SELECTION SYSTEM USA BADMINTON ATHLETE SELECTION PROCEDURES 2016 OLYMPIC GAMES RIO de JANIERO, BRAZIL January 20, Provide the minimum eligibility requirements for an athlete to be considered for nomination to the Team: Nationality/Passport requirements: Athlete must be a national of the United States at the time of nomination. Athlete must hold a valid U.S. passport that will not expire for six months after the conclusion of the Games. Athlete also must be a national of the United States and have a valid U.S. passport in order to compete in any Badminton World Federation (BWF) Olympic Qualification competition Minimum International Olympic Committee (IOC), International Paralympic Committee (IPC) and/or Pan American Sport Organization (PASO) (PAG and PPAG only) standards for participation: Any competitor in the Olympic, Paralympic, Pan American or Parapan American Games must be a citizen of the country of the National Olympic Committee (NOC) or National Paralympic Committee (NPC) which is entering such competitor. For additional information regarding an athlete who is a citizen of two or more countries, has changed his or her nationality or acquired a new nationality, refer to the IOC Charter (Rule 42), the IPC Handbook (Section 2, Chapter 3.1), or the PASO Statutes (Article XXII, Sections 4 and 5) Minimum International Federation (IF) and/or Continental Federation (CF) standards for participation (if any): An athlete must be eligible under BWF and PASO rules. Eligibility rules will be posted on the following websites - BWF at

2 and USA Badminton (USAB) at Badminton/USAB To be eligible to participate in the Rio 2016 Olympic Games, all athletes (including athletes receiving Tripartite Commission Invitation Places) must have played in a minimum of three (3) tournaments in their respective event counting towards the World Ranking Lists during the Olympic qualifying period and be registered in the World Ranking Lists of 5 May Other requirements (if any): Athlete must be a current member in good standing of USA Badminton Tryout Events: Provide the event names, dates and location of all trials, events and camps to be used as part of the selection process: The respective World Ranking Lists as of 5 May 2016 will be used to allocate the athletes Quota Places in Men s and Women s Singles, as well as Men s, Women s and Mixed Doubles. Each list will be based on results achieved during the period 4 May 2015 to 1 May Participation in any of the following events will count towards the respective World Ranking Lists during the qualification period: Thomas & Uber Cup Sudirman Cup World Championships Super Series Grand Prix Gold Grand Prix International Challenge International Series Future Series Continental Championships (individual and team) Any other BWF international sanctioned event/competition included as part of the World Ranking during the Olympic Qualifying period (4 May, 2015 to 1 May 2016) with prior BWF approval, individual and

3 team events at other multi-sport Games (including the 2015 Pan American Games). Dates and locations for the above events can be found at Provide event names, dates, locations and description of how athletes qualify for the trials, events and camps listed above in (if any). N/A 1.3. Provide a comprehensive, step-by-step description of the method that explains how athletes will go through the selection process to become Team nominees (include maximum Team size). The BWF has established the selection system for Olympic qualification. USAB is required to follow the BWF selection system to qualify U.S. athletes for the 2016 Olympic Games. The entire BWF Olympic Qualification System can be viewed on the BWF website at Singles Pursuant to the BWF Olympic Qualification System (Attachment A), the BWF will use the World Ranking List of 5 May 2016 to allocate 34 individual Quota Places for Men and 34 individual Quota Places for Women to the highest ranked athletes, respecting the maximum quota allocation per NOC per event (maximum team size for singles = 2 quotas per gender for a total of 4 athletes). The 34 Quota Places will include the Continental Representation Places. If the United States has 4 or fewer players who qualify per gender (i.e., from the BWF World Ranking List as of 5 May 2016), USAB will nominate each of those players who have qualified. If the United States has 4 or more players who qualify per gender (i.e., from the BWF World Ranking List as of 5 May 2016), USAB will nominate the 4 highest ranked players based on BWF World Ranking List as of 5 May The BWF Qualification System states that no NOC can qualify athletes in more than two (2) events through the Continental Representation Place system. If a U.S. athlete qualifies in more than 2 events through the Continental Representation Place system, USAB will nominate the

