6 2019 Basketball Registration Deadlines What When What Is Due Training Registration Deadline Team Rosters & Assessments Due 01/24/2019 Roster entered into GMS of all Athletes, Unified Partners, Coaches and Volunteers participating in your program; Establishes who is eligible to compete at SOMD Basketball Championships (provided they meet all other criteria) Anyone submitted after this date is NOT eligible for SOMD Basketball Championships Note: Training Registration should be made into 2019 Sports Training Combined in GMS, which is open in GMS now 02/01/2019 Completed 2019 Basketball Team Assessment Form must be submitted via to SOMD (assessment does NOT require running athletes thru skills stations). Team Rosters are set at this point. (SOMD will enter team members into GMS based on these rosters.) Last Date For Forms To Be Submitted To SOMDHQ Competition Registration Deadline 02/04/2019 Every Athlete must have a complete medical form valid through 03/31/2019 on file at SOMD HQ by this date. Every Coach/Partner/Volunteer must have a complete volunteer application valid through 03/31/2019 on file at SOMD HQ. All Coaches/Partner/Volunteer must have Concussion Certification and Protective Behaviors completed and submitted to HQ by this date. All Head Coaches must have Special Olympics Coach Certification for their specific sport completed by this date. 02/14/2019 Delegation members and their events must be entered into GMS; any Athlete or Unified Partner without an event and entry score (where required) will be removed from Basketball Tournament. (ISC Athletes Must be entered into their event (Level 1 or Level 2 Skills) by the AREA at this time) The registration dates/deadlines listed above are when all entry information and forms must be completed entered into GMS by your local Area/County GMS manager (unless specific alternative instructions from local Area/County management have been given).

26 Additional Rules Reminders 3v3 Traditional No team fouls or individual fouls (and so no foul shots) Referees may take necessary action to address individuals and team who foul frequently (require a substitution, eject player, forfeit, etc.) Throw-in Throw-in spot used to start play in all situations Defensive players must be on baseline side of foul line (extended) Offensive players can be on either side of foul line Person throwing in the ball has five seconds to inbound the ball Person throwing in the ball cannot shoot Change of possession Team acquiring ball must take ball behind foul line extended (clear the ball) Either the ball or the foot of the player with the ball must touch or be behind foul line Can pass the ball to a teammate to clear 26 Direct All Questions to GoToWebinar Question Function

27 Additional Rules Reminders 5v5 Traditional and Unified Pressing / Backcourt Defense No back-court defense permitted by a team that is leading by 15 points or more Officials will NOT enforce any gentle persons agreements between coaches Watch illegal contact one of primary causes of fights in games Games will consist of Halves over Quarters 16 minute Running Clock except last 2 minutes of each half No Trash Talking will be permitted during the games; Player(s)/Coaches will be warned and if it continues, they will be ejected from game This includes talking back to another player or the Officials Foul Shots Foul Shots WILL be played in the 2019 Season (ALL Competitions) Clock will stop on first shot Once shooter gets ball on 2 nd shot, clock will run Unified Teams must have 3 Athletes and 2 Unified partners on the court at a time No more than 3 Athletes can be on the court at one time MUST have the 3-2 ratio in ALL games 27 Direct All Questions to GoToWebinar Question Function

28 Additional Rules Reminders Player Development Unified When a team is winning by 20 points or more, the score on the scoreboard will go to 0-0, but will continue on the scoresheets. When bringing a ball down court/field, mentor can accompany the athlete and provide instruction, but athlete must be the person advancing the ball An appropriate offensive sequence would be multiple passes between athletes and other athletes (or mentors) before scoring (explicitly state in rules) Recognize when a player needs to be subbed (alert coach or assist coach in identifying); fatigue, mood/attitude, preventing potential problem on the horizon Ideally athlete should in-bound ball, but mentor may do so when needed or appropriate (so athlete can learn the skill; but mentor can model the skill) At this level of play, fast breaks are not allowed. Mentors DO NOT Shoot, Steal the ball, Set Screens, Play Defense, Rebound Mentors CAN give verbal on-court instruction, dribble (limited), pass 28 Direct All Questions to GoToWebinar Question Function

29 Additional Rules Reminders Three point shots count at all levels (3v3 and 5v5) Principle of Meaningful Involvement Fundamentally, the principle of meaningful involvement ensures that every player is given an opportunity to contribute to the success of his or her team through their unique skills and qualities. This means that every teammate Athlete plays a valued role on the team that emphasizes his or her personal talents Uniforms Must be matching color shorts and matching color shirts Numbers on front (min 6 high) and back (min 4 high) of top Undershirts, if worn, must all be same color and match uniform Leggings, if worn, must all be same color and match uniform 29 Direct All Questions to GoToWebinar Question Function

