1 THE SECTION FIVE GIRLS BASKETBALL SECTIONAL TOURNAMENT HANDBOOK 2018 *changes for 2018 in red Tournament Seeding Procedure: Tournament seeding will be announced at the Section V Pairings Luncheon on Friday, February 16 th, All Section V girls basketball teams will qualify for this year s open tournament. A school not wishing to participate in sectionals must send a letter stating this fact to the League Chair and Class Coordinator. The Superintendent/High School Principal, Athletic Director, and coach must sign the letter. The Class Coordinator must receive the letter one-week prior to the cut-off-date. Failure to submit such a letter and not participate will result in that particular school is referred to the Section V Executive Committee. All league and non-league games played through and including February 14 th, 2018 will be tabulated based on the seeding points in the seeding point table. Play-off games do not count if played after February 14 th, Total seeding points will be divided by the total number of games played or by 14, whichever is higher. Teams will be placed in the tournament brackets according to their classification and seeding point percentage, to the hundredth place. In the event of a two-way tie in seeding point percentages for any berth, the following methods, in the order listed, will be used to break the tie. 1. If teams played each other prior to the seeding meeting, the winner of that contest will be awarded the berth. 2. The team with the best overall winning percentage record. 3. Flip of a coin. Coin toss procedure: If the teams are tied for the #1 seed the coin toss will occur at the seeding luncheon, other seeds will be a blind coin toss by two (2) members of the Section V Girls Basketball Committee. One member will write heads by one team and write tails by the other team. The second member of the committee will toss the coin and the matching team (head or tails) will be the higher seed. If THREE teams are tied in seeding point percentages, the following will be utilized: 1. Head to Head Competition a. If Team A defeated Team B and Team C, Team A would be awarded the higher seed and teams B and C would follow the procedures for a two-team tie. b. If two teams split and one team lost to both of the other teams, the team that lost twice would be placed in the lowest determining position and the other two teams would follow the procedures for a two-way tie. 2. The team with the best overall winning percentage record. 1

2 3. If the teams are still tied, teams will be drawn out of a hat in order of highest seed to lowest seed. The first team drawn = highest seed The second team drawn = next highest seed The third team drawn = third highest seed Seeding Point System: Play a school: Above State Classification +6 Same State Classification +5 Below State Classification +4 A1 and A2, C1, and C2, D1 and D2 are considered the same classification. The total points earned are divided by the number of games played to determine a team s seeding point percentage. Instructions To Participating Teams: 1. The higher seeded team will be the home team. 2. Bring to the site: game ball, scorebook, practice balls, water, towels, locks, and duplicate copies of team roster. 3. Each team must present a roster for admittance at the game site. This roster should include managers, statisticians, scorer, etc. a maximum of 20 people. 4. The game ball for all sectional games will be the Spalding TF-1000 Classic or the Spalding Legacy. For all semi-finals and finals, the Section V Girls Basketball Committee will provide the game ball and that game ball will be the Spalding Legacy. For all pre-semifinal tournament games, the host school will provide the Spaulding TF-1000 Classic Basketball or the Spalding Legacy as the game ball. 5. Each team will be allowed a maximum of thirty (30) minutes of warm-up time at the site. A team arriving late may request a maximum of fifteen (15) minutes to warm-up. 6. At neutral sites the home team will sit to the left of the scorer s table facing the court. 7. Once neutral tournament sites have been announced by the tournament committee, no team may practice or scrimmage at a neutral tournament site. 8. N.C.A.A. basketball rules will be used for sectional games. 9. Please notify your fans that sirens, horns, noisemakers, confetti or any other devices will not be allowed at any tournament games. Drums used as a noisemaker will be prohibited. 10. School bands may attend tournament games. However, they must be under the direct supervision of the school s band director. The band members should wear their uniforms, as this will be their ticket for admission. 11. In general, sectional games will be played on the date scheduled by the Tournament Committee. A school with a scheduling conflict beyond its control should contact the Sectional Chairperson as soon as possible. The Sectional Committee will resolve the conflict, thus making a determination on the site, date, and/or time of the game. 12. Contact the opposing school if there is a question on uniform color. If an adjustment is necessary it will be the responsibility of the home team to make the adjustment. Uniforms shall comply with N.C.A.A. rules. 13. Participating teams shall have an adult crowd supervisor in attendance. 2

