1 Policies and Procedures Western Carolina University Intramural Sports Spring 2015 Basketball Additions and revisions are highlighted in grey Eligibility Eligibility rules for Intramural sports are designed to provide an opportunity for everyone to participate in a safe, balanced, and fair competition. The rules listed below cannot provide for all possibilities; therefore, the Intramural staff reserves the right to rule on the eligibility status of participants not covered specifically by the following rules. It is important that all participants observe the rules equally so that no team or individual may gain an advantage over those abiding by the rules. Each participant is responsible for the verification of his/her own eligibility. Each team manager is responsible for the eligibility of his/her team members. A. All participants must be current WCU undergraduate, graduate, faculty/staff, faculty/staff spouses and domestic partners a. Student and Faculty/Staff spouses and domestic partners must obtain a CatCard and pay $10 per semester to Campus Recreation and Wellness to participate B. Before participation in an Intramural Sport, individuals must register on C. An individual may not participate for more than one team within a division in a given sport. For example: a male may not play in Men s Competitive league and Men s Rec league but is allowed to play on a Men s team and a Co-Rec team. D. Any person who is a member of a varsity or junior varsity squad, red shirt freshmen, practice squad, walk on, shall not be eligible to participate in that sport or corresponding sports. (see participant handbook). Varsity athletes are considered as such during the entire academic year. E. Varsity athletes may compete in non-corresponding sports, however the number of varsity athletes allowed on each team is limited in each sport. F. Club sports athletes are identified as those appearing on the club sport roster or waiver form. They are still considered as such one semester after they last appear on the roster or waiver G. In order to participate for a fraternity or sorority, an individual must be associated with that organization as a member or new member going through the process. H. Consequences for using an ineligible player(s): a. The team shall forfeit all contests in which the ineligible individual(s) played. b. Players participating illegally are referred to the Assistant Director of Intramural Sports for further disciplinary action. Reschedules A. The rescheduling option is only avaiable if there are open times. No guarantees. B. Requests for open game times and rescheduling games will only be taken or completed during business hours. (Monday-Friday) C. The assistant director has to have confirmation from both captains before a reschedule is established, and this must be done by noon the day of the original game or reschedule game time. By 4pm on Fridays for Sunday games. D. Do not assumed a game is rescheduled unless confirmation has been given by the AD of IMs. Forfeits A. Teams or individuals not ready to play with enough players present to start the game based on the rules for the sport in question, within 10 minutes after the scheduled time for the contest, will lose Basketball Policies and Rules 1
2 by forfeit. B. A team claiming an at-game time forfeit must be present at the scheduled game time and ready-toplay with the minimum number of players needed for the specific sport. C. Teams arriving late for a scheduled contest, but within the 10 minute forfeit time, will be assessed a penalty (see rules below for penalty) D. If neither of the teams arrives by the scheduled game time, the game will be recorded as a double forfeit and each team will be given a loss and a forfeit on their record. E. If a team has either two forfeits, two defaults, or one forfeit and one default, they are dropped from further competition. F. Playing with ineligible players will result in a team receiving a forfeit Protests A. The team manager must file all protests with the Intramurals sports Supervisor/Official at the time a question occurs. B. Only protests that concern rule interpretations, policy and procedure, or player eligibility will be considered. C. Rule interpretation protests: a. PROTESTS THAT CHALLENGE THE ACCURACY OF A JUDGEMENT CALL BY AN OFFICIAL/SUPERVISOR WILL NOT BE ACCEPTED. b. Rule protests must be filed at the time a question occurs and will be settled at that time by the Supervisor (before the next play). c. NO contests or portions thereof will be replayed due to improper rules enforcement. If you have a question captains, please ask it. d. The IM Supervisor will record all protests that challenge rule interpretation. D. Player eligibility protests a. All player eligiblity protests must be filed by a formally written protest. b. Regular season can be filed before, during or after the game c. Playoffs must be filed before the game begins or when the player in question arrives d. Eligibility protests will be decided at the time the question is raised whenever possible. e. Players found to be ineligible after the contest will result in that contest being forfeited and/or that player being suspended. f. See participant handbook for further protest procedures Conduct The Intramural Sports program promotes positive sportsmanship at all contests and activities. Unsportsmanlike conduct includes actions which are unbecoming to an ethical, fair, and honorable individual. It consists of acts of deceit, disrespect, or vulgarity and includes taunting. No