1 Minutes of the Annual Meeting of the FAI Aviation & Space Education Commission (CIEA) held at the FAI Headquarters in Lausanne, Switzerland on Friday 28 and Saturday 29, April 2011 June 18, CHT

2 1. Roll call - Agenda 1.1. Introduction President Kasteleijn opened the Plenary session by welcoming the Delegates, Guests and thanking the FAI Headquarters by Mrs Ségolène Rouillon for all the arrangements in support of the meeting Hosts The Plenary session took place for the first time in the new office facilities of the FAI at the "Maison du Sport International" (MSI), Av. de Rhodanie, 54, 1007 Lausanne. Mrs. Ségolène Rouillon welcomed the CIEA commission on behalf of the FAI and introduced herself as a new Headquarters member Apologies and guests President Kasteleijn noted the apologies for absence received and welcomed Mr. John Miles (ICARE) and Mr. Gerhard Wöbbeking (CIAM) Air Sports commissions representatives to the CIEA commission Conflict of interest The Delegates were asked if anyone wished to declare a conflict of interest as required by the FAI statutes. No declaration was made Conflict of interest See annexed list. President Kasteleijn confirmed that 6 countries are officially represented as the President and Secretary cannot be considered as Delegate. Therefore, the 2/3 voting majority was a 4 and the simple majority 4 as well. President Kasteleijn reminded the Delegates that there is one vote by NAC Delegate or Alternate only Schedule and agenda of the meeting President Kasteleijn reviewed the Schedule and Agenda. No adjustment was requested Minutes of Meeting The minutes of meeting held in Pozzuoli (Naples) at the Aeronautical Academy on April 23 and 24, 2010 were approved unanimously. 3. CIEA President report by Mr Michiel Kasteleijn President Kasteleijn informed the Commission of the following subjects: 3.1 Bureau meetings - Two bureau meetings were held - In Sion, on January 30 and 31, In Lausanne, on April 27, 2011 Several contacts were made by between the bureau members. Furthermore, Secretary Cary Théodoloz had sent a duties reminder to the Delegates on two occasions. 2

3 3.2 CIEA Commission Representation President Kasteleijn attended the following events / meetings: - Air Sports Commission Presidents meeting - FAI General Conference in Dublin - Meetings with Dutch Why Fly Project developing Group - Several other contacts 3.3 Contacts with FAI Headquarters President Kasteleijn thanked the FAI Headquarters for its collaboration, particularly with Mr Jean-Marc Badan and Mrs Ségolène Rouillon for their availability and competences. 3.4 National Reports due to be received by February 1 st, 2011 President Kasteleijn and his bureau were not happy as most of the national reports were not sent in due time or not at all. 4. FAI Headquarters and Next World Air Games (item 19) reports by Mr. Jean-Marc Badan Mr. Badan presented the Delegates the different decisions, actions and projects of the FAI FAI General Conference held in Dublin (Ireland) Mr. Badan reported on the main topics of the General Conference, held in October 2010 in Ireland (for details, please visit the FAI website). 4.2 FAI new offices Mr. Badan welcomed the Delegates in "La Maison du Sport International". He informed that they have just moved in and invite the Delegates to visit the offices and meet with the FAI Headquarters staff. 4.3 FAI strategy Since new Secretary General Mr Stephane Desprez arrived at the FAI a year ago, the Executive Board has initiated a process to update the FAI strategy including 5 goals: - to strengthen FAI organisation - to unite FAI Constituents (NACS, ASCs) - to service FAI Constituents - to promote FAI sports - to increase practice of FAI sports 4.4 New FAI Website FAI is currently working on a completely new website more attractive to use with new password-protected section, on line consultation of competition results and a new collaborative tools for the commission bureaux. Unfortunately, FAI server experienced an unexpected hardware failure. These unexpected problems will delay the implementation of the new website, most probably by end of July. 4.5 FAI new Headquarters staff After difficult time last years, 3 new staff members joined the team during the second part of 2010: - Ms Faustine Carrera (Communication Manager: logos-media issues-internet and social networks) - Mrs Ségolène Rouillon (Members & Services Manager FAI Awards & Anti doping) - Mr Rodric Neri (Sports Manager-Assistant to ASCs and event organizers) 4.6 World Air Games - Due to political changes (municipal new elections) Odense 2011, Denmark had to withdraw its interest in hosting the 2011 Games.Therefore, the FAI Executive Board had to cancel the 2011 Word Air Games. - The process for the 2013 Games has been launched last October. Decision will be taken in August

