SELECTION SYSTEM USA Track & Field ATHLETE SELECTION PROCEDURES 2016 Olympic Games April 27, Provide the minimum eligibility requirements for an athlete to be considered for nomination to the Team: Nationality/Passport requirements: Athlete must be a national of the United States no later than June 30, Athlete must hold a valid U.S. passport that will not expire for six months after the conclusion of the Games Minimum International Olympic Committee (IOC) standards for participation: Any competitor in the Olympic Games must be a national of the country of the National Olympic Committee (NOC) which is entering such competitor. For additional information regarding an athlete who is a national of two or more countries, has changed his or her nationality or acquired a new nationality, refer to the IOC Charter (Rule 42), the IPC Handbook (Section 2, Chapter 3.1), or the PASO Statutes (Article XXII, Sections 4 and 5) Minimum International Federation (IF) standards for participation (if any) (also see Attachment A): Age Requirements: To be eligible for the Olympic Team, athletes must meet the following age requirements: Junior Athletes - Any athlete aged 18 or 19 years on December 31 in the year of the competition (born in 1997 or 1998) may compete in any event except the marathon and 50km race walk. Youth Athletes Any athlete aged 16 or 17 years on December 31 in the year of the competition (born in 1999 or 2000) may compete in any event except the throwing events, heptathlon, decathlon, 10,000m, marathon and 50km race walk. 1

2 Athletes Younger Than 16 No athlete younger than 16 years of age on December 31 in the year of the competition (born in 2001 or later) may compete in the Olympic Games. Individual Event Standards: All athletes nominated to the Olympic Team must meet the International Association of Athletics (IAAF) 2016 Olympic Games Qualification Standards. (See Attachment A). Standards will also be available at Calendar/2016/2016-Olympic-Games.aspx. All performances must be achieved during competitions organized or authorized by the IAAF, its Area Associations or its National Member Federations in conformity with IAAF Rules. Results achieved at university or school competitions must be certified by the National Federation of the country in which the competition was organized. In the case of marathons & race walk events, performances may only be achieved on a course certified by the IAAF and conducted in accordance with IAAF Rules. The top 20 finishers in the men s marathon and in the women s marathon in the 2015 IAAF World Championships in Beijing and the top 10 finishers at the IAAF Gold Label Marathons in 2015 and 2016 (held during the qualification period) will be considered as having achieved the 2016 Olympic Games Qualification Standard. However, the individual must meet all other athlete selection criteria to be considered for entry. Note that there is only one 2016 Olympic Games Qualifying Standard per event. In addition, entries must be delivered to the USOC on July 11, 2016 thus athletes must have met the qualifying standard by the deadlines set forth in these selection procedures Other requirements (if any): Athletes must be USA Track & Field (USATF) members in good standing at the time of the selection through the end of the 2016 Olympic Games. Nominated athletes are required to sign a USATF Statement of Conditions for participation. USATF reserves the right to amend the Statement of Conditions subject to USOC approval. (See Attachment B). 2

3 1.2. Tryout Events: Provide the event names, dates and locations of all trials, events and camps to be used as part of the selection process. Track & Field Selection Competition 2016 U.S. Olympic Team Trials -Track & Field July 1-10, 2016 Eugene, Oregon Marathon Selection Competition 2016 U.S. Olympic Team Trials Marathon February 13, 2016 Los Angeles, California Men s 50km Race Walk Selection Competition 2016 U.S. Olympic Team Trials 50km Race Walk February 21, 2016 Santee, California Provide event names, dates, locations and description of how athletes qualify for the trials, events and camps listed above in (if any). Track & Field To qualify to participate in the 2016 U.S. Olympic Team Trials Track & Field, an athlete must have achieved the 2016 Olympic Trials Qualifying Standard, established by USATF, in a national or international competition which is sanctioned or recognized by either USATF or the IAAF and is conducted under the rules of the same. Such 2016 Olympic Trials Qualifying Standard must be achieved during the time period starting May 1, 2015 through June 26, 2016 for all events except the 10,000m, 20km race walks, heptathlon and decathlon. The 2016 Olympic Trials Qualifying Standard for the 10,000m, 20km race walk, heptathlon and decathlon must be achieved during the time period starting January 1, 2015 through June 26, Olympic Trials Qualifying Standards will be available at under the calendar tab for National Championships on approximately January 2,

