SELECTION SYSTEM USA ARCHERY ATHLETE SELECTION PROCEDURES 2015 PAN AMERICAN GAMES RECURVE Revised January 23, Provide the minimum eligibility requirements for an athlete to be considered for nomination to the Team: Nationality/Passport requirements: Athlete must be a national of the United States at the beginning of the World Team Trials 1 (WTT1) event on April 7, 2015 Athlete must hold a valid U.S. passport that will not expire for six months after the conclusion of the Games Minimum Pan American Sport Organization (PASO) (PAG and PPAG only) standards for participation: Any competitor in the Olympic, Paralympic, Pan American or Parapan American Games must be a national of the country of the National Olympic Committee (NOC) or National Paralympic Committee (NPC) which is entering such competitor. For additional information regarding an athlete who is a national of two or more countries, has changed his or her nationality or acquired a new nationality, refer to the IOC Charter (Rule 42), the IPC Handbook (Section 2, Chapter 3.1), or the PASO Statutes (Article XXII, Sections 4 and 5) Minimum International Federation (IF) and/or PASO standards for participation (if any): N/A Other requirements (if any): Athletes must be a USAA Member in good standing of USA Archery. 1.2 Tryout Events: November 12, 2014 Ver. 3 2

2 1.2.1 Provide the event names, dates and locations of all trials, events and camps to be used as part of the selection process Pan American Games Trials 1 and 2 held in conjunction with the World Target Team Trials (WTT1 and WTT2) World Target Team Trials 1: April 7-12, 2015 World Target Team Trials 2: April 24-27, Provide event names, dates, locations and description of how athletes qualify for the trials, events and camps listed above in (if any). Please refer to Attachment A on the Selection Procedures. World Target Team Trials 1 is Open. Only the top 10 archers per gender from World Target Team Trials 1, are eligible to compete in World Target Team Trials Provide a comprehensive, step-by-step description of the method that explains how athletes will go through the selection process to become Team nominees (include maximum Team size) USA Archery has earned three quota spots per gender for the 2015 Pan American Games Archers will be nominated to the Pan American Games Team based on his/her results at the 2015 Pan-American Games Trials up to the number quota spots earned The 2015 Pan-American Games Trials details can be found in Attachment A. 2. DISCRETIONARY SELECTION (if applicable) 2.1 Provide rationale for utilizing discretionary selection (if any): N/A 2.2 List the discretionary criteria and explain how they will be used (if any): N/A November 12, 2014 Ver. 3 3

3 2.3 Provide the name of the committee that will be responsible for making discretionary selections, along with a complete list of the members titles currently serving on the committee: N/A 2.4 Specify the process that will be used to identify and handle any potential conflicts of interest involving a member of the committee. N/A 3. REMOVAL OF ATHLETES 3.1 Prior to acceptance of nominations by the USOC, the NGB/HPMO has jurisdiction over potential nominees. An athlete who is to be nominated to the Team by the NGB/HPMO may be removed as a nominee for any of the following reasons, as determined by the NGB/HPMO: Voluntary withdrawal. Athlete must submit a written letter to the NGB/HPMO CEO/Executive Director Injury or illness as certified by a physician (or medical staff) approved by the NGB/HPMO. If an athlete refuses verification of his/her illness or injury by a physician (or medical staff) approved by the NGB/HPMO, his/her injury will be assumed to be disabling and he/she may be removed Violation of the NGB s/hpmo s Code of Conduct (Attachment B). An athlete who is removed from the Team pursuant to this provision has the right to a hearing per the NGB s/hpmo s Bylaws (USA Archery Bylaws, Section 4.1) and the USOC s Bylaws, Section Once an athlete nomination is accepted by the USOC, the USOC has jurisdiction over the Team, at which time, in addition to any applicable NGB/HPMO Code of Conduct, the USOC s Code of Conduct and Grievance Procedures apply. 4 3.3 An athlete may be removed as a nominee to the Team or from the Team for an adjudicated violation of IOC, PASO, IPC, WADA, IF, USADA and/or USOC anti-doping protocol, policies and procedures, as applicable. 4. REPLACEMENT OF ATHLETES 4.1 Describe the selection and approval process for determining replacement athlete(s) should a vacancy occur: prior to submission of Entries by Name to the Local Organizing Committee, including any applicable group or committee: In the event that an archer is unable to compete for Team USA at the 2015 Pan American Games, USA Archery will select the next available archer based on the final rankings from the 2015 Pan-Am Games Trials (World Target Team Trials) after submission of Entries by Name to the Local Organizing Committee, including any applicable group or committee: In the event that an archer is unable to compete for Team USA at the 2015 Pan American Games, USA Archery will select the next available archer based on the final ranking from the 2015 Pan-Am Games Trials (World Target Team Trials). 5. SUPPORTING DOCUMENTS USA Archery will retain the approved Selection Procedures and all supporting documents, including scouting or evaluation forms, etc., and data from the selection process for six months past the date of the Closing Ceremony of the Games. 6. REQUIRED DOCUMENTS In addition to the USOC Code of Conduct, the following documents are required to be signed by an athlete as a condition of nomination to the Pan American Games and are included as attachments: USA Archery s Code of Conduct (Attachment B) USA Archery s Waiver of Liability (Attachment C) 7. PUBLICITY/DISTRIBUTION OF PROCEDURES The USOC approved Selection Procedures (complete and unaltered) will be posted/ published by the USA Archery in the following locations: November 12, 2014 Ver. 3 5

