2 To: All Parents and Athletes From: CCAA Board On behalf of the Canyon Country Athletic Association (CCAA) Board, it is our pleasure to welcome you to the 2015 Season. CCAA is a non-profit organization that promotes youth football and cheerleading in the Santa Clarita Valley. CCAA is made up of board members, coaches, and support staff that are ALL volunteers. Most of these volunteers are parents just like you. Since this organization depends on volunteers, your support and cooperation are critical to ensure success. We sincerely hope and encourage every parent/guardian to participate in our program. There are many jobs to be done in the administration of a complex program like ours. To assist you in understanding the philosophy of our organization, we have produced this parent handbook. Enclosed, you will find useful information regarding our organization s purpose, rules, and other important information. Please read the parent handbook thoroughly. It will undoubtedly answer some valuable questions. If after reading the parent handbook you still have questions, please reach out and ask. If during the season you should have any problems or questions that cannot be answered by your team manager, please contact one of the following board members to assist you. We are here to resolve any issues that may arise as quickly as possible, so please bring them to our attention. 3 Mission Statement It is the mission of the Canyon Country Athletic Association (CCAA) to promote the sports of Football and Cheerleading in the Santa Clarita Valley. We are absolutely dedicated to teaching our young athletes the fundamentals of their sport with an emphasis on participation, good sportsmanship, education, safety, and most of all FUN. We encourage and expect our athletes to respect their opponents, coaches, teammates, and officials and to exhibit good character on and off of the field. The CCAA is committed to enriching our community through support and collaboration. We accomplish our mission by continually striving to become better coaches, parents, and fans. The PYFL Outlaw Football is a member of the Pacific Youth Football League (PYFL). The PYFL is a nonprofit, Volunteer Organization established over 21 years ago; created to serve the families in Ventura, Santa Barbara and Northern Los Angeles Counties. The PYFL promotes Youth Football with the intent of providing a competitive and organized program for Student Athletes between the ages of 6 & 14. The League strives to give these youths the opportunity to play football and cheer in a controlled environment with an emphasis on safety, technique, sportsmanship and teamwork. The teams listed below make up the PYFL and can be on our schedule during the course of our season and playoffs. Our league does include traveling to other towns for games. In turn, many of these teams will travel to our valley and play us at our home field at Canyon High School. Athletes must turn at least 6 years old prior to September 1, NO athlete may be older than 14 years old. Athletes that are 14 years old and turn 15 prior to September 1, 2015 are ineligible to participate. Any athlete in high school (9th grade or higher) is ineligible to participate. Any football player under 45 pounds of weight is ineligible to participate. Cheerleaders are placed in a division based on age/grade as of September 1, Football players cannot be older than the specified age by September 1, PARENT HANDBOOK

IF A PLAYER DOES NOT WEIGH IN, HE DOES NOT PLAY. THE PYFL IS UNDER NO OBLIGATION TO ACCOMMODATE YOUR ABILITY TO ATTEND CERTIFICATION. The PYFL requires all players to attend two certification events during the season. The first is on August 15, 2015 and the second is on October 25, In order to certify, they require that each player submit a registration form, physical form, utility bill and original birth certificate. Your team manager will collect each of these items and prepare a team book prior to certification. The team book stays with the manager throughout the duration of the season. Original birth certificates will be returned to you. Your team manager will let you know during the first week of practice if any additional paperwork is needed prior to certification. What to Expect on Certification Day: Your team will meet in a central location and will be escorted by the coach and team manager to certification. Parents are not allowed in the certification area. It will be important to arrive promptly as your team cannot certify until all players are present. If a player does not certify or make weight according to the schedule above, they are immediately dropped from the team. Any parent found falsifying residence information shall be banned from playing for the CCAA Outlaws program and is subject to the same action from the PYFL. Cheer Stunt Clinic THIS IS A MANDATORY CLINIC. IF A CHEERLEADER DOES NOT ATTEND, SHE WILL NOT BE ABLE TO PARTICIPATE IN STUNTS. CCAA IS UNDER NO OBLIGATION TO ACCOMMODATE YOUR ABILITY TO ATTEND THE STUNT CLINIC. The Stunt Clinic is on July 25, 2015 at Hugo s Gym in Canyon Country. There is a payment of $50 required to cover the cost of the third party instructors. Your cheerleader should wear the provided Spirit Wear and good supporting athletic shoes. Equipment Your athlete will be issued nearly everything they need to play football/cheer. Uniforms and equipment will be disbursed at a date and time to be determined. Team managers will advise you of your athlete s designated time. CCAA loans each football player a certified helmet, shoulder pads, integrated practice and game pants. CCAA loans each cheerleader pom-poms and warm-up pants. No jewelry may be worn at any practice or game. PARENT HANDBOOK

