3 1.0 GENERAL INFORMATION The goal of the Sport Canada Athlete Assistance Program (AAP) is to contribute toward improved Canadian performances at major international sporting events such as the Olympic/Paralympic Games and World Championships. To this end, the AAP identifies and provides funding directly to athletes who have already met, or demonstrate the potential to meet the Senior National and International criteria. The Athlete Assistance Program has three (3) objectives: - to financially support Canadian athletes identified by National Sport Organizations (NSOs) using criteria established by Sport Canada as performing at or having the greatest potential to achieve a top-12 team result or a top-8 individual result at Olympic/Paralympic Games and World Championships; - to assist Canada s carded athletes in preparing to engage in full or part-time career activities; and - to enable Canada s carded athletes to participate in year-round national training and competition regimes to further their athletic goals. Under the AAP, eligible athletes have access to the following benefits: - Living and training allowance - Tuition and deferred tuition support - Supplement support - More information on the AAP may be found at The AAP has four levels of cards, which will provide a monthly living and training allowance as follows: Card Type Monthly Allowance Annual Value Senior International Card (SR1/SR2) $1,765 $21,180 Senior National Card (SR) $1,765 $21,180 First Year Senior National Card (C1) $1,060 $12,720 Developmental D Card (Junior) $1,060(minimum 4 months) Up to $12,720 Sport Canada has allocated $169, to Men s Artistic Gymnastics (MAG). The decision for nominating athletes for the next carding cycle will take place following the 2018 Canadian Championships. Therefore, the carding cycle will take place from July 1 to June 30. The nominations will be based on results obtained between June 15, 2017 and June 14, ELIGIBILITY To be considered for carding nomination, an athlete must: - Be a Canadian citizen or a permanent resident of Canada; - Be a member in good standing with Gymnastics Canada and their respective PTO; - Participate in both the 2018 Elite Canada (EC) and the 2018 Canadian Championships (CC) competitions or have received advance permission in writing from the MAG National Team Director (NTD) to miss either of these events. In addition, if an athlete is granted permission to miss either EC or the CC they must also receive written approval from the NTD to receive AAP carding points from another approved International event; 3

4 - Participate in National Team preparatory and annual training programs during the time period in which they are qualifying for AAP support; - Be available to represent Canada in major international competitions, including World Championships, Olympic Games, and Paralympic Games; - Submit their Carding Application and Commitment Form (Appendix 6) by June 15, 2018; - Submit their NT Athlete Agreements by June 15, 2018; - Senior NT athletes must submit their Performance Agreements by June 15, 2018; - Submit their Yearly Training Plan to the National Team Director by July 31, 2018; - To be eligible for a Senior card (SR/C1), an athlete must be age eligible to compete in the Senior category during the carding cycle (carding year); - To be eligible for a D card an athlete must be FIG age eligible, have competed in the Junior category during the carding cycle, and must have participated in a compulsory routine activity in the carding cycle; - Meet the requirements of Sport Canada s AAP found at NON-ELIGIBILITY A Senior athlete is not eligible for carded athlete status if he is training with and/or competing for an American University or other country. Athletes are not eligible if they have not met the criteria set out in Section APPLICATION AND DECISION-MAKING PROCESS The selection of athletes to be nominated for carding will be the responsibility of the MAG Carding Working Group (CWG). The Working Group will be comprised of: - High Performance Director (HPD) - MAG Program Manager - MAG National Team Director - Men s Program Committee (MPC) appointed coach or judge representative, who is currently working with the National Team National team (NT) coaches with athletes being considered for the AAP will not be eligible for inclusion on the CWG due to a conflict of interest, but they may be present to provide information to the CWG. Nominations will be based on the expert assessment of the CWG. The HPD, National Team Director, and Program Manager are responsible for presenting the nominations to Sport Canada for the AAP. All nominated athletes will be required to submit to Gymnastics Canada the Sport Canada AAP Application and complete the CCES online anti-doping education program s two courses: True Sport Clean and Sport Canada - Athlete Assistance Program at the beginning of each new carding cycle. Failure to do so will result in AAP payments being kept on hold until requirement is met. 4