4 athlete based on the highest BWF World Ranking List as of 5 May In the event of a tie in the BWF World Ranking List as of 5 May 2016, USAB will use the following criteria to determine the tie breaker between players: a) The athlete with the highest BWF points total in their top 10 events in which they won a match in the discipline they have qualified for the Olympics as of 5 May b) If still tied, the total BWF points earned between January 1, 2016 and May 1, c) If still tied, the total BWF points earned between October 1, 2015 and January 1, d) If still tied, the BWF points from the most recently mutually contested event will be used. If there is no mutually contested event, then the BWF points from the most recent equally graded event will be used. Doubles Pursuant to the BWF Olympic Qualification System (Attachment A), the BWF will use the World Ranking List of 5 May 2016 to allocate 48 Pairs Quota Places to the 16 highest ranked pairs in each event (Men s, Women s and Mixed), respecting the maximum quota allocation per NOC per event (maximum team size for doubles = 2 quotas per gender for a total of 8 athletes). The 48 pairs Quota Places will include the allocation of Continental Representation Places. If the United States has 2 or fewer pairs (4 total athletes) who qualify per gender (i.e., from the BWF World Ranking List as of 5 May 2016), AND all pairs are ranked between 1-8 on the BWF World Ranking List as of 5 May 2016, USAB will nominate each of those pairs who have qualified. If the United States has 4 or more pairs who qualify per gender (i.e., from the BWF World Ranking List as of 5 May 2016), USAB will nominate the highest ranked pairs based on BWF World Ranking List as of 5 May 2016.

5 1.3.1 The BWF Qualification System states that no NOC can qualify pairs in more than two (2) events through the Continental Representation Place system. If a U.S. pair qualifies in more than 2 events through the Continental Representation Place system, USAB will nominate the athletes based on the highest BWF World Ranking List as of 5 May In the event of a tie in the BWF World Ranking List as of 5 May 2016, USAB will use the following criteria to determine the tie breaker between pairs: a) The pair with the highest BWF points total in their top 10 events in which they won a match in the discipline they have qualified for the Olympics as of 5 May b) If still tied, the total BWF points earned between January 1, 2016 and May 1, c) If still tied, the total BWF points earned between October 1, 2015 and January 1, d) If still tied, the BWF points from the most recently mutually contested event will be used. Provide rationale for utilizing discretionary selection (if any): N/A 2.2. List the discretionary criteria and explain how they will be used (if any): N/A 2.3. Provide the name of the committee that will be responsible for making discretionary selections, along with a complete list of the members titles currently serving on the committee: N/A

6 Specify the process that will be used to identify and handle any potential conflicts of interest involving a member of the committee. Any member of the selection committee that has a possible conflict of interest must disclose it. If such conflict exists, the selection committee member must recuse him/herself from committee discussions and voting. Further, the committee member should not otherwise influence other members of the committee in the nomination process. However, a committee member who recused him/herself, but who has relevant and necessary information with respect to athlete performance, for example a national team coach or high performance director, may, if requested by the selection committee, provide such information to the committee so long as such information is provided in a fair and unbiased manner and the committee member who declared the conflict of interest does not vote toward the final decision. 2. REMOVAL OF ATHLETES 3.1. Prior to acceptance of nominations by the USOC, the NGB/HPMO has jurisdiction over potential nominees. An athlete who is to be nominated to the Team by the NGB/HPMO may be removed as a nominee for any of the following reasons, as determined by the NGB/HPMO: Voluntary withdrawal. Athlete must submit a written letter to the USAB CEO/Secretary General Injury or illness as certified by a physician (or medical staff) approved by the USAB. If an athlete refuses verification of his/her illness or injury by a physician (or medical staff) approved by the USAB, his/her injury will be assumed to be disabling and he/she may be removed Violation of the USAB s Athlete Code of Conduct (Attachment B) BWF rules can remove athletes through competition regulations (Player Code of Conduct and disciplinary regulations). An athlete who is removed from the Team pursuant to this provision has the right to a hearing per the NGB s/hpmo s Bylaws (USAB Bylaws) and the USOC s Bylaws, Section 9.

