1 Minutes of the Annual Meeting of the FAI Parachuting Commission held in Jachranka (near Warsaw), Poland January 2005
2 In the Chair: Patrice Girardin, IPC President Representing the FAI: Pierre Portmann, FAI President 1. WELCOME AND ROLL CALL IPC President Girardin called to order the 56 th Plenary meeting of the IPC at 1000 hours, Saturday, 29 January 2005, at the Hotel Warszawianka in Jachranka (near Warsaw), Poland, and introduced the President of the Polish Aeroclub, Mr. Jan Tadeusz Karpinski, who addressed the Plenary and welcomed the delegates. IPC President Girardin asked the Plenary to stand for a moment of silence in memory of the skydivers who died while pursuing their sport in President Girardin conducted the roll call of Delegates, including apologies for absentees, approval of proxies, and, verification of Delegate s authority. Roll call showed that 29 delegates were present and the following proxies were recognized: Kazakhstan to Russia Bulgaria to Poland Brazil to Portugal Venezuela to Spain Estonia to Finland On Sunday, after Kenyan delegate Harro Trempenau departed, Kenya s proxy was given to Canada The Delegates address list was circulated for its annua l update, and will be posted on the IPC website. 2. CONFIRMATION OF MINUTES Minutes of the 55 th IPC Plenary meeting held in Lisbon, Portugal, 31 January 1 February 2004, were approved and have been published on the FAI/IPC website th FAI GENERAL CONFERENCE - FAI ACTIVITIES REPORT FAI President Pierre Portmann presented an overview of FAI s activities in 2004, the results of the 97 th FAI General Conference held in Madrid, Spain, 9-12 October 2004, and FAI s plans for Mr. Portmann, attending his first commission meeting since becoming FAI President in Madrid, said that the WAG concept will be further developed and the FAI is looking at ways to raise funds. The new FAI logo, as part of FAI s centenary anniversary, will be used on all correspondence and a new flag has been created. 4. PRESIDENT'S ADDRESS 4.1 President s Report IPC President Patrice Girardin reported on IPC-related activities in 2004, which was included in the Agenda. Topics of the report included: - The difficulty of enforcing IPC rules for those who are granted authority to conduct FCEs. - A new organizer s agreement being written by FAI headquarters, to be presented for use as soon as it s ready. - President Girardin s inquiry to the FAI for the right to negotiate directly with organizers and by-pass NACs; also his desire for IPC to have more autonomy and more control over how it manages it finances. 4.2 Decisions by the Bureau President Girardin reported on the IPC Bureau s interim work during 2004, which was included in the Agenda. An additional decision was added by 1 st VP Windsor that occurred after the agenda was published but before the meeting opened, which was the appointment of Page 2 of 20
3 jury member Arne Nilsson for the 2 nd World Cup of Canopy Piloting in the USA. The interim actions were approved by the Plenary. 4.3 Mission Plan President Girardin reported on the status of the IPC Mission Plan and its development, which was included in the Agenda. Topics of the report, and proposed team leaders where appropriate, included: - Long term IPC goals are to be maintained as long as the WAGs and WGs remain team leader Graeme Windsor. - The ranking system is to be suspended until such time that the idea becomes acceptable to all delegates. - The mondial structure is to be maintained, with the concept developing into the World Parachuting Championships team leader President Girardin. - Synchronization becomes coordination and needs to be maintained, with an effort to find a common standard that benefits all the disciplines team leader Ronald Overdijk. - Event development is to be maintained, with a review of the world cup format in an effort to find private organizers, and to integrate continental championships as well as parallel structures such as Asiania team leader Rainer Exi Hoenle. - IPC needs to manage its own website team leader Susan Dixon. - Image capture and handling is to be abandoned, in that technical development is so fast that it is not a worthy investment at such a small scale. - Sport scoring and vision becomes presentation and is to be maintained, must become standardized for use in judging and scoring and must be included in the organizer agreements team leaders Graeme Windsor and President Girardin. - The financial plan is be maintained, with the goal of identifying potential sources of income, and the creation of a portfolio team leader Richard Buzz Bennett. - Archives and memory are new items to the mission plan, in that IPC needs to archive history of the sport and especially the IPC team leader Larry Bagley. After the proposals were accepted by the Plenary by vote, each team leader was asked to redefine and submit to the Bureau for action the specifications and actions of their field. 