5 5.0 PRIORITIZATION AND SELECTION PROCESS AAP Carding will be allocated in priority order as listed below until the carding quota is exhausted. A maximum total of $169, is available. There must be at least four months worth of funding available to allocate a partial card. PRIORITY ONE: SPORT CANADA SENIOR INTERNATIONAL CRITERIA (SR1/SR2 CARDS) Athletes who have met the international standards at the 2017 World Championships set by Sport Canada and GCG; specifically: - Athlete ranked in the top-8 and top ½ of the field in the all-around final (C-II) or; - Athlete ranked, on one apparatus, in the top-8 counting three entries per country and top ½ of the field after the qualification rounds (C-I) or; athlete competed in any apparatus final (participation of 8 athletes). Athletes who qualify under the Senior International criteria are eligible for two years of AAP support, with the card for the first year referred to as a SR1 card and the card for the second year referred to as a SR2 card. An athlete who meets the international criteria described above will be funded as a SR1 card even if it is the first time they are carded. PRIORITY TWO: SENIOR NATIONAL CRITERIA (SR/C1) Senior athletes who are eligible for carding and have accumulated points set out in the Senior Points Charts will be ranked in the Athlete Ranking List by their cumulative point total. These athletes will be compared against the following targeted objectives that must be achieved at either Elite Canada, Canadian Championships, Level A, or Level B international competitions (see section 6.0 below) beginning with the best ranked athlete. A maximum of eight SR/C1 cards may be allocated for athletes who meet Priority Two. 2.1 Objective 1: A maximum of six SR/C1 cards may be allocated to athletes who achieve an all-around score of 82.0 or higher at a minimum of two different competitions throughout the carding cycle. 2.2 Objective 2: A maximum of two SR/C1 cards may be allocated to athletes (excluding those who met objective 1) who are considered apparatus specialists. On at least one apparatus, they must have achieved a final score equal to, or greater than, the 12 th place score (Appendix 3) from qualifications at the 2017 World Championships on the same apparatus at a minimum of two different competitions throughout the carding cycle. - For vault, scores are compared with final scores (combined two vault average). If the card quota is not exhausted after identifying athletes who have met either objective 1 or 2, then objective 3 will be applied to the Athlete Ranking List. 2.3 Objective 3: A maximum of six SR/C1 cards may be allocated to athletes (excluding those who met objective 1 or 2) who achieve a final score that would rank them in the top 25% of the field on a minimum of three apparatus from qualifications at the 2017 World Championships (Appendix 1). These scores must be achieved within the same day of competition at a minimum of two different competitions, and must be achieved on the same apparatus at both competitions. - For vault, scores are compared with first (team) vaults only, and must have a 5.2 Start Value. If the card quota is not exhausted after identifying athletes who have met either objective 1, 2, or 3, then objective 4 will be applied to the Athlete Ranking List. 5

6 2.4 Objective 4: A maximum of six SR/C1 cards may be allocated to athletes (excluding those who met objectives 1, 2, or 3) who achieve a final score that would rank them in the top 30% of the field on a minimum of three apparatus from qualifications at the 2017 World Championships (Appendix 2). These scores must be achieved within the same day of competition at a minimum of two different competitions, and must be achieved on the same apparatus at both competitions. - For vault, scores are compared with first (team) vaults only, and must have a 5.2 Start Value. If the card quota is not exhausted after Priority Two, then Priority Three will be considered. PRIORITY THREE: INJURY CARD At the discretion of the CWG, up to two SR cards may be allocated based on injury card status, on the condition that there are carding funds remaining. Up to two senior carded athletes, who at the end of the carding cycle have not achieved the standard required for renewal of carding status due to healthrelated reasons, may be considered for re-nomination by the CWG for an injury card as set out in section 7.0. If the card quota is not exhausted after Priority Three, then Priority Four will be considered. PRIORITY FOUR: SENIOR NATIONAL ATHLETES WHO HAVE NOT MET THE TARGETED OBJECTIVES On the