1 FÉDÉRATION AÉRONAUTIQUE INTERNATIONALE International Parachuting Commission (IPC) 54 TH Plenary Meeting 3 4 February 2003 Fortaleza, Brazil MINUTES In the Chair: BJ Worth, IPC President The FAI was represented by Max Bishop, FAI Secretary General. 1. WELCOME AND ROLL CALL President Worth opened the 54 th Plenary meeting of the IPC at 10:00, Monday, 3 February CBPq President Mr. Adelson Juliao welcomed the IPC Delegates and officially opened the meeting. 1.2 After the address, IPC President Worth asked the Plenary to stand for a moment of silence in memory of the skydivers who died while pursuing their sport in FAI Secretary General Max Bishop conducted the roll call of Delegates, including apologies for absentees, approval of proxies, and verification of Delegate s authority. The Delegates address list was circulated for its annual update, and will be sent to all IPC Delegates. 2. CONFIRMATION OF MINUTES Minutes of the 53 RD IPC Plenary meeting held in Lausanne, Switzerland, January 2002, were approved with three changes, and will be published on the FAI/IPC website. 2.1 Ms. Sara Sacchet, (Del. Italy) requested that the Roll Call show Italy had the right to vote at the 2002 Plenary. The proposed text is The Delegates from Portugal and Italy were present without voting rights. 2.2 Dr. Exi Hoenle, (Del Germany) requested that the text on 6.2 of the 2002 Minutes be changed to accurately reflect what happened regarding this point. The proposed text is: The FAI Controller of the World Air Games, Dr. Exi Hoenle, did not comment on his written report, as no questions were asked by the Plenary. 2.3 Because Mr. Graetzer was awarded the FAI Gold Parachuting Medal in 2001, reference is deleted from the minutes th FAI GENERAL CONFERENCE - FAI ACTIVITIES REPORT FAI Secretary General Max Bishop presented an overview of FAI s activities in 2002, the results of the 95 th FAI General Conference held in Dubrovnik, Croatia, 7-13 October 2002, and FAI s plans for He reported that the FAI had decided to continue conducting the WAG, but with a different format. Monday, 3 February, was the inauguration of the new bidding process, via the FAI website. 4. PRESIDENT'S ADDRESS 4.1 President s Report IPC President Worth commented on his report of IPC activ ities in 2002, as presented in the Agenda.

2 4.2 Decisions by the Bureau IPC President Worth presented his report on the work conducted by the Bureau since the last Plenary meeting (Agenda Annex 2 and 2A). The Plenary unanimously ratified all the decisions by the Bureau. WAG Spain The IPC took note of the fact that the Spanish NAC contested the 2002 IPC decision to retain $38, of WAG 2001 entry fees, in accordance with the Sporting Code, paragraph Negotiations had failed to achieve any resolution of the dispute, and the responsible Spanish government agency (Consejo Superior de Deportes) was taking an active interest in the fact that FAI/IPC was retaining WAG entry fees. IPC accepted by a vote of 27 to one the IPC Bureau s recommendation to agree to an amicable settlement, under which IPC would transfer to Spain 50% of the amount retained, in full and final settlement of the dispute. The FAI Secretary General agreed to ensure that a suitable legally approved document would be drawn up to confirm the Spanish NAC s acceptance of this settlement. The money will be transferred to Spain as soon as this document is signed. President Worth reported that a message had been received from FAE President Antonio Quintana reading as follows: As a sportsman, I formally apologize to all parachuting competitors for each and every problem or inconvenience that you suffered in Granada, while as WAG 2001 General Manager. I personally assume all the blame for the problems encountered. The Plenary received this gracious statement with acclamation and President Worth said that this marks the beginning of a new era. 4.3 Mission Plan IPC President Worth presented his report on the status of the IPC Mission Plan, and its projects. Although Srecko Medven is no longer the delegate from Slovenia, he has committed to continue serving the IPC by assisting with developing the ranking system. Problems with the technical system preclude accepting bids for new system at this time. 4.4 Asiania Max Bishop reported on talks with IPC Delegate Mr. Lee Jong Hoon (Korea), Asiania President, and Faye Cox (Australia), Asiana Secretary General. Asiania is an organisation that organises sport competitions in the Asia-Oceania-region that include parachuting competitions where some of the participants are members some are not members of IPC. It was clarified and agreed that the President of Asiania, being the IPC Delegate of Korea at the same time, will pursue the interests of IPC in Asiania competitions. Graeme Windsor (Del. Australia) moved to accept a Memorandum of Understanding between Asiana and FAI/IPC (Annex A), which was approved unanimously. 