ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Olympic Games. Additional IF Requirements: To be eligible to participate in the Rio 2016 Olympic Games, all athletes must: - Have appeared on the official ISAF World Ranking List at any time between 01 August 2014 and 01 June 2016 or - Have competed in at least one of the Olympic Qualification Events. 4 QUALIFICATION SYSTEM GAMES OF THE XXXI OLYMPIAD RIO 2016 HOST COUNTRY PLACES The Host Country is guaranteed one (1) quota place in each event: eight (8) men s quota places and seven (7) women s quota places. The deadline for the Host Country NOC to confirm the use of their quota places is 1 June TRIPARTITE COMMISSION INVITATION PLACES Four (4) Tripartite Commission Invitation Places are made available to eligible NOCs at the Rio 2016 Olympic Games. - Two (2) men s quota places in the One Person Dinghy event and two (2) women s quota places in the One Person Dinghy event. - To be eligible for a Tripartite Commission Invitation Places in Sailing, an athlete must meet the eligibility requirements as stated in Section C The International Olympic Committee will invite all eligible NOCs to submit their requests for Tripartite Commission Invitation Places (date TBC). The Tripartite Commission will confirm, in writing, the allocation of invitation places to the relevant NOCs after the end of the qualification period for the concerned sport (date TBC). Detailed information on Tripartite Invitation places is contained in the Rio Tripartite Commission Invitation Places Allocation Procedure. E. CONFIRMATION PROCESS FOR QUOTA PLACES Following each qualification event, ISAF will publish the results on its website ( and inform the respective NOCs of their allocated quota places. The NOCs will then have until 1 June 2016 to confirm if they wish to use these quota places, as detailed in paragraph H. Qualification Timeline. F. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED QUALIFICATION PLACES Stage 1: If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated within the same event to the next best ranked NOC, irrespective of the continent, not yet qualified, based on the results of the 2015 World Championships. Stage 2: If there are still unused quota places following this process the quota places will be reallocated within the same event to the next best ranked NOC, irrespective of the continent, not yet qualified, based on the results of the 2014 ISAF Sailing World Championships. Stage 3: If there any unused quota places following this process the quota places will be allocated first to the Men s One Person Dinghy and secondly to the Women s One Person Dinghy event to the next best ranked NOC, irrespective of continent, not yet qualified, based on the results of the 2015 World Championships. 6 2015 Code of Conduct US Sailing Team Sperry US Sailing Development Team The Athlete hereby pledges to uphold the spirit of the US Sailing Team Sperry (USSTS) Code of Conduct (the Code ), which offers a guide to the Athlete s conduct as a member of the USSTS. The Athlete acknowledges that he or she has a right to a hearing if the opportunity to compete is denied or if charged with a violation of this Code. The Athlete commits to familiarization with the Code and understands that acceptance of its provisions is a condition of selection to the USSTS. As a Member of the USSTS, the Athlete hereby promises and agrees that s/he: Will abide by all rules related to the USSTS selection procedures as approved by US Sailing and the U.S. Olympic Committee (the USOC ) where applicable; Has acted and will act in a sportsmanlike manner consistent with the spirit of fair play and responsible conduct; Will maintain a level of fitness and competitive readiness that will permit performance at the maximum of the athlete s abilities; For USSTS members, athletes will keep up with their whereabouts and will not commit a doping violation as defined by the International Olympic Committee (IOC), World Anti-Doping Agency (WADA), the International Sailing Federation (ISAF), the United States Anti-Doping Agency (USADA), and the United States Olympic Committee (USOC); Is not currently serving a doping violation and does not have a pending or unresolved doping charge; Will not engage in any conduct that is criminal under any laws applicable to the athlete, including, but not limited to laws governing the possession and use of drugs and alcohol and providing of drugs to any person and of alcohol to minors; Is eligible to compete under the rules of ISAF; Will refrain from conduct detracting from his/her ability or that of teammates to attain peak performance; Will give careful consideration to the possibility of incurring injuries that would jeopardize the ability to compete in sailing events, prior to participating in potentially hazardous sports such as skiing, snowboarding, hang gliding, rock climbing, parachuting, base jumping, water skiing, wake boarding, etc. Will respect the property of others whether personal or public; Will respect members of the USSTS, team coaches, staff members, other