The Combined Services Sports Board reviews at regular intervals the status of sports in the Armed Forces, the duty status of service personnel participating and the eligibility to public funding for individual sports within the Services. The criteria for a sport to be eligible for public funding are at Annex A to this DIN.. Sports are categorised as follows: a. Synopsis Sports. Synopsis sports are those which, by virtue of the large numbers of participants both in training units and in the Services at large, have facilities provided at public expense. Facilities are provided to a scale as laid down in JSP 315. Public funding may also be used, within laid down criteria, for equipment, travel, coaching courses and Cash In Lieu Of Rations (CILOR). Synopsis sports are common to all 3 Services and currently are: Athletics (Track and Field), Football, Rugby Football (League and Union), Hockey, Cricket, Tennis, Squash and Netball. Participation in synopsis sports events must be formally authorised to ensure the provisions of JSP 765 (Armed Forces Compensation Scheme) can be applied. b. Sports. Sports are those sports which do not justify being categorised as synopsis sports but nevertheless fully meet the criteria for public funding and are recognised as doing so by the Combined Services Sports Board. Because of the differing operating environments of the 3 Services, Sports need not necessarily be common to all three Services but differences need to be minimised to avoid inconsistency of funding and duty status of personnel undertaking the same activity. Public funding may be used, within laid down criteria, for equipment, travel, coaching courses and

2 CILOR. Although dedicated facilities are not provided, those built for other primary purposes may be used by recognised sports e.g. basketball in a gymnasium. In exceptional circumstances and where budgets allow, single Services may, with the agreement of their D Res, authorise the use of public funds to pay for the hire and/or temporary construction of a facility when the requirement is to meet the safe and legitimate running of a winter sports event. Participation in recognised sports events must be formally authorised to ensure the provisions of JSP 765 can be applied. c. Approved Sports. Approved sports are those which do not meet, or have not yet met, fully the criteria for public funding but which are considered by a single Services Sports Board, with the endorsement of the Combined Services Sports Board, to merit support from non-public funds. Approved Sports are not eligible for any public funding. Participation in approved sports can only be authorised for Inter Service and Single Service Championships. Participants have no duty status at any other events for approved sports. Approved Sports need not be common to all three Services but ideally differences should be minimised to avoid inconsistencies in duty status of personnel participating in the same activity. d. Other Sports. Other Sports are those which do not fall into any of the above categories. Participants are not eligible for any form of duty status in Other Sports. Other Sports may, on occasions, merit support from non-public funds. Any sport not mentioned in Annex B is considered to be other. e. Training. Under Single Service regulations certain sports can be conducted as individual, or adventurous training and attract public funding and associated status. Activity designated as training should be authorised by the appropriate single Service Training Authority. 3. The laid down criteria for public funding of synopsis and recognised sports include: a. Infrastructure and Equipment. Single Service Sports & Welfare Grants and JSP 315, Scale 48. b. Travel & Subsistence. JSP 75 - Chapter 4, Section for travel and Chapter 3 Section 1 for subsistence. c. Coaching Courses. Coaching and officials courses approved by single Service authorities and use of Standard Learning Credits in JSP 898. d. CILOR. JSP 456, Chapter The current status of individual sports is at Annex B. The regulations for travel at public expense for synopsis and recognised sports are laid down JSP 75 Chapter 4 Section. The maximum numbers in teams and of sports association committee members authorised to travel at public expense are at Annex C. 5. To upgrade the status of a sport, the chairman of the single Service sport/activity must apply to the appropriate Service s Sports Board whose Director will make recommendations to the Combined Services Sport Board. The chairman of a Combined Services sport/activity should apply directly to the Combined Services Sports Board. The Combined Services Sport Board is