5. WORLD GAMES 5.1 WAG/WG Liaison Officer Pål Bergen reported on the further developing relationship of the World Games within the Olympic movement, and how canopy piloting is to be included. Russia expressed their concern that Canopy Formation is not included in the 6 th World Games, to be conducted in Duisburg, Germany, in Dr. Rainer Exi Hoenle, IPC Technical Delegate Airsports for the Duisburg World Games, reported several times that the World Games would not negotiate which skydiving events would be included. The World Games invited canopy piloting by event and Max Bishop agreed with Dr. Hoenle s opinion that negotiations for adding other events or disciplines were impossible. Russia asked that a vote be taken of the Plenary directing the FAI/IPC representatives to negotiate with the IWGA for more slots, which would allow the inclusion of canopy formation. Motion failed - 9 for, 14 against, 5 abstained 5.2 World Cup of Canopy Piloting A temporary working group was established to consider the bid from the United States to conduct a world cup this year in the United States. The WG included Thomas Tuominen, chair (Del. Finland), Liam McNulty (Del. Ireland), Graeme Windsor (Del. Australia), and Knut Ekerhovd (Alt Del. Norway).

3 Marylou Laughlin (Del. USA) introduced the bid. Organizer Scott Smith of Perris Valley Skydiving Center, and Jim Slayton and Lyle Presse of the Pro Tour, presented the bid. Concern was expressed about the qualification rounds necessary for each competitor to continue in the event. Several changes were discussed and agreed to by the Plenary to accommodate the qualification rounds, including raising the entry fee by $100. Graeme Windsor (Del. Australia) moved that the IPC accept canopy piloting as a competition discipline. Motion passed - 24 for, 0 against, 5 abstained Discussion ensued about the title of Go Fast World Cup of Canopy Piloting and sponsorship rights for FAI/IPC events. USA agreed to remove Go Fast from title with the understanding that the $10,000 prize money would also be removed. It was agreed that title sponsorship rights would be negotiated at the time of signing the contracts with all parties. Graeme Windsor (Del. Australia) moved to accept the bid presented by the USA, as the IPC Go Fast World Cup of Canopy Piloting, except proposed chief judge Karine LeBlonde. Motion passed - 16 for, 1 opposed, 9 abstained Silvia Wagner (Austria) was approved unanimously as Chief Judge. By unanimous vote, Dr. Rainer Exi Hoenle (Del. Germany) was appointed FAI Controller. Discussion revealed the need for someone to ensure the appropriate contracts were signed and Dr. Hoenle accepted the obligation. 6. OLYMPIC GAMES 6.1 President Worth reported on the status of parachuting in the Olympic Games. The FAI s Olympic bid brochure and final Event Specifications for 2008 were made available to all IPC Delegates. There was discussion about how canopy piloting was included in the brochure. Mr. Lee Jong Hoon (Del. Korea) proposed that the IPC express its strong support for the inclusion of parachuting in the 2006 Asian Games in Doha, Qatar, in the form of a petition, signed by all IPC delegates, on behalf of their NAC. The IPC agrees that Mr. Lee Jon Hoon may use this petition to assist in discussions and negotiations with the Qatar AOC and other Asian AOC committee members. Passed unanimously 6.2 Richard Buzz Bennett (Del. Canada) led a discussion on the IPC's involvement with the Olympic Games. It was noted that Parachuting would not be part of the 2008 Olympic Games by reason of the fact that it did not "attract sufficient revenues, spectators and TV exposure". Several Delegates expressed the view that IPC should continue to keep parachuting in front of the IOC and potential organisers, without expenditure of funds, on the basis that there was nothing to lose and much to be gained. The Plenary Meeting indicated, without any formal motion or vote, that the present path is positive and