1 HUB E. ISAACKS TROPHY 1. ORGANIZING AUTHORITY: San Diego Yacht Club ("SDYC") in cooperation with Snipe Class International Racing Association ("SCIRA"). 2. HOST CLUB AND FLEET: San Diego Yacht Club and San Diego Area Fleet RULES: 3.1 The race will be governed by the rules as defined in the Racing Rules of Sailing ("RRS") , the SCIRA Rules of Conduct for Conducting National and International Championship Regattas, and the Deed of Gift for the Hub E. Isaacks Trophy. 3.2 No national prescriptions will apply. 3.3 Racing Rule 63.7 will be changed to provide that in the event of a conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions will prevail. 3.4 Racing Rule A4 will be amended. 3.5 Racing Rule 30.3 "Black Flag" will not be used in this regatta. 3.6 If there is a conflict between languages the English text will take precedence. 4. ADVERTISING: This regatta is classified as Category "C" in accordance with ISAF Regulation 20 and SCIRA Advertising Prescriptions. Boats may be required to display advertising chosen and supplied by the organizing authority. 5. ELIGIBILITY & ENTRY 5.1 This regatta is open to SCIRA registered boats and Class member skippers and crews who are in good standing with SCIRA for the current year subject to any Deed of Gift trophy restrictions. No skipper or crew shall be eligible to enter any Class championship race unless they possess and present a current Class Membership Card, or its SCIRA issued equivalent. Competitors shall establish with SCIRA their entry approval through their own National Secretary. 5.2 Registration opens on March 4, 2009, six (6) months prior to the official start of the World Championship and closes at 1700 Pacific Daylight Time ("PDT") on August 4, 2009, one (1) month prior to the official start of the World Championship.

2 5.3 Eligible competitors may enter by completing an entry form and submitting it together with the required entry fee to San Diego Yacht Club. Entries must be received no later than 1700 PDT on August 4, 2009, as set forth below and as provided in the Class Rules, edition. No entries will be accepted after said date and time. 5.4 The entry fee is $ US Dollars. 5.5 Entries shall be submitted electronically by going to the 2009 Snipe Worlds website at and clicking on "Sail" and then clicking on "online registration" and following the instructions. 5.6 All entrants are required to complete on site registration/check-in and measurement by 1500, Sunday, September 6, SCHEDULE: 6.1 Registration/Check-in and Measurement Friday, September 4, 2009: 0800 to 1200 & 1300 to 1700 Saturday, September 5, 2009: 0800 to 1200 & 1300 to 1700 Sunday, September 6, 2009: 0800 to Competitor's Meeting Sunday, September 6, 2009: Racing Sunday, September 6, 2009: Warning Signal Practice Race at 1300 Monday, September 7, 2009: 2 Races Scheduled, Warning Signal First Race 1200 Tuesday, September 8, 2009: 3 Races Scheduled, Warning Signal First Race 1200 Wednesday, September 9, 2009: 3 Races Scheduled, Warning Signal First Race 1200 Thursday, September 10, 2009: 1 Race Scheduled, Warning Signal First Race 1200 Friday, September 11, 2009: 2 Races Scheduled, Warning Signal First Race MEASUREMENT: (1) all boats shall produce a valid measurement certificate; (2) all boats shall have a moment of inertia measurement certificate and a completed measurement data sheet on file with the SCIRA Office no later than close of on site registration/check-in; (3) all boats are required to have a current Class decal properly displayed; (4) all boats are to be measured during the registration/check-in and measurement time period set forth in Paragraph 6.1 above, this measurement includes, but is not limited to, measurement of each boat's spars, blades, sails, weight, and a check of it's safety equipment; and (5) all boats are otherwise subject to measurement at any time at the reasonable discretion of the Class or Race Committee. 8. SAILING INSTRUCTIONS: The regatta Sailing Instructions will be available on site at registration/check-in on September 4,

3 9. VENUE: The racing venue will be the area known as the "Coronado Roads" in the Pacific Ocean off San Diego. The alternate venue will be the Pacific Ocean off shore of Point Loma. 10. COURSES: The courses to be sailed are the Class approved courses for Championship regattas as published in the SCIRA Official Rule Book and SCIRA website. 11. SCORING: 11.1 The Low Point scoring system of the RRS amended to provide for a scoring penalty for failure to check in prior to the start will be used. (Amends RRS A4) 11.2 Eleven (11) Races are scheduled and three (3) races constitutes a regatta (a) (b) (a) When five (5) or fewer races are completed, a boat s series score will be the total of her race scores. No scores will be excluded. When more than five (5) and fewer than nine (9) races are completed, a boat s series score will be the total of her race scores excluding her worst score. When nine (9) or more races are completed, a boat s series score will be the total of her race scores excluding her two (2) worst scores. 12. SUPPORT BOATS: Support boats shall check in with the organizing authority during the on site registration/check in time period and will be assigned an identification flag to be supplied by the organizing authority. Further, all such support boats will carry on board a VHF radio capable of transmitting and receiving on Channels 16, 69 and INSURANCE: Each participating boat shall be insured with valid third party liability insurance with a minimum cover of $500, US Dollars or the equivalent. 14. RADIO COMMUNICATION: Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction applies to mobile telephones. 15. DISCLAIMER OF LIABILITY: Competitors participate in the regatta entirely at their own risk. See RRS Rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 16. PRIZES: The Hub E. Isaaks Trophy will be awarded to the winning skipper, and the O'Leary Trophy will be awarded to the winning crew. The Earl Elms Perpetual Trophy will be awarded to the skipper who wins the final race. Prizes will be awarded to the top ten skippers and crews and prizes will be awarded to the winning skipper and crew of each race. 3

4 17. QUALIFICATION FOR SUBSEQUENT EVENT: The winning skipper automatically qualifies for the next World Championship Regatta. The winning skipper automatically qualifies for the next Western Hemisphere Championship Regatta provided s/he represents a Western Hemisphere nation. 18. SOCIAL: There will be an Opening Ceremony scheduled for Sunday, September 6, 2009, at 1830, and a Trophy Banquet scheduled for the evening of Friday, September 11, 2009, subsequent to the races. Other festivities will be announced at a later date. ID cards will be issued at on site registration/check-in to all competitors without additional cost and will be needed to attend all regatta events. 19. 5 ADDITIONAL INFORMATION Charter Boats: Housing: Containers: Life Jackets: A limited number of Charter Boats are available on a first come first serve basis. There will be a charter fee. Please contact the Charter Boat Chair, Bob Bowden, at Bobbysue33@aol.com to arrange for a charter. Shower Facilities: SDYC has four (4) separate shower facilities, two (2) each for men and for women. One set known as the "Flag Heads" requires a "key card" for entry.