teams, supporters, spectators and officials, and engage in no form of discriminatory behavior or verbal, physical or sexual harassment or abuse; For USSTS members, athletes will follow the USSTS rules, including, for example rules regarding required attendance at USSTS meetings; Will act in a way that will bring respect and honor to the Athlete, teammates, US Sailing, team supporters, the US Olympic Sailing Program and the United States; and Will remember at all times that s/he is an ambassador for the U.S. Olympic Sailing Program, US Sailing, the USA, and the Olympic Movement. The Athlete acknowledges that failure to comply with any of these terms may result in expulsion from the USSTS, and/or forfeiture of the right to represent US Sailing and/or the USOC at international events, including, but not limited to the Olympic Games. US Sailing will follow all due process requirements of the US Sailing Regulations and Bylaws and the US Olympic Committee Bylaws before declaring an athlete ineligible to participate. 7 2014 NGB-Athlete Agreement Olympic Classes US Sailing Team Sperry Membership on the US Sailing Team Sperry ( USSTS ) is both a benefit and a responsibility. The following agreement outlines the terms under which US Sailing provides USSTS members with support and benefits. Also outlined are the responsibilities required and consideration requested of USSTS members to maintain active status and receive these benefits. PARTIES TO THE AGREEMENT 1. US Sailing 2. Chris Johnson, Lauren Johnson etc. (hereafter referred to as Athlete ). Athletes who choose to sign this agreement do so as individual athletes. A. TERM The term of this agreement shall begin on the date of the Athlete s signature of this Agreement and the USSTS s Code of Conduct, and shall extend until the 2015 USSTS is named. B. ELIGIBILITY REQUIREMENTS 1. Athlete must qualify through on-the-water performance as prescribed by US Sailing; 2. Athlete must be eligible to represent the United States in the next Olympic Games; 3. Athlete must remain a member of US Sailing; 4. Athlete must commit to weight and strength goals as agreed to between athlete and coach(es); 5. Athlete must fulfill time management goals, reaching quarterly race and training day targets established in athlete s Individual Athlete Plan (IAP) C. BENEFITS PROVIDED TO ATHLETE 1. Financial support: a. Direct Athlete Support: Funding for elite able-bodied athletes is awarded based on agreement between US Sailing and U.S. Olympic Committee ( USOC ), with funding coming directly from the USOC for levels A1, A2 and A3. A4 is paid by US Sailing. Qualification for Direct Athlete Support is based on athletes meeting the stated Tasks (see Appendix 1), as determined by US Sailing and approved by USOC, and presented annually. Direct Athlete Support comes with the requirement to travel to international competition (as detailed in Appendix 1) and adherence to IAP and Performance Enhancement Team (PET) programs; b. Performance Bonus Pool: These are USOC grants awarded to able-bodied athletes who place in the top 5 at three major 2014 events. Major events for 2014 are ISAF Sailing World Cup Miami, Princess Sofia Trophy and SOF Hyeres. A schedule of Performance Bonus Pool Awards is included in Appendix 1. c. Operation Gold: This is a USOC grant, awarded to able-bodied sailors who finish in one of the top eight places at the 2014 ISAF Sailing World Championships in order to qualify for Operation Gold Awards. USOC sets the guidelines and rules for Operation Gold and this agreement in no way supersedes USOC rules. A schedule of Operation Gold awards is included in Appendix 1; d. Enhanced Operation Gold Performance Bonuses: Top 12 finishes at the 2014 ISAF Sailing World Championships will earn an Enhanced Operation Gold Performance Bonus ( Enhanced Op Gold ). Minimum bonus levels for Enhanced Op Gold are outlined below. Bonuses could be higher depending on remaining size of pool and results. Final bonus pool amounts will be announced following the 2014 ISAF Worlds. 8 2. Performance Support: a. Coaching: Will be provided for training camps and international events in classes selected for the 2016 Olympic Games, as designated by the High Performance Director in advance. b. Fitness: Access to USSTS Performance Enhancement Team (PET) of fitness, nutrition, physical therapy, sports psychology experts and our consulting team doctors. A roster with contact information for our Fitness and Medical team is available. c. Olympic Training Centers: Athletes have the opportunity to participate in US Sailing-designated training events at the Olympic Training Centers. 3. Logistical Support: a. Support from Olympic staff, Josh Adams, (Managing Director of U.S. Olympic Sailing), Charlie McKee (High Performance Director), Meredith Muller (Olympic Manager), Commercial Manager, Will Ricketson (Olympic Communications Manager) and the Olympic & Paralympic Coaching Staff; b. Shipping support on a space-available basis: i. Shipping to and from international events based on a preannounced shipping schedule; ii. Customs information and documentation; c. US Sailing Center - Miami (USSC): USSTS members are allowed to store a boat at the USSC, free of charge, year-round, except during Orange Bowl in December. Arrangements must be made directly with USSC staff. 