4 Marathon To qualify to participate in the 2016 U.S. Olympic Team Trials - Marathon, an athlete must have achieved the 2016 Olympic Trials Qualifying Standard, established by USATF, in a national or international competition which is sanctioned or recognized by either USATF or the IAAF and is conducted under the rules of the same. Such 2016 Olympic Trials Qualifying Standard must be achieved during the time period starting August 1, 2013 through January 17, The course must be USATF/IAAF/AIMS certified with an active course certification and have an elevation loss no greater than 3.25 meters/km. All course configurations will be accepted (no minimum separation) Olympic Trials Qualifying Standards are available at Running/OlympicTeamTrials/2016QualifyingStandards.aspx 50km Race Walk To qualify to participate in the 2016 U.S. Olympic Team Trials Men s 50km Race Walk, an athlete must have achieved the 2016 Olympic Trials Qualifying Standard, established by USATF, in a national or international competition which is sanctioned or recognized by either USATF or the IAAF and is conducted under the rules of the same. Such 2016 Olympic Trials Qualifying Standard must be achieved during the time period starting November 24, 2013 through December 27, Olympic Trials Qualifying Standards for all Olympic Events except the Men s and Women s Marathon and the Men s 50km Race Walk will be available at under the calendar tab for National Championships beginning January 2, Provide a comprehensive, step-by-step description of the method that explains how athletes will go through the selection process to become Team nominees (include maximum Team size). Philosophy The philosophy of USATF is to send the maximum number of athletes allowed by IAAF rules. The maximum team size is 141 athletes. USATF s selection system is designed to have athletes select themselves in individual events. 4

5 As it relates to relay events, the 2016 U.S. Olympic Team relay coach, contracted by USATF, in ongoing communication and consultation with the USATF Chief of Sport Performance and a non-competing athlete who has national team experience in the 4x100m or 4x400m relays will use discretionary criteria to select the best possible relay team (see Section 2). International Qualification System The U.S. may enter a maximum of three (3) athletes per individual event/per gender provided they all have met the 2016 Olympic Games Qualifying Standard for the respective event within the applicable qualifying periods listed above. In addition, USATF may enter one (1) replacement athlete for the same individual event provided he/she has also achieved the 2016 Olympic Games Qualification Standard. Note that there is only one 2016 Olympic Games Qualifying Standard per event. In addition, entries for the Olympic Games must be delivered to the USOC on July 11, Consequently, athletes must have met the qualifying standard by the deadlines set forth in these selection procedures. If no U.S. athletes achieve the 2016 Olympic Games Qualification Standard in a given event during the qualifying period, USATF will enter no athletes in that event. In some events, the IOC/IAAF may invite athletes based on the IAAF ranking lists in order to reach the target number of competitors for each event as listed by the IAAF for the 2016 Olympic Games. USATF shall accept any invitations extended to U.S. athletes if such acceptance does not displace an athlete who has finished ahead of the invited athlete(s) at the Trials and who has met the 2016 Olympic Games Qualification Standard or who is also in a position to receive an IAAF invitation. In the event that one or more of the top placers in the Trials has not met the 2016 Olympic Games Qualification Standard but has a performance that appears to be good enough to warrant an invitation based on the ranking list and number of known qualifiers, USATF may solicit an invitation from the IAAF for that athlete(s) notwithstanding that other U.S. athletes have met the 2016 Olympic Games Qualification Standard. The intent is that, to the extent possible, the order of finish at the 2016 U. S. Olympic Team Trials Track & Field shall determine whether an athlete competes in the Olympic Games. There will be no invitations through the use of the ranking lists in the 5,000m, 10,000m, race walk and marathon. Note: The IAAF invitation procedures will not come into play unless USATF has less than 3 entrants in an event. In the case of relay events, there will be a maximum of sixteen (16) qualified teams in each event. The first eight (8) placed teams at the 2015 IAAF World 5