alcohol, chewing, dipping, smoking tobacco is allowed during an intramural activity or at any playing facility. Ejections A. Any player ejected from a game must leave the facility immediately and will be suspended from participating in all Intramural Sports activities as well as suspended from the CRC. The ejected player must then make an appointment with the Assistant Director of Intramural Sports to determine the length of suspension and any other sanctions. The following actions can result in ejections from Intramural Sports: a. Use of Tobacco and/or Alcohol during event b. Unsporting conduct/fighting of any kind c. Constant bantering, disrespect or disregard of officials or intramural sports staff For any additional information on eligibility, forfeits, protests, policies and procedures, please see the Intramural Sports Participant Handbook, which can be viewed online at reccenter.wcu.edu or imleagues.com/wcu. 3 Basketball Rules All games will be governed by the National Federation High School Rule Book with the following Intramural Sports modifications. The Intramural Sports Office reserves the right to put into immediate effect any new sport rule changes or modifications based on eligibility, league and tournament structure, or participant safety. Additions and revisions are highlighted in grey I. Players A. CatCard is required. NO ID=NO PLAY! No exceptions! B. Each team will consist of five players, minimum of three to start a game C. All players must be checked in with a jersey # on the roster and the score table before playing D. If it is found that a player enters the game without having checked in, that player will be assessed an administrative technical foul. E. If a team drops below the minimum of three players due to injuries or fouls the game will then be called. F. Players arriving late must show their Cat Card and give their jersey # to the scorekeeper before entering the game. The late player must not interrupt the scorekeeper. Wait for a break. G. Maximum roster size is 12 H. Teams can designate one person as a coach. They are the only people, aside from players on the roster, allowed in the bench area. They are held to the same standards of conduct as all other players. This person is not included on the roster nor will receive a t-shirt if on the winning team. I. Restricted players: i. Varsity Athletes - Teams are only allowed two varsity athletes (non basketball). Must compete at competitive level. Check with Assistant Director regarding varsity status and eligibility. ii. Club Sport Athletes Teams are only allowed two club basketball players on entire roster. Must compete at competitive level. Check with Assistant Director regarding varsity status and eligibility. iii. Intramural Staff Teams are allowed two intramural workers (including professional staff, supervisors, and officials) on entire roster. J. Recreational/Competitive League Disclosure: All CoRec and Men s teams will have the option to compete either recreationally or competitively. The game format for each league is exactly the same, the only differences are as follows. i. Recreational league: The recreational leagues will give all teams a 7-game season with no playoffs. No winner will be declared in this league nor t-shirts distributed. ii. Competitive league: The competitive leagues will give all teams a 5-game regular season and a single elimination playoff tournament for all qualifying teams. The winners will receive championship t-shirts. iii. Individuals can only compete in one or the other for each Men s and CoRec divisions. II. Equipment A. Teams are allowed to provide their own jerseys, but these jerseys must be similar in Basketball Policies and Rules 3
4 color and it is RECOMMENDED that they have legal numbers. (Ex. No number larger than 5 and no combined numbers can exceed 55). B. Game balls will be provided but will not be able to be used before the game C. The intramural department will provide jerseys if teams do not have matching colors and numbered shirts D. Participants must remove all jewelry prior to competing. E. No hats or bandannas will be allowed. One-piece elastic headbands are the only forms of headwear that will be allowed. Anything that forms a knot will not be allowed. F. Athletic shoes and athletic attire are required for participation. Unacceptable attire includes jeans, jean shorts, khaki pants/shorts, button-down shirts, hiking boots, and street shoes. G. Any athletic brace with exposed metal must be covered and/or taped. The Intramural staff will not be responsible for providing athletic tape. III. The Game A. The game will consist of two 20-minute halves with a three-minute half time. B. The clock will run continuously (including technical fouls) except for time-outs, injuries, and on every official whistle during the final two minutes of the second half. C. Each team is allowed three 30-second time-outs per game. The clock will stop on all time-outs. Time-outs do not carry over to the second half or overtime. Only players on the court are allowed to call time-out. D. Mercy Rule: If a team is up by 10 points under two minutes, the clock will continue to run. If a team is up by 20 points at the two-minute mark and beyond in the second half, the game will be called. If a team is up by 40 points or more at the end of the first half or anytime during the second half, the game will be called. E. Overtime: There will be no overtime in the regular season and games can end in a tie. In playoffs, overtime will be as many 2-minute periods needed until a winner is