that IPC should continue to pursue the goal of Olympic inclusion, without any allocation of resources other than time. 7. WORLD AIR GAMES 7.1 Future World Air Games IPC President Worth, Executive Chairman of the FAI WAG Coordinating Committee, presented and discussed the WAG Structure Document, which includes the concept, proposed event organizers, program, competition events, schedule, bidding procedures, etc. for future FAI World Air Games. Russia and France complained about the proposed format and the confusion regarding the different categories, which, in their opinion, could be interpreted as looking like the IOC and WG programs. Patrice Girardin (Del. France) manifested his disapproval and asked to go back to the Committee Chairs for a determination on the format and number of participants acceptable for the WAG. Pål Bergen came back later with a format accepted by the Committee Chairs.

4 7.2 WAG / WG Liaison Officer Pål Bergan briefed the Plenary on the development of the future World Air Games as it relates to the IPC. 8. IPC MEDIA ACTIVITIES President Worth proposed that Leanne Knowles, IPC Media Liaison officer, be included on the staff of the 1 st Parachuting Mondial in France this fall. Patrice Girardin (Del. France) has agreed to propose the idea to the organizing committee. 9. FINANCE WORKING GROUP IPC Treasurer Richard Buzz Bennett (Del. Canada) presented his report and discussed several specific budget figures for The 2003 Budget was presented to the Plenary. At the request of Ronald Overdijk (Del. Netherlands), the budget was changed to allow for payment of $2,200 to the FAI for their expenses in creating the FAI Olympic bid brochure. The financial accounts were unanimously approved. A discussion was held as to whether IPC should hold its accounts in US dollars, Euros or CHF. Max Bishop advised that FAI has yet to make up its mind as to Euros or CHF. As a result the IPC Treasurer proposed that the accounts remain in US dollars until such time as FAI has made a definite decision. This proposal was accepted without debate. 10. FREEFALL STYLE AND ACCURACY LANDING Committee Chair, John Hitchen, commented on his report about the Committee s activities during the last year nd World Cup of Accuracy Landing Osiek, Poland, August 2002 Chief Judge Roger Flinn s report was included in the Agenda TH World Cup of Champions and 2 nd WPC in Junior Freefall Style and Accuracy Landing Luènec, Slovakia 2002 Reports from Chief Judge Ulf Tingnert and FAI Controller Roger Flinn were included in the Agenda th World Parachuting Championships in Freefall Style and Accuracy Landing The 27 th WPC in S&A will be included in the 1 st Parachuting Mondial in France, Patrice Girardin (Del. France) presented an update on the preparations for the event to be held in France this fall Future WPCs, WCs and other First Category Events Alexander Bayer (Del. Slovakia) answered questions about the Slovakian bid to host the 3 rd European Championships in Freefall Style and Accuracy Landing in Luèenec, Slovakia, with new dates of July The bid was not supported by the S&A or the Judging Committee, so Slovakia accepted the recommendation to move their bid to On behalf of the Organizer, Anatoly Zhirov presented the Russian bid to host the IPC Anton Malevsky Memorial Meet in 4-way Formation Skydiving and Accuracy Landing in Stupino, Russia, 29 July - 3 August 2003, as an FAI First Category (World Cup) Event. The Plenary unanimously accepted the bid. John Hitchen was unanimously approved as FAI Controller. A motion to accept the match system rules for accuracy portion of meet was unanimously passed. A representative from Italy was not present to answer questions regarding its bid to host the WPC in Freefall Style and Landing Accuracy in Rome, Italy, 27 August - 4 September 2004 (to be conducted simultaneously with WPCs in FS, CF, and AE). A vote was taken to allow Croatia to place on the table a bid for a WPC in 2004, which passed unanimously. Tonci Panza (Alt. Del. Croatia) presented a bid to host the WPC of Formation Skydiving (4-, 8-way and 4- way womens) and Style & Accuracy, September A vote was taken to decide the winning bidder for formation skydiving and S&A only. Croatia was named the host of the 2004 WPC in FS and S&A with 28 of the 30 votes cast. The motion unanimously passed to name John Hitchen as FAI Controller, and the following Chief Judges: Ulf Tingnert - S&A and Klaus Wellens - FS.