6 Relays shall automatically qualify for relay events at the 2016 Olympic Games. The remaining eight (8) places will be selected according to the IAAF World Ranking List as of July 12, Selection will be based on the aggregate of the two fastest times achieved by national teams in the qualification period. For the results to be valid, a minimum of two (2) international teams, representing at least two countries, must have competed in the race. Teams must record the two fastest times between January 1, 2015 and July 11, Selection Track & Field Events 1. The top three (3) finishers, in Performance Rank Order at the 2016 U.S. Olympic Team Trials Track & Field (Trials) will automatically select themselves to Team USA for the 2016 Olympic Games (Team) provided that each has, by the end of their individual event at the 2016 U.S. Olympic Team Trials Track & Field, achieved the applicable 2016 Olympic Games Qualifying Standard (standards will be available January 2, 2016). If all three finishers have, by the end of their individual event at the Trials, achieved the 2016 Olympic Games Qualifying Standard, then the fourth ranked order finisher shall serve as the replacement, provided that he or she has, by the end of their individual event, achieved the applicable 2016 Olympic Games Qualifying Standard. There will be no chasing of the standard. 2. If after the close of each individual event at the Trials, there remain places on Team USA or replacement positions, USATF may, in its discretion, in rank order of finish at the Trials, enter athletes and/or designate athletes as replacements based on their having achieved the applicable 2016 Olympic Games Qualifying Standard. 3. If no U.S. athletes achieve the 2016 Olympic Games Qualifying Standard in a given event during the qualifying period, USATF will enter no athletes in that event. 4. In some events, athletes may be invited to compete in the Olympic Games based on the IAAF ranking lists in order to reach the target number of competitors for each event as listed by the IAAF for the 2016 Olympic Games. USATF shall accept any invitations extended to U.S. athletes if such acceptance does not displace an athlete who has finished ahead of the invited athlete(s) at the Trials and who has met the qualifying standard or who is also in a position to receive an IAAF invitation. Selection Marathon 1. The top three (3) finishers, in Performance Rank Order at the 2016 U.S. Olympic Team Trials Marathon (Trials) will automatically select themselves to Team USA for the 2016 Olympic Games (Team), provided that each has, by the end of their event at the 2016 U.S. Olympic Team Trials Marathon, achieved the applicable 2016 Olympic Games Qualifying Standard. If all three have, by the end of their event at the Trials, achieved the 2016 Olympic Games Qualifying Standard then the fourth ranked order finisher shall serve as the replacement, provided that he or she has, by the end of their event, achieved the applicable 2016 Olympic Games Qualifying Standard. There will be NO chasing of the standard. 2. If after the close of the Trials, there remain places on Team USA or replacement positions, USATF may, in its discretion, in rank order of finish at the Trials, enter athletes and/or designate athletes as replacements based on their having achieved the applicable 2016 Olympic Games Qualifying Standard. 3. If no U.S. athletes achieve the 2016 Olympic Games Qualifying Standard in the Marathon during the qualifying period, USATF will enter no athletes in that event. 4. No invitations from the IAAF will be issued for the Marathon to fulfill the quota. Selection 50km Race Walk 1. The top three (3) finishers, in Performance Rank Order at the 2016 U.S. Olympic Team Trials 50km Race Walk (Trials) will automatically select themselves to Team USA for the 2016 Olympic Games (Team), provided 7

