1 XV PAN AMERICAN GAMES (8-8 July 007) Progress Report THE PAN AMERICAN GAMES The Pan American games are a continental version of the Olympic Games which includes the Olympic Program sports and others that are not part of the Olympics. Organizes every four years, always one year before the Olympic Games, the first Pan American Games were held in 95, in Buenos Aires. Competitions started on February 5th and included,53 athletes from countries, with 8 sports. Over more than 50 years, the Pan American Games never failed to occur, and have been held in cities in every corner of the continent. From the extreme north, like Winnipeg (Canada), host of two events and to the south, like Mar del Plata (Argentina) which hosted the 995 Games. The Pan American Games also visited Mexico City (Mexico), Chicago (USA), Cali (Colombia), San Juan (Puerto Rico), Caracas (Venezuela), Indianapolis (USA), Havana (Cuba) and Santo Domingo (Dominican Republic). The Games have already been to Brazil in 963 and São Paulo was the host to the fourth edition of the event. The Games were a success, mobilizing the entire city where 40 thousand people attended the Opening Ceremony. The Pan American Games have been growing in size and importance in each new edition of the event. In less than half a century, the event has doubled in number of countries, athletes, and sports, becoming one of the main events in the world's sports calendar. The 007 edition, to be held in Brazil, has prompted the Organizing Committee (CO-RIO) to restore important venues such as the Estádio do Maracanã, Marina da Glória and build a new Olympic Village. It is expected that the games will improve infrastructure in the city and we can consider the planning of RIO 007 as an important stage of a long-term project that includes a possible bid for the 04 Soccer World Cup and the 06 Olympic Games.

2 SAILING COMPETITION The sailing competition at the XV Pan American Games will be held over seven days from Sunday, July to Saturday, July 8, 007. The sailing area and race courses will be in the southern part of the Guanabara Bay. All classes are to conduct fleet races only and are scheduled to compete in races over six competition days, with one reserve day incorporated in the schedule. 3 The prizes: The prizes for the events in the XV Pan American Games Rio 007 competitions will be awarded in accordance with PASO Statute and Regulations, Section XIII. First Place: The first prize will be a gilded medal and a diploma. Second Place: The second prize will be a silver-plated medal and a diploma. Third Place: The third prize will be a bronze-plated medal and a diploma. Fourth to eighth places: Competitors placing fourth to eighth will receive a diploma. EQUIPMENT AND ATHLETES Only NOCs recognized by PASO whose MNA is a member of ISAF / PASAF, may enter competitors in the XV Pan American Games Rio 007. According to the quota established by PASO, there will be maximum 40 athletes. The MNA of each participating country may register up to a maximum of 6 men and women competitors. In addition to competitors, each MNA may register a 3

4 technical and management team comprising up to four officials (Team Leader, Assistant Team Leader, Coach and Manager), not exceeding the total number of delegation members specified by PASO Regulations. No entry of replace competitors shall be permitted. Only accredited competitors and support personnel shall have access into the venue and competition areas. The PASAF Qualification Committee may modify the events or number of athletes in an individual event after the last valid qualifying event, provided that the total number of 40 athletes is not exceeded. The purpose of doing so will be solely to achieve the 40 athlete quota allowed. QUALIFICATION SYSTEM As the host country, Brazil is automatically qualified for the Sailing competition in the XV Pan American Games Rio 007, other countries that have respective MNAs in good standing with ISAF/PASAF at the time of the qualifying event may qualify for one entry (of their choice) in that Pan American sailing event. The Qualification Committee will administer the pool. Positions will be attributed as follows:. The first priority of an event shall be given to the MNA that has won a Gold Medal in the same event at the immediately preceding Regional Games.. Any remaining entries shall be assigned taking into consideration Regional Games results, the ISAF World Ranking List (if applicable), overall Pan American Qualification results and continental balance, not necessarily in this order. 4

5 3. Within the pool, event quotas may be re-assigned among events, as the Qualification Committee deems appropriate. Qualifying events Bearing in mind the possibility that a chosen event might not be a valid series, the following will apply:. If an event chosen as a qualification event is invalid, then the slots will be split among the valid events for that class in a proportion decided by the Qualification Committee.. In the highly unlikely event that all chosen events are invalid, then the Qualification Committee will choose all of the slots. Competitors from a minimum of three countries must compete at an event for it to be a valid qualification event. Regardless of the number of slots the Qualification Committee ends up choosing, it will take into consideration the results of the major class events that took place during the three years immediately prior to the XV Pan American Games Rio 007 with emphasis on preceding months. In addition to the number of countries to be qualified, an alternate or backup country will be selected at the last qualification event in each class. The alternate will be used to replace any qualified country that does not send a competitor to the Games. The NOCs may only send to the XV Pan American Games Rio 007 competitors who have qualified through the above mentioned system established by ISAF PASAF. Eligibility To be eligible for participation in the XV Pan American Games Rio 007, a competitor must comply with PASO Regulations, ISAF and PASAF rules and must be entered by his NOC. Any competitor in the XV Pan American Games Rio 007 must be a national of the country of the NOC entering him. 6