basis that carding funds are remaining, a maximum of six SR/C1 cards may be allocated to senior athletes who are ranked in the Athlete Ranking List by their cumulative point total, but who have not met any of the objectives in Priority Two. Allocation will begin with the best ranked athlete who has not already been nominated. If the card quota is not exhausted after Priority Four, then Priority Five will be considered. PRIORITY FIVE: DEVELOPMENT CARDS FOR JUNIOR ATHLETES Development Cards are intended to support the developmental needs of younger athletes who clearly demonstrate the potential to achieve the Senior National card criteria but are not yet age eligible to meet the Senior National card criteria. Should funding become available for a D card it will be allocated in priority order beginning with the best ranked athletes who have earned points from the Junior Points Charts and are ranked on the Athlete Ranking List. The decision-making process for a D card will be the responsibility of the CWG. PRIORITY SIX: ALLOCATION OF ADDITIONAL FUNDING THAT BECOMES AVAILABLE If additional quota funding becomes available due to unforeseen circumstances, funding will be allocated in priority order: 1. Additional funding to any partially funded athletes so that they may receive a full card 2. The highest ranked non-carded Junior athlete from the Junior Ranking List This decision will be made by the CWG. Carded athlete status and all related benefits, including monthly stipend, would most likely be available for less than a 12-month period. A minimum of four months of carding support must be available in order for GCG to nominate an athlete. 6

7 6.0 POINT SYSTEM FOR SENIOR AND JUNIOR RANKING LISTS As a country, Canada needs to focus on being competitive with the top-12 teams in the world. Targeted expectations for NT athletes have been set out and circulated by the NTD in the MAG 2020 Quadrennial Plan (Appendix 5). These targets are necessary if Canada wants to qualify as a team for the Olympic Games in In order to encourage this focus throughout the program, the carding points have been established to reward: - Achieved results as determined by competition scores; an athlete s D scores and final scores obtained in domestic and/or international competition; - Achieved results from the Skills Program; exceptional skill development in training that will lead to targeted D scores, which are comparable with the best gymnasts in the world. The cumulative points charts will be used to rank eligible NT athletes in the Junior and Senior categories. Its purpose is to show achieved performance results throughout the competition season. Points can be accumulated from domestic competitions (Elite Canada and Canadian Championships), specified international competitions, and the Skills Program. International competitions have been divided into two levels. An unlimited amount of Level A competitions, and a maximum of one level B competition may be used to accumulate points. One additional Level B competition may be used in place of Elite Canada if an athlete achieves better results. In the case of an athlete having attended more than the maximum number of events, the competitions with the most overall points would be used. Level A Competitions - Olympic Games, World Championships, World Cups CI & CII, Pan American Games, Commonwealth Games, FISU Games; - All days of competition will have the potential to contribute points; - Reserve athletes named to a Level A competition will be awarded points equal to the lowest points accumulated by any team member. Level B Competitions - World Challenge Cups, Pacific Rim Championships, Pan American Championships, UCIC; - International competitions for assigned NT members that are listed in the MAG program calendar; - NCAA National Championships for NCAA NT athletes; - All days of competition will have the potential to contribute points, except for NCAA Championships. For NCAA Championships, athletes may use only their best score from Day 1 or Day 2 per apparatus and allaround to count towards carding points. Additional competitions may be identified by Gymnastics Canada and communicated to NT coaches and Sport Canada at least 2 months in advance of the competition. For Juniors, all GCG assigned or approved international competitions can be used to accumulate points. No points will be awarded for competitions that are not assigned or approved by the NTD. 7