5. WORLD GAMES / OLYMPIC GAMES 5.1 Dr. Rainer Exi Hoenle, IPC Technical Director for the World Games 2005, briefed the Plenary on the IPC s involvement in, and the progress of, the 6 th World Games, to be conducted in Duisburg, Germany in July. 6. WORLD AIR GAMES 6.1 Future World Air Games President Girardin attended the 97 th FAI General Conference in Madrid and participated in the discussion of the future of the WAG. IPC plans no further participation in the WAGs until such time the development of the concept is presented to and approved by the IPC Plenary. 7. GENERAL ISSUES President Giradin asked delegates to think about the future of World Cups and whether they should be replaced with leagues or tours, like the National Skydiving League, Pro-tour and Europa Cup. Also, whether it would be better to have several short IPC competitions throughout the year in order to increase the number of competitions rather than one World Cup for each discipline every other year. There was discussion on how to increase revenue and the need to develop a relationship with private bidders of FCEs. In the future, mondial bids will be addressed in the agenda as a separate item, rather than as part of each competition committee agenda item. The Plenary approved the development of the concepts by the President. Page 3 of 20

TECHNICAL AND SAFETY Technical and Safety Committee Chair, Knut Ekerhovd, reported on the Committee s activities in 2004, which were included in the Agenda, and the results of its open committee meeting. The committee developed and distributed a suggestion for recommendations on wing loading for parachutists with lower than D-category certificates of proficiency. The suggestions will be posted on the IPC website. 8.1 Annual IPC Safety Survey Past Deputy Chair and current advisor to the committee Liam McNulty reported on the results of the 2003 IPC Safety Survey, representing input from 39 nations. A CD was distributed to the delegates for use by their NACs and their technical & safety officers. 9. FINANCE WORKING GROUP IPC Treasurer and Finance Working Group Chair, Richard Buzz Bennett, discussed his report on income, expenditures, and accounts receivable for The WG discussed transitioning from US dollars to Euros and will have a proposal at the next IPC meeting. The WG proposed that the $50 sanction fee would probably remain unchanged for a period of up to three or four years so as to provide information for budgeting over a competition cycle. The proposed IPC Budget for 2005 was presented and the motion to accept the budget for 2005 passed unanimously. 10. FREEFALL STYLE AND ACCURACY LANDING Committee Chair John Hitchen reported on the committee s activities in 2004, which was included in the Agenda, and addressed the Agenda topics discussed by the committee for th World Cup of Champions and 3 rd Junior WPC of S&A Kaluga, Russia, June 2004 Chief Judge Roger Flinn s report was included in the Agenda IPC Anton Malevsky Memorial World Cup and EC in 4-way Open Formation Skydiving and Accuracy Landing - Stupino, Russia, 29 June - 3 July 2004 Chief Judge Igor Tiorlo s report was included in the Agenda and he was invited to receive questions from the Plenary th WPC of S&A Reijka, Croatia, September 2004 Chief Judge Ulf Tingnert s report was included in the Agenda. Jury President Gillian Winter s report was included in the Agenda and she was available for any questions. The written report from the organizer was made available to all Delegates Future WPCs, World Cups, and other First Category Events The USA will host the World Cup of Freefall Style & Accuracy Landing (along with AE, CF and FS), October 2005, at Skydive Arizona in Eloy, Arizona, and was invited to comment on its progress. Due to the possibility of another competing bid coming forward, the USA asked to delay its comments until after the discussion of the Czech Republic bid, included in the Agenda. After the bid from the Czech Republic was accepted, Marylou Laughlin, USA Delegate, informed the Plenary that the World Cup of Freefall Style & Accuracy Landing 2005 in Arizona would not be conducted as planned. The Plenary agreed to release the USA from its obligation, in view of the approved Czech competition Czech Republic presented a bid to host the 4 th EC in Freefall Style & Accuracy Landing 2005, and the 1 st Junior EC in Freefall Style & Accuracy Landing, which was included in the Agenda. The USA moved, by secret ballot, that the bid could only be reviewed if approved by the Plenary by 2/3 majority. The motion failed. Details of the bid include: - Date/place: 29 Aug 4 Sep 2005/Prostejov, Czech Republic - Entry fees: two events (senior) 560, (junior) 395 ; accuracy only (senior) 490, (junior) Page 4 of 20