7 A competitor s nationality is determined according to PASO Regulations, Section IV, item 3. Competitors must be 5 years old (minimum) on the year of the competition. ENTRIES Each NOC s individual and team Entry by Number forms, without specifying the names but indicating the number of participants in each event must be completed and returned to CO-RIO no later than midnight (local time) on Friday, April 3, 007. Entries by number from each NOC must be submitted on the official forms supplied by CO-RIO. The number of entries submitted for participants may not vary by more than 0% of the final entries, as per PASO Regulations, Section V. An Entry by Name form is required for each eligible participant in the XV Pan American Games Rio 007. Entries by name must be completed by the appropriate NOC on the official form supplied by CO-RIO and returned no later than midnight (local time) on Friday, June, 007. TECHNICAL ORGANIZATION PASO Technical Commission and the Pan American Sailing Federation shall be responsible for the technical organization of the XV Pan American Games Rio 007 Sailing competition. The technical meeting will be held on Saturday, July, 007 at 09:00 at the Pan American Village. A meeting of the Technical Officials and the ISAF Technical Delegate will be held each afternoon at the Marina da Glória conference room. The ISAF Technical Delegate and the Sailing Competition Manager will chair over the meeting, which will be conducted in English and Spanish. Members of the International Jury The responsibilities of the ISAF Technical Delegate are as follows: a) Assist Event Organisers in the development and planning of the event; b) Give advice regarding the Notice of Race and Sailing Instructions before the event; c) Approve any alterations to the Sailing Instructions and other rules relating to the event; d) Co-ordinate Race Officers (appointed by the Event Organizing Committee); e) Carry out other functions as the ISAF Executive Committee may decide; f) Submit a post-event report to the ISAF. THE GUANABARA BAY The Guanabara Bay will be the area used for the Pan-American sailing competition. The Guanabara Bay is an oceanic bay located in the state of Rio de Janeiro. In its southwest shore is the city of Rio de Janeiro and in its southeast shore the city of Niterói. Bay South Chart Racing 8

9 Guanabara Bay is the second largest bay in area in Brazil. The bay is 3 km long and 8 km wide at its maximum. Main entry for ships arriving in the city from the sea, the Guanabara Bay strikes us with its size and beauty. Its 3km perimeter has 53 beaches, and its 38km² area includes 4 islands in a volume of two billion cubic meters of water. Guanabara Bay is surrounded by luxuriant tropical forests, beaches, strangelyshaped rocks and peaks. Unfortunately, due to urbanization, deforestation and pollution of its waters with sewage, garbage and oil spills, Guababara Bay s ecosystem, which was incredibly rich and diversified in the past, has suffered a lot, particularly along its mangrove areas. Recovery measures are currently being tried. THE MARINA DA GLÓRIA Marina da Glória will be the location for all the on shore facilities concerning the sailing competition. The Marina da Glória is 45 minutes away from the Pan American Village. The South shore of the marina offers some infrastructure for keeping boats and organizing trade shows, with moorage areas, nautical services, restaurants and bars. It also contains some shops that sell anything from accessories and supplies for cruisers and sailboats, to boats of all types and sizes. This side of the marina constitutes an alternative option in case of failure of the new project for the North shore. Marina North Marina air view Marina - South 9