8 6.1 ACCUMULATION OF POINTS Points are awarded only for the respective carding cycle. An athlete has no points at the beginning of the period during which points are accumulated: June 15 th, 2017 to June 14 th, Senior points will be accumulated from the Senior Points Charts, 2017 World Championships Rankings, and the Skills Program. Junior points will be accumulated from the Junior Points Charts and the Skills Program. Senior athletes who participated at the 2017 World Championships will receive carding points based on the following rankings on each event or all-around from qualifications: 1-8: 25 points 9-12: 20 points 13-24: 15 points 25-36: 10 points 6.2 RANKING LIST The Athlete Ranking List will determine the final ranking of athletes as determined by the CWG based off results from the cumulative points calculations. This list will be provided to Sport Canada. 7.0 INJURY CARD Carding support will be set aside until October 1, 2018 for an athlete who is eligible under section 2.0 and has met the conditions outlined below. If they have not been met, the athlete(s) will no longer be eligible for nomination for carding. It is the responsibility of the athlete and his coach to meet the conditions under 7.1 listed below even if there is no reminder sent by GCG. 7.1 CONDITIONS FOR INJURY CARD STATUS The athlete may be nominated for carding if all of the following conditions have been met: 1. Was previously carded at a SR1/SR2, SR, or C1 level in the most recent carding cycle; 2. The injury or illness was supported by a medical report and a physician s documentation submitted to the Program Manager no later than June 1, The documentation must state: - the date the injury was incurred; - the nature of the injury, and whether or not this is an acute or chronic injury; - that the athlete could not compete at the event or finish the competition; - the rehabilitation protocol, the amount of training the athlete can do in the next 12 weeks, the expected date for a) full recovery and b) return to full training; - the date that the certificate was issued. GCG reserves the right to have the athlete examined by a physician appointed by GCG, at the expense of the athlete. 3. The athlete has competed in at least one GCG assigned competition, Elite Canada or Canadian Championships within the past two years. 8

9 4. The most recent competition results for the athlete (within two years) should demonstrate the athlete was competing at a level consistent with athletes already nominated for a card in this period. 5. The coach of the athlete has confirmed in writing to GCG that the gymnast should be reviewed under the injury card criteria and has submitted to the NTD the modified training program (content, skills, and load) that the athlete will do in July, August, and September. 6. The coach has submitted to the NTD by the 1st of October a report stating the progress made towards complete rehabilitation and indicating the training program that the athlete has followed since the previous report. 7. The NTD may require the athlete to take part in a test event four months after the injury to confirm that the athlete has returned to at least 60% of training (based on hrs. per week as per NT Agreement) and is able to meet the minimum D score on at least 3 apparatus as set out in Schedule A. 8. If the athlete has not been able to return to full training and competition within six (6) months of the start of the carding cycle, the NTD will review the card with the possibility of extension or recommendation to withdraw the card being made to Sport Canada. 7.2 EXTENSION OF VERIFICATION PERIOD If an athlete has not met all the conditions above by October 1, 2018 but has shown significant progress towards full recovery from the injury or illness as assessed by the NTD, he may be given up to January 1, 2019 to meet the conditions. The decision and condition attached to the extension of the deadline will be made by the NTD MAXIMUM NUMBER OF YEARS AT THE SENIOR (SR) CARD LEVEL An athlete is expected to improve each year to maintain a Senior card based on national criteria and to eventually achieve the international criteria. A five-year SR carded athlete must show the potential to achieve the international criteria and must have achieved one of the following objectives at a minimum of two different competitions over the carding cycle to be considered for additional carding. These objectives must be met in either Elite Canada, Canadian Championships, Level A, or Level B competitions. 1. A final score over a 14.0 on three or more apparatus within the same day of competition or; 2. A final score equal to, or greater than, the 8 th place score (Appendix 4) from qualifications at the 2017 World Championships on at least one apparatus. Other factors that may be taken into consideration are: - Number of years on the National Team - Past competition results - Commitment to the quadrennial plan - Health and training environment of the athlete Athletes must compete in at least one FIG approved international competition. All results will be tracked and evaluated. 9