3 14. For all rounds, each team must have an experienced and competent scorekeeper at the table. 15. In the first and second rounds, the home team must have an experienced and competent timer and 30-second clock operator. 16. The Section will compensate the official timer and 30-second clock operator in the semi and final rounds. 17. The higher seeded team will have their choice of warm-up music. 18. A visible 30-second clock will be required during all rounds. 19. All league and non-league schedules must be entered on the website by November 1 st. Schools wishing to add games after this date must contact their league chairperson and the Section V Chair. 20. Coaches should complete ratings of basketball officials on the website. Preferences and Rejections of basketball officials, for sectionals, will be submitted on the website and should be completed by February 9 th, 2018 Game Site: 1. First and second rounds will be played at the site of the higher seeded school. The following would preclude a higher seeded team from having a home game: a. The facility is determined to be unsuitable. For a site to be considered suitable, it must have the following: 1. A court that is at least a minimum of 42 feet wide. 2. Glass backboards. 3. A visible 30 second clock. 4. Separate locker rooms for two teams. 5. Separate locker room and showering facilities for officials. 6. Adequate seating capacity, as deemed appropriate by the tournament committee. b. The two schools are more than 75 miles apart according to the shortest distance on map-quest. The 75-mile rule will not be in effect when there is no school the next day. This would include Fridays, Saturdays, and instances when school is closed due to a holiday or recess. This means that if two opponents are more than 75 miles apart and the game is scheduled for a Friday, Saturday, or a night before a no school day, the game will be played at the site of the higher seed, regardless of how many miles a team has to travel. If a team would need to leave school early on a Friday, they can request to play the game on Saturday. This determination is made at the discretion of the tournament committee. 2. A school that is designated as unsuitable shall designate another site. The league chair person must send this information to the Class Coordinator by February 1, Class Coordinators will notify athletic directors of participating schools of game dates, sites, and times 24 hours prior to game time. 3

4 Site Supervisor: 1. Basketball courts should be ready and available for warm-ups thirty (30) minutes before game time. 2. Provide a visible scoreboard, 30-second clock, bonus devices and foul indicators. If you are using an electric scoreboard/clock, please have someone from your school responsible for and trained to operate this equipment. This person will be the official timer. 3. Neither team will be allowed on the court until 30 minutes prior to game time. 4. Provide a supervisor for the facilities. This person will be paid by Section V. If it is absolutely necessary, in your facility, to have more than one supervisor (excluding the final games), please notify the Section V Chairperson. 5. Provide a table and cash box for ticket and program sales. 6. Have someone greet the teams and show them to the gymnasium and locker rooms. 7. Provide locker room facilities for participating schools. Please designate which teams will be using which locker room. Opposing teams will not share locker rooms. 8. Site supervisors should be aware of emergency phone numbers. 9. If you have an experienced and impartial announcer, please have them announce starting line-ups and safety rules for the gym. 10. Vouchers for officials will be on the web-site for the referees to fill out, once submitted a copy will be sent to Jackie Meyer, Tim Lincoln, and a confirmation will be sent to the official. Vouchers will be at the game for all other personnel. If for some reason vouchers are not available make a list of all details and the chairman will make out the voucher. All money and extra tickets shall be returned to the Section V Treasurer. All site vouchers will be mailed by the host school to: Jackie Meyer Section V Athletics 131 Drumlin Court Maple Building Newark, New York Provide a separate locker room and shower facilities for officials. Class Coordinators will provide the names of the officials to the host schools 12. Coordinate the distribution and sale of tournament programs at the game. Admission: Tickets for all games will cost $5.00. Regional game tickets are $6.00. Tournament Game Times: All games in rounds 1 and 2 will adhere to the following start times: These times are only a guideline and the final game time will be determined by the Section V Girls Basketball Committee. Single games will begin at 7:00 PM Monday Friday and 2:00 PM on Saturday, while doubleheaders will begin at 6:00 and 7:45 PM Monday Friday and 2:00 and 4:00 PM on Saturday. For reasons of safety of students all 1 st or 2 nd round games that include the Rochester- City League teams may start earlier then 7:00 PM Monday-Friday. Any exceptions must be approved by the Tournament Committee. 4