5 7.1 NGB/HPMO Web site: These procedures will be posted as soon as possible, but not more than five business days following notice of approval by the USOC. 7.2 Other: 8. DATE OF NOMINATION The Nomination of Athletes form, including replacements, will be announced to all athletes and submitted to the USOC on or before: May 22, MANDATORY TRAINING AND/OR COMPETITION Specify the location, schedule and duration of mandatory training and/or competition: World Cup 2: May 24-June 1, 2015, Antalya, Turkey World Team/Pan Am Games Camp: June 15-18, 2015, Location TBC 10. ANTI-DOPING REQUIREMENTS Athletes must adhere to all IOC, IPC, PASO, WADA, IF, USADA and USOC antidoping protocols, policies and procedures, as applicable. This includes participation in Out-of-Competition Testing as required by the IOC, IPC, PASO, WADA, IF, USADA and USOC Rules, as applicable. 11. Selection Events for the World Archery Championships Team WTT1 & WTT2 World Target Team Trials #1(WTT1) 2.1 1st 72 Arrow Qualification Round - RECURVE ARCHERS Archers registering for the World Target Team Trials will need to register for the World Target Team Trials for recurve and sign the Declaration to Compete Form to be eligible to compete in the World Target Team Trials and to advance to any portion of the World Target Team Trials A 72 Arrow Qualification Round will be shot at 70m for Recurve Archers and the top 16 places of eligible athletes competing in the trials will advance to Day 3 of the WTT Only the top 16 archers from the first 72 Arrow Qualification Round WTT1, per recurve category will be eligible to proceed to Day 3 of the WTT A tie following the 72 arrow Qualification Round for the 16th position will be broken with a single arrow shoot-off, in accordance with World Archery Rules All other ties within the top 16 will not be broken at this time nd 72 Arrow Qualification Round - RECURVE ARCHERS Top The top 16 recurve archers will shoot another 72 Arrow Qualification Round at 70m on Day 3 for Recurve Archers and points will be allocated to the Top 16 places based on the total score of the two qualification rounds shot on Day 2 and Day 3, according to Table 1: Ranking Points Ranking Points Table 1. WTT1 Qualification Round Ranking Points Distribution A tie following the two 72 arrow Qualification Rounds for the 10th position will be broken with a single arrow shoot-off, in accordance with World Archery Rules A tie within the top 10 archers from the two 72 arrow Qualification Rounds will be broken by the total number of 10 s followed by the total number of X s If a tie still exists between two or more archers, the tied archers will receive the same ranking and points associated with that ranking The next lower ranked archer will receive the ranking y places down from the ranking of the tied archers where y is the number of archers tied. For example if three archers tie for 2nd place score with the same number of 10 s and X s, then those three archers will receive the 2nd November 12, 2014 Ver. 3 10

11 ranking for the Qualification Round and will receive 4.0 points. The next lower ranked archer would be 5th ranked in the Qualification Round and receive 2.0 points The 144 arrow total of the two 72 Arrow Qualification Rounds of the WTT1, will have the effect of reducing the number of archers to the top 10 in each category Only the top 10 archers from the WTT1, per category will be eligible to receive Qualification Round Placement Points as outlined in Table 1 above and proceed to the remainder of the WTT1 and the Qualification Round of the WTT Qualification Round Bonus Points Only the archers ranking in the top 10 for the total of the two 72 Arrow Qualification Rounds will be eligible for Bonus points. The top 10 ranked archers will be awarded Bonus Points for each 72 Arrow Qualification Round from the WTT1 based on Table 2: Awarded Bonus Recurve Men Recurve Points Scores Women Scores Less than 660 Less than 650 Table 2. WTT1 Qualification Round Bonus Points Distribution. 2.4 Round Robin Matches During the WTT1, the top 10 archers advancing in the recurve categories will compete in Round Robin Matches In each of the Round Robin Matches, each archer will shoot against each other archer once for a total of nine round robin matches Each recurve match will be conducted using the Set-Play System using three arrow ends as per World Archery Rules Timing for three arrow ends will be 120 seconds per end Ties will be broken using a single arrow shoot-off procedure in accordance with World Archery Rules Timing for shoot-offs will be 40 seconds per arrow For each of the matches, 1 point will be awarded for a win and 0 points for a loss If an archer withdraws from the Round Robin Matches after competition has commenced, all archers will receive a win bonus point for the match shot against the withdrawn archer, regardless of whether they won or lost the match against the withdrawn archer See 5.5 for information regarding withdrawing from the event. 