1 I. SELECTION SYSTEM USRowing ATHLETE SELECTION PROCEDURES 2011 Pan American Games May 11, 2010 April 13, 2011 A. Provide the minimum eligibility requirements for an athlete to be considered for nomination to the Team: 1. Citizenship: Athletes must be a citizen of the United States at the time of nomination (August 26, 2011) and hold a valid U.S. passport that will not expire for six months after the conclusion of the Games. 2. Minimum International Federation (IF) and/or Continental Federation (CF) (PAG only) standards for participation (if any): All athletes are required by the FEDERATION INTERNATIONALE DES document, attached as Appendix A. 3. Other requirements (if any): B. Tryout Events: a. Athletes must be a member in good standing of USRowing. b. Athletes must abide by the Selection Procedures and USRowing Rules of Rowing requirements and regulations, found at: index.aspx and 1. The team size for rowing is athlete positions for the following events that will be contested at the 2011 Pan American Games: M1x, W1x, LW1x, M2x, W2x, LM2x, LW2x, M2-, W2-, M4x, W4x, M4-, LM4-, M8+. Selection to the 2011 Pan American Games Team shall be made according to the following criteria: 1. Trials Boats - (M1x, W1x, LW1x, M2x, W2x, LM2x, LW2x, M2-, W2-, M4-, LM4-) The athletes in the winning crew at the Trials for each of these events will be nominated to represent the United States at the 2011 Pan American Games, provided that each member of the winning crew satisfies the Eligibility Criteria (see section I.A.), and each athlete declares his/her intent to compete in the 2011 Pan American Games, in writing, to the USRowing Programs Manager, within two hours of the final trials race in that event. Should any athlete in the winning crew decline his/her intent to compete or fail to meet the eligibility criteria, selection will be offered to the next eligible rank order finish crew in that event until the spot is filled (see section IV). Trials will be run according to Appendix B Selection Trials Format;; Appendix C 4 Lane Progression System;; Appendix D General Trial Rules;; and Appendix E Adverse Weather Policy. 2. Other Boats - (M4x, W4x, M8+) Because of restrictions established by the Pan American Sports Organization (PASO), the M4x, W4x, and M8+ will consist of athletes nominated to the 2011 Pan American Games Team from other Trials Boats as outlined below: st place M2x and 1st and 2nd place M1x LM2x from the Trials. st place W2x and the 1st and 2nd place W1x LW2x from the Trials. 2

3 st place M4- and the 1st and 2nd place M2- from the Trials. The coxswain will be selected by the Nomination Committee, as outlined in section II, Discretionary Selection. * Doubling between Trials events is not permitted. D. Provide the names of all committees/groups who oversee the selection process, including the names and titles of the current members. The Nomination Committee consists of: High Performance Committee Chair, Chris Ahrens;; USOC AAC Representative or Alternate Representative, Mary Whipple or Tyler Winklevoss;; and USRowing Director of High Performance, Matt Imes. And for the purpose of selection of the M8+ coxswain: oach, Tim McLaren II. DISCRETIONARY SELECTION (if applicable) A. Provide rationale for utilizing discretionary selection (if any): Coxswain for the M8+ Since there is no trial event for crews with coxswain, the person steering the M8+, the coxswain position is the only athlete who does not have an objective basis for selection. Therefore, the position is best selected from a pool of coxswains training on a day-to-day basis with a club or group of athletes. B. List the discretionary criteria and explain how they will be used (if any): Interested candidates must submit a written letter of interest to the Nomination Committee via the USRowing Programs Manager, by August 2, The Nomination Committee will select the coxswain based on the following criteria, listed in no particular order: International competition results during the season, beginning with the 2010 World Championships. Domestic competition results during the season, beginning with September 1st, Choice of and compatibility with selected crews, M2- and M4-. 3

Discretionary Selection Committee Provide the name of the committee that will be responsible for making discretionary selections, along with a complete list of the members currently serving on the committee and their titles: The Nomination Committee (see section I.D.) III. REMOVAL OF ATHLETES A. Prior to acceptance of nominations by the USOC, the NGB/PSO has jurisdiction over potential nominees. An athlete who is to be nominated to the Team by USRowing may be removed as a nominee for any of the following reasons, as determined by USRowing: Voluntary withdrawal. Athlete must submit a written letter to the USRowing CEO. Injury or illness as certified by an approved USRowing physician (or medical staff). If an athlete refuses verification of his/her illness or injury by an approved USRowing physician (or medical staff), his/her injury will be assumed to be disabling and he/she may be removed. duct. NOTE: US s Code of Conduct and Athlete Agreement and Consent Form may be updated annually. The 2011 USRowing Code of Conduct and Athlete Agreement and Consent Form will be posted online as soon as it is approved. An athlete who is removed from the Team pursuant to this provision has Article IX, section 70 of the USRowing Bylaws B. After acceptance of nominations by the USOC, the USOC has jurisdiction over the Team under the USOC Code of Conduct and Grievance Procedures. This occurs no earlier than 45 days and no later than 30 days prior to the Opening Ceremonies of the Games (unless expressly waived 4