5 Spectator Seating: The home team will sit behind the scorer s table at the game site. Complimentary Passes: Official Section V passes will be honored at all game sites and will admit two people. The Girls Basketball Tournament pass is distributed to the press, media, and committee members and is good for one admission. GBB officials may have purchased a special Official s Pass and should be admitted to the game upon showing proper identification. Score Reporting: Immediately following the game, the winning coach must post the score on the Girls Basketball website. Coaches are also responsible for calling the Democrat and Chronicle and all other hometown media. The D & C phone number is and then you need to say SPORTS. Trouble Procedure: If an emergency should arise, please call This phone will be available two (2) hours prior to game time. A team experiencing a bus breakdown should call this number. The host school realizing a team is late can also call this number to receive an explanation or alternative plans. Emergency Cancellation: The following procedure will be used if it is necessary to cancel a Sectional Game: 1. The decision to cancel will be made by the administrators of the two schools. 2. Call the athletic director of the neutral site and inform him/her of the decision. Check with him/her to see if the site is available for the following night. 3. Call the Sectional Chairperson - Tim Lincoln W ; Cell The Sectional Chairperson will be responsible for calling the officials. The two officials originally scheduled will be reassigned if they are available. 4. Call all local radio and television stations and notify them of the cancellation, as well as when and where the make-up game will occur. 5. If the original site is not available for the make-up game the next night, the tournament committee may select a new site so that the game can be played as soon as possible. Cheerleading: Only varsity basketball cheerleaders in uniform and on the sideline will be admitted as the official cheerleading squad. Handbooks: All Section V girls basketball coaches and athletic directors will be able to download the girls basketball handbook from the web-site. 5

6 All-Star Team Selections: All-star and most valuable player awards have been donated. Each Class Coordinator will have a committee of people knowledgeable in the game of basketball to be responsible for selecting six all-stars and a most valuable player for that classification. Players will be selected from teams participating in the semi and final rounds of the tournament. Players selected as all-stars will be recognized at the final game in each classification. Coach Of The Year: Winning coaches will be selected through a voting procedure involving Section V girls basketball coaches and basketball officials. Selection is based on regular season play. League And Non-League Contests: Prior to the tournament, if a contest has to be cancelled, every effort should be made to reschedule the cancelled contest. Forfeited games count as a loss on the forfeiting team s record and will count towards the seeding process. The team receiving the forfeit has one week from the date of the forfeit/cancellation notification to reschedule a game. The team receiving the forfeit is credited for a win and will receive the proper seeding points that will be applied to the seeding process, unless the team is able to find another game. The process is subject to appeal to the Section V Girls Basketball Committee. Any appeals must be in writing and forwarded to the Section V Girls Basketball Chairperson prior to the annual seeding meeting, February 15 th, Responsibilities Of League Chair People: 1. Make sure all league schedules are on the website. 2. League basketball chair people are to make sure that all teams representing his/her league are aware of all tournament procedures, game sites and times. 3. Notify those schools selected as sites in their league of the date and the time games will be played. 4. Deliver tickets to tournament sites in their league. 5. Be responsible for knowing which schools will enter the tournament from their league and the number of seeding points each participating school has accumulated by February 15 th, If a school is designated as an unsuitable site, they may designate another school as their home site. The league chair person must send this information to the Class Coordinator by February 1,