5 320 ; accompanying persons 320 ; late registration fee 100 (entry includes jumps, hotel accommodations, three meals/day starting with dinner 29 Aug, to breakfast 4 Sep; local transport, banquet) - Aircraft: AN-2, with backup aircraft of LET-410 A motion was made to approve the bid. USA asked for a secret ballot. The bid was approved. Russia discussed its bid for the 3 rd FAI Anton Malevsky Memorial World Cup & EC 2005, which was included in the Agenda. President Girardin declared that the vote on the event would be taken after the Artistic Events report, in that the event includes S&A, Formation Skydiving, and Artistic Events. Russia declared its intent to host FCEs in 2006, and President Girardin declared that discussion of the events would be deferred until after the Artistic Events report, in that it includes several disciplines besides S&A Proposed changes to the Freefall Style and Accuracy Landing Competition Rules Committee Chair John Hitchen proposed and discussed amendments to the Competition Rules, due to S&A Committee deliberations held prior to the Plenary meeting, which were distributed to the Plenary. The rules were approved unanimously. 11. FORMATION SKYDIVING Committee Chair Fiona McEachern reported on the Committee s activities in 2004, which was included in the Agenda, and addressed the Agenda topics discussed by the Committee for IPC Anton Malevsky Memorial World Cup and EC in 4-way Open Formation Skydiving and Accuracy Landing - Stupino, Russia, 29 June - 3 July th WPC of Formation Skydiving (4- and 8-way) and 3 rd WPC of Female 4-way Reijka, Croatia, September 2004 Chief Judge Klaus Wellen s report was included in the Agenda and he was available for any questions. The written report from the organizer was made available to all delegates Future WPCs, World Cups, and other First Category Events The USA will host the World Cup of Formation Skydiving (along with AE and CF), October 2005, at Skydive Arizona in Eloy, Arizona. The organizer was available to answer any questions. Germany will host the 17 th WPC in Formation Skydiving (along with the 6 th WPC of FR & SK and the 4 th WPC of FF), 5 11 August 2006, at Gera (Thüringen), Germany. German delegate Rainer Exi Hoenle was available to answer any questions. Discussion and presentation of Russia s bid for the 3 rd FAI Anton Malevsky Memorial Cup and EC 2005, which was included in the Agenda, was deferred until after the Artistic Events report, in that the event includes S&A, Formation Skydiving, and Artistic Events. Russia declared its intent to host FCEs in 2006, and President Girardin declared that discussion of the events would be deferred until after the Artistic Events report, in that it includes several disciplines besides Formation Skydiving Proposed changes to the Formation Skydiving Competition Rules Committee Chair Fiona McEachern presented proposed amendments to the Competition Rules, and the Sporting Code Section 5, due to FS Committee deliberations he ld prior to the Plenary meeting, which were distributed to the Plenary. CANOPY FORMATION Committee Chair Vladimir Gazetov reported on the Committee s activities in 2004, which was included in the Agenda, and addressed the Agenda topics discussed by the Committee for th WPC of Canopy Formation Reijka, Croatia, September 2004 Chief Judge Barry McAuley s report was included in the Agenda and was available for any questions. The written report from the organizer was made available to all delegates Future WPCs, World Cups, and other First Category Events The USA will host the World Cup of Canopy Formation (along with AE and FS), October 2005, at Skydive Arizona in Eloy, Arizona. Russia declared its intent to host FCEs in 2006, and President Girardin declared that discussion of the events would be deferred until after the Artistic Events report, in that it includes several disciplines besides Canopy Formation Proposed changes to the Canopy Formation Competition Rules Committee Chair Vladimir Gazetov proposed and discussed amendments to the Competition Rules and SC Section 5, due to CF Committee deliberations held prior to the Plenary meeting. A copy of the draft rules for 2005 was distributed to the Plenary, which included rules for 2- way sequential, an event that will be tested at the WC of CF 2005 in Eloy, Arizona. Eightway CF rules are in the 2005 edition of the Competition Rules but the discipline will not be conducted at the WC of CF The Committee Chair agreed to a request to eliminate the word test from the 2-way sequential rules. The changes to the rules were approved unanimously. 