10 THE NEW PROJECT A new project was performed to lodge all the necessary facilities for the Games sailing competition at the North shore of the Marina. The venue will have security access for accredited team members only, and the public access will not be allowed. The project includes athletes and race officials support facilities such as: meeting rooms for athletes, officials and media, Pan-am club, security checkpoints, catering, measurement areas, lockers, sail loft, showers, washing rooms, internet access, jury rooms, moorings, etc. At this moment only the stakes on the water to support a future concrete platform are in place because the project is under embargo. In the next months the development of the works at Marina da Glória will be the focus of special attention. 11 Rope 500m/8mm 6 Buoys - triangular 0 Buoys - cylindrical THE PAN AMERICAN VILLAGE The Pan American Village is located at the Barra da Tijuca region, on Av. Ayrton Senna, an expressway that provides access to various points in Rio de Janeiro. Barra da Tijuca is a modern neighborhood privileged by nature with three large natural lakes, breath-taking mountain views and enchanting beaches extending over 8 kilometers of sea-front area. It is provided with excellent commercial infrastructure and diversified entertainment and leisure areas to supplement all expectations of the 4 delegations participating in the XV Pan American Games Rio 007. The Pan American Village is a brand new multifunctional center, vital to the operations of the XV Pan American Games Rio 007 as it will house approximately 5,000 athletes and,500 delegation members for the largest sport event in the Americas. The architectural project of the Village, distributed over a total area of 370,000 m², meets all PASO standards and is composed of 7 buildings of 0 floors each, with,480 apartments, offering excellent conditions to house up to 7,776 athletes and officials. All rooms have direct ventilation, all bedrooms have a private bathroom and all balconies are spacious. For the Games, the Pan American Village will be divided into three main Zones: the Operational, the International and the Residential Zones. The Operational Zone will house information desks; Welcome Center (accreditation); protocol; guest pass center; athletes transportation mall, parking lots, press sub-center, and logistics complex. The International Zone will be provided with retail shops; ticket office; telecommunications center; cyber-café; post-office; bank agency; information booths; sponsors shops; lost and found center and licensing booth. In addition to apartments, the Residential Zone will have information desks; Sport Information Center (SIC); NOC Relations Center; meeting rooms; operations center; video-games and reading rooms; TV room (cable TV) and video presentation room; internet access, cinema and amphitheater for open-air shows; disco; ecumenical religious center; fitness center - massage/ beauty parlor/ sauna; a Policlinic; restaurants; pools; laundry facilities (one Laundromat for each blocks).

12 TRANSPORTATION SERVICES The XV Pan American Rio 007 Transport Services will commence on July 007. Athletes and team officials arriving at both Rio de Janeiro International Airport Antonio Carlos Jobim and Santos Dumont Domestic Airport will be met by CO- RIO Transportation Services staff. A 4 hour shuttle service to the Pan American Village will be available from both airports for athletes and team officials on a designated Pan American route. Athletes and team officials holding an accreditation will be eligible for service (period/hour to be determined) in dedicated sport specific vehicles. They will be transported through a custom-made client system according to the competition schedule. Athletes and team officials will be transported to the Marina da Glória through a dedicated bus service. After the competition, athletes will return to the Pan American Village with the same vehicle, which will remain parked in a specific area in the venue. The CO-RIO Transportation Services will provide all athletes and team officials with relevant transport information through the Transport Information Desks located at the airports, Pan American Village and Marina da Glória. MEDICAL SERVICES Comprehensive, accessible and efficient medical care will be provided during the XV Pan American Games Rio 007, to everyone requiring assistance while at Pan American venues, including non-competition venues. The Polyclinic, the medical facility within the Residential Zone of the Pan American Village, will provide all persons with access to the Village with a comprehensive range of services including sports medicine, physiotherapy, orthopedics, radiology, a pharmacy, dental services, general medical consulting services, and a 4 hour emergency service. It will be supported by an ambulance service with mobile Intensive Care treatment. This center will be linked to a network of accredited hospitals for ongoing care if required. A first-aid station will operate at the International Zone of the Village. Designated members of the Pan American Family will receive free emergency medical treatment within the medical services facilities from their official arrival date to their official departure date. A Medical Station will provide primary medical treatment for athletes and officials at Marina da Glória.

13 A medical team will be at the Marina during competition to assist with immediate medical needs. Ambulances will be on-hand for cases requiring transfer to an accredited hospital. DOPING CONTROL Doping control tests will be conducted throughout the competition in accordance with the guidelines established by the PASO Medical Commission and ISAF Rules and Regulations. All doping controls will be carried out in accordance with The World Anti-Doping Agency, including the list of Prohibited Substances and Methods. This section is updated annually and the version to be published by The World Anti-Doping Agency on January, 007 will be the one implemented during the XV Pan American Games Rio 007. The PASO Medical Commission shall have the right to single out a competitor to undergo a doping control without justifying the reason, at any time during the XV Pan American Games Rio 007. Unannounced out-of-competition tests will be carried out in accordance with the guidelines of the PASO Medical Commission. As for the tests during competition, selected athletes will be notified by a doping control official immediately following competition and will be required to accompany the official to the Doping Control Station situated within the Marina. Athletes will be required to provide a urine sample under the direct supervision of a doping control official of the same gender. Samples will be analyzed at the IOC accredited Laboratory in Rio de Janeiro (LAB DOP / LADETEC). TECHNOLOGY SERVICES Atos Origin was the winning bidder of the tender conducted by the federal government and will answer for the integration of the results, timing and measurement systems and supply all the pieces of equipment and technological installations of the event. It will be used the protocol ORIS (Olympic Results Information Services). 3