5 by the USOC). A Team member who is accepted by the USOC is subject to the USOC Code of Conduct and Grievance Procedures. C. An athlete may be removed as a nominee to the Team or from the Team at any time for violation of IOC, PASO, WADA, IF, USADA and/or USOC anti-doping protocol, policies and procedures, as applicable. In such instances, the adjudication process will be managed through the United States Anti-Doping Agency. IV. REPLACEMENT OF ATHLETES A. Describe the process by which the replacement pool of athletes will be identified: Athletes having participated in the Trials and meeting the eligibility requirements in section I.A., will comprise the replacement pool of athletes. Should there be no one who meets this requirement, then the pool will be enlarged to include athletes in training for the 2011 U23 or Senior Worlds Team as evidenced by their participation in the 2011 selection process of erg testing, attendance at selection events or camps. The National Team Head Coach for the impacted crew will recommend replacement athletes for the 2011 Pan American Games to the Nomination Committee. The National Team Head Coach will evaluate possible replacements according to the following criteria, which are listed in order of priority: 1. Trials results 2. In the 3. B. Describe how the replacement athlete(s) will be selected, should a vacancy occur: 5

6 i. prior to acceptance of nominations by the USOC: The National Team Head Coach recommendation shall be subject to review of the Nomination Committee and must be approved by the Nomination Committee to be effective. ii. after acceptance of nominations by the USOC: The National Team Head Coach shall select the replacement. C. Identify the group or committee that will be responsible for making athlete replacement determinations: i. Group or committee who determines the replacement pool: The Nomination Committee (see section I.D.) and the National Team Head Tom Terhaar) ii. V. SUPPORTING DOCUMENTS USRowing will retain the approved Selection Procedures and all supporting documents, including scouting or evaluation forms, etc., and data from the selection process for six months past the date of the Closing Ceremonies of the Games. VI. REQUIRED DOCUMENTS The following documents are required to be signed by an athlete as a condition of nomination to the Pan American Games and are included as attachments: 6

PUBLICITY/DISTRIBUTION OF PROCEDURES The USOC approved Selection Procedures (complete and unaltered) will be posted/published by USRowing in the following locations and will include the USOC approval date: A. NGB/PSO Web site: These procedures will be posted as soon as possible, but not more than five business days following notice of approval by the USOC. B. NGB/PSO Official Publication (if any): USRowing E-newsletter C. Other: 1. Selection procedures will be ed to the athletes enrolled in the USRowing USADA OOC pool. 2. Printed copies of the selection procedures will be available during the athlete meeting at each USRowing selection event (related to the selection of the 2011 senior and U23 teams) beginning at the 2010 Fall speed orders. VIII. DATE OF NOMINATION The Nomination of Athletes form, including replacements, will be announced to all athletes and submitted to the USOC on: August 26, IX. MANDATORY TRAINING AND/OR COMPETITION Specify the location, schedule and duration of mandatory training and/or competition: Athletes will be notified of any programs of training and/or competition at least 30 days prior to the start of the mandatory training/competition. X. ANTI-DOPING REQUIREMENTS Athletes must adhere to all IOC, PASO, WADA, IF, USADA and USOC antidoping protocols, policies and procedures, as applicable. This includes 7

8 participation in Out-of-Competition Testing as required by the IOC, PASO, WADA, IF, USADA and USOC Rules, as applicable. XI. INTERNATIONAL DISCLAIMER These procedures are based on IOC, PASO, as applicable, and/or FISA rules and regulations as presently known and understood. Any change in the selection procedures caused by a change in IOC, PASO, as applicable, and/or FISA rules and regulations will be distributed to the affected athletes immediately. The selection criteria are based on the latest information available to USRowing. However, the selections are always subject to unforeseen, intervening circumstances, and realistically may not have accounted for every possible contingency. If any force of nature, or force majeure, should cause the altercation or cancellation of any of the selection events listed in this document, these selection procedures will be revised, pursuant to their resubmission to the USOC. 8