13. ARTISTIC EVENTS Committee Chair Ronald Overdijk reported on Committee activities for 2004, which was included in the Agenda, and addressed the Agenda topics discussed by the Committee for th WPC of FR & SK and 3 rd WPC of FF Brazil, September 2004 FAI Controller Ronald Overdijk s report was included in the Agenda and he was available for any questions. Jury President Graeme Windsor s report was included in the Agenda and he was available for any questions. Richard Buzz Bennett (Canadian delegate) expressed an opinion that Brazil s NAC did not perform in accordance with its bid and that Brazil should be prevented from hosting a FCE in the near future. President Girardin proposed to ask the FAI Board of Inquiries to deny Brazil the opportunity to host a FCE for two years beginning immediately. UK Delegate Hitchen pointed out that the subject was not included in the Agenda and should not be discussed without notifying the Brazilian NAC of its intended action. Because the proposal was not in the Agenda, a motion was made to consider the proposal, which required a 2/3 majority. Spanish delegate Alberto Martin Paracuellos asked for a secret ballot. The motion was defeated. Therefore, at this time, no further action with Brazil will be taken Future WPCs, World Cups, and other First Category Events The USA will host the World Cup of Artistic Events (along with CF and FS), October 2005, at Skydive Arizona in Eloy, Arizona. Germany will host the 6 th WPC of FR & SK and the 4 th WPC of FF (along with the 17 th WPC in Formation Skydiving), 5 11 August 2006, at Gera (Thüringen), Germany. Russia s bid for the 3 rd FAI Anton Malevsky Memorial Cup and European Championships 2005, which was included in the Agenda, was discussed. After negotiations between the organizers and the SCWG, it was agreed the FCE would include: Anton Malevsky Memorial Page 6 of 20
7 (AMM) International Cup in Formation Skydiving (4-, 8-way and 4-way female), 6 th Open EC of Formation Skydiving (4- and 8-way), 2 nd Open EC of Formation Skydiving (4-way female), AMM International Cup in Accuracy Landing, AMM International Cup in Artistic Disciplines, 2 nd Open EC in Freeflying, 4 th Open EC in Freestyle Skydiving and Skysurfing. Details of the bid include: - Date/place: 3-10 July 2005/Stupino, Russia - Entry fees: FS one event $600/$330*; FS two events $730/$460; AE one event $565/300; AE two events $660/$390; Accuracy landing $570/$300; accompanying persons $470/$200 - Aircraft: FS & AE LET 410 or Mi-8; S&AL Let 410 or AN-2 or Mi-8 * = first price, complete package (jumps including re-jumps and one training jump, hotel accommodations, three meals/day starting with dinner 3 July to breakfast 10 July; local transport, closing banquet); second price, basic package (jumps including re-jumps and one training jump, lunches on DZ 4-9 July, closing banquet). A motion to accept the bid was approved. Russia declared its intent to host FCEs in 2006, which was not in the Agenda. A motion was made to consider the bid, which required a 2/3 majority, and German Delegate Hoenle requested a secret ballot. The motion passed. Russian Delegate Anatoly Zhirov presented the bid to host the 4 th Anton Malevsky Memorial (AMM) International Cup 2006, the 29 th FAI WPC of Freefall Style & Accuracy Landing 2006, and the 12 th FAI WPC of Canopy Formation Details of the bid include: - Date/place: August 2006/Stupino, Russia - Entry fees: FS one event $890/$490*; CF one event $880/$480; CF two events $1,060/$660; CF three events $1,240/$840; Accuracy landing $810/$410; Accuracy landing & Freefall style $870/$470; Accompanying persons $520/$120 - Aircraft: FS & AE LET 410 or Mi-8; S&AL Let 410 or AN-2 or Mi-8 * = first price, complete package (jumps including re-jumps and one training jump, hotel accommodations, three meals/day; local transport, closing banquet); second price, basic package (jumps including re-jumps and one training jump, lunches on DZ, closing banquet). A motion to accept the bid was approved with one abstention Proposed changes to the Freestyle, Skysurfing and Freefly Competition Rules Committee Chair Ronald Overdijk proposed and discussed amendments to the Competition Rules, due to AE Committee deliberations held prior to the Plenary meeting, which were distributed to the Plenary. One point of contention, the definition of an omission, was removed from the rules so the committee could further consider it. The changes to the rules were approved unanimously. The committee then presented its new definition of an omission and it was approved by the Plenary. 