5 USA placed a tentative bid for the 2005 WC of S&A (Mondial format, see 11.4, 12.3, 13.3) Proposed changes to the existing WPC Freefall Style and Accuracy Landing Competition Rules No changes were made to the S&A competition rules. 11. FORMATION SKYDIVING Committee Chair Fiona McEachern commented on her report of the Committee s activities during the last year Anton Malevsky Memorial Meet in 4-way Formation Skydiving and Accuracy Landing Stupino, Russia, 30 Jul 4 Aug 2002 FAI Controller Dr. Rainer Exi Hoenle gave his report, which was included in the Agenda World Cup of Formation Skydiving Ampuriabrava, Spain, 4 10 October 2002 Chief Judge Pia Berggren s report was included in the Agenda and answered questions TH World Championships in Formation Skydiving The 15 TH WPC in FS will be held as part of the 1 ST FAI Parachuting Mondial in Patrice Girardin (Del. France) presented an update on the preparations for the event to be held in France this fall Future WPCs, WCs and other First Category Events On behalf of the Organizer, Anatoly Zhirov presented the Russian bid to host the IPC Anton Malevsky Memorial Meet in Formation Skydiving in Stupino, Russia, 29 July - 3 August 2003, as an FAI First Category (World Cup) Event. (see paragraph 10.4) Croatia was named the host of the 2004 WPC in FS and S&A (see item 10.4). USA placed a tentative bid for the 2005 WC of FS (Mondial format, see 10.4, 12.3, 13.3) Proposed changes to the Formation Skydiving Competition Rules Committee Chair Fiona McEachern detailed the Committee s proposed changes to the Competition Rules and provided copies to the Plenary. Female team make up remains the same for this year. Teams will still be allowed to use male videographers next year if they choose but no medal will go to videographers unless they are female. In 2005, videographers must be female. The proposals were approved unanimously. 12. CANOPY FORMATION Committee Chair Graeme Windsor commented on his report in the Agenda about the Committee s activities during the last year TH World and 2 nd European Champions hips of Canopy Formation Ampuriabrava, Spain, 2002 Chief Judge Barry McAuley s report was included in the Agenda TH World Championships in Canopy Formation The 10 TH WPC in Canopy Formation will be part of the 1 ST FAI Parachuting Mondial in Patrice Girardin (Del. France) presented an update on the preparations for the event to be held in France this fall Future WPCs, WCs and other First Category Events Brazilian Delegate Paulo Zanella presented its bid to host the WPC of CF in Campinas (Sao Paulo), Brazil, with new dates of September 2004, in competition with bids from Italy and Croatia. Croatia selected with 18 of 30 votes cast. Proposal passed unanimous for Chief Judge Barry McAuley. USA placed a tentative bid for the 2005 WC of CF (Mondial format, see 10.4, 11.4, 13.3) Proposed changes to the Canopy Formation Competition Rules Committee Chair Graeme Windsor proposed changes to the Competition Rules and provided copies to the Plenary. The proposals were approved unanimously.

