by month, nor by servicing county. The TANF WPR includes all Work Eligible Individuals (WEI). The numerator includes all WEI's meeting the work participation requirements and the denominator is all WEI's. For a more detailed explanation of WEI, see pages 14 and 15 of DHS Bulletin # (Deficit Reduction Act (DRA) Changes for MFIP) at: pdf Federal TANF requirements limit the number of cases that may be in the numerator due to vocational education activity, or teen head-of-household or married teens completing high school or GED, or in education directly related to employment for 20 or more average weekly hours, to 30% of a state's numerator total. The county numbers presented in this report, as well as the area totals have applied the 30% limit to the numerator. Due to the complexities of calculating the TANF tribal rate, Tribal rates will not be included in this report until further notice. Since the state total included the Tribal rates, that figure will also be unavailable until further notice. Mille Lacs Band operates a separate tribal program with different particiption requirements and therefore is not included in the TANF WPR. 14 Indicator 4: Countable Months This indicator lists for each county a crosstabulation of countable months for December 2007 cases with one or more eligible adults. The countable months include both federally funded TANF months and state-funded counted months. Minnesota started its TANF program on July 1, This indicator counts family assistance months in Minnesota from July 1997 through December Minnesota family assistance includes AFDC and MFIP benefits. We also count months from other states after September The adult in the case may or may not have been on assistance continuously for the total period of time. Time for a case with two eligible adults is determined by counting months for the adult with the largest number of accumulated months. The percentage is determined by dividing the number of cases in each block of time by the number of eligible cases in the county, area, or state. Cases in the "zero months" category are cases that have accumulated no countable months. Blanks in a monthly category indicate no cases in that category. 17 Indicator 5: Percent of MFIP Employment Services Participants Who Left Employment Services Due to Employment This indicator lists the number of persons enrolled as MFIP Employment Service participants on the Department of Employment and Economic Development's (DEED) Workforce One (WF1) database during the report quarter, the number closed, and the percent of those closed participants terminated due to employment as indicated on WF1 during the quarter. This measure also lists the percent terminated for other reasons for the October through December 2007 quarter. Following are the main revised MFIP termination codes (effective ) and definitions on the DEED's WorkForce One (WF1) database: 24 - Unsubsidized employment 55 - Voluntarily separated 69 - Other 83 - Sanction/Closed 85 - Extended ill/incapacitated 86 - No eligible child Persons terminated from DEED's WorkForce One (WF1) with the code of 33 (moved from area, either county or state) are not included in the total persons closed column. Percentages represent the total percent of cases closed. This measure uses the servicing county caseload and "paid" cases. 20 Indicator 6a: Three Year Self-support Index (October - December 2004 Cohort) The Self-support Index is an indicator of program success for adults who were eligible for MFIP or DWP in a baseline quarter three years in the past. Adults in their first 60 months of MFIP are counted as successful if they were either working 30 hours or more per week or if they were no longer receiving an MFIP or DWP cash payment during each month of the measurement quarter. Adults who have reached the 60-month time limit before the last month of the measurement quarter are counted as a success only if they worked 30 hours or more per week or had converted to SSI during the last month for which reliable income information was available. Adults who were sanctioned off MFIP or DWP in at least one month of the measurement quarter are counted as a success only if they worked 30 hours or more per week or had converted to SSI during the last month for which reliable income information was available. This indicator (6a) lists for each county the Self-support Index for a follow-up period of three years (October- December 2007) for eligible adults in the October through December 2004 cohort. This indicator has been revised to include separate rates for the tribal providers that contract directly with the state to provide MFIP or DWP services as well as the Mille Lacs Band. These participants are not included in their county's index. This indicator has also been revised to include a separate rate for the combination of Faribault and Martin counties and a separate rate for the combination of Lincoln, Lyon, and Murray counties. This indicator uses the county that most recently serviced the case and eligible adults. 23 Indicator 6b: Two Year Self-support Index (October - December 2005 Cohort) The Self-support Index is an indicator of program success for adults who were eligible for MFIP or DWP in a baseline quarter two years in the past. Adults in their first 60 months of MFIP are counted as successful if they were either working 30 hours or more per week or if they were no longer receiving an MFIP or DWP cash payment during each month of the measurement quarter. Adults who have reached the 60-month time limit before the last month of the measurement quarter are counted as a success only if they worked 30 hours or more per week or had converted to SSI during the last month for which reliable income information was available. Adults who were sanctioned off MFIP or DWP in at least one month of the measurement quarter are counted as a success only if they worked 30 hours or more per week or had converted to SSI during the last month for which reliable income information was available. This indicator (6b) lists for each county the Self-support Index for a follow-up period of two years (October- December 2007) for eligible adults in the October through December 2005 cohort. This indicator has been revised to include separate rates for the tribal providers that contract directly with the state to provide MFIP or DWP services as well as the Mille Lacs Band. These participants are not included in their county's index. This indicator has also been revised to include a separate rate for the combination of Faribault and Martin counties and a separate rate for the combination of Lincoln, Lyon, and Murray counties. This indicator uses the county that most recently serviced the case and eligible adults. 29 Indicator 6d: Range of Expected Performance for the Three-Year Self-support Index (October - December 2004 Cohort) This indicator presents each county's number of eligible adults, actual three year Self-support Index, "range of expected performance," and whether the actual performance was below, above, or within this expected range. The range of expected performance is produced using a statistical technique known as logistic regression. Logistic regression is a rigorous methodology to control (or account) for demographic and economic differences among counties beyond a county agency's direct control. It "levels the playing field" across counties. The factors accounted for by this regression model include characteristics of a county caseload, such as a high percentage of limited English-proficient clients or clients with large families. The factors also include measures of local economic conditions. This indicator (6d) has been revised to include separate rates for the tribal providers that contract directly with the state to provide MFIP or DWP services as well as the Mille Lacs Band. Participants served by tribal providers were previously included in the county rates.