10 The CWG has the responsibility to determine whether an athlete carded for five or more years will be submitted for consideration to Sport Canada. 9.0 DE-CARDING The NTD has the authority to verify, at any time during the carding cycle, that the athlete remains committed to and/or meets the expectations laid out in their individual athlete verification plan, their signed NT Agreement, and their Senior NT Performance Agreement. The duration of the verification is at the discretion of GCG program staff. However, a yearly verification plan has been laid out in the Senior NT Performance Agreement. Should an athlete not be able to meet the verification standards and targets laid out for them this may lead to consideration for de-carding. The decision to recommend to Sport Canada to de-card an athlete will be taken by the CWG. A Senior athlete should meet the following expectations, unless ill or injured: - meet the targets and verifications set out in each athlete s individual plan in coordination with the athlete s coach and the NTD; - demonstrate on an ongoing basis the dedication, determination, and commitment to hard work expected of a carded athlete; - maintain a physical condition in accordance with the status of a carded athlete as determined by the MAG NT Director; - improve his level/performances when compared to the previous Canadian Championships and Elite Canada which means, among other things, competing with new skills, higher D scores, and higher E scores; - compete at least TWO international competitions in the last twelve months and a minimum of one per sixmonth period. 9.1 CONDITIONS FOR DE-CARDING PROCESS In addition to not meeting the targets set out in each athlete s individual plan, as well as NT and Performance Agreements, the NTD may initiate the de-carding process under the following conditions: There is a lack of commitment of the athlete to the National Team training and competition program as indicated by, but not exclusively: - Failure of the athlete to meet the expectations stated above; - Failure to show repeated consistent performances in line with expected targets; - Absence of the athlete from National Team activities without the submission of verifiable documents with regard to injury and rehabilitation protocols, including: o required competitions o training/monitoring activities (camps, joint training sessions, club visitations) o selection activities o inability to perform on their specified apparatus when expected; - Lack of availability of the athlete for verification of health and training status by the MAG Program staff or failure by the athlete to attend a technical verification on all specified apparatus when pre-arranged with the MAG Program staff; - Failure by the athlete to follow the mutually agreed upon rehabilitation protocol in case of an injury; - Failure by the athlete to take part in the development of his individual training plan with his coach and the MAG Program staff; 0 1

11 - Engaging in risky activities that endanger the athlete s ability to train appropriately and remain in good health, including unplanned or un-agreed upon vacations or training breaks without notifying the NTD The NTD has met with the athlete to set corrective steps, timelines for completion of these steps, and parameters according to which the situation will be evaluated once the deadline(s) has arrived The athlete has failed to correct the situation as per the steps, timelines, and evaluation parameters that have been set in and REQUEST FOR REVIEW AND APPEAL 10.1 REVIEW OF DECISION An athlete who is in disagreement with a decision made in the application of the process may request a review by the MAG Program Manager who will refer the matter to the Working Group who made the initial decision. The request must be made no more than two working days from the day of circulation of the final nominations. It must include the rationale supporting the request and the alleged errors in the application of the process. The Working Group will then review the request and make a decision. The Program Manager will distribute the written reasons for the decision to the athlete and coach within three working days from the receipt of the written request. In case of a further disagreement, the athlete may submit an appeal APPEAL Appeals of Gymnastics Canada s AAP nomination/re-nomination decision or of a Gymnastics Canada recommendation to withdraw carding may be pursued only through the Gymnastics Canada review process, which includes an application to the Sport Dispute Resolution Centre of Canada (SDRCC). Appeals of AAP decisions made under Section 4 (Application and Decision Making Process), Section 5 (Prioritization and Selection Process), or Section 9 (De-carding) may be pursued through Section 13 of the AAP Policies, Procedures, and Guidelines. 1 1