5 At the completion of the season these items are to be returned in clean, good condition. The parent or party issued the equipment will sign for and be held responsible for the full replacement cost up to $1,000 if not returned. Additionally, the athlete will be prohibited in future CCAA participation. The team will not receive their team trophies until all athletes have turned in or paid for all equipment. Failure to promptly turn in all equipment may result in the delay of the team s end of season party. Outlaw Conditioning Camp/Membership Meeting Outlaw Football & Cheer hosts a one week conditioning camp that is recommended but not required. The purpose of this camp is to bring all divisions of athletes together to learn fundamentals and work on conditioning in preparation for the beginning of the season. This camp does not substitute or replace the mandatory hours required as mentioned below. The camp will be held at a place to be determined the week of June 22, The athlete cost of the camp is $40 for Football and $25 for Cheer and includes a t-shirt and dinner at the membership BBQ on the last day- June 26, On the last day of the camp, the CCAA hosts a membership meeting and BBQ for all athletes and parents. The President and other certain board members will make necessary announcements and it is mandatory that you plan to attend to receive critical season information. Parent/sibling BBQ tickets will be $5 to cover the cost of food. Attendance to just the meeting is at no cost. Practices/Conditioning Pre-season practices are at the discretion of your coach. These practices are held in the months leading up to the official beginning of the season and are critical in creating teambuilding skills and getting your athlete ready for the rigors of the season. Mandatory football practice begins July 27, Your coach or team manager will notified you of your practice time and location. Every football player is required to have a minimum of twenty (20) hours of conditioning before they are permitted to participate in body-to-body contact. All conditioning must be done at an official practice under the supervision of a coach. If a player misses any of the mandatory days they will fall behind on conditioning hours. Should your player fall behind in hours, the time can only be made up at an official Outlaw Football practice. The player behind on hours will condition, with a coach, when the team moves on to contact drills. Once the hours are caught up, the player will return to team practice. Mandatory cheer practice begins July 27, Your Coach or Team manager will notify you of your practice time and location. Any athlete that regularly misses practices will be contacted by the coach or team manager to discuss the situation. CCAA has a duty to keep all athletes safe and there are guidelines to help guarantee that. Being at practice regularly helps ensure an athlete s understanding of the game, the plays, or the cheers and keeps them in condition. Please make sure your athlete brings water to all practices. 6 Game Days Our first regular season game will be on Saturday, August 29, We will have an eight (8) or nine (9) game season depending upon the need for a bye in a particular age division. Please note that schedules may not be available from the PYFL until the Wednesday prior to the first game. Your team manager will notify you as soon as they are available. Team Managers will notify athletes of the appropriate time to arrive at game sites. All games will be played on Saturdays between the hours of 8:00 a.m. and 7:00 p.m. with home games being played at Canyon High School. Games and practices typically proceed regardless of the weather. Always contact your Team Manager if it s raining and you have any doubts or questions. Football players are required to have all necessary equipment in order to play. Cheerleaders are required to be in appropriate uniform and have all liners and warm-ups in their cheer bag in case needed. All cheerleaders on a squad are required to maintain a similar appearance, as such, if one cheerleader is missing a liner, then none will be allowed to wear one. Cheerleaders should also bring water to games. Only authorized personnel and members requested by the Team Manager to assist are allowed on the field during any game. That includes the sideline area. Parents and siblings are asked to watch the games from the stands. Decisions made by an official will be accepted as fair and called to the best of their