2.5 Three Arrow End Average Following the series of nine matches in WTT1, archers will be ranked and awarded points according to their Three Arrow End Average. 12 2.5.2 Three Arrow End Scores will be recorded for each match against other archers, per category, in Round Robin Match Play The Three Arrow End Average will be rounded to the thousandth place End scores shot during bye matches will not be calculated in the Three Arrow End Average Points will be allocated according to the archer s Three Arrow End Average Ranking, as shown in Table 3: Ranking Points Ranking Points Table 3. WTT1 Three Arrow End Average Ranking Points Distribution If an archer withdraws from competition during the Round Robin Matches, archers who have shot against that archer prior to that archer withdrawing, will have their match score shot against the withdrawn archer count towards their Three Arrow End Average Archers who did not shoot against the withdrawn archer prior to that archer withdrawing will receive a bye and will not score their ends shot in the bye match. These arrows shot in this situation will NOT count toward the archer s Three Arrow End Average See 5.5 for information regarding withdrawing from the event If a tie exists between two or more archers in the Three Arrow End Average for the WTT, the tied archers will receive the same ranking and points associated with that ranking The next lower ranked archer will receive the ranking y places down from the ranking of the tied archers where y is the number of archers tied. For example if three archers tie for 2nd place score with the same Three Arrow Average, then those three archers will receive the 2nd ranking for the Three Arrow Average and will receive 4.0 points. 13 World Target Team Trials #2 (WTT2) Arrow Qualification Round - RECURVE ARCHERS The top 10 archers from WTT1 will advance to the WTT2, the second selection event of the World Target Team Trials A 72 Arrow Qualification Round will be shot at 70m for Recurve Archers and points will be allocated to the Top 10 places, according to Table 4: Ranking Points Ranking Points Table 4. WTT2 Qualification Round Ranking Points Distribution A tie within the top 10 archers from the 72 arrow Qualification Round will be broken by the total number of 10 s followed by the total number of X s If a tie still exists between two or more archers, the tied archers will receive the same ranking and points associated with that ranking The next lower ranked archer will receive the ranking y places down from the ranking of the tied archers where y is the number of archers tied. For example if three archers tie for 2nd place score with the same number of 10 s and X s, then those three archers will receive the 2nd ranking for the Qualification Round and will receive 4.0 points. 14 3.3 CUT TO THE TOP 8 ARCHERS Following the 72 arrow Qualification Round from WTT2, Total Points from the WTT1 and WTT2 Qualification Round, Qualification Round Bonus Points, WTT1 Round Robin Match Points, and WTT1 3 Arrow Average Points will be tabulated Based on Total Points, the field will be cut to the top 8 men and top 8 women Only the top 8 men and top 8 women in each division will proceed to the remainder of the WTT Ties for the 8th position will be broken by a World Archery Rules with a single arrow shoot-off. 3.4 Team Round Simulation During the WTT2, the top 8 recurve archers will shoot a Team Round Simulation at 70m of 6 ends of 6 arrows per end such that: Each archer will shoot 6 arrow ends on their own target Each archer will have 20 seconds to step onto the shooting line and shoot each arrow Each archer will step back onto the 1 meter line after the 20 second shooting time is up and will repeat the process after the timer signals a 20 second rest Standard scoring procedures will apply such that if an arrow is not shot within the time limit, it will score as zero points If an arrow is shot after the 20 second time limit has lapsed the archer will lose their highest scoring arrow for that end Archers will have 20 seconds of rest between each arrow Archers will score each 6 arrow end using normal scoring rules The archers will be ranked by their 36 arrow total against the other archers in the top 8 and will be allocated points according to Table 6: Ranking Points Table 6. WTT2 Team Round Simulation Points Distribution If a tie exists between two or more archers in the Team Round Simulation 36 arrow total score for the WTT2, the tied archers will receive the same ranking and points associated with that ranking The next lower ranked archer will receive the ranking y places down from the ranking of the tied archers where y is the number of archers tied. 15 Round Simulation 36 arrow score, then those three archers will receive the 2nd ranking for their 36 arrow score and will receive 7.0 points. 