4 - The CIEA Commission asked Mr Badan what could be the commission involvement for the next Word Air Games. Mr Badan sadly needs a liaison officer. He will inform. 4.7 IWGA World Games 2013 IWGA World Games will be held in Colombia. Paragliding will be a new discipline. Indoor Aero Modelling will take part at the games as a demonstration sport. 4.8 Youth Olympic Games Discussions have been initiated with the IOC to evaluate the possibility of having Air Sports represented at the next YOG. An option could be to have demo events. 4.9 Structure of FAI Technical Commissions Aiming at simplifying the FAI structure and increasing the efficiency of Technical Commissions, the Executive Board has initiated a process that would lead to converting the current Technical Commissions into Expert Groups. Commission Presidents would be consulted in May, FAI Members in August, and proposals would then be put forward to the General conference 2011 in Belgrade. Finally, Mr Badan thanks the CIEA Commission for all the actions taken to give the young generation a chance to approach and become an actor in Air Sports. 5. Generation Issues by Mr Michiel Kasteleijn President Kasteleijn informed about 2 following projects. 5.1 Why Fly Project As decided at the CIEA meeting in Naples last year, this project will be splitted in 2 different points: a) Air Sports and General Aviation President Kasteleijn will present the Project to the Air Sports Commissions Presidents meeting to be held in Lausanne on May 7, He will ask their Presidents to provide CIEA Commission with their own design and concept of "Why Fly". This should cover 10 different chapters. The design and concepts received by each Air Sports Commission will be than integrated in a general design made by the CIEA bureau to be completed per 2011 in concert with CIEA volunteers Delegates. President Kasteleijn will inform the bureau on the result of each Air Sports Commission interest and delay on providing their design concept. In 2012, the CIEA Commission should be able to integrate Air Sports chapters with the Aviation and Space chapters, in total 30 paragraphs as per the initial "Why Fly" project proposal submitted in Naples, in b) Aviation and space The Dutch Aeroclub is busy developing this chapter separately and autonomously. 5.2 Use of the existing Swiss Aeroclub Projects / material On President Kasteleijn request, the Swiss Aeroclub and Cary Théodoloz have given the FAI CIEA Commission the right to use different existing youth program / educational material. However, these programs have been made to be used in Switzerland. They still have to be translated into English and presented on an International adaptable version. President Kasteleijn will inform on the way to proceed. 6. CIEA Communication to NAC (questionnaire survey) by Mr Cary Théodoloz Secretary Cary Théodoloz reported on the answers received from NACs as: - Active youth commission: 10 NACs are having an active youth Commission - Art Contests entries: more than 10'000 reported - Youth Camps: 9 NACs having youth camps with total participants of 25'000 - Youth Junior member ship: 11 NACs reported having it with a total of 24'000 youth junior members - New CIEA Delegates: 3 NACs are willing to nominate a CIEA Delegate. 4