ability. Athletes, coaches, officials or fans shall not be criticized verbally or by gesture. Physical or verbal abuse WILL NOT BE TOLERATED UNDER ANY CIRCUMSTANCES. Participants or spectators that are unable to conduct themselves appropriately will be removed from the facility. Parents and guests shall exhibit a demeanor of teamwork and respect at all times. Football Play/No Play Guidelines Our League Rules state that each suited player shall experience no less than 12 plays on the field per game. Every position played on the field is important for the execution of plays but not every position will handle the football. To encourage the players to be responsible for their actions, the player is responsible for contacting a coach prior to a practice/game if the player will not be attending a practice or game. In the interest of safety and fairness for all, the following Play/No Play Guidelines have been established for our Association: Any player who has an unexcused absence from practice will not play in the game. An unexcused absence is defined as any absence where the player fails to inform the coach of the absence in advance. A player may be held out of a game or playing time limited for disciplinary reasons. A discussion between the coach and a parent/guardian will be held to discuss the situation. Any player who has one excused absence from the practice will play no less than the minimum 12 plays, unless the coach feels the player is not mentally or physically prepared for the game, therefore jeopardizing himself or others, or if the coach feels the player is developing a pattern of abusing the one excused absence rule. A coach may hold any player out of a game who has two or more excused absences from practice. Except as provided above, all players who have attended and fully participated in all team practices and meetings will play no less than the minimum 12 plays in the game. PARENT HANDBOOK

7 Conduct Athletes and Parents/Guardians are expected to conduct themselves in a respectful manner in accordance with the Athlete Code of Conduct or the Parent Code of Conduct, respectively. Both Code of Conducts will be distributed by your Team Manager prior to the start of practice. The CCAA requires you review the Athlete Code of Conduct with your athlete to make sure they understand their responsibilities and return the signed copy to your Team Manager. Both Code of Conducts must be signed and turned in prior to participation in any practice or camp. Chain of Command for Issues The following is the Chain of Command when filing a complaint or voicing an opinion regarding any possible rule infraction or concern within our Association or the PYFL organization. You may only advance to the next level in the chain of command providing your situation has not been handled within 72 hours from your initial filing and you need further assistance. You may be asked to fill out an incident report to provide the details of your concerns. 1. Football your team s Head Football Coach, Cheer your team s Manager 2. If your complaint is regarding a Coach, go directly to your Football/Cheer Director or Association President. 3. The President of your Association. For almost every issue, the President of your Association will be the highest authority you will consult with. 4. In rare cases, a letter may be written to the Pacific Youth Football Conference (PYFL) only if there is evidence that a PYFL rule has been broken and you have been granted permission by an Association President. PYFL will not overturn a decision made by an Association unless it is in violation of PYFL rules or it is within its right according to PYFL rules. If you go directly to PYFL with a complaint without permission from an Association President, you will be removed from this Conference WITHOUT the right to appeal. Media Release During the course of the season, there will be photographs taken of your athlete and possibly of yourself as a member of CCAA. These photographs may be posted by your Team Manager, designated team photographer, or the CCAA board to team or the Association websites and social media. The following release is included in the Parent Acknowledgement page. Should you find an instance where you find any posted pictures offensive or in bad taste, please notify your Team Manager and or a Board Member to address your concerns. I/We hereby grant permission to Canyon Country Athletic Association (CCAA), its representatives, and members to reproduce, adapt, and display in any and all media mine or my child s name and/or photographs, silhouettes, or other reproductions of mine or my child s physical image. I further give permission to CCAA to reproduce, adapt, and display record of the sporting performance of my child that it may obtain as it pertains to the CCAA sport he/she is participating in. I further release CCAA from any claims or liabilities that I or my child by reason of the publication in any media whatsoever (including publication in or by any news media), use, adaption display or such use of mine or my child s name and/or likeness. 