7 3.2. Once an athlete nomination is accepted by the USOC, the USOC has jurisdiction over the Team, at which time, in addition to any applicable NGB/HPMO Code of Conduct, the USOC s Code of Conduct and Grievance Procedures apply. The USOC s Code of Conduct and Grievance Procedures can be found at: Information.aspx 3.3. An athlete may be removed as a nominee to the Team or from the Team for an adjudicated violation of IOC, PASO, IPC, WADA, IF, USADA and/or USOC anti-doping protocol, policies and procedures, as applicable. 4. REPLACEMENT OF ATHLETES 4.1. Describe the selection and approval process for determining replacement athlete(s) should a vacancy occur: prior to submission of Entries by Name to the Local Organizing Committee, including any applicable group or committee: If an athlete/pair qualified for the 2016 Olympic Games needs to be replaced, the BWF will be responsible for replacing the athlete/pair with the next best ranked eligible athlete/pair according to the World Ranking List of 5 May 2016, who has not yet qualified for the Olympic Games. (See Section F of Qualification System, Attachment A) after submission of Entries by Name to the Local Organizing Committee, including any applicable group or committee: If an athlete/pair qualified for the 2016 Olympic Games needs to be replaced, the BWF will be responsible for replacing the athlete/pair with the next best ranked eligible athlete/pair according to the World Ranking List of 5 May 2016, who has not yet qualified for the Olympic Games. (See Section F Reallocation of Unused Quota Places of Qualification System, Attachment A).

SUPPORTING DOCUMENTS USA Badminton will retain the approved Selection Procedures and all supporting documents, including scouting or evaluation forms, etc., and data from the selection process for six months past the date of the Closing Ceremony of the Games. 6. REQUIRED DOCUMENTS In addition to the USOC Code of Conduct, the following documents are required to be signed by an athlete as a condition of nomination to the Olympic Games and are included as attachments: USAB s Athlete Code of Conduct: -Athlete-Code-of-Conduct-v6%20(20).pdf 7. PUBLICITY/DISTRIBUTION OF PROCEDURES The USOC approved Selection Procedures (complete and unaltered) will be posted/published by the NGB/HPMO in the following locations: 7.1. NGB/HPMO Web site: These procedures will be posted as soon as possible, but not more than five business days following notice of approval by the USOC Other: N/A 8. DATE OF NOMINATION The Nomination of Athletes form, including replacements, will be announced to all athletes and submitted to the USOC on or before: June 24, MANDATORY TRAINING AND/OR COMPETITION Specify the location, schedule and duration of mandatory training and/or competition:

9 At this time, there is no mandatory training for the 2016 Olympic Games. Should there be mandatory training, affected athletes will be notified at least 30 days prior to commencement of such training. 10. ANTI-DOPING REQUIREMENTS Athletes must adhere to all IOC, IPC, PASO, WADA, IF, USADA and USOC antidoping protocols, policies and procedures, as applicable. This includes participation in Out-of-Competition Testing as required by the IOC, IPC, PASO, WADA, IF, USADA and USOC Rules, as applicable. 11. NGB/HPMO BYLAWS AND GRIEVANCE PROCEDURES The USA Badminton Bylaws and Grievance Procedures can be found at INTERNATIONAL DISCLAIMER These procedures are based on IOC, IPC, PASO, as applicable, and/or BWF rules and regulations as presently known and understood. Any change in the selection procedures caused by a change in IOC, IPC, PASO, as applicable, and/or BWF rules and regulations will be distributed to the affected athletes immediately. The selection criteria are based on the latest information available to USA Badminton. However, the selections are always subject to unforeseen, intervening circumstances, and realistically may not have accounted for every possible contingency.