determined. Overtime will begin with a jump ball at center court. All fouls carry over. Teams get one time-out per overtime period. Clock will stop at one minute and beyond. F. Score: The official score will be kept on the score sheet. If the scoreboard and the score sheet disagree, the score sheet will take precedence. G. Late Penalty: teams not ready at game time with minimum # of players will ensue the following penalty. The game clock will start at game time i. 0-3 minutes - Two points and early teams ball ii. 3-9 minutes Two points per minute late and early team s ball iii. 10 minutes - game forfeited (score of 14-0) IV. Fouls and Free Throws A. A player will be disqualified (foul out) when he/she has accumulated 5 fouls (any combination of personal or technical). B. All fouls carry over into overtime; this includes team, technical, and personal. C. All common and personal fouls will be counted against a team total. On the seventh (7) team foul of each half; a bonus (one and one foul shots) will be awarded for the remainder of that half. On the tenth (10) team foul of the half, a double bonus, two (2) fouls shots, will be awarded for the remainder of the half. D. The bonus is not in effect for the opponents on a team control foul (offensive player has possession of the ball when foul is committed by anyone on the offensive team). All player or team control fouls will result in NO basket and loss of possession. Basketball Policies and Rules 4
5 E. Shooting fouls will result in two (2) or three (3) foul shots. If the field goal was made on a shooting foul, the player is awarded one (l) foul shot. F. One free throw will be awarded for a player fouled in the act of shooting and the two or three point try is successful. G. Two free throws will be awarded for a player fouled in the act of shooting whose two-point try is unsuccessful, and three free throws will be awarded for an unsuccessful attempt beyond the three-point line. H. On all one-shot and one-and-one free throw attempts (not the first of a two-shot sequence), offensive and defensive players may enter the lane when the free throw attempt has contacted either the rim or the backboard. I. During a free throw, marked lane spaces may be occupied by a maximum of four (4) defensive and two (2) offensive players. The low block shall not be occupied. The top spaces nearest the free throw line shall not be occupied. Any player who does not occupy a marked lane space must be behind the free-throw line extended and behind the three-point line. J. No free throws will be awarded for the following: i. Each common foul before the bonus rule is in effect ii. A double foul iii. A player control foul iv. A double technical foul V. Special Foul Situations A. Double Fouls and Simultaneous Fouls i. A double personal/technical foul is a situation in which two opponents commit personal/technical fouls against each other at approximately the same time ii. A simultaneous personal/technical foul is a situation in which there is a foul by both teams at approximately the same time, but are not committed by opponents against each other. iii. In the case of a double personal, double technical, or simultaneous foul, fouls are recorded, no free throws are awarded, and play resumes at the point of interruption no alternating possession B. Hand checking i. Hand Checking is not permitted. ii. One point of Contact only, with no guiding iii. Contact with the forearm and wrist is not permitted. iv. Hand Checking will be considered a personal foul. C. Intentional Fouls i. An intentional foul is one which does not appear to be a legitimate attempt to play the ball. This has been expanded to include a player causing excessive contact (hard foul) while playing the ball. ii. iii. This is a JUDGEMENT CALL by the official and cannot be protested. Penalty: 2 points and possession at the spot nearest the foul. (Point of interruption) D. Technical Fouls i. A non-contact foul, which involves unsportsmanlike behavior of any sort; but specifically includes profanity, obscene gestures, and abusive or obscene language, will be considered a technical foul. ii. All Technical fouls given directly to a player will also result in a sportsmanship rating change, as related to the IM sportsmanship policy. Basketball Policies and Rules 5
6 iii. Two technical fouls on one player will result in that player s automatic ejection. These fouls include unsportsmanlike conduct plus dunking/grasping the rim. iv. THREE UNSPORTSMANLIKE TECHNICAL FOULS ON THE SAME TEAM WILL RESULT IN THE GAME BEING FORFEITED BY THAT TEAM. v. Penalty: 2 points and possession at mid court. E. Flagrant Fouls i. A personal foul that involves any of the following: ii. Violent contact with an opponent (including striking with the elbow, kicking, kneeing, or moving under a player who is in the air) in a manner that might cause severe injury to the opponent. iii. Extreme verbal, sometimes persistent, vulgar, abusive conduct. iv. This is a JUDGEMENT CALL by the official and cannot be protested. v. Penalty: 2 points, possession at point of interruption, and automatic ejection of offending player. F. Player-Control and Team Control Fouls i. A player-control foul is a common foul committed by a player while he/she is in control of the ball or by an airborne shooter. ii. A team-control foul is a common foul committed by a member of the team that has possession of the ball. iii. When a player-control or team-control foul is committed, no points can be scored; no free throws will be awarded; the ball will