Sadia: established in 944, Sadia is the national leader in all its business segments. It is one of the leading Brazilian food exporters and one of the largest food companies in Latin America. Kaiser: is part of the fifth largest brewing group in the world. SPORT INFORMATION During the XV Pan American Games Rio 007, there will be a main Sport Information Center (SIC) at the Pan American Village, located at the Residential Zone. Sport specific information will be available at each information desk. Marina da Glória will also have Sport Information Center. The SIC will provide NOC team officials (Chef de Mission and team managers) with general and technical sport information. In addition, the SIC will offer scheduling and confirmation of transport and verification of entries. To improve the level of service provided to NOC team officials by the SIC at the Pan American Village, access will be restricted to the Chefs de Mission, team managers, team leaders, technical officials and other persons officially authorized by the NOC. At the Delegation Registration Meeting (DRM), Chefs de Mission will receive a Nomination Form to appoint the team officials who will be entitled to have access to the SIC services. Athletes and mass media representatives will not have access to the SIC. The services to be provided at the Sailing sport allocated desks include: 4

15 a) Distribution of technical information. b) Booking of transportation. c) Receiving requests for lunch boxes. d) Distribution of any information of interest to the NOCs. e) Coordination of bulletins/reports/notices for NOC delegation officials. f) General information services. g) Coordination of other requests from NOC delegation officials, as applicable. h) Distribution of competition results to be used by team delegation officials with access to the SIC. At each information desk, there will be a Sport Assistant who will report to the SIC Supervisor. He will count with the support of volunteers and will be in charge of collecting all information of interest to NOCs. The SIC will be represented at Marina da Glória by a sport information desk. This desk will be operational only during competition days, from two hours prior to the competition until approximately 30 minutes after competition ends on that day. A very efficient communication link will be established between the SIC at the Pan American Village and the SIC at Marina da Glória in order to maintain the accuracy and consistency of information distributed by these information desks. The SIC at Marina da Glória will be responsible for the following matters: a) Confirmations b) Official notices for teams c) Distribution of results d) Liaison between teams, Technical Delegate and Competition Management. THE TEST EVENT The Pre-Pan American Games Regatta, schedule for the period October to 5, at Iate Clube Rio de Janeiro (ICRJ), was the Test Event for the Pan American Games Rio 007. The event was organized by the Brazilian Sailing and Powerboat Federation. The Vice-President of the International Sailing Federation, Teresa Lara was present at the Opening Ceremony. 5

16 Opening Ceremony Racing Race Committee On the first day of the competition, because of an approaching cold front it was necessary to change the position of the race courses in the sailing area. The change was made without any problems to the competition. The teams have been competing for eleven spots to be distributed among the participating Pan American classes: J 4 ( spot), Laser STD ( spot), Laser Radial ( spot), Lightning ( spot), Windsurf RS-X men's ( spot), Windsurf RS-X women ( spot), Hobie Cat 6 (3 spots) and Snipe ( spots). Brazilian athletes were racing against teams from Argentina, Chile, Cuba, Ecuador, Guatemala, Mexico, Paraguay, Puerto Rico, Dominican Republic, Uruguay and Venezuela. Eight countries have been qualified for the Sailing competitions of the Pan American Games Rio 007 in the Pre-Pan American Games Regatta. The competition also provided an opportunity to test Games News Service, which during Rio 007 will work with a large database of information on previous results, biographies of athletes, competition calendar and other static information and will also produce short interviews with medalists. During the Pre-Pan American Games Regatta, CO-RIO tested the in-house production of these interviews, assessing the time required to check, write, edit and translate the news. The Games News Service was successfully tested test during the four days of the Pre-Pan American Games Regatta and provided parameters for the period required between getting and publishing the news. This time, the news produced during the test had not been sent to the press. The Awarding Ceremony was attended by Richard Jeffries from the Regional Games Committee of the International Sailing Federation. 6

17 ICRJ Race Committee Awarding Ceremony CONCLUSION The Test Event ( to 5 October 006) was hosted by the Iate Clube do Rio de Janeiro at its headquarters and with the club tools. At the Test Event I had the opportunity to observe several aspects of this competition and to evaluate some problems concerning the effect of the (sometimes strong) tide on the race courses, the liaison with the rescue team, the equipment, the regatta scoring, etc. with the purpose of fine tuning the planning and the organization of the Games. Several details like sailing areas, committee boats, development of the competition at sea, technical qualification of race officers and others, have been also evaluated. These tests were critical to polish up the details of the sailing competition of the Pan American Games. The Pan American Games sailing competition (4 to 9 July 007) will be hosted in a different location (Marina da Glória) with quite a lot of new equipment. At this time it was not possible to test the future onshore facilities and organization as well as all the coming race management equipment. The embargo at Marina da Glória is the main concern and I do hope it will be canceled in a short time and the works start again. Rio de Janeiro is a great venue to host such an important event and the whole technical organization well settled. Having participated in work meetings with CO-RIO teams from different areas, I consider the planning highly detailed and executed by people committed to make a good organization. Armando Goulartt 7