ARTISTIC EVENTS (FREESTYLE SKYDIVING, SKYSURFING AND FREEFLY) Committee Chair Ronald Overdijk commented on his report about the activities of the Committee during the last year WC of Freestyle Skydiving, Skysurfing & Freeflying Vienna, Austria, October 2002 Chief Judge Florian Ebner s report was presented. Committee Chair Overdijk thanked Chief Judge Ebner for conducting a judge s training seminar TH WPC in Freestyle Skydiving and Skysurfing and 2 ND WPC in Freeflying All WPCs in the Artistic Events will take place as part of the 1 ST FAI Parachuting Mondial in Patrice Girardin (Del. France) presented an update on the preparations for the event to be held in France this fall Future WPCs, WCs and other First Category Events Brazil submitted a bid to host the 5 th WPC in Freestyle Skydiving & Skysurfing, and 3 rd WPC in Freeflying in Campinas (Sao Paulo), Brazil, with new dates of September 2004, in competition with a bid from Italy. Brazil selected unanimously. The Plenary approved the following appointments: Ronald Overdijk Controller, Carlos Vairinhos Meet Director, Silvia Wagner Chief Judge. Michael Pilliardi reported on a series of small IPC world cups of AE he plans to conduct throughout Europe in 2004 and The Plenary was told to expect a formal proposal at the next meeting. USA placed a tentative bid for the 2005 WC of AE (Mondial format, see 10.4, 11.4, 12.3) Proposed changes to the Freestyle, Skysurfing and Freefly Competition Rules Committee Chair Ronald Overdijk detailed the proposed changes to the Competition Rules and provided copies to the Plenary. The proposals were approved unanimously. 14. MONDIAL 2003 Patrice Girardin (Del.-France) presented a comprehensive report during each competition committee s report on the progress of the organization of the Mondial 2003 to be held in Gap, France, and which will include the following disciplines: 27 TH WPC in Freefall Style and Precision Accuracy 15 TH WPC in Formation Skydiving 9 TH WPC in Canopy Formation 4 TH WPC in Freestyle Skydiving and Skysurfing 2 ND WPC in Freefly The Plenary approved the following Chief Judges: Ulf Tingnert S&A, Pia Berggren - FS, Barry McAuley - CF, Florian Ebner - AE. Delegates were advised that effective 1 January 2003, all equipment jumped in France must have an AAD on the reserve and a square reserve. The Pilatus Porter will be used for all events, and only the videographer may use the aircraft step. A password must be used to register participants in the competition. The award for Overall Best Nation in the Mondial, to be called the Patrick de Gayardon Trophy, if all necessary legal actions are taken by the time the meet starts, was proposed. This trophy will be awarded at competitions like the Mondial, where all disciplines of parachuting, including or excluding para-ski, are represented. Motion passed 22 for, 0 against, 4 abstained The question arose as to the definition of Mondial. Dr. Hoenle proposed and the Plenary accepted unanimously the following definition: A First Category Event that includes all IPC competition disciplines, including or excluding para-ski, conducted concurrently.