8 that each has, by the end of their event at the 2016 U.S. Olympic Team Trials Race Walk, achieved the applicable 2016 Olympic Games Qualifying Standard. If all three have, by the end of their event at the Trials, achieved the 2016 Olympic Games Qualifying Standard then the fourth ranked order finisher shall serve as the replacement, provided that he or she has, by the end of their event, achieved the applicable 2016 Olympic Games Qualifying Standard. There will be NO chasing of the standard. 2. If after the close of the Trials, there remain places on Team USA or replacement positions, USATF may, in its discretion, in rank order of finish at the Trials, enter athletes and/or designate athletes as replacements based on their having achieved the applicable 2016 Olympic Games Qualifying Standard. 3. If no U.S. athletes achieve the 2016 Olympic Games Qualifying Standard in the 50km Race Walk during the qualifying period, USATF will enter no athletes in that event. 4. No invitations from the IAAF will be issues for the 50km Race Walk to fulfill the quota. Tie Break Procedures In the event of a tie, USATF s tie break procedure for selection of national team members will be executed. These tie break procedures can be found in Attachment C and by using the following link: Calendar/2016/2016-Olympic-Games/Selection-Procedures.aspx 2. DISCRETIONARY SELECTION (if applicable) 2.1. Provide rationale for utilizing discretionary selection (if any): Discretionary selection criteria will be used to select two members, each, of the men s and women s 4x100m and 4x400m relay teams, in order to enhance the chance of these teams making the podium List the discretionary criteria and explain how they will be used (if any): Relay Team members are the only athletes who may be selected utilizing the discretionary selection criteria. The 2016 U.S. Olympic Team relay coach, as contracted by USATF, in cooperation with the respective head coach or his/her designee, the Chief of Sport Performance and a non-competing athlete who has national team experience in the 4x100m or 4x400m relays, will use this discretionary criteria to select the best possible relay team. 8

9 The IAAF allows countries to enter up to six (6) relay pool participants, per gender, for each of the 4x100m and 4x400m relays. Should USATF enter individual athletes and a relay team in the same distance, these being the 100m and 400m, the entered individual athletes (3 plus the replacement athlete) in that event must be included among the total of six (6) athletes entered for the relay event. (Example: If the U.S. enters three (3) athletes plus a replacement athlete in the men's 100m these four (4) athletes must be entered as part of the six (6) man relay pool for the men's 4x100m.) This allows USATF to select two (2) additional athletes to fill out the remaining relay pool slots. It is imperative that the remaining two (2) discretionary slots, per gender, per relay event, in the relay pool are filled by athletes who have the ability and skills that complement the relay pool members who were selected by their placement in the 100m and 400m running events, respectively. Selection to the relay pool does not automatically guarantee that an athlete will compete in the relay. Any Olympic Team member may be added to the relay. The decision to place the two (2) discretionary athletes, per gender and per event, into the relay pool will be based on the 2016 U.S. Olympic Team relay coach s judgment of that athlete s ability to contribute to the success of the relay team. The 2016 U.S. Olympic Team relay coach will take the following into consideration: (1) the athlete s ability to pass and receive the baton with either hand; (2) the athlete s ability to run the turn and/or straight leg; (3) the athlete s availability and willingness to attend any relay camps and/or practices; (4) the athlete s times run in the appropriate distances; and (5) the athlete s World Championships, World Relays, Pan American Games and Olympic Games relay experience. In order to qualify for nomination to the 2016 U.S. Olympic Team Relay Pool in the remaining two slots, per gender and per event) athletes must compete in the 2016 U.S. Olympic Team Trials Track & Field, unless excused for unforeseen circumstances prior to the commencement of the 2016 U.S. Olympic Team Trials Track & Field by the chair of the appropriate sport committee after consultation with the Chief of Sport Performance and the 2016 U.S. Olympic Team relay coach. Should an athlete experience an unforeseen circumstance during the 2016 U.S. Olympic Team Trials Track & Field, the athlete must submit a waiver request within two (2) hours of the unforeseen circumstance to the appropriate sport committee chair. This provision will only be utilized in extreme cases and athletes must have demonstrated Pan American Games, Olympic Games, World Relays and/or World Championships medal performances. All waivers must be approved by the Chief of Sport Performance and the Board of Directors. 9