17 the Pan American Games (July 13-18). Archers will be nominated to the Pan American Games Team based on his/her results at the 2015 Pan American Games Trials(WTT) up to the number quota spots earned Archers nominated to the U.S. Team for the 2015 Pan-American Games must attend both the Pan American Games and World Championships Ties for 3rd or 4th Position: In the event of a tie in the WTT Total Cumulative Points for Recurve for the top 4 positions, the tie will be broken using a Set-Play System Match, three arrow ends If more than 2 archers are tied for the top 4 positions, the two archers with the higher three arrow average from WTT2 outlined in Section 3.5 will shoot for the higher ranking position. For example, if three archers are tied for the 3rd position, the two archers with the highest three arrow average from the WTT2 will shoot a match for 3rd place. The archer with the lowest three arrow average from WTT2 will be ranked 5th. Recurve will use Set Play If more than 2 archers meet the requirements for the tie breaker match or if two or more archers tie to be the 2nd person for the tie breaker match, a single arrow shoot-off will be used to separate the tie and determine the two archers that will shoot the match against each other In the event of a tie for all other positions, the tie will be broken by using the three arrow average from round robin portion of the WTT The archer with the higher three arrow average as described in section 3.5 will receive the higher final ranking If a tie still exists, the archer with the higher Qualification Round Ranking from the WTT2 will receive the higher final ranking If a tie still exists, the tie will be broken with a single arrow shoot-off, in accordance with World Archery Rules All archers selected to the USA Archery 2015 World Archery Championships Team, plus the alternate, must stay for a meeting with the Team Leader immediately after the selection has concluded Top three recurve archers, plus the alternate qualifying from the 2015 World Archery Championships will be required to attend the 2015 World Cup, Stage 2 (May 26-31) and the World Championships prep camp June 15-18, In the event that a recurve archer is unable to compete for the US Team at the 2015 World Cup, Stage 2 or the 2015 World Archery Championships, USA Archery will select the next available archer based on the final ranking order in their respective category from the 2015 World Team Trials. 18 5. Additional Rules Regarding 2015 U.S. World Archery Championships Trials RECURVE 5.1 World Archery Rules apply to all portions of the 2015 World Archery Championships Trials. 5.2 There will be no equipment failures during the Round Robin Matches or in the Team Round Simulation. 5.3 Archers are responsible for ensuring their scores are correct. If a scoring mistake is discovered after bonus points are awarded, the score may not be considered in accordance with established USA Archery Scoring Procedures. 5.4 If an archer placing within the top 12 after the two 72 Arrow Qualification Rounds of the WTT1 is unable to continue, the next archer in the ranking place (13 th, 14 th, etc.) shall be included in the remaining portions of the event. This must take place prior to the start of the Round Robin Matches. 5.5 If an archer withdraws from the trials event for any reason other than the reasons listed below that athlete may be subject to a Code of Conduct Violation for affecting the outcome of a trials event and may have to appear before the Board of Justice for a hearing which could result in a sanction Required military service Death in the immediate family. Immediate family defined as your Partner and parents, children, stepchildren, fostered or adopted children, brothers, sisters, grandchildren, or grandparents, of either you or your Partner Serious injury preventing the athlete from competing. Serious injury defined as one of the following: i. injury requiring emergency medical treatment where the athlete is hospitalized for one or more days that prevents an athlete from traveling or competing at the event. ii. injury requiring emergency medical treatment where the athlete is treated by a physician and not allowed to compete due to doctor s orders. 5.6 Upon commencement of the Round Robin Matches the Ranking Round Score and Ranking Round Bonus Points are considered final. 5.7 Archer results and point totals are final upon the completion of each stage of the Selection Procedures. 5.8 USA Archery Event Protocol will be followed throughout the course of the Selection Event. 5.9 Archers participating in the World Team Trials will be required to sign a Declaration to Compete form for both Nomination Shoots In the event of inclement weather, USA Archery will make every attempt to complete the trials procedures as written; however, if weather or any other circumstance prevents the completion of the selection procedures, modified format, schedule and procedures will be posted and announced as soon as possible An athlete may be removed from the team if that athlete displays behavior, during or after the trials process, that is a code of conduct violation and is detrimental to the success of the team.