PARA-SKI Committee Chair Michael Egger presented the annual report on the Committee s activities th World Cup & 3 rd European Championships in Para-Ski in Kobla, Slovenia, February 2002 FAI Controller, Michael Egger (Del. Austria) reported on the event th World Parachuting Championships in Para-Ski in Kobla, Slovenia, February 2003 In a change to previous appointments, Ulf Tingnert was proposed to replace Michael Egger as FAI Controller. The proposal was approved unanimously Future WPCs, WCs and other First Category Events Yugoslavia submitted a bid in the Agenda to host the 10 th WPC of Para-Ski in Because no representative of Yugoslavia was present at the meeting, the Committee agreed to further investigate the bid and will make a proposal to the Bureau for interim action Proposed changes to the Para-Ski Competition Rules The Committee proposed to change the Competition Rules, establishing a minimum number of rounds in accuracy for a valid meet as two. The Plenary accepted the proposal unanimously. The Committee agreed to discuss with the competitors at the WPC next week the concept of having a minimum of one jump. 16. FAI JUDGING Committee Chair Doris Merz was unable to attend the meeting so Deputy Chair Barry McAuley served as Chair for the meeting. The Committee proposed to amend the Sporting Code, Section 5, paragraph 4.6.5(4) to read, The names of all potential Training Judges, or those FAI Judges wishing to be re-evaluated, from each nation shall be submitted to the Chair of the IPD Judge s Committee not later than December 31 st of the year prior to the next IPC Meeting. It was unanimously passed FAI Judges List The Plenary was advised to notify Committee Chair Merz if there were any discrepancies in the list of FAI Judges for The list will be published on the FAI / IPC website (Annex C). 17. SPORTING CODE WORKING GROUP and IPC INTERNAL REGULATIONS Richard Buzz Bennett (Del. Canada), Working Group Secretary, provided details on proposed changes to the Sporting Code Proposed Amendments to the FAI Sporting Code, Section 5 1. The Plenary discussed Agenda Annex 29A concerning several general changes to the SC. After some changes, the motion to approve was unanimously passed. 2. The Plenary discussed Agenda Annex 29B FCE Event Bidding Process. Graeme Windsor (Del. Australia) offered a friendly amendment to add to SC Sec 5, para (1), a condition by which bidding fee would be returned if circumstances beyond the control of the organizer occurred. Motion passed - 21 for, 3 against, 2 abstained 3. The Plenary unanimously agreed that Sporting Code Section 5, paragraph needs to be revised, in light of the experience gained in WAG There is a need for a legally watertight text, which will be developed during 2003 for approval at the 2004 IPC Meeting. In the meantime, the existing text will remain in force. 4. The proposal as presented in Agenda Annex 29C, Joint Record Holders, passed - 18 for, 12 against. 5. The Plenary agreed to change to a Nominated Jury, as presented in Agenda Annex 29D, by a vote of 18 for, 11 against. By a vote of 22 for, 3 against and one abstention, it was agreed it will be implemented in 2004, except for the 2003 Mondial, where a three-member Jury (including the President) will be provided rooms and meals; the President will also have transportation paid. The selection procedure for the Mondial jury will be in accordance with Agenda Annex 29D. Further discussion of the Appointed Jury for the Mondial resulted in a motion from IPC President Worth to

8 have the Jury consist of IPC President and each competition committee chair a five-member jury. The motion failed. 6. Discussion ensued on Agenda Annex 29F Graduated Penalties. A motion to accept the proposal passed - 19 for, 4 against, 3 abstained 7. World Records Thomas Tuominen, (Del. Finland), presented a proposal (Agenda Annex 36) to change the Sporting Code, Section 5, paragraph 3.3.3, for large formation records in both FS and CF, which would eliminate need to hold the formation three seconds, or five in CF. Motion passed 24 for, 2 against, 1 abstained Fiona McEachern (FS Committee Chair) presented a motion to change Sporting Code Section 5, paragraph 3.2.6, to allow for a record for the best performance of a women s 4-way team. Motion passed 20 for, 2 against, 2 abstained. 8. Ronald Overdijk (AE Committee Chair) presented a motion to change Sporting Code Section 5, paragraph , to allow for an AE performance record for the largest head-down formation, effective immediately; and an AE competition record for the longest sequence. Motion unanimously passed IPC Internal Regulations Richard Buzz Bennett explained the proposed amendments to the IPC Internal Regulations as contained in Agenda Annexes 30A and 30B, together with the additional provisions concerning paragraphs 3.2 and 3.3 dealing with the five day duration of and schedule for the Plenary Meeting. Motion passed with one dissent. 