3 WAIVED 7/27/16 NYSPHSAA SECTION IX VOLLEYBALL COMMITTEE SECTION 9 CHAIRPERSON AND MHAL REPRESENTATIVE MATCH VS TOURNAMENT (approved at July 2016 CC meeting) Approved in Girls Volleyball the following definition of a match so there is clarification between a match and tournament: A match should consist of sets in a best of 3 of 5 format, all 25 point games. Dual and tri matches are consistent with the definition of a match. A tournament is 4 or more teams that participate in a pool play and bracket format is not a match. A bracket can consist of best 2 of 3 or single set rounds. Scoring options are starting at 0-0 or 4-4 going until 25 points or a cap. Need score sheets, line up forms etc.. try: icials 3

5 SECTIONAL VOLLEYBALL Classifications (please note change for ) D 202 and less C B A AA 941 and higher All teams who qualify for sectionals must submit a team roster and photo as described on page 5. Tournament Structure (all games up to finals) 1. Quarter finals and Semi finals will be played at the higher seed home court. 2. Finals will be played at a neutral site determined by the committee. 3. The host school will furnish announcer, scorekeeper, Libero tracking person, ticket taker, security and any other necessary personnel to secure safe environment. 4. Traveling team will assume bus responsibility. 5. Visiting school will send chaperones. 6. Protest procedure: see attached sheet. Overall plus points. 7. Committee selection with written justification. What is a "Division Game"? Section IX is made up of two leagues, each having divisions based on enrollment. The Orange County League (OCL) has six divisions while the Mid-Hudson Athletic League (MHAL) has four divisions. With the exception of OCL Division I and OCL Division II (all Class AA Schools) only division games are used for seeding. In the OCL Division I and OCL Division II the "cross over" games (Division I vs Division II) are also used. These are the games that should be entered on your Division Point Card. Seeding All teams will be seeded by dividing the number of division/conference games into total number of conference/division points. Please send point sheets to both Chairpersons. Please do not fax entry forms. 6 COMMITTEE SELECTION TO: Section IX Athletic Directors FROM: Mr. Robert Thabet, Executive Director, Section IX DATE: September 21, 2005 Section IX Athletic Council N.Y.S.P.H.S.A.A. RE: Committee Selection As announced at a Section IX meeting, we will be implementing the following procedure for team sports. Committee Selection for Section IX tournaments will be available in all team sports. A. The respective sports committee must be notified at least 3 school days before the seeding and selection meeting date that a given school is going to apply for committee selection. B. The notification must be made (in writing) by the applying school s Athletic Director to both the Committee Chair and the Section IX Executive Director. C. The Athletic Director in question must attend the selection committee meeting. D. If the Athletic Director disagrees with the committee selection decision, she/he has 1 (one) hour to appeal the decision to the Section IX Executive Director or his designee. E. The decision of the Section IX Executive Director or his designee shall be final and binding. You are encouraged to share this information with your coaches but remember that the Athletic Director is the official and only voice for each school in this matter. RT/al SECTIONAL GAME PROCEDURES 1. Opening ceremonies 2. All volleyball games are to be played according to current NCAA rules and NYSPHSAA waivers. 3. At the SECTIONAL FINALS, a scorer, libero tracker and announcer will be furnished by Section IX. 4. Winning schools are responsible for notifying the media of the results. All three newspapers must be notified: Times Herald Record (845) Poughkeepsie Journal (845) Kingston Freeman (845) Home schools are responsible for providing the following for play-in rounds, quarterfinals and semi finals: Providing warm up balls for both teams Providing legal game balls SPAULDING VB5 ITEM Providing an official scorer, announcer and libero tracker Providing chaperones Assuring net is set up at least 30 minutes prior to game start 6

7 6. Visiting Schools must provide chaperones to all matches. 7. ALL TEAMS MUST BRING WARM-UP & GAME BALLS TO ALL SECTIONAL FINALS, REGIONAL AND STATE GAMES. GAME OFFICIALS Will be assigned by Section IX Committee in conjunction with the assigner. TICKETS 1. Ticket prices at the door will be as follows: Sectional finals Adults $6.00 per person Students $4.00 Regional semis/finals $7.00 per person Students $ Section IX passes will not be honored throughout the tournament. 3. Athletic Directors will a gate list to twoody@newpaltz.k12.ny.us, Debra.crowe@hffmcsd.org josborne@ouboces.org no later than 48 hours before finals or regionals. (see form) 4. All expenses incurred by the Volleyball Committee will be underwritten by Section IX. 5. Each school is permitted 20 gate list guests. When the number of guests exceeds the gate list total of 20 the school will be billed. Parents of players may not be on the gate list SECTIONAL ENTRY DEADLINE Entries must be received by Tuesday, October 25, All games played on or after this date must be called in to your league chairperson. It is strongly suggested that you send your entry to the tournament earlier than this date. You may call the results of your final game in to your league chair. Your cards must be in the hands of a chairperson by October 25, 2016 in order to be seeded. Only teams that have submitted cards will be considered. If you do not have all your league games completed by October 26, 2016 the committee will seed you based on your card as of 10/26/16. Final game(s) will be filled in by the chairperson of the respective leagues. **Committee will determine all sites for Finals and Regionals ** Time and site subject to change Game balls will be provided for finals and Regionals only 22 minute warm-up for finals only (See following page.) Teams must provide their own practice balls for Finals and Regionals. 7