be awarded to the offended team at the spot nearest to where the foul occurred VI. Violations A. Back-court: Teams may not be in continuous control of a ball in their backcourt for 10 seconds. i. Once the ball has been established across the half-court line (both feet and the ball) it is a violation to cross back over into the back-court. Penalty: Turnover. B. Three Seconds: An offensive player cannot be inside of or in contact with the free throw lane (known as the key) for more than three seconds while the ball is in his/her team's front-court. Penalty: Turnover. C. Five Seconds: If a player is closely guarded (within six feet) in the front-court and holds the ball for more than five seconds, or is closely guarded and dribbles the ball for more than five seconds, a violation will be called. Penalty: Turnover. D. Kicking: Kicking the ball is a violation only when it is an intentional act; accidentally striking the ball with the foot or leg is not a violation. E. Elbowing: Swinging of the elbows while in possession of the ball without pivoting either foot will result in a turnover. F. Throw-In: ii. The thrower shall not leave the designated throw-in spot until the ball has crossed the plane of the boundary. Penalty: Turnover. iii. The thrower must pass the ball into the court within five seconds of the start of a throw-in. Penalty: Turnover. iv. The thrower may step on but not over the sideline. v. Running along the baseline for a throw in is only allowed after a made shot VII. Dunking and Slapping Backboard A. Dunking or grasping the rim, at any time, is not allowed. 7 B. Dunking during warm-ups or prior to the game will result in a technical foul to start the game. C. During play, the penalty is a technical foul and a disallowed basket. D. Dunking after the game will be considered unsportsmanlike conduct and will result in disciplinary action and/or disqualification from Intramural competition E. Slapping the backboard (in an unsportsmanlike manner) will result in a technical foul. (note: slapping the backboard in an attempt to block a shot is not a technical foul) VIII. IX. Jump Balls A. A jump ball will be administered to start the game. B. Alternating possessions will be awarded in all other held ball situations and to start the second half. C. If an overtime period is needed, a jump ball at center court will occur with the teams facing the same direction as they were at the end of the second half. Substitutions A. Substitutions shall be made only during dead ball situations: time-outs, violations, and fouls. B. Substitutes must check in with the scorekeeper prior to entering the game. C. Substitutes may enter the game only when motioned onto the court by the game officials during a dead ball period. D. Players may re-enter as many times as desired unless they have fouled-out or have been removed by Intramural staff or member of the Campus Recreation staff. E. No substitutes will be allowed for a shooter in free-throw situations, unless the player is injured or unable to continue; in this scenario the substitute will be the player designated to shoot the free throw. X. CoRec Modifications A. Each team consists of five players, with a minimum of three to start B. Teams may consist of these male:female ratio (3m:2f, 2m:3f, 2m:2f, 2m:1f, or 1m:2f) C. To start and continue a game, 3 players must be present, including at least one member of each gender D. A regulation men s basketball will be used in all Co-Rec games E. There are no lane restrictions for men. All players can enter the lane at any time F. CoRec Recreational League Scoring: Goals that are scored by females in the CoRec Recreational league will be worth 1 more point than goals scored by males. 2 point basket = 3 and 3 point basket = 4 G. All free throws count as one H. If a female is fouled in the act of shooting: i. If successful: Field goal counts (3 points or 4 points), awarded one free throw ii. If unsuccessful: Awarded three free throws for a field goal attempt and four free throws for a 3 point attempt I. CoRec Competitive league scoring is identical to all same-gendered leagues. XI. Player/Manager/Coach/Spectators Conduct A. Any players ejected from a game is automatically suspended from all intramural sports and their access denied at the CRC until they meet with the Assistant Director B. Any individual having been assessed two technical fouls as a result of unsportsmanlike action will be ejected from the game. In addition, any team Basketball Policies and Rules 7
8 Revised (12/14) receiving 3 technical fouls as a result of unsportsmanlike action will immediately forfeit their game and the team will be suspended from further play until they meet with the Assistant Director. C. Once an individual is ejected, they must leave the building immediately. D. Any attempt to strike, punch, or kick another player is considered fighting and will result in the ejection of the player, even if the attempt is not successful. Bench personnel who leave the bench area during an altercation will be ejected. E. Each team is allowed one coach on the team bench area during play. If the coach does not remain in the bench area it will result in a bench technical foul being assessed. The team must designate a playing manager who is responsible for communicating with the officials. F. Only the manager is allowed to address the officials during play. The coaches must not address the officials at anytime. G. The referee's decision will be final. Continued complaining and arguing will not be tolerated. NO CURSING!