10 2.3. Provide the name of the committee that will be responsible for making discretionary selections, along with a complete list of the members titles currently serving on the committee: The selection committee will consist of: 1) the U.S. Olympic Team relay coach, as contracted by USATF, 2) the head coach or his/her designee, 3) the Chief of Sport Performance and 4) a non-competing athlete who has national team experience in the 4x100m or 4x400m relays Specify the process that will be used to identify and handle any potential conflicts of interest involving a member of the committee. Any member of the selection committee that has a possible conflict of interest must disclose it. If such conflict is judged to exist, the selection committee member must recuse him/herself from committee discussions and voting. Further, the committee member should not otherwise influence other members of the committee in the nomination process. However, a committee member who recused him/herself, but who has relevant and necessary information with respect to athlete performance, may, if requested by the selection committee, provide such information to the committee so long as such information is provided in a fair and unbiased manner and the committee member who declared the conflict of interest does not vote toward the final decision In the voting for the selection of the two (2) discretionary athletes into the four (4) relay pools, if there are an even number of voting members on the Committee, and as a means of not having a tie vote, the current Chair of USATF s Athlete Advisory Committee shall become a member of the Selection Committee for that relay team selection. 3. REMOVAL OF ATHLETES 3.1. Prior to acceptance of nominations by the USOC, USATF has jurisdiction over potential nominees. An athlete who is to be nominated to the Team by USATF may be removed as a nominee for any of the following reasons, as determined by USATF: Voluntary withdrawal. Athlete must submit a written letter to USATF s Chief Executive Officer. 10

11 Injury or illness as certified by a physician (or medical staff) approved by USATF. If an athlete refuses verification of his/her illness or injury by a physician (or medical staff) approved by USATF, his/her injury will be assumed to be disabling and he/she may be removed Violation of USATF s Statement of Conditions (Attachment B). An athlete who is removed from the Team pursuant to this provision has the right to a hearing per USATF s Bylaws (Article 14 and Regulation 21) and the USOC s Bylaws, Section Once an athlete nomination is accepted by the USOC, the USOC has jurisdiction over the Team, at which time, in addition to any applicable USATF Statement of Conditions, the USOC s Code of Conduct and Grievance Procedures apply. The USOC s Code of Conduct and Grievance Procedures can be found at: An athlete may be removed as a nominee to the Team or from the Team for an adjudicated violation of IOC, PASO, IPC, WADA, IF, USADA and/or USOC anti-doping protocol, policies and procedures, as applicable. 4. REPLACEMENT OF ATHLETES 4.1. Describe the selection and approval process for determining replacement athlete(s) should a vacancy occur: prior to submission of Entries by Name to the Local Organizing Committee, including any applicable group or committee: An athlete who withdraws from the 2016 U.S. Olympic Team due to illness, injury or for any other reason, or fails to abide by the USATF Statement of Conditions prior to nomination to the USOC will be replaced by the next eligible athlete who has achieved the 2016 Olympic Games Qualifying Standard, in rank order finish at the 2016 U.S. Olympic Team Trials Track & Field, the 2016 U.S. Olympic Team Trials Marathon and the 2016 U.S. Olympic Team Trials Race Walk. The replacement athlete will be required to sign a Statement of Conditions (Attachment B). 11

12 after submission of Entries by Name to the Local Organizing Committee, including any applicable group or committee: 5. SUPPORTING DOCUMENTS An athlete who withdraws from the team due to illness, injury or for any other reason, or fails to abide by the USOC Code of Conduct after nomination to the USOC will be replaced by the next eligible athlete who has achieved the 2016 Olympic Qualifying Standard, in rank order finish at the 2016 U.S. Olympic Team Trials Track & Field, the 2016 U.S. Olympic Team Trials Marathon and the 2016 U.S. Olympic Team Trials Race Walk. The replacement athlete will be required to sign a Statement of Conditions (Attachment B). USATF will retain the approved Selection Procedures and all supporting documents, including scouting or evaluation forms, etc., and data from the selection process for six months past the date of the Closing Ceremony of the Games. 6. REQUIRED DOCUMENTS In addition to the USOC Code of Conduct, the following documents are required to be signed by an athlete as a condition of nomination to the Olympic Games and are included as attachments: A USATF Statement of Conditions (Attachment B) must be signed by all nominated athletes. 