18. TECHNICAL AND SAFETY COMMITTEE Committee Chair Harro Trempenau was not present for the meeting, so Deputy Chair Liam McNulty presented the Committee report The Annual IPC Safety Survey Deputy Chair Liam McNulty presented the results of the 2001 IPC Safety Survey. The Plenary was reminded the importance of the safety reports and to assist their NACs in providing the information. 19. AWARDS 19.1 The FAI Gold Parachuting Medal Germany has nominated Dr. Dieter Strüber to be awarded the FAI Gold Medal in 2004, and the decision will be made at the next IPC meeting The Leonardo da Vinci Diploma In 2002, three nominations were submitted for awarding the Leonardo da Vinci Diploma in 2003, including Mr. Shuji Nakaya (Japan), Mr. Jean-Charles Portier (Switzerland), and Mr. Jung Hoon Lee (Korea). Before this meeting, Mr. Lee asked that his nomination be withdrawn. By secret ballot, a vote was taken to decide if the diploma should be awarded this year. The vote was positive. Then, by secret ballot, it was decided to award the 2003 Leonardo da Vinci Diploma to Mr. Jean- Charles Portier (Switzerland) Faust Vrancic Medal The FAI approved the implementation of the Faust Vrancic Medal at the 2001 General Conference. Germany nominated Mr. Gerd Weckbecker in 2002 to receive the Faust Vrancic Medal in 2003 and, by secret ballot, the nomination was accepted. 20. ANY OTHER BUSINESS Delegates were asked to bring forward any other business for discussion by the Plenary. The Ple nary was advised by President Worth of some awards being developed by Saudi Arabia, which will be managed by the IPC. Delegates can expect more information in next year s Agenda.

9 Bob Card (Alt. Del. UK) asked the Plenary to discuss how the Bureau was changed in 2001 to remove the Competition Committee Chairs as voting members of the Bureau. Max Bishop quoted the By-Laws as reason for the make-up of the present Bureau. 21. ELECTIONS 21.1 Confirmation of IPC Committees and Working Groups The Bureau presented the list of appointed committee and working group members to the Plenary, which gave its unanimous approval (Annex B) The Bureau appointed Pål Bergen as IPC WAG/WG Liaison Officer, and was confirmed by the Plenary The Bureau appointed Leanne Knowles as IPC Media Liaison Officer, and was confirmed by the Plenary The Bureau appointed Richard Buzz Bennett as Secretary of the Sporting Code Working Group, and was confirmed by the Plenary Election of IPC Officers 1. Two nominations were accepted for IPC President: Patrice Girardin (France), BJ Worth. Patrice Girardin was elected IPC President. In accordance with IPC Internal Regulations 5.1.4, the title of IPC President of Honour was unanimously conferred upon BJ Worth. 2. Four nominations were accepted for IPC 1 st Vice President: John Hitchen (UK), Ronald Overdijk (Netherlands), Thomas Tuominen (Finland), Graeme Windsor (Australia). After two ties, Ronald Overdijk withdrew and Graeme Windsor accepted the position of IPC 1 st Vice President. 3. Four nominations were accepted for IPC Vice President: John Hitchen (UK), Rainer Exi Hoenle (Germany), Ronald Overdijk (Netherlands), Thomas Tuominen (Finland). Rainer Exi Hoenle and Ronald Overdijk were elected as IPC Vice Presidents. 4. Richard Buzz Bennett was re-elected IPC Treasurer by acclamation. 5. Larry Bagley was re-elected IPC Technical Secretary by acclamation. 22. DATE AND PLACE OF NEXT IPC MEETING Portugal submitted a letter of intent to host the 2004 IPC Meeting. A motion was made to consider the bid and it was approved unanimously. Carlos Vairinhos (Del. Portugal) presented the bid to host the five-day meeting in Lisbon, with dates of 28 January 1 February. By secret ballot, Portugal was selected as the site of the 2004 IPC Meeting (approval by 2/3 majority of the Plenary is required to move the IPC Meeting from Lausanne, Switzerland) Hosts for future IPC Meetings Delegates were invited to submit bids for 2005 onwards. Poland submitted a bid in the Agenda to host the 2005 IPC Plenary Meeting. Lidia Kosk (Del. Poland) presented the bid. Delegates were reminded that no vote was necessary at this meeting. By a 2/3 majority, Poland was selected as site of the 2005 IPC Meeting, January. Croatia submitted a bid to host the 2006 IPC Plenary Meeting. A vote was taken to consider selecting a site for 2006 and the Plenary decided to wait until the next IPC Meeting 23. ADJOURNMENT: The 2003 IPC Plenary Meeting was adjourned on Tuesday, 4 February 2003 at 1630 hrs.