14. PARA-SKI Committee Chair Michael Egger reported on the Committee s activities in 2004, and earlier this year in Switzerland, and addressed the topics discussed by the Committee for Switerland intended to present a bid for a world cup in 2006 and a WPC in 2007 but the bids were withdrawn before they could be considered by the Plenary Future WPCs, World Cups, and other First Category Events The 10 th WPC of Para-Ski will be conducted 7 12 March 2005 in Zabljak, Montenegro (Yugoslavia). Committee Chair Egger visited the site and reported on the progress of the event. Twelve nations of 69 competitors have registered. NACs were encouraged to send potential bids to the IPC bureau by 30 April 2005 so they can be considered by the Bureau as an interim action. A motion to empower the Bureau to act on any bids received by the deadline was approved unanimously. Page 7 of 20
8 14.2 Proposed changes to the Para-Ski Competition Rules Committee Chair Michael Egger proposed and discussed amendments to the Competition Rules, due to Para-Ski Committee deliberations held prior to the Plenary meeting, which were included in the Agenda. A copy of the rules was distributed to the Plenary. The rules were approved with one abstention. 15. CANOPY PILOTING Committee Chair Thomas Tuominen reported on Committee activities for 2004, which was included in the Agenda, and addressed the Agenda topics discussed by the Committee for nd World Cup of Canopy Piloting 2004, Lake Wales, Florida was scheduled for October 2004, but, because of force majeure (hurricane damage), the event was moved to 7 12 February Proposed changes to the Canopy Piloting Competition Rules Committee Chair Tuominen proposed and discussed amendments to the Competition Rules and Sporting Code Section 5, based on Committee deliberations held prior to the Plenary meeting. A copy of rule changes and Sporting Code changes were distributed to the Plenary and the motion to accept the changes were approved with one abstention Future WPCs, World Cups, and other First Category Events Austria declared its intention to present two bids, one for the 3 rd World Cup of Canopy Piloting 2005 & 1 st EC of Canopy Piloting 2005 and one for the 1 st WPC of Canopy Piloting A motion passed by 2/3 majority to allow Austria to present the bids. Details of the WC/EC 2005 bid include: - Date/place: August 2005/Stubenberg am See, Austria - Entry fee: 500 without accommodations; Accompanying persons Late fee 70 - Aircraft: Two Ecureuil AS350 B2 helicopters A motion to accept the bid was approved unanimously. Details of the WPC 2006 bid include: - Date/place: August 2006/Stubenberg am See, Austria - Entry fee: 550 without accommodations; Accompanying persons Late fee 70 - Aircraft: Two Ecureuil AS350 B2 helicopters A motion to accept the bid was approved unanimously. 16. FAI JUDGING Committee Chair Doris Merz reported on the Committee s activities in 2004, which was included in the Agenda, and discussed proposed changes to the Sporting Code Section 5, which were distributed to the Plenary. A motion to accept the changes was approved unanimously FAI Judges List The list of FAI Judges for 2005 were verified, per updates sent to Judges Committee Chair Merz by the deadline of 31 December 2004 and sent to each delegate by , which is included as ANNEX C. Judges Committee Chair Merz nominated the chief judges and IPC controllers for 2005 FCEs: - Montenegro: Para-ski CJ Ulf Tingnert (Sweden) - Czech Republic: S&A CJ Gunther Berendt (Germany) - AMM Meet Russia: IPC controller Klaus Wellens (Germany), FS CJ Elisabet Pettersson (Sweden), AE CJ Florian Ebner (Germany), S&A CJ Bob King (UK) - Austria: CP CJ Rainer Exi Hoenle (Germany) - WCs Eloy: IPC controller Doris Merz (Switzerland), FS CJ Sara Sacchet (Italy), AE CJ Ray Page 8 of 20
