1 A OUR MISSION: To maximize visitation to the Adirondack region by operating our venues (Olympic Center, Olympic Sports Complex, Olympic Jumping Complex, Whiteface Mountain, Gore Mountain) in a fiscally responsible manner while at the same time promoting environmental awareness, safety, fun, and the Olympic spirit. NOTE THAT ORDA s IMMINENT TAKEOVER OF BELLEAYRE MOUNTAIN IN THE CATSKILLS WILL BE CONSIDERED AND INCORPORATED INTO A NEW MISSION STATEMENT

2 PERFORMANCE MEASURES ORDA s performance goals are embodied in its Mission. Consequently, ORDA evaluates its performance on a myriad of factors and recognizes that no single measure of performance defines its success. It further recognizes that no piece of statistical data can be isolated in time as a measure of success because there are dynamic factors that influence the true value and meaning of each metric. Many of these factors are beyond ORDA s control and include, but are not limited to, the state of the economy, rate of inflation, anomalies (i.e. weather), and job market. Accordingly, ORDA strives to mitigate these factors by utilizing pertinent data, recognizing trends, and scrutinizing the decision-making process. ORDA also believes that success is derived from much more than mere numbers; success is a fluid concept that must recognize an organization s viability depends upon satisfying stakeholders and ensuring that their demands are met. As such, ORDA considers the following as it pertains to accomplishing its mission. To maximize visitation to the Adirondack region Bed tax Economic Impact Study ORDA visits Festivals; concerts; retreats; conferences held in the Adirondack region Steps ORDA is taking to improve visitation (modernization, experiences, infrastructure, etc) by operating our venues (Olympic Center, Olympic Sports Complex, Olympic Jumping Complex, Whiteface Mountain, Gore Mountain) in a fiscally responsible manner Personnel costs comparisons NPS spending comparisons State of economy (CPI, recognized factors) Revenue generation Initiatives implemented to increase revenue/reduce spending X factors: state funding / sponsorships (overall economic climate) Cost/benefit analyses Adherence to procurement policies Audit while at the same time promoting environmental awareness, safety, fun, and the Olympic spirit Initiatives taken to be Green/more energy efficient, safe, fun Initiatives encouraging customers/visitors to be green, safe, fun Injuries/ WC claims Olympic initiatives International competitions Events Athlete Development (partners, programs) Use as training facilities Customer/client satisfaction Stakeholder perception Product quality

3 PERFORMANCE MEASURES SUMMARY REPORT This summary report is based on self-examination for the period for FY s through In examining the pertinent data and mitigating factors, ORDA has determined that is fulfilling its Mission by striving to accomplish its goals as defined within its Mission. ORDA s Mission can be separated into three distinct action areas: (1) To maximize visitation to the Adirondack region (2) by operating our venues (Olympic Center, Olympic Sports Complex, Olympic Jumping Complex, Whiteface Mountain, Gore Mountain) in a fiscally responsible manner; (3) while at the same time promoting environmental awareness, safety, fun, and the Olympic spirit The Mission is further delineated by the emphasized power words of each action area (underlined): maximizing visitation; operating in a fiscally responsible manner; and promoting environmental awareness, safety, fun, and the Olympic spirit. Summaries of each action area are provided as follows: Action Area 1: To maximize visitation to the Adirondack region As a primary economic development engine for the North Country, ORDA recognizes that it cannot look at its own visitation in isolation of the region s visitation to determine its success: if our constituents are failing economically, we are defeating our purpose. Therefore, we look to both ORDA and the region to determine if we are meeting our Mission. While ORDA s visitation saw a 2% increase over the three year examination period, we have also noted that the Essex County Bed Tax revenue numbers increased by roughly 11% over the same period. We also find it significant that we continue to be a leader in drawing major events to the area such as: Festivus Faceoff (NCAA Division I Hockey Tournament) NCAA Division III Frozen Four (National Championships), Harlem Globetrotters, CSEA OSHA Conference, Smucker s Stars on Ice, USA Hockey Junior World championship Evaluation Camp 2012 FIBT Bobsled and Skeleton World Championships, Flaming Leaves Festival FIS World Cup Freestyle Skiing Empire State Winter Games It should be noted that the above list is by no means all inclusive, but rather meant to highlight major events ORDA brings to the area.