4. Fitness and Medical Support a. Develop fitness plans with Medical Coordinator, Chris Hererra. b. Support from Medical Director, Dr. Lee Kaplan. All contact with Medical director for injuries, illness, etc is organized by Medical Coordinator. c. Jaguar Therapeutics All team athletes have access to Jaguar Therapeutics in Miami 5. Fundraising Support: a. Concepts, Strategy and Planning. Managing Director Josh Adams is available to members of the USSTS to discuss fundraising strategies, look at fundraising letters and newsletters and help create a credible fundraising program; b. Ability to use USSTS logo in personal fundraising efforts. All usage of USSTS logo must be approved by the Commercial Manager or Communications Manager before copy is made final. 6. Marketing and Communication Support: a. Support from Commercial Manager and Will Ricketson (Olympic Communications Manager) b. US Sailing will promote USSTS and its members, through a variety of channels and programs, which may include press releases, speaking events, video, social media, blogs, fund raising, advertisements, websites, public relations, and marketing programs in conjunction with sponsors and suppliers, etc. c. US Sailing will provide access to USSTS public relations staff to assist in obtaining visibility through the media on a local and national level; i. Annual press release announcing USSTS; ii. US Sailing s ISAF Sailing World Cup Miami coverage; iii. ISAF Sailing World Cup coverage; d. Access to USSTS class-based distribution lists; e. Promoting the Team and USSTS members to the sailing community and US Sailing members via: i. USSTS Facebook page and Twitter; ii. Links from sailingteams.ussailing.org to USSTS athletes websites and/or blogs; United States Sailing Association NATIONAL GOVERNING BODY FOR THE SPORT OF SAILING 2014 Athlete Agreement - Olympic 2 of 5

9 iii. Exposure on iv. Coverage in the e-newsletter The Medalist; v. Coverage in US Sailing s weekly e-newsletter, e-us Sailing; vi. Coverage in US Sailing video. f. USSTS may use or authorize the use of an Athlete s individual image, picture, likeness, voice, name, quotes or biographical information for the purpose of promoting the USSTS to the news media. g. US Sailing will provide updated information as necessary to USSTS members identifying all US Sailing sponsors, what support they offer and how USSTS members can qualify. h. The logo described herein shall be the US Sailing Team Sperry logo, a copy of which is located at the top of this page. The Commercial Manager or Olympic Communications Manager will provide the logo to USSTS members. 7. Insurance: A. Number of Elite Athlete Health Insurance ( EAHI ) slots allocated: 15 B. Eligibility and Criteria Approved for EAHI: Up to 15 sailors will be awarded EAHI based on the criteria indicated below (allocation per class indicated below): Class Start date Laser Radial (1 slot): January 1, 2014 Laser (1 slot): January 1, 2014 Finn (1 slot): January 1, Men (2 slots): January 1, Women (2 slots): January 1, er (2 slots): January 1, 2014 The top US athlete/team from the 2013 World Championships in the following classes will be offered EAHI coverage: Laser, Radial, Finn, 49er Men, 470 Men, 470 Women. If a sailor/crew declines the EAHI, it will be offered to the highestplacing sailor/crew in that class based on performance at the 2014 ISAF Sailing World Cup Miami. If that sailor/crew is the same sailor/crew already offered EAHI, the second highest placing sailor/crew in that class will be offered EAHI. If slots remain in a class after the above criteria has been exhausted, the open slots will be decided by the Managing Director using an evaluation of future competitive potential and past performance history. If both sailors from the same boat desire to have an EAHI slot and only one slot is available, or if the slot is allocated to only one member of a double-handed team, then the distribution of the slot(s) will be decided by the Managing Director using an evaluation of future competitive potential and past performance history. If crew/team changes occur and an enrolled athlete is no longer campaigning, their slot may no longer be available. There will be no roll downs beyond the second highest finisher therefore if any slots remain vacant, they will go unused. Class Start date RS:X Men (1 slot): March 1, 2014 RS:X Women (1 slot): March 1, 2014 Nacra 17 (2 slots): March 1, er FX (2 slots): March 1, 2014 The top US athlete/team from the 2014 ISAF Sailing World Cup Miami in the following classes will be offered EAHI coverage: RS:X Men, RS:X Women, 49er FX and Nacra 17. If a sailor/crew declines the EAHI, it will be offered to the second highest placing sailor/crew in that class. If both sailors from the Nacra 17 or 49er FX class desire to have an EAHI slot and only one