10 If any force of nature, or force majeure, should cause the altercation or cancellation of any of the selection events listed in this document, these selection procedures will be revised, pursuant to their resubmission to the USOC. 14. Type of Allocation of Quota Places: The quota place is allocated to the athlete(s) by name. If an NOC has more athletes/pairs qualified in any event than its entitled number of Quota Places, according to the World Ranking Lists as 5 May 2016, the NOC can decide to decline a Quota Place allocated to the highest ranked athlete/pair and choose a lower ranked eligible athlete/pair during the different phases of reallocation of Quota Places, as detailed in paragraph F. Reallocation of Unused Quota Places. The NOC will however not be able to enter a declined athlete/pair at the time of final entries, should the lower ranked athlete/pair become unavailable C. ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Olympic Games. QUALIFICATION PATHWAY QUALIFICATION PLACES MEN / WOMEN / MIXED The World Ranking Lists of 5 May 2016 will be used to allocate the athletes Quota Places in Men s and Women s Singles, and Men s, Women s and Mixed Doubles. Each list will be based on results achieved during the period 4 May 2015 to 1 May Participation in any of the following events will count towards the respective World Ranking Lists during the qualification period: Thomas & Uber Cup Sudirman Cup World Championships Superseries Grand Prix Gold Grand Prix International Challenge International Series Future Series Continental Championships (individual and team) Any other international event sanctioned by BWF and included in advance and with BWF approval as being part of the World Ranking Lists BWF will allocate quota places with the following allocation priority (initial list before reallocation process): 1. Allocation of Host Country Places in singles from World Ranking Lists or as notified from the Host Country before 11 May (see section Host Country Places ) 2. Allocation of Tripartite Places in singles (see section Tripartite Commission Invitation Places ) 3. Allocation of Continental Confederation Places (see section Qualification Places for Singles and Doubles ) 4. Allocation of Qualification Places (see section Qualification Places for Singles and Doubles ) Singles Number of Individual Quota Places 68 Men s: 34 Women s: 34 Qualification Event The BWF World Ranking List of 5 May 2016 will be used to allocate 34 individual Quota Places for Men and 34 individual Quota Places for Women to the highest ranked athletes, respecting the maximum quota allocation per NOC per event. The 34 Quota Places will include the Continental Representation Places. In each singles event, there shall be at least one (1) athlete from each of the five (5) BWF Continental Confederations (Continental Representation Places). If for a particular Continental Confederation there is no singles athlete qualified in an event, the athlete selected for Continental Representation Place shall be the highest ranked athlete in the BWF ranking list of 5 May 2016 from the respective continent. 14 QUALIFICATION SYSTEM GAMES OF THE XXXI OLYMPIAD RIO 2016 An athlete receiving a Tripartite Commission Invitation place shall be considered as the athlete satisfying the minimum continental representation in a specific Singles event. An athlete receiving a Host Country Place shall not be considered as satisfying the minimum continental representation in a specific Singles event. Considering qualification in all events, no NOC can qualify athletes/pairs in more than two (2) events through the Continental Representation Place system. If an NOC has athletes/pairs eligible in more than two (2) events, then the NOC must choose which athletes/pairs are qualified and the athlete/pair Quota Place declined will be offered to the next eligible athlete/pair. The NOC s choice will be considered as final. If an athlete qualifies (and is selected) in more than one (1) event, then the resulting unused athlete Quota Place will be allocated to the next best ranked eligible athlete of the same gender in the singles event on the World Ranking Lists of 5 May The offer of this Quota Place will however be conditional on the athlete who is qualified in more than one (1) events being confirmed and entered by his/her NOC in the Rio 2016 Olympic Games. Doubles Number of Pairs Quota Places 48 Men s Doubles: 16 (32 athletes) Women s Doubles: 16 (32 athletes) Mixed Doubles: 16 (32 athletes) Qualification Event The World Ranking Lists of 5 May 2016 will be used to allocate 48 Pairs Quota Places, to the 16 highest ranked pairs in each event, respecting the maximum quota allocation per NOC per event. The 48 pairs Quota Places will include the allocation of Continental Representation Places. In each doubles event there shall be at least one (1) pair from each of the five (5) BWF Continental Confederations (Continental Representation Place), which shall be the highest ranked pair in the World Ranking Lists of 5 May 2016 from the respective Continent, provided the pair is ranked 50 or above in the BWF World Ranking list of 5 May Considering qualification in all events, no NOC can qualify athletes/pairs in more than two events through the Continental Representation Place system. If a NOC have athletes/pairs eligible in more than two (2) events, then the NOC must choose which athletes/pairs are qualified and the athlete/pair Quota Place declined will be offered to the next eligible athlete/pair. The NOC s choice will be considered as final. If an athlete qualifies (and is selected) in more than one (1) event, then the unused athlete quota place will be allocated to the next best ranked athlete of the same gender in the singles event on the World Ranking Lists of 5 May The offer of this Quota Place will however be conditional on the athlete who is qualified in more than one (1) events being confirmed and entered by his/her NOC in the Rio 2016 Olympic Games. 