8 Standard Operational Procedures The official pre match protocol for Regionals and up for season championships is shown below. It is recommended that this protocol be used during Sectional play. Official warm up is 22 minutes. 10 minutes together, 6 minutes serving team, 6 minutes receiving team. Award then award and announce the Championship team and present certificates and trophy. PROTEST PROCEDURE FOR SECTIONALS, REGIONALS AND FINALS 1. No protest based on officials judgments will be heard by the committee. 2. The protest committee will be composed of the members of the Volleyball Committee. 3. Any coach lodging a protest will immediately notify one of the game officials that he or she is playing the game under protest and follow the following procedure: A. The protesting coach will write a complete statement outlining the reasons for the protest. The written protest should be submitted to a member of the Volleyball Committee. If no committee member is present, the officials are to accept the protest and notify the Chairman immediately. The officials and Chairman (if available) will rule on the protest immediately. 4. The Protest Committee s decision will be final in all instances. Awards 1. Plaques A Sectional championship plaque will be awarded in each class. Supervision and Game Control All participating schools shall be required to send the appropriate number of school personnel to supervise the spectator s actions. Serious violations of good sportsmanship may lead to the individual(s) being suspended from all further games. Spectators are not permitted to bring/use signs or noisemakers of any type. The following are not permitted at the games: Athletic Directors please inform your parents and student body 1. No noise makers. 2. No Signs. 3. No horns, radios, music boxes, etc. 8

9 4. No bands 5. No body paint Please inform your students of these restrictions!!! Athletic Directors, coaches, and spectators should be aware that for regional contests the sections have different rules and regulations. All supervisors/chaperones of tournament teams will report to the score table before the match and are required to wear an armband or identifying jacket. TOURNAMENT SITE PRACTICE Tournament teams are not permitted to practice at neutral sites assigned for Sectional tournament games once the regular season has concluded. REGIONAL/STATE INFORMATION NYSPHSAA provides awards for 15 players at State level play. Please plan accordingly. ALL TEAMS MUST BRING WARM-UP BALLS TO ALL REGIONAL AND STATE GAMES. ROSTER AND PHOTO SUBMISSION FOR REGIONAL AND STATE CHAMPIONSHIPS Go to : Click on Girls Volleyball Click on submit photos and rosters it will take you to MaxPreps. Follow those directions. SECTION IX BY LAWS Unsportsmanlike Conduct Rule Revised by Section IX Sportsmanship: The NYSPHSAA and Section IX recognizes and appreciates that the influence and responsibility of the school administration with regard to good sportsmanship extends to all levels of competition. However, it must also be seen that the NYSPHSAA AND Section IX has been vested with the responsibility to ensure that all contests under its jurisdiction are conducted satisfactorily. This standard applies to all regular season and post schedule play. I. Coach: Any coach excluded by a certified official from an interschool competition for unsportsmanlike conduct is ineligible to coach any interschool competition in that sport until after the next previously scheduled contest at the same level (e.g. junior varsity, varsity, etc.) has been completed. The coach may not be present at the game site. NOTE: Not being physically present at the site means the disqualified coach is not to be present in the locker room, on the sidelines, in the stands or site area before, during or after the game/meet. 1. A coach who strikes, shoves, kicks or makes other physical contact with the intent to do so to another person (e.g. official, another coach, player, fan) shall be expelled immediately and banned from further participation or coaching in all sports for one year from the date of the offense. 9

10 1. The coach of the player(s) who was ejected will notify his/her Athletic Director of the incident on the same day that it occurred. The Athletic Director will then contact the League Coordinator to confirm that the player(s) will not be allowed to participate in the school s next scheduled game/games as above. II. Player: 1. Any member of a squad ruled out of a contest for unsportsmanlike conduct or for a flagrant foul will have the following occur: A. First Ejection that player(s) cannot attend or participate in the next scheduled contest in that sport. If the season has ended the player(s) cannot attend or participate in the next scheduled contest in his/her next season of participation. B. Second Ejection that player(s) cannot attend or participate in the next two scheduled contests in that sport. If the season has ended the player(s) cannot attend or participate in the next two scheduled contests in his/her next season of participation. C. Third Ejection that player(s) cannot attend or participate in any remaining scheduled contests for the remainder of that sports season. If the season has ended the player(s) cannot attend or participate in the next three scheduled contests in his/her next season of participation. Please note: Disqualified from one season carry over to the next season of participation. Section IX By Laws 1. Any member of the squad who strikes, shoves, kicks or makes other physical contact with the intent to do so to an official shall be expelled from the game immediately and banned from further participation in all sports for one year from the date of the offense. NOTE: Member of the squad includes player, manager, scorekeeper, timers, statisticians. III. Official: 1. Unprofessional conduct on the part of official such as, but not limited to, taunting, baiting, use of profanity, shall be reported by a school administrator from the aggrieved school to the Section Executive Director. A request will be made to the appropriate sport officials chapter to investigate the incident and to report their action to the Section in a timely manner. 1. The official who ejected the player(s) or coach shall notify the League Coordinator prior to 12:00 Noon the following day of the name(s) of the player(s) or the coach and the infraction(s). The League Coordinator shall notify the Athletic Director of the offending school. 10