5 Secretary Cary Théodoloz emphasized on the importance of these informations for the FAI promotional purposes and credibility toward politics as eventual sponsors. He stressed all the Delegates to encourage their NACs to send CIEA Commission or FAI Headquarters such information. 7. CIEA New delegate guide by Mr Michiel Kasteleijn The CIEA new Delegate Guide was approved and made available on the web last year by the FAI Headquarters. President Kasteleijn hopes this document will help new Delegates to take part at the next CIEA meetings. 8. CIEA web site review by Mr Michiel Kasteleijn Last year Alan Twigg took the responsibility of reviewing the CIEA web site. As the CIEA bureau have not heard from Alan, the FAI Headquarters by Mrs. Ségolène Rouillon confirmed taking over the task. Motion Accepted 9. Recommended Museum Program status by Mr Michiel Kasteleijn President Kasteleijn confirmed that no new recommended museum was presented by Delegates or by NACs at his Knowledge. 10. Bid for future CIEA annual meeting by Mrs Ségolène Rouillon Mrs. Ségolène Rouillon confirmed that no bid for 2012 CIEA meeting was received. Therefore, the next CIEA meeting will be held in Lausanne on April 27 and 28, NAC USA has offered to host the 2013 CIEA meeting. Mrs. Debbie Gallaway will send the FAI Headquarters the application form in due time, (1 st April 2012). 11. BEST of the Best Exhibition Calendar by Mr Michiel Kasteleijn 11.1 Aluminium transport box - Secretary Cary Théodoloz has been looking for a aluminium transportation box. The size and the quantity of painting make it difficult. - Michiel Kasteleijn asks Delegates to give the bureau names of companies able to provide such 43x53x39 cm or 86x53x53 cm aluminium box Transportation rules President Kasteleijn reminded the Delegates that transportation rules are still to be made Next exhibition Secretary Cary Théodoloz confirmed that B+B Paintings will be exhibited within the organisation of the Breitling Sion Airshow on September Art Contest Painting Stored in FAI Headquarters Cellar The CIEA bureau and the FAI Headquarters will think and decide what to do with the painting not belonging to the B+B and stored in FAI cellar. 5

6 12. National Reports The national reports are annexed to the present minutes of meeting. 13. Art Contest 2010 by Mrs Suzie Gebb Mrs. Gebb proceeded as usual as follows: 13.1 Choice of the 2012 theme Mrs. Gebb opened the discussion and made some proposals. The Delegates decides unanimously that the 2012 theme will be: Silent Flight. President Kasteleijn will ask Mr. Gordon Hoff to organize and explanatory text Judging of Art Contest 2011 In accordance with the rules, only Delegates did vote. Mrs. Gebb confirmed the participation of 15 countries, (Singapore, Russia, India, Ukraine, Korea, China, Poland, France, Egypt, Japan, Serbia, Czech Republic, Turkey, Switzerland and USA). Total overall entries remained unknown. The 2011 theme was: Anniversary of human space flight. The Indonesians Painting has to be disregarded as they were all sent directly to the FAI Headquarters. The rule states that only the 3 winners of each category of the national contest can take part of the FAI International Contest. The information has been sent to NAC Indonesia by Mrs. Ségolène Rouillon 14. Announcement of 2011 Art Contest Winners The Delegates were advised by Mrs. Gebb on the contest judging results: The winners are: Category I (age 6 9) First place: Toropova Yulia, Russia Second place: Li Jiale, China Third place: Su Jie, China Category II (age 10 13) First place: Nosenko Angela, Russia Second place: Stepanova Asyia, Russia Third place: Matsuto Maiko, Japan Category III (age 14 17) First place: Takeuchi Shosuke, Japan Second place: Ortiz Emmanuel, USA Third place: Soldatova Anna, Russia Mrs. Ségolène Rouillon informed that official announcement of the 2011 Art Contest results would be made available on the FAI CIEA web site. 6