15 QUALIFICATION SYSTEM GAMES OF THE XXXI OLYMPIAD RIO 2016 HOST COUNTRY PLACES The Host NOC (Brazil) is entitled to one (1) Host Country Place in Men s Singles and one (1) Host Country Place in Women s Singles should the Host Country not qualify any quota place in each Singles event. Qualification of doubles pair(s) through the World Ranking List of 5 May 2016 as per the process described under Qualification Places shall not prevent the Host NOC from using the two (2) Host Country places in Singles. The athletes receiving Host Country Places will be the highest ranked athlete(s) on the respective Single s World Ranking List(s) of 5 May If there is no Host NOC athlete on the World Ranking Lists, the NOC will choose and confirm the respective athletes to BWF, at the latest by 11 May TRIPARTITE COMMISSION INVITATION PLACES Six (6) Tripartite Commission Invitation Places are made available to eligible NOCs at the Rio 2016 Olympic Games: three (3) in the Men s Singles and three (3) in the Women s Singles. On 15 October 2015, the International Olympic Committee will invite all eligible NOCs to submit their requests for Tripartite Commission Invitation Places. The deadline for NOCs to submit their requests is 15 January The Tripartite Commission will confirm, in writing, the allocation of invitation places to the relevant NOCs after the end of the qualification period for the concerned sport. Detailed information on Tripartite Invitation places is contained in the Games of the XXXI Olympiad, Rio Olympic Games Tripartite Commission Invitation Places - Allocation Procedure and Regulations. E. CONFIRMATION PROCESS FOR QUOTA PLACES The list of initially qualified athletes/pairs for each event (including Continental Representation Places, Host Country Places and Tripartite Commission Invitation Places) will be published as part of the World Ranking Lists of 5 May 2016 at ( BWF will inform the respective NOCs/National Federations of their allocated quota places by no later than 12 May NOCs will then have until 31 May 2016 to confirm that they will use the quota places. F. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED QUALIFICATION PLACES If an allocated Quota Place (except for those pertaining to Continental Representation Places) is not confirmed by the NOC by the confirmation of quota place deadline (31 May 2016) or is declined by the NOC, the Quota Place will be reallocated to the next best ranked eligible athlete/pair according to the World Ranking Lists of 5 May 2016, who has not yet qualified for the Olympic Games. This process will be repeated in different phases until the Quota Places has been filled for each event and gender and the confirmation deadlines for the reallocation phases will be decided by BWF at its sole discretion. If an NOC declines an athlete/pair s quota place in the first allocation phase, and then accepts a quota place for a lower ranked eligible athlete/pair in the reallocation phase, it will not be possible to enter the first athlete/pair at the time of final entries, should the lower ranked pair become unavailable. 16 QUALIFICATION SYSTEM GAMES OF THE XXXI OLYMPIAD RIO 2016 If an allocated quota place for the purpose of Continental Representation Places is not confirmed by the NOC by the confirmation of Quota Place deadline (31 May 2016) or is declined by the NOC, the Quota Place will be reallocated to the next best ranked eligible athlete/pair according to the World Ranking List of 5 May 2016, who has not yet qualified for the Olympic Games, from that same Continental Confederation. This process will be repeated until the Quota Places has been filled for each respective Continental Confederation in the respective event/gender. If no athlete/pair is eligible for the Continental Confederation Places then the Quota Place will be allocated to the next best ranked eligible athlete/pair according to the World Ranking Lists of 5 May REALLOCATION OF UNUSED HOST COUNTRY PLACES If the Host NOC does not confirm the Host Country Places by the deadline 11 May 2016 then such unused Host Country Place(s) will be reallocated to the next best ranked eligible athlete according to the World Ranking Lists of 5 May 2016, who has not yet qualified for the Olympic Games. The process will be repeated until the quota has been filled for each gender. I acknowledge that I have a right to a hearing if my opportunity to compete is denied or if I am charged with a violation of this Code. I have familiarized myself with the Code and understand that acceptance of its provisions is a condition of me to compete in USAB and Badminton World Federation (BWF) sanctioned events for this year.
