1 UNITED NATIONS ASIA-PACIFIC REGIONAL COORDINATION MECHANISM (RCM) Record of the Special Meeting of the RCM 11 February 2014, 14:00 16:00 hours Meeting Room F, United Nations Conference Centre (UNCC) Bangkok I. Organization The special Meeting of the Asia-Pacific Regional Coordination Mechanism (RCM) was held on 11 February 2014 at the United Nations Conference Centre in Bangkok. The meeting was chaired by the ESCAP Executive Secretary. It was attended by representatives of 22 agencies. II. Agenda The agenda of the meeting was as follows: 1. Introduction from Dr Shamshad Akhtar, Executive Secretary of ESCAP 2. Update on UN Women: Mr. John Hendra, Deputy Executive Director, UN Women 3. Brief reports from each Thematic Working Group on achievements, current work and plans 4. Update on post-2015 UN development agenda process (roundtable) 5. Any other business III. Record of Discussions Agenda item 1: Introduction from Dr. Shamshad Akhtar, Executive Secretary of ESCAP The Executive Secretary opened the meeting and briefly introduced her background. The Executive Secretary conveyed to the Meeting that she looked forward to working more closely with all RCM members. The Executive Secretary then welcomed Mr. John Hendra, Deputy Executive Director, UN Women and invited him to share his comments on UN-Women and to identify areas where UN- Women could work closely with other RCM members. Agenda item 2: Update on UN Women: Mr. John Hendra, Deputy Executive Director, UN Women Mr. Hendra congratulated the Executive Secretary on her appointment and acknowledged her wealth of experience, in particular on the post-2015 development agenda, the Open Working Group and sustainable development financing, as well as in the World Bank and the Central Bank of Pakistan. Mr. Hendra conveyed to the Meeting that the Commission on the Status of Women (CSW) was holding regional consultations around the world under the overall theme of achievements and challenges of the MDGs, in particular for women and girls. The CSW 1
2 was also identifying good practices and looking forward at the post-2015 development agenda. Mr. Hendra also emphasized that UN-Women was focused on Beijing +20. In terms of the post-2015 development agenda, Mr. Hendra, as chair of the UNDG MDG task force, explained that a second set of consultations was going to take place to help strengthen capacities and institutions, participatory monitoring and new forms of accountability, partnerships with civil society as well as the private sector. He also highlighted the role that UN-Women played for ensuring accountability for gender equality through the UN System-wide Action Plan on Gender Equality and the Empowerment of Women (SWAP) and conveyed commitment on behalf of UN Women to support all the efforts of RCM to maximize impact in terms of gender equality, women s rights and women s empowerment. Agenda item 3: Brief reports from each Thematic Working Group on achievements, current work and plans The Executive Secretary invited the chairpersons of each Thematic Working Group (TWG) to present achievements, current work and plans. 1. TWG on Gender equality and empowerment of women: Ms. Roberta Clarke, Regional Director, UN Women, and Ms. Nanda Krairiksh, Chief, Social Development Division (SDD), ESCAP (presentation attached) 2. TWG on International migration & human trafficking: Ms. Nanda Krairiksh, Chief, SDD, ESCAP (presentation attached) 3. Joint RCM / UNDG Working Group on Youth: Ms. Nanda Krairiksh, Chief, SDD, ESCAP (presentation attached) 4. TWG on Environment & disaster management: Ms. Shamika Sirimanne, Chief, Information and Communications Technology and Disaster Risk Reduction Division (presentation attached) 5. TWG on Health: Mr. Steven Kraus, Regional Director, UNAIDS Mr Kraus explained that the TWG on Health had been jointly chaired by WHO, UNFPA and UNAIDS. The group had focused on strategic information, political leadership and advocacy, and accountability for progress and results on internationally agreed health outcomes. The group had given particular focus to the elimination of maternal mortality and sexual and reproductive health and rights for marginalized populations. The group was reviewing the effectiveness of current RCM business practices and welcomes the leadership of the Executive Secretary in this stock-taking effort. It might redirect its attention to Universal Health Coverage (UHC) as part of the Post-2015 Sustainable Development Agenda, particularly the financing, governance and sustainability of such national commitments. It was discussed that the World Bank and Asian Development Bank should be encouraged to actively engage. 2

TWG on Poverty and hunger: Mr. Hiroyuki Konuma, Assistant Director-General and Regional Representative, FAO (presentation attached) Agenda item 4: Update on post-2015 UN development agenda process (roundtable) This agenda item was deferred. Agenda item 5: Any other business There were no other issues raised. The Executive Secretary closed the meeting at 4:00pm. IV. Action Points 1. Focus of RCM and the TWGs The Executive Secretary noted the work of the RCM, and in particular the agenda for the seven thematic working groups (TWGs). It was proposed to the Meeting that certain aspects of the RCM and TWGs be reviewed, including the frequency of the meetings, the adequacy, the scope and objectives. In addition, the Executive Secretary advised that an exit mechanism for TWGs would be important to ensure that focus was in the right places. A time bound plan for each TWG should be adopted. The Executive Secretary requested RCM members to consider those points. It was suggested that a note be prepared and sent to all RCM members, including those agencies that were not represented at the Meeting, so that agencies would have time to give feedback at the next meeting. It was agreed to hold an RCM retreat to review current priorities, modus operandi, TWG configuration and areas for improvement in the coming year. All RCM members were encouraged to participate and provide their honest views. 2. Agreement to prioritize youth in RCM work during 2014 The Executive Secretary under scored that the issue of youth was of great priority and in particular the issue of youth unemployment. Therefore it was agreed to prioritize youth in RCM work during 2014, both through the joint RCM-UNDG Thematic Working Group on Youth and across all aspects of RCM cooperation. It was recognized that the youth agenda was relevant to all agencies. It was discussed that coordination was pertinent when developing a youth action plan. It was acknowledged that the RCM had an important role to play in developing an action plan that was comprehensive rather than each agency having its own plan. It was also discussed that the youth agenda needed to be broadened and deepened, in consultation with the relevant agencies. It was important to look more innovatively at promoting approaches and schemes to empower youth, in particular equipping them with the necessary skills while at the same time, particular attention should be granted to girls and women in the youth category. 3

Follow-up informal meeting on Post-2105 development agenda activities Noting the importance of the post-2015 development agenda, it was decided that a follow-up meeting be held in an informal manner at a later time. This would allow adequate time to discuss the relevant issues on Post-2105 development agenda activities and plans across the RCM. 4. Strengthening engagement of multilateral development banks The Executive Secretary acknowledged the key role that multilateral development banks play, in particular to the work of the RCM and encouraged that such development banks play a more active role. It was agreed that a focus should be made on strengthening engagement in the RCM of the multilateral development banks. 4