30 Age Groupings Age Groups Elementary: 8 to 11 years (Youth) Middle School: 12 to 15 years (Youth) High School: 16 to 21 years (Youth) Adult: 22 + years (Adult) SOMD Age Group Policy is in force (no changes to how it has been applied in the past) Exceptions can be requested (no maximum number per team) Requires proper request per age group policy (incl. AD approval) Extreme age difference with athletes under the age of 21 will NOT be approved Players at least 18 years of age by the State Basketball Tournament are eligible to play up into the adult age group, provided a request for exemption has been submitted in writing (approved by the Area Director and submitted along with a team roster). Exceptions for athletes who are 16 or 17 years of age may be made at the sole discretion of SOMD HQ, but are extraordinary and are decided on a case-by-case basis (must be submitted via the exemption request form, signed by a parent or guardian, and approved by Area Director). This policy is based on both a safety and age appropriateness perspective. 31 Coach Code of Conduct SPECIAL OLYMPICS COACH S CODE OF CONDUCT Special Olympics is committed to the highest ideals of sport and expects all coaches to honor Sport and Special Olympics. All Special Olympics Coaches agree to observe the following code: RESPECT FOR OTHERS I will respect the rights, dignity and worth of athletes, Unified partners, coaches, other volunteers, friends and spectators in Special Olympics. I will treat everyone equally regardless of sex, ethnic origin, religion or ability. I will be a positive role model for the athletes and Unified partners I coach. ENSURE A POSITIVE EXPERIENCE I will ensure that for each athlete or Unified partner I coach, the time spent with Special Olympics is a positive experience. I will respect the talent, developmental stage and goals of each athlete and Unified partner. I will ensure each athlete and Unified partner competes in events that challenge their potential and are appropriate to their ability. I will be fair, considerate and honest with athletes and communicate with athletes using simple, clear language. I will ensure that accurate scores are provided for entry of an athlete or Unified partner into any event. I will instruct each athlete and Unified partner to perform to the best of the athlete s ability at all preliminary competition and finals competition in accordance with the Official Special Olympics Sports Rules. This webinar is being recorded. The SOMD Codes of Conduct were revised significantly in 2017, including the Code of Conduct for Coaches shown here. 32 Coach Code of Conduct ACT PROFESSIONALLY AND TAKE RESPONSIBILITY FOR MY ACTIONS My language, manner, punctuality, preparation and presentation will demonstrate high standards. I will display control, respect, dignity and professionalism to all involved in the sport (athletes, Unified partners, coaches, opponents, officials, administrators, parents, spectators, media, etc.). I will encourage athletes and Unified Partners to demonstrate the same qualities. I will not smoke or use vaping products (e-cigarettes, etc.) in non-smoking areas, including all Special Olympics training and competition venues. I will not use or be under the influence of alcohol or illegal drugs (including cannabis products) while representing Special Olympics at training sessions or during competition. I will refrain from any form of personal abuse towards athletes, Unified partners and others, including verbal, physical and emotional abuse. I will be alert to any form of abuse from other sources directed toward athletes and Unified partners in my care. QUALITY SERVICE TO THE ATHLETES AND UNIFIED PARTNERS I will seek continual improvement through performance evaluation and ongoing coach education. I will be knowledgeable about the Sports Rules and skills of the sport (s) I coach. I will provide a planned training program. I will keep copies of the medical, training, and competition records for each athlete I coach. I will follow the Special Olympics, the International Federation and the National Federation/Governing Body rules for my sport(s). This webinar is being recorded.

33 Coach Code of Conduct HEALTH AND SAFETY OF THE ATHLETES AND UNIFIED PARTNERS I will ensure that the equipment and facilities are safe to use. I will ensure that the equipment, rules, training and the environment are appropriate for the age and ability of the athletes and Unified partners. I will review each athlete s medical form and be aware of any limitations on that athlete s participation noted on that form. I will encourage athletes and Unified partners to seek medical advice when required. I will maintain the same interest and support towards sick and injured athletes and Unified partners. I will allow further participation in training and competition only when appropriate. I understand that if I violate this Code of Conduct I will be subject to a range of consequences, up to and including being prohibited from coaching in Special Olympics. 40 Work With Your Area Leadership All athletes, Unified partners, coaches and other volunteers must have proper forms completed and submitted prior to starting their involvement in any Special Olympics sports training program. This is for the health and safety of our athletes, as well as for the protection of Special Olympics Maryland and its volunteers. Coaches should work with their respective Area/County leadership in advance of the start of the training season to determine which athletes and volunteers have their forms current and valid through the end of the season, and which will need to have new forms completed prior to their involvement with the training program. 41 Athletes Every athlete must have a valid and current Athlete Application for Participation (commonly called the Athlete Medical) prior to the start of training. In addition, in order for the athlete to be eligible for competition at a state level event, that medical must be submitted by the announced deadline at the beginning of the season and valid through the date of the state competition (i.e., it cannot expire during the season). To be considered valid, the athlete medical: Must be completely filled out, including but not limited to: must include all three pages, must have all necessary information (including diagnosis) and must have all required signatures (including that of the medical professional). Athlete medicals that are complete are valid for three years from the date of the medical professional s signature.