9 Williams (Australia), CF CJ Lindy Rochow-Williams (Australia) - Rudy Thys (Belgium) was nominated to serve as CJ S&A at the WC of S&A 2005 in Eloy, AZ, but the USA pulled their support of the meet (see paragraph 10.4). The Plenary unanimously approved the list. Because the Plenary approved the World Cup of Canopy Piloting in Austria, Committee Chair Merz advised the Delegates that they had until 15 March 2005 to nominate judges directly to her for the panel of judges. 17. SPORTING CODE & IPC INTERNAL REGULATIONS Committee Chair of the Sporting Code Working Group Graeme Windsor presented the IPC Jury list, from which names will be taken to form juries at FCEs. The list (Annex A) was approved by the Plenary unanimously. The juries and FAI controllers for the following FCEs in were presented to the Plenary and the motion to approve the list passed unanimously: - WPC of Para-Ski 2005, Montenegro: Cindi Bagley to replace Hannes Gritsch - WC of FS, CF and AE 2005, Eloy, AZ: Richard Buzz Bennett Fiona McEachern Anatoly Zhirov FAI Controller Dr. Rainer Exi Hoenle - EC of S&A 2005 Czech Republic Liam McNulty Dieter Engel Jean Polis FAI Controller Igor Tiorlo - AMM 2005 Russia Gillian Winter Igor Van Aperen Carlos Varinhos FAI Controller John Hitchen - WC of CP 2005 Austria Larry Bagley Pernille Harold Jukka Olkkonen FAI Controller Bob Card - World Games 2005 Germany (non FCE) Graeme Windsor Max Bishop Patrice Girardin - WPC of CP 2006 FAI Controller Thomas Tuominen - WPC of Germany 2006 FAI Controller Carlos Vairinhos Marques 17.1 FAI Sporting Code, Section 5 The Secretary of the Sporting Code Working Group, Richard Buzz Bennett, presented proposals to amend the Sporting Code, Section 5, which were distributed to the Plenary. A notable change included making freefall style and accuracy landing two separate events. A motion to accept the changes was approved unanimously IPC Internal Regulations The changes to the Internal Regulations were included in the Agenda and a motion to pass the changes was accepted unanimously. 10 18. AWARDS 18.1 FAI Gold Parachuting Medal In 2004, the USA nominated Ms. Brenda Reid for the FAI Gold Parachuting Medal and her qualifications were included in the Agenda. The secret ballot to award the FAI Gold Parachuting Medal passed. Therefore, with only one candidate nominated, Ms. Brenda Reid of the USA was awarded the FAI Gold Parachuting Medal, for almost two decades of support and leadership as a national and international skydiving competition judge and for her years of service as a United States delegate to the IPC. Korea nominated Mr. LEE, Jong Hoon to be awarded the 2005 FAI Gold Medal and his qualifications were included in the Agenda Leonardo da Vinci Diploma In 2004, the USA nominated Mr. Scott Rhodes for the Leonardo da Vinci Diploma and his qualifications were included in the Agenda. In 2004, Italy nominated Mr. Alessandro Ruggeri for the Leonardo da Vinci Diploma and his qualifications were included in the Agenda. In accordance with the by-laws, a secret ballot vote was taken to decide if the Plenary wanted to award a diploma. The motion passed. Then, a secret ballot vote was taken to decide which of the two candidates would receive the diploma. The Plenary decided to award the Leonardo da Vinci Diploma to Alessandro Ruggeri of Italy. Germany s nomination of Mr. Marco Pflügar, along with his qualifications, for the Leonardo da Vinci Diploma, was included in the Agenda Faust Vrancic Medal There were no nominations for the award. 19. ANY OTHER BUSINESS Asiania representative Faye Cox, on behalf of Asiania President Lee Jong Hoon, presented her report on Asiania activities in ELECTIONS 20.1 Confirmation of the Committees and Working Groups The Bureau presented the list of appointed Committee and Working Group Chairs, members and advisors to the Plenary for approval. Two nominations were received for Canopy Formation Committee Chair: one from Anatoly Zhirov for Vladimir Gazatov and one from Richard Buzz Bennett for Marylou Laughlin. A secret ballot vote resulted in Ms. Laughlin being elected to serve as Canopy Formation committee chair. IPC PLENARY MEETINGS 21.1 Date and Place of Next IPC Meeting No bids to host the 2006 IPC Meeting were received in time to be included in the Agenda. President Girardin explained his intention to require organizer s agreements and deposits for hosting IPC meetings. The Swedish Delegate, Pia Berggren, expressed an interest to present a proposal to host the meeting. Therefore, in accordance with the IRs, a motion passed by 2/3 majority to allow the bid to be presented. Details of the bid include: - Date/place: January 2006/Stockholm, Sweden - Entry fee: 550, double occupancy, 770, single occupancy and includes one meeting room for 130 persons, three rooms for 10 persons each; at least three computers, three printers, two copy machines, and free internet connection; five nights with breakfast and lunches; two coffee breaks per day. - Entry fee without accommodations at the hotel: Late registration fee: 50 after 1 December 2005 The IRs require a 2/3 majority to move the IPC Meeting from Lausanne. By secret ballot vote, Sweden s bid to host the 2006 IPC Meeting was accepted. 22. ADJOURNMENT: The 2005 IPC Plenary meeting was adjourned at 1115 hours, 30 January Page 11 of 20