3 the sole authority for the recognition of sports. Before downgrading the status of a sport, the Combined Services Sport Board will seek the views of the Sports Associations concerned. 6. The eligibility rules for Services personnel to play in Service sport are contained in the matrix at Annex D. This Matrix draws distinction between: a. Service personnel, regular engagement, reservist, bursar and others. b. The level of Service sport from unit to Combined Services. Exceptionally and for the clear benefit of the sport or championship, dispensation to include an ineligible participant at the Inter Service or Combined Service level can only be granted by the Secretary to the Combined Services Sports Board. 7. The categorisation of adaptive sports (AS) is predominantly the same as that of able bodied sports. The Battle Back programme schedules AS activity in support of the Individual Recovery Plan for Wounded, Injured and Sick (WIS) Service personnel. The Combined Services Adaptive Sports Association (CSASA) provides assurance that the AS activity is fit for purpose, properly regulated and approved by the appropriate sporting governing body but participation is authorised by unit commanders. Participation at the representative level is authorised by Secretary CSSB. 8. Service personnel need to understand whether their participation in Service sport is covered by the Armed Forces Compensation Scheme (JSP 765). The Scheme provides compensation for illness, injury or death where caused (wholly or partly) by an individual s service in the Armed Forces. A payment is made from the Scheme where the claimant shows that on the balance of probabilities that their injury is more likely than not to have been caused by service. Each case is decided on its individual merits taking account of all relevant evidence. Compensation is only paid for injuries which are sustained during sporting activity where the activity was authorised prior to it taking place by the Combined Services Sports Board, single Service Sports Boards or unit commanders and where the injury is predominately caused by service. Activities include personnel participating in, officiating at or organising sporting activities. 9. As there will be potential for different interpretations of the applicability of JSP 765, individuals are to be strongly encouraged by the chain of command to ensure that they have personal and third party liability insurance when participating in any Service sport. 4 CRITERIA FOR A SPORT TO BE ELIGIBLE FOR PUBLIC FUNDING ANNEX A TO 014DIN The activity must meet certain criteria in enhancing physical development. Specifically, it will be expected to develop the following: a. Good health, personal fitness and physical development. b. Beneficial physical activity, especially for personnel in sedentary occupations. c. Physical fitness for performing wartime tasks under stress. d. Self-discipline. e. High morale and Esprit de Corps. f. Co-ordination, determination, confidence and motivation. g. Courage and character building. h. Leadership qualities. i. Competitiveness. j. Recruiting and retention.. The activity must be an accepted sport affiliated to an International or National Governing Body and recognised by the Sports Councils (UK/GB or England/Wales/Scotland and Northern Ireland). The Service Sports Association/Union concerned must have a constitution approved by the relevant Sports Board and acceptable accounting procedures and committee structure. 3. The sport must have known and established, grass roots support. It is to be open (and, if it can be determined, with popular appeal) to all ranks. 4. The sport should have guaranteed financial support from non-public funds. 5. A new sport should have low projected per-capita costs. It should be wholly sustainable from existing public funding. 6. Any new sport is subject to a trial/monitoring/review period of three years before it can be considered for recognition. At the end of this period, it will be assessed against the MOD s capacity both to fund and support it. Automatic recognition after 3 years should not be assumed.

Travel at public expense to competitive angling fixtures is limited to two intra-service fixtures, four single Service representative fixtures and four Combined Services fixtures per discipline per year approved by the appropriate Combined Services or Single Services Sports Board. Such fixtures are designated Sport. All other competitive angling fixtures and angling events are designated approved sport and travel to them is to be non-publicly funded.. For the RAF, Kitesurfing includes the wider range of activities embraced by Powerkiting 3. Army participation in competitions up to and including corps and divisional championships is designated individual training and is authorised by DTrg(A). Competing in the Army and Inter-Services Championships and for CS Teams is classified as recognised sport under the auspices of the Army Sport Control Board. 4. Biathlon/Nordic. Participation of the Royal Marines in Biathlon/Nordic activities can be designated as individual training. 5. In addition, the RAF treats the following activities as approved sports: Model Aircraft Flying Powered Flying

The three Services will collectively aim to fill a grid or 40 with 3 racers per kart at each event. Max numbers racing plus supporting crew. Allowing each Service a maximum of 0 ensures the grid can be filled and compensates for fluctuations of availability in the individual Services.