7. PUBLICITY/DISTRIBUTION OF PROCEDURES The USOC approved Selection Procedures (complete and unaltered) will be posted/published by USATF in the following locations: 7.1. DATE OF NOMINATION The Nomination of Athletes form, including replacements, will be announced to all athletes and submitted to the USOC on or before: July 11, MANDATORY TRAINING AND/OR COMPETITION Specify the location, schedule and duration of mandatory training and/or competition: Athletes selected to the relay pool will be required to attend at least one international relay competition as designated by USATF and must attend the USATF Pre-Olympic training camp. Dates and locations will be sent to athletes at least 30 days prior to the competition and camp. 10. ANTI-DOPING REQUIREMENTS Athletes must adhere to all IOC, IPC, PASO, WADA, and IF, USADA and USOC anti-doping protocols, policies and procedures, as applicable. This includes participation in Out-of-Competition Testing as required by the IOC, IPC, PASO, WADA, IF, USADA and USOC Rules, as applicable. 11. NGB/HPMO BYLAWS AND GRIEVANCE PROCEDURES The USATF Bylaws and Grievance Procedures can be found at: INTERNATIONAL DISCLAIMER These procedures are based on IOC, IPC, PASO, as applicable, and/or IAAF rules and regulations as presently known and understood. Any change in the selection procedures caused by a change in IOC, IPC, PASO, as applicable, and/or IAAF rules and regulations will be distributed to the affected athletes immediately. The selection criteria are based on the latest information available to USATF. However, the selections are always subject to unforeseen, intervening circumstances, and realistically may not have accounted for every possible contingency. If any force of nature, or force majeure, should cause the altercation or cancellation of any of the selection events listed in this document, these selection procedures will be revised, pursuant to their resubmission to the USOC. 14. 17 Qualifying Guidelines 1. All performances must be achieved during competitions organized or authorized by the IAAF, its Area Associations or its National Federations in conformity with IAAF Rules: Results achieved at university or school competitions must be certified by the National Federation of the country in which the competition was organized. Performances achieved in mixed competitions in track events will not be accepted. Exceptionally, in accordance with IAAF Rule 147, performances achieved in events of 5000m and 10,000m may be accepted in circumstances where there were insufficient athletes of one or both genders competing to justify the conduct of separate races and there was no pacing or assistance given by an athlete(s) of one gender to an athlete(s) of the other gender. Wind-assisted performances will not be accepted. Hand timing performances in 100m, 200m, 400m, 800m, 110m/100m Hurdles, 400m Hurdles and 4x100m Relay will not be accepted. Indoor performances for all field events and for races of 200m and longer, will be accepted. For the running events of 200m and over (including combined events), performances achieved on oversized tracks shall not be accepted. For the Race Walks, track performances (20,000m or 50,000m) shall be accepted. 2. In the case of Marathons & Race Walks, performances for qualifying purposes may only be achieved on a course certified by the IAAF and conducted in accordance with IAAF Rules. The 2014 and 2015 list of current qualifying race walk and marathon competitions can be found on the IAAF website at a. In the case of Race Walks, performances achieved at Race Walk Events staged at International Competitions defined under IAAF Rule 1.1 (a), (b), (c), (d), (e), (f), (g) or (j) are valid towards the achievement of the Entry Standards providing the following conditions (where applicable) are respected: the course is (or will be) measured by an IAAF/AIMS Grade A or B International Road Race Course Measurer; a minimum of 3 International or Area Race Walking Judges are on duty. b. Performances achieved at International Competitions defined under IAAF Rule 1.1 (i), or at National Competitions, are valid towards the achievement of the Entry Standards ONLY if the Member Federation concerned submits a specific application to the IAAF. The application letter, indicating the date, venue and program of events of the Competition, must confirm that the above conditions will be respected. Applications for 2015 that have already been submitted for the Beijing World Championships do not need to be submitted again and are listed on the IAAF website. Applications for National Permit competitions which are held after 10 August 2015 (end of Beijing 2015 qualification period) and in 2016, to be added to the list of qualifying opportunities, must be submitted to the IAAF using the application form provided before the race is conducted. In the case of Marathons, performances for qualifying purposes may only be achieved on a course certified by the IAAF and conducted in accordance with IAAF Rules. The first 20 runners in the Men s Marathon and in the Women s Marathon in the IAAF World Championships Beijing 2015 and the top 10 finishers at the IAAF Gold Label Marathons in 2015 and 2016 (held during the qualification period) will also be considered as having achieved the entry standard. 17