slot is available, or if the slot is allocated to only one member of a double-handed team, then the distribution of the slot will be decided by the Managing Director using an evaluation of future competitive potential and past performance history. If crew/team changes occur and an enrolled athlete is no longer campaigning, their slot may no longer be available. There will be no roll downs beyond the second highest finisher therefore if any slots remain vacant, they will go unused. D. ATHLETE S RESPONSIBILITIES Athletes who qualify for the USSTS elect to do so and by signing this agreement they agree to adhere to the rules and responsibilities listed below. Furthermore, Athletes are requested to give strong consideration to participating in US Sailing marketing activities as described below. Failure to comply with these rules and responsibilities will jeopardize the funding and support an Athlete receives from US Sailing and potentially from USOC, as well as their membership on USSTS. 1. Commitment to a program of preparation with the intent of qualifying for and competing in the next Olympic Games; 2. Athletes must create an overall schedule as well as a plan to be discussed with and approved by the High Performance Director. 3. Team members shall train for and compete in World Championships (in unusual circumstances dispensation may be granted by HPD with prior written approval). Athletes who qualify shall also train for and compete in Rio Test Event unless otherwise agreed to by HPD. 4. Athletes on funding level A1, A2, A3, or A4 are required to develop a fitness plan with Medical Coordinator. Information on chosen physical trainers must be sent to the Medical Coordinator and High Performance Director. 5. Completion of the USSTS health form, signed by a licensed medical physician. This form must be updated every two years; 6. Compliance with the drug testing policies and procedures of the International Olympic Committee (IOC), International Sailing Federation (ISAF), World Anti-Doping Agency (WADA), the United States Anti-Doping Agency (USADA), and the United States Olympic Committee (USOC); 7. Availability to the media on a regular basis for promotion of yourself and USSTS, when not in direct conflict with athlete s competitive training and racing schedule; 8. Representation of the USOC, US Sailing, and the OSC in an appropriate and sportsmanlike fashion, including abiding by the established code(s) of conduct (See USSTS Code of Conduct); 9. Athletes must place the USSTS logo on personal campaign websites. Athletes are encouraged to place it in all locations where the athlete s list of sponsors/supporters appear, and linked to This includes athlete blogs. Any blogs should be linked to any central US Sailing Team website. Athletes are also encouraged to link to the USSTS Facebook page and Twitter feed from their personal campaign websites; 10. Cooperation with US Sailing in providing sponsors and suppliers with product testimonials and product feedback as appropriate and when requested. However, if an athlete has a personal sponsor in direct conflict with a USSTS sponsor, US Sailing will not make the request; 11. The Athlete s signature below constitutes a general release, permitting his or her person to be photographed for purposes of memorializing and/or promoting his or her event or US Sailing in a non-commercial manner. The Athlete also grants US Sailing the right to record, broadcast or otherwise utilize their performance in events in any and all media, again for the purposes of promoting the USSTS. US Sailing shall attempt to use images including multiple Athletes when available. US Sailing may not use or authorize the use of an Athlete s individual image, picture, likeness, voice, name or biographical information for the purpose of trade, including any use in a manner that would imply an endorsement of any company, product, or service, without the Athlete s express written permission. 11 In consideration of the potential for extenuating circumstances, US Sailing will consider petitions from athletes for exceptions to these responsibilities on a case-by-case basis. E. DISPUTE RESOLUTION, RIGHT TO A HEARING The Parties agree that any dispute under this Agreement shall first be addressed by good-faith negotiation of the Parties. If a dispute involving a breach, act, omission or interpretation of this Agreement is not resolved by good-faith negotiation, the dispute shall be resolved by a hearing under the grievance procedures in the Bylaws of US Sailing. In the event that the Parties cannot resolve the dispute, either Party may bring any controversy or claim arising out of or relating to this contract, or breach thereof, for final settlement by arbitration administered by the American Arbitration Association under their Commercial Rules. The Parties agree to the above described terms and conditions and indicate so by signing below. The Parties further acknowledge that failure to comply with any of these terms may result in expulsion from the USSTS, and/or forfeiture of benefits and funding.
