1 IMEKO TC8 CLOSING SESSION Two-day Workshop Traceability to support CIPM MRA and other international arrangements Carlo Ferrero - INRIM IMEKO-TC8 Chairman

2 I was honoured to organise in Torino the IMEKO TC8 Workshop on Traceability to support CIPM MRA and other international arrangements It was organised by the International Measurement Confederation (IMEKO) and the Istituto Nazionale di Ricerca Metrologica (INRIM).

3 The Workshop was organised with the the support of nine international bodies (BIPM, EURAMET, EA, IMEKO-TC11 and TC21, ISPRA, ICE, KRISS).

5 Considering recent TC-8 activities: Workshop/Symposium Torino 1998: Workshop on Evaluation and Check of Traceability with 24 communications IMEKO World Congress Wien (2000) Osaka (2001) Croatia (2003) Rio de Janeiro (2006) from 16 to 28 papers related to TC8 were presented.

6 Torino 2008:Traceability to support CIPM MRA and other international arrangements 78 papers accepted and presented during oral or poster sessions. The full papers selected for presentation are collected in the CD given each participants in the Workshop. The Scientific Committee will select at least 10 papers from oral and poster presentation to be submitted to the IMEKO Journal Measurement for publication.

7 The papers are presented by authors coming from 14 Countries with the participation of the most important NMIs and Universities (USA-NIST, Germany- PTB, Korea-KRISS, UK-NPL, France-LNE, Spain-CEM, Brazil-INMETRO, China-NIM, Poland, Hungary,.). INRIM itself contributes with 20 papers. The program balances the traditional fields with the latest needs for traceability in the science, legal metrology, trade, chemistry, health, environment and new relevant subjects.

8 This Conference has been the largest of our TC8 history, with a total tal of 78 presentation during: 5 Invited Lectures 5 Plenary Sessions 7 Parallel Sessions 2 Poster Sessions 2 Round Tables and 22 oral presentations 26 poster presentations

9 During the conference five invited Lectures werew given by outstanding scientists in the following field: Establishing traceability in chemical and biological measurements s and sports drug testing, Robert Kaarls (Secretary of CIPM and President of CCQM) and Robert Wielgosz (Head of BIPM Chemistry Section, Secretary of CCQM and JCTLM), Traceability is not always a straight line: the non-conventional ways of traceability, Marc Priel (LNE Deputy Director), S. Amarouche (LNE), P. Fisicaro (LNE), Interdependence between measurement uncertainty and traceability. Present and future role of the GUM, Walter Bich (INRIM and Convener of the Working Group 1 of the Joint Committee for Guides in Metrology - JCGM-WG1), The scientific-metrological basis for Metrological Traceability of Measurement Results, Paul De Bièvre (Consultant on Metrology in Chemistry), Deducing measurement capabilities from key comparisons, Horst Bettin (PTB and responsible for EURAMET program on Density).

10 Two round tables were performed on: Accreditation and accredited conformity assessment services as means to support the diffusion and consolidation of the metrological culture and practices in modern economies and societies, chaired by Lorenzo Thione (EA President) and Mario Mosca (SIT), with the participation of the responsibles of the Italian National Accreditation Bodies (NABs), and the representatives of the Ministry of Industry of Tunisia, NIM (China) and ICE (Italy). Metrology and Traceability for Health, with the following themes: Bio-analysis, bio-nano-medicine, chemistry for health, diagnostic, therapies, chaired by Maria Paola Sassi.

19 Dr. Michela Sega and Dr. Maria Paola Sassi was proposed to be a new members of our TC, and the proposal was accepted by the TB in Budapest (September 2008) Dr. Nieves Medina for Spain (CEM) Dr. Horst Bettin for Germany (PTB) Dr. Paul De Bièvre for Belgium Have accepted to be new TC8 Member before tris conference. The IMEKO President Prof. A.M. da Cruz Serra will propose in few weeks a name for the Portugal member

20 Dr. Nieves Medina Dr. Horst Bettin Dr. Paul De Bievre have partecipated at the TC8 Meeting yesterday evening as observers. The proposal was accepted by the TC8 was accepted by the TC8 Technical Committee and will be presented at the next TB and GC in Lisbon 2009

21 Note that according to the Section of the IMEKO Constitutions and By-Laws: A member of a TC is selected for expert competence in the technical discipline of the TC. The member acts as an individual and not as the representative of an MO or other organisation except IMEKO. Candidates for membership in a TC may be proposed to the TB by the Chairman of an existing TC, an MO or an Officer of IMEKO. All TC members must be approved by the TB and shall serve voluntarily without compensation from IMEKO.

22 Regarding the point 5) of the Agenda: How to support the organisation of the next IMEKO World Congress (Lisbon, September 2009). During the TC8 Meeting the partecipants agreed with the following proposal: TO ORGANISE IN LISBON -Scientific Sessions (4 oral sessions and one poster session with about papers), -two Round Tables on the traceability to support new fields of interest for metrology: a) Metrology and Traceability in Chemistry; b) Metrology and Traceability for Health, Doping and Environment. Traceability in Chemistry could be organised in cooperation between TC24 (Chemical measurements) and TC8

25 Where and when to organise the next TC8 conference This topic was discussed in Budapest (September 2008) and more deeply in this TC8 Technical Meeting. A proposal, already discussed with the chairman of TC24 (P. Charlet, LNE) is to have a joint event with TC24 and TC23 in France (Sept. 2010) The TC8 Members agree with the proposal. Some Industrial Italian sponsors could be interested to support also a TC8 conference in France.

26 The TC8 Member also discussed about the proposal of the Chairman to organise ad hoc Working Groups, inside the general list of the TC8 members, on special topics (chemistry, legal metrology, medicine) to improve the future activities of our TC8.

27 1. OFFICERSHIP OF TC-8 AFTER IMEKO WORKSHOP IN TORINO The TC8 Members agree with the proposal of several members to Carlo Ferrero of INRIM to continue to serve as Chairman of the TC8 Technical Committee until the end of the next Joint Conference with TC 24 and TC23 in Paris (September 2010) Carlo Ferrero accepted this invitation but remember that, after the Conference in 2010, could be useful that Dr. Choi from the KRISS will be the new Chairman of TC8 by considering that in 2012 the next IMEKO World Congress will be organised in Korea by the KRISS. All the decision will be transmitted by the TC8 Chairman to Dr. Dae Im Kang as President of the Technical Board and to Karolina Havrilla as IMEKO Secretary