19 Tie Break Procedures Attachment C USATF Tie Break Procedures Tie Break Procedures for Running, Field and Combined Events If there is a tie for any rank position that affects team selection, the tie shall be broken by the following procedures, in order, as they apply. Running Events: 1. For all running events, with the exception of the marathon and 50K race walk; a. The athletes affected and/or their respective representatives will receive, from a USATF official, written notification that the race results are in question and that tie breaking procedures must be initiated. The athletes and/or representatives must acknowledge in writing their receipt of the notification. b. If all affected athletes agree to a run-off, the run-off will be held within the most time allowed before the roster deadline, but not later than 72 hours, after the last day of the selection competition. The athlete s decision to compete in the run-off, must be communicated in writing to USATF within two hours from which the last athlete was notified. Failure to do so will be construed as a decision to decline participation in a run-off. 2. Any athlete that agrees to run-off, and then changes his/her mind after the two-hour deadline, forfeits any rights to the higher place. 3. If all affected athletes do not agree to do a run-off, the tie shall be broken by lot. For the purposes of the tie-break procedure, by lot will be defined as follows: a. For two persons, the tie shall be broken via coin toss. b. For three or more persons, the tie shall be broken by drawing names from a bowl. The names shall be written on paper of the same size and folded in the same manner. 4. Any athlete who refuses to participate in the tie-break procedure forfeits any rights to the higher place. Field events: 1) Athletes participating in the final round of competition will be assigned a rank based upon their 19

20 place-finish in the finals; 2) Athletes that do not qualify for the finals will establish their rank order position based on the athlete's best mark achieved in the qualifying round. An athlete's ranking will be based upon the highest round completed by an athlete. If after exhausting Rule there remains a tie for the last team position in a field event other than the high jump and pole vault, there shall be an additional round of jumping/throwing immediately after the event. If that round does not break the tie, one or more additional rounds shall be held until one round breaks the tie. If, after exhausting Rule 181.9, there remains a tie for the last team position in the high jump and pole vault, the tie will be broken by a jump-off, using the rules and procedures normally applicable to jump-offs to break ties for first place. Field event jump-offs will take place, if possible, 1) immediately after the event but 2) no later than the morning following the event. Any athlete who refuses to participate in the tie-break procedure forfeits any rights to the higher place. Combined Events: If after exhausting Rule there remains a tie for the last team position in a combined event, the tie shall be broken by lot. Any athlete who refuses to participate in the tie-break procedure forfeits any rights to the higher place. Tie Break Procedures for Marathon and 50km Race Walk Events Marathon/50km Race Walking: Athletes participating in a World Championship Team Trials Marathon, a World Championship Team Trials-50km Race Walk, an Olympic Team Trials Marathon, or an Olympic Team Trials 50km Race Walk will be assigned a rank based upon their place- finish in that event. For the Race Walk, if there is a tie for any rank position that affects team selection, the tie shall be resolved, in order, by awarding the higher rank to the athlete with the fewer red cards during the event. If that does not resolve the tie, it shall be broken by lot. For the Marathon, if there is a tie for any rank position that affects team selection, the tie shall be broken by lot. Any athlete who refuses to participate in the tie-break procedure forfeits any rights to the higher place. 20