4 In addition, we are also constantly pursuing additional avenues for visitation to the region. Recent accomplishments include: Securing a 3 year agreement for the ECAC Division I Hockey Tournament Grand opening of the The Conference Center at Lake Placid 1 ORDA also has outreach programs such as its collaborative effort with ISKINY and I Love NY to host an annual Media Night in New York City to promote skiing in New York state. Additionally, ORDA annually works with NYC Parks and Recreation to create an event in Central Park to bring snow to NYC residents (kids) as well as for marketing our assets. The above all contributes to ORDA s economic impact to New York State which has been determined to be about $350,000,000 annually 2. While ORDA has determined that it is satisfying action area Action Area 1, we have still identified the following focus areas for the future: (1) With the imminent addition of Belleayre to the auspices of ORDA, reassess the Mission Statement to include the Catskill region; (2) Develop relationships with Catskill area regional tourism/economic development agencies and implement programs to supplement tourism to the Catskill region; (3) Continue to foster a collaborative relationship with the Regional Office of Sustainable Tourism in promoting and selling the area especially as it pertains to the new Conference Center at Lake Placid; (4) Tap into both the Adirondack Region and Catskill Region resources for the mutual benefit of both areas. (5) create additional avenues with the US Olympic Committee and sports federations to prepare athletes for the upcoming Olympics in Russia Action Area 2: by operating our venues (Olympic Center, Olympic Sports Complex, Olympic Jumping Complex, Whiteface Mountain, Gore Mountain) in a fiscally responsible manner In determining ORDA s success with respect to Action Area 2, we looked at hard data regarding spending. While payroll costs have remained flat or below previous years, there was a significant increase in Personal Service Spending (PS) from FY to (almost 15%), due to significant increases in certain costs that we do not set such workers compensation premiums, health insurance premiums, employer contribution to the New York State and Local Retirement Systems. We therefore find it very significant that FY PS costs remained relatively flat when compared to FY (up by only four tenths of a percent). For the same period, Non-personal service (NPS) costs remained relatively flat over the same period: 09-10: $ 12.6 million 10-11: $ 11.8 million 11-12: $ 12.0 million 1 Operated and managed by ORDA 2 See and

5 In view of the state of the economy (increased energy costs, increased costs of goods, etc.), ORDA is more than satisfied with this level of disciplined spending and is indicative of doing more with less. As far as revenue generation is concerned, ORDA saw excellent years in FY and FY with roughly $24.4 million and $26.7 million in each respective year. FY11-12, however, saw a significant decline in revenue from the previous 2 years: $22.9 million. As much as weather contributed to successful years in FY and 10-11, much of the declines can be attributed to one of the worst ski seasons in recent memory with many ski areas in the northeast not even opening for the season or having a severely shortened season. Nevertheless, ORDA continues to seek, albeit minor in the overall scheme or revenue generation, additional sources to supplement skiing revenue. The Olympic Jumping Complex began a tubing program which generated over $40,000 in revenue for and both the Olympic Sports Complex and Olympic Jumping Complex initiated self-operations for concessions which has accounted for over $200,000 in revenue since opening in Beyond revenue and expenses, ORDA continues to explore cost saving initiatives especially in energy by purchasing energy efficient compressors and snow guns and seeking alternative energy sources such as hydro-electric power. While ORDA has been very disciplined in its spending, we nevertheless believe the following should be focus areas for the future: (1) Incorporate and educate Belleayre into ORDA s business model and procurement policies; (2) Assess Belleayre s current business practices and implement efficiencies; (3) Continue to refine procurement policies and internal control policies; (4) Address any recommendations from independent auditors Action Area 3: while at the same time promoting environmental awareness, safety, fun, and the Olympic spirit ORDA has continued to address environmental concerns. This is exemplified by its efforts to maintain a viable habitat for the Bicknell s thrush and introducing more energy efficient compressors and snow guns at the skiing and riding facilities. While on its face, the number of injuries in relation to the total number of worker days ORDA has appears relatively low, our experience modification with respect to workers compensation insurance is relatively high. While we recognize this is due in some part to the nature of work (classified as amusement for workers comp purposes) and past major claims, ORDA needs to further its safety objectives for the future by setting goals with respect to preventing on the job accidents and injuries. ORDA continues to promote its relationship to the Olympics: we hosted a Lake Placid Friendship House at the 2010 Vancouver Games. In addition, two ORDA sponsored athletes saw great success at Vancouver: Andrew Weibrecht winning a Bronze Medal and Billy Demong winning Gold and Silver.

6 Continued responsible expansion at our ski and riding centers also contributes to our mission: (glades at Gore Mountain and Lookout Mountain at Whiteface are 2 such examples). In addition, ORDA s Sports Development Department continues to introduce area youth to Olympic sports by partnering with school and various other youth groups to teach today s children various Olympic sports and team building concepts. Recommendations for the future: (1) Explore opportunities at Belleayre with respect to youth sports development; (2) Continue to seek ways to reduce injuries and workers compensation insurance premiums; (3) Explore additional ways to inform the public of ORDA s desire to be environmentally friendly; (4) Explore additional ways to communicate and educate ORDA stakeholders regarding ORDA s objectives and successes While ORDA continues to seek fulfillment of its Mission, we also recognize that unless we continue to expand our horizon and way of thinking, we run the danger of accepting the status quo. We therefore have identified specific points of improvement for each respective Action Area. And while there are factors beyond our direct control which impact our successes, recognizing these same factors help educate and prepare us for the future.