7 She also invited the NACs to send their Art Contest winners to the General Conference. Therefore, NACs should report to the FAI Headquarters as soon as possible for arrangements. Recommendation A discussion started on the possibilities to better use and promote the Artworks. A suggestion could be: - Printing Christmas card for NACS at their request - Printing a calendar based on the Art Contest winners. The CIEA commission asked the FAI Headquarters to study the above mentioned possibilities. 15. NASA + ESA Report by Mrs Gallaway and Mr Miles - Mr John Miles reported on his article Celebrating 50 years of Manned Space flight Part I: THE PIONEERS (April 12, 2011) - Mrs Gallaway commented on the USA last space shuttle carrying the Alpha Magnetic spectrometer She also noticed that as the USA shuttle program is over, Russia will take over the task. 16. IACEA Report by Michiel Kasteleijn President Kasteleijn gave the Delegates some figures comments on the 2010 IACEA: - 20 countries took part at the program including some 450 participants. - This program is processing well. New countries should join IACEA in Youth camps report by Mr Michiel Kasteleijn - Since 1997, there are youth camps exchange mainly between USA and certain European countries. - Mr Félix Kiser (alternate Delegate for Switzerland) reported about the annual successful camp held in St. Moritz (3 languages: French, German and Italian 180 participants). - President Kasteleijn encourages the Delegates to promote these international exchanges. 18. International ACE Camp by Mr Michiel Kasteleijn - These Aviation Career education camps are organized at the mount only in the USA. In 2010, 26 ACE Camps took place. - Mr Michiel Kasteleijn and Mr Gordon Hoff are busy developing an International ACE camp. 19. Next World Air Games CIEA Commission Involvement See position 4.6 World Air Games 20. Educational material availability Inventory by Cary Théodoloz CIEA Secretary suggested once more to identify, collect and list all the existing projects and material which could be used for future youth activities. Secretary Cary Théodoloz stressed all the Delegates to send the CIEA bureau any existing project, concept, material, etc. Examples of actions to be taken: - Collect all the old navigations maps not used anymore. These maps could be handed over to teachers for school programs. - Adaptation of existing projects available at the Swiss Aeroclub and other NACs. - Contact NASA and ESA for the inventory of educational material available. - Promote projects proposed by Mr Gordon Schimmel and Gerhard Wöbbeking. - etc. 7

8 A proper inventory should be made. This task should be leaded by the FAI Headquarters. 21. Future projects Ideas Inventory by Michiel Kasteleijn President Kasteleijn pointed out some ideas on the matter: - Competition to answer the questions WhyFly? - Photo Contest: not accepted as too close to the Existing Art Contest - Thesis on Air Sport activities for students - social media Any other ideas / projects have to be sent by the Delegates to the CIEA Bureau. 22. Award nomination by Mrs Ségolène Rouillon On September 2010, the Swiss Aeroclub by Mr Félix Kiser (Secretary General) and Jürg Märki (CIEA Delegate) has sent the FAI Headquarters the application form and presentation of Mr Edgardo Rezzonico as nominee for the FAI Nile Gold Medal. The CIEA Commission has approved unanimously to award Mr E. Rezzonico the 2011 FAI Nile Gold Medal. 23. Elections of CIEA officers by Mrs Ségolène Rouillon Due to changes in USA alternate Delegates, the bureau members have to be reorganized. The CIEA Delegates did vote unanimously for a one year period: - President : Michiel Kasteleijn (NED) no change - 1 st Vice President : Gordon Schimmel (USA) new - 2 nd Vice President : Alan Twigg (GBR) no change - Secretary : Gordon Hoff (USA) new - Advisor : Cary Théodoloz (SUI) new All elected members had accepted their election. 24. Site and date of 2012 CIEA meeting As no bid was received, the next meeting will take place in Lausanne on April 27 and 28, 2012 at the FAI Headquarters. 25. Other business 25.1 Visit of FAI General Secretary General Secretary Stephane Desprez briefly attended the Plenary meeting. He also shared a meal with the participants and enjoyed Mr Schimmel demonstrations Demonstrations by Gordon Schimmel Mr Gordon Schimmel made two amazing demonstrations: a) Art of fine play with a FPG-9 Styrofoam plate glider b) a circular flight with a model Airplane made of balsa Mr Gordon Schimmel is available for further information and to provide any material he had demonstrated. 9 General Secretary Desprez might ask Gordon for a demonstration at the next General Conference and at the 2014 Youth Olympic Games in China CIAM Educational Program by Mr Gerhard Wöbbeking Mr Gerhard Wöbbeking commented the CIAM Educational program Children s competition alongside of FAI events. It consists in 5 different events presented with full details on type of model, size, time to build it, flight performances, where to fly, space needed, cost, advantages, disadvantages and schedule. Those programs offer a very interesting range of events for outdoor and indoor activities at a rather low cost.