8 Parent Participation/Fundraising This is a non-profit organization staffed by volunteers. Parents/Guardians of participating athletes are REQUIRED to perform team support functions, help in fundraising efforts and abide by the Parent Handbook and Code of Conduct. If you have special talents or services you wish to volunteer, please let us know. Football and Cheerleading are expensive by most people s standards. There are many costs that go into running the Association that are not covered solely by registration fees. In order to keep fees as manageable as possible and provide quality equipment, we HAVE to do fundraising. The Association does its best to offer a variety of opportunities that can fit into your budget or can be offered to friends and family to help support your athlete. During the course of the season, there will be several Association sponsored fundraising events such as: Monthly restaurant nights, be sure to check the calendar regularly for updates Family Fun Night place TBD, date July 17, 2015 Parents Night to Play place and event TBD, date August 15, 2015 Football Mania tickets based on 17-week NFL season - $20 ticket o Funds from these tickets will be split between Association and team for end of season party. The Association requires that each team have a goal of $1,000 to contribute the organization to cover operating costs, equipment purchases and cash reserves required. This team fundraiser is the quickest and easiest way to achieve that goal. Last year this was a huge success. If each team collectively sells only 150 tickets, that goal is covered. PYFL Raffle tickets for 2015 it is MANDATORY that all CCAA Athletes sell a minimum of 1 book of PYFL Raffle tickets. The book of tickets is comprised of 10 $5 tickets. The proceeds of these tickets will be split between Association to cover the PYFL costs and team for end of season party. Failure to satisfy this minimum requirement will result in your athlete being prevented from participating in any games until the tickets are sold. Snack Shop/Canteen every home game o Please plan to support the Outlaw Canteen during home games. The Canteen offers cold beverages, candy, and limited hot food such as hamburgers, hot dogs, nachos, and chili fries. We ll be adding some more variety during the season, so make a trip over to check out what s offered. Outlaw Spirit Gear on occasion, we may have spirit gear available for sale at our various events and at the Canteen during home games. You may also order spirit wear directly from this website o o or by clicking the link at our Association website The above fundraisers are in addition to any team specific fundraising requirements to raise funds for the team end of season party. Your Team Manager prepares a team budget for the season and will inform you of the anticipated fundraising your team will do. If the team does not raise enough funds through fundraising efforts, you will be asked to contribute to cover the costs of the team party. Please discuss this with your Team Manager. PARENT HANDBOOK

9 2015 Registration Football Registration fees are $425 for the 2015 season and include the following: use of CCAA equipment o certified helmet (new for 2015) o shoulder pads (new in 2014) o integrated practice pants (new for 2015) no separate padded girdle required o integrated game pants (new for 2015) no separate padded girdle or belt required Practice jersey with last name printed Game jersey with last name printed 1 mouth guard (if lost, you must replace as this is a mandatory item for playing) Chin strap 2 pairs of game socks 1 regular uniform, 1 pink for October Trophy Basic picture package CCAA Shared Services (on-site medical staff at home games provided by Medics On The Ball, practice fields, home games at Canyon High School, Association Insurance) You will be required to provide football cleats and an athletic cup for your athlete. Any other desired equipment is optional and at your expense. Should you need a gear bag, the cost for an Outlaw approved bag is $35. Please inform your Team Manager should you require a bag. Cheer Registration fees are $425 for the 2015 season and include the following: use of CCAA equipment o gold metallic pom-poms o pink metallic pom-poms for use in October o warm-up pants Cheer uniform (new design for 2015) o Vest o Skirt o Liner o Spanks o Shoes o Two bows, 1 regular uniform, 1 pink for October Spirit wear shirt & shorts Cheer bag Trophy Basic picture package CCAA Shared Services (on-site medical staff at home games provided by Medics On The Ball, practice fields, home games at Canyon High School, Association Insurance) Discounts CCAA offers the following discounts: multi-child discount - $25 per child early pay discount - $25 if paid in full by April 15, 2015 referral discount - $25 for a referral of any new athlete. Discount to be given after referred player has paid in full PARENT HANDBOOK