10 ANNEX A MEMORANDUM OF UNDERSTANDING BETWEEN FAI AND ASIANIA Background: For some years, the Asiania Parachute Federation has been promoting international events in the Asia/Australasia area, and has been successful in helping the development of sport parachuting in several countries which had not previously competed at international level. The FAI/IPC recognises the very positive contribution Asiania has made to the development of Asian sport parachuting and wishes to work more closely with Asiania to carry this development forward to even higher levels. Both FAI/IPC and Asiania acknowledge that there have been failings on both sides. For example, FAI/IPC has until now not played an active enough role in promoting sport parachuting in Asia, and Asiania has not respected the copyright on the FAI Sporting Code, and has allowed non FAI-member countries to participate in international events. Both parties are enthusiastically committed to resolving these problems and forging a new and positive relationship in the future. The purpose of this document is to set out an agreed plan of action for the next 4 years. Agreement: Following discussions that took place at Fortaleza, Brazil, the two parties agreed as follows: Asiania hereby confirms that: 1. FAI/IPC is the sole world authority governing sport parachuting, and is recognised as such by the International Olympic Committee. Any contacts with Olympic authorities on the part of Asiania officials must therefore be co-ordinated with and made in the name of FAI/IPC. 2. The FAI Sporting Code is a copyright document which is the result of much hard work and financial investment carried out over a period of many years. It may therefore be used only with the permission of FAI/IPC. 3. It will take steps to ensure that Asiania countries are represented by properly constituted, legally recognised entities, and that these entities join FAI at least as Temporary Members in the near future. (Competitors from countries that do not have such an entity may compete as individual guests only, not as representatives of their country.) 4. On achievement of paragraph 3, Asiania will make a formal application to become an International Affiliate Member of the FAI. 5. It will work in good faith towards achieving IPC sanctioning for Asiania events to be included on the FAI Sporting Calendar. 6. It will ensure that the President of Asiania is always either a national delegate to IPC, or a person who has been approved by the FAI Member organisation in his country of origin to act in this capacity. FAI/IPC confirms that: 1. It will when necessary create a competition region embracing the Asia and Australasia areas covered by Asiania. 2. IPC Judge Training and Certification courses will be conducted at Asiania -organised events under mutully agreed arrangements.

11 3. IPC will recognise as national judges (for the purpose of subsequent qualification as IPC International Judges) suitable people trained by Asiania in countries that do not have the necessary structures for the training of judges at national level. 4. IPC will provide coaching and support, at Asiania events, under mutually agreed arrangements, for example by encouraging elite competitors and technical staff (eg videographers) to participate as guests. 5. IPC will review its Sporting Code with the intention of producing a simplified version with fewer constraints (eg no FAI Controller, fewer judges, or jump rounds) that can be used in Asiania events. In the meantime, FAI/IPC authorises Asiainia to use extracts from its existing Sporting Code, giving appropriate acknowledgement of the source. 6. FAI/IPC will empower the President of Asiania to speak to relevant authorities on behalf of FAI/IPC in the promotion for the inclusion of sport parachuting in the Asian Games IPC will invite the President of Asiania to report annually to the IPC plenary meeting. This agreement will remain in force until 31 December 2006 and progress will be reviewed annually at the time of the IPC meeting. On expiry of the agreement, both sides will meet to consder how to proceed. Either side may withdraw from this Memorandum of Understanding by serving 3 months notice.