11 Section IX Coaches Code of Conduct In order to ensure that the principles of sportsmanship, fair play, skill development, and mutual respect among players, coaches, officials and spectators are the primary considerations governing competition in Section IX, the following Code of Conduct has been established and adopted. Each coach shall: 1. Know the rules and abide by them. Instruct team members in the rules and coach his team in such a way as to motivate each player to compete according to the rules at all times. 2. Respect the game officials and refrain from questioning their decisions in a disrespectful or abusive manner. No negative comments in media. 3. Ensure that all facility rules and regulations are followed by the players, coaches and spectators, respecting at all times the property of others. 4. Assist the game officials in maintaining control of spectators during the games when necessary. 5. Respect the coaches and players of the opposing team and demonstrate appropriate gestures of sportsmanship during the play of the game and at its conclusion. Be humble and generous in victory. Be proud and courteous in defeat. Teach each player, especially through personal example, to be humble and generous in victory and proud and courteous in defeat. 6. Maintain emotional and physical control, avoiding the use of abusive language or profanity, humiliating remarks, gestures of ill temper, and physical assault upon another individual. 7. Instruct team support personnel (e.g., assistant coaches, managers, scorebook keepers, and timekeepers) in their responsibilities in accordance with established rules and procedures. 8. Realize, accept, and practice the principle that a team s reputation is built not only on its playing ability, but also on its sportsmanship, courtesy and conduct. 19 NYSPHSAA GUIDELINES FOR EMERGENCY CANCELLATION & DECLARED EMERGENCIES EMERGENCY CANCELLATION Cancellation of school(s) or cancellation of an interscholastic athletic contest(s): If an event is postponed, it will be rescheduled at a date and time mutually agreed upon by both school districts according to the policies of the league, and/or conference and/or Section. If there is a dispute on a rescheduled date or time, the league president (if there is one) or Section Executive Director, in accordance with Section policy, will make the final determination. If a contest cannot be rescheduled, the contest will be declared as a no contest. Therefore, no win or loss will be recorded on the team s season record. Sections will adjust the seeding procedure to ensure no negative impact will be imposed in the seeding procedure. DECLARED EMERGENCY POLICY In the event an emergency is declared by a BOCES or governmental agency at the local, state and/or national level the NYSPHSAA policy will be: LOCAL and COUNTY (included in this category are league, conference, Section, BOCES, etc) o If a local emergency is declared, schools will be expected to adhere to the constraints placed on the local school districts. In the event the postponement of scheduled interscholastic contests is required, the rescheduling of these contests will be determined by the league, conference or section policies. STATE If a state emergency is declared, all schools/school districts will determine whether they should postpone scheduled contests. o If a school/school district determines it is in its community s best interest to postpone a scheduled contest, that is a decision that rests with the Chief School Officer of both schools after consulting with each other. Nevertheless, if one Chief School Officer decides it is in the best interests of his/her school not to play, the contest will be postponed and rescheduled when and if possible. o If an interscholastic athletic event is postponed, it will be rescheduled at a date and time mutually agreed upon by both school districts according to the policies of the league, and/or conference and/or Section. If there is a dispute on a rescheduled date or time, the league president (if there is one) or Section Executive Director in accordance with Section policy will make the final determination. o If a contest cannot be rescheduled, the contest will be declared as a no contest. Therefore, no win or loss will be recorded on the team s season record. Sections will adjust the seeding procedure to ensure no negative impact will be imposed in the seeding procedure. o The NYSPHSAA will follow all appropriate directives and will determine whether interscholastic athletic competition will continue for its member schools. NATIONAL If a national emergency is declared, the NYSPHSAA will follow all appropriate directives and will determine whether interscholastic athletic competition will continue for its member schools. o Sectional Championships If a declared emergency is called during sectional events, the Section will make the determination whether to continue play after consulting with all appropriate health, NYSED and governmental agencies. o NYSPHSAA Championship If a declared emergency is called during NYSPHSAA events, the NYSPHSAA will make the determination whether to continue play after consulting with appropriate health, NYSED and governmental agencies.