10 Payment Plan CCAA offers the following payment plan: $100 - March 14, 2015 MANDATORY REGISTRATION DEPOSIT $100 - April 15, 2015 ($200 total needs to have been paid by this date) $100 - May 15, 2015 ($300 total needs to have been paid by this date) $100 - June 15, 2015 ($400 total needs to have been paid by this date) remainder - July 15th (entire balance needs to be paid by this date) Late payments can result in a $25 late payment fee and/or participation suspension. Please refer to the Payment Plan Policies document for additional information. We understand that situations arise that are out of your control. CCAA does our best to accommodate unforeseen situations, however, we are a non-profit with limited resources and many of our expenses are early in the season before games even begin. Scholarships CCAA offers a limited number of Association Scholarships. A scholarship is for $200 applied to the cost of registration. It may not be combined with any other discounts or coupons. In order to qualify for a discount, you must meet certain financial requirements. Please refer to the CCAA Scholarship Program document for those requirements and expectations. Association scholarships are not guaranteed and are offered only at In-Person registration on a first come, first serve basis. Should your athlete s division have met the max scholarship limits, you will be placed on a waiting list. Scholarship Parent(s) MUST volunteer their time (i.e., Outlaw's Canteen, fundraiser events set-up/clean-up, game day announcing for your team, chain gang, etc.). A $25.00 Volunteer Fee applies and will be returned once you ve completed 6-hrs of volunteer service to the Association. Volunteering at the team level for team events does not satisfy this requirement. The Team Manager will need to sign off on completed hours. All registration fees are required to be paid in full by July 15, 2015 NO EXCEPTIONS. Please plan accordingly. Refund Policy Outlaw Football has a strict no refund policy after uniform fitting day. Refund requests after that date will be considered only under extreme conditions. The Board of Directors reserves the right to determine when or if a refund will be issued. Should your athlete drop after the uniform fitting day, you forfeit all rights to either a monetary refund or equipment/uniforms ordered on your athlete s behalf. All requests for refunds MUST be sent to CCAA, PO Box 2302, Canyon Country, CA Postmark will be used to determine eligibility for refund. Please do not assume that a verbal conversation or giving a note to a Board Member, Coach or Team Manager will entitle you to a refund. Returned Checks Checks are accepted with proper identification. All checks should be made payable to CCAA and include your athlete s name and team. There will be a $30.00 service fee on any returned check regardless of original amount of check. Returned checks will not be processed through the bank a second time; cash payment, money order or credit card must be made on all returned checks and fees. PARENT HANDBOOK

11 FAILURE TO MAKE SAID PAYMENT CAN RESULT IN YOUR CHILD BECOMING INELIGIBLE TO PARTICIPATE AND/OR THE CCAA HOLDING YOUR TROPHY, TEAM PICTURES, ETC. Required Paperwork Necessary paperwork can be obtained at an in-person registration or found by visiting the forms section of our website ( In order to complete your athlete s registration you must turn in to your Team Manager the following: CCAA Registration Form due at time of registration Original PYFL Physical Form due before the 1 st day of Outlaw Conditioning Camp (June 22 nd ) Signed Athlete Code of Conduct due on or before June 22, 2015 Signed Parent Code of Conduct due on or before June 22, 2015 Original Birth Certificate, Football only due on or before July 27, 2015 This is required for all new players. Photocopies are acceptable for returning players. Current Utility Bill, Football only due on or before June 26, 2015 Report Card due on or before July 27, 2015 This is required for all Senior and play down Junior athletes You may send for a certified copy of your child s birth certificate by writing to the Los Angeles County Registrar or by visiting their Lancaster office: By Mail Birth, Death and Marriage Records Section P.O. You can get more information by going to the following: Social Media Sites & Policies In keeping with the times, CCAA has several social media sites to keep you informed of events and results. Please find links at We are excited to be able to share pictures and exciting news in a timely fashion, however, with social media comes certain risks of misuse. As part of the Code of Conduct, you and your athlete agree to no posting of negative or inappropriate comments or photos regarding any player, cheerleader, parent, coach, board member, etc. affiliated with the Outlaws on any social media sites. Social media means any facility for online publication and commentary, including without limitation blogs, wiki's, social networking sites such as Facebook, Twitter, Flickr, and YouTube. I understand that CCAA is a non-profit organization that relies on member participation and fundraising, and as such, I agree to participate to the best of my ability in the optional fundraising events. However, I am aware that there are mandatory PYFL raffle tickets as outlined in the Parent Handbook. 7.