7 Seeding Luncheon: Tournament Fever is enhanced by the exciting event of the annual pre-tournament luncheon. This year s luncheon will be held at 12:00 noon on February 16 th, 2018, at the RIT Inn and Conference Center. Number 1 Seeded teams, from each class, will be invited to the seeding luncheon and will be allowed to bring a total of 4 team/school representatives. Coach of the year winners, from each class, will be invited to the seeding luncheon and will be allowed to bring 3 team/school representatives. If the Number 1 Seeded team is also coached by the coach of the year, for each class both the team and the coach, from each class, will be invited to the seeding luncheon and will be allowed to bring a total of 7 team/school representatives. Number 1 Seeded Teams and/or Coach of the year winners may also bring additional team/school representatives at an additional cost to be determined by the Section V Girls Basketball Committee. Section V Classification Achievement Award: The Section V Classification Achievement Award is given to a team in each classification who is the Number One Seed. Coaches and two team members will be presented with the award at the Seeding Luncheon. The award will also be presented to the entire team at the final game. State Tournament Qualifying Procedure: The following criteria will determine which representatives from Section V will participate in the 2018 NYSPHSAA Girls Basketball Championships. Only five classifications exist at the State level - AA (910 and up,) A ( ,) B ( ,) C ( ,) and D (169 and under.) Therefore, it is necessary to utilize these procedures to reduce our nine Section V Champions to five representatives to the State Tournament. 1. Teams must be sectional winners. 2. There will be a play-off game between Section V Champion of: A1/A2, C1/C2 and D1/D2 to determine the Section V representative to the New York State Tournament. 3. In the play-off games, the home team will be the team with the highest sectional point average. 4. In the event a team elects NOT to participate in the State Tournament, the Sectional Chair must be notified prior to February 15 th, Play-off games to determine the regional representative will be played after the Sectional Tournament, at a time and site to be determined. 6. Far West Regional Tournament will be hosted by Section V on Saturday, March 10 th, State Championships will take place at Hudson Valley Community College on March 16 th, 17 th, and 18 th, Federation Tournament for AA, A, and B classes will take place in Albany on March 23 rd, 24 th and 25 th

8 Expectations and Responsibilities Of Schools Participating In Section V Contests: 1. Participating schools are expected to inform their players, students, and spectators of the Section V Code of Behavior. 2. Each participating school will be held responsible for the conduct of their players, cheerleaders, coaches, chaperones, and spectators. 3. Participants should be reminded that host schools have loaned us their facilities for tournament use. Any damage incurred by a host school shall be the liability of the schools utilizing the site. 4. If a school brings spectator buses to the contest site, they will be responsible for providing adequate supervision when the buses arrive and depart. 5. Each participating school must have an appropriate number of identified supervisors at the contest site. This person (s) should report directly to the Section V site supervisor. If there is not a school representative the team s coach will be responsible. 6. Banners and signs must be positive in nature and approved by the Section V site supervisor. The Section V site supervisor will determine where they will be placed. 7. There will be no noisemakers allowed at the contest site. If a school wishes to have a Pep Band in attendance, the group will need to have prior permission of the Section V site supervisor or the Athletic Director of the school where the contest will be held. The band would need to be under the supervision of the school s music director or a faculty advisor. 8. If a violation occurs at a contest site, the Section V site chairperson will be responsible for making a report to the appropriate sport chairperson. The sport chairperson will inform the administration of the school (s) involved in the violation and a written report will be sent to the Executive Director and President of Section V within (5) days of the contest. If the conduct is found to be detrimental, appropriate action could be taken as noted in the Sportsmanship Policy of Section V. Protest Procedures: A. Sectional Contests 1. A coach must call a time out to notify both officials that the game will be continued under protest. The officials must notify the opposing coach. 2. The officials must make a notation in the official score book to indicate the score and time on the clock and players in the game at the time of the protest. 3. Before the game can be resumed, both officials and coaches must put in writing a brief description of the situation and specifically state the rule that is being protested. 4. The protesting coach must notify the Sectional Chairperson within (3) hours of the conclusion of the game. A written report of the situation from both coaches and signed by the Athletic Directors and Principals of each school must be filed with the Sectional Chairperson within twelve (12) hours of the protest. 5. The game officials must also file a report with the Sectional Chairperson. 6. The Sectional Chairperson shall make a decision regarding the protest within 48 hours upon receipt of the protest. 7. All expenses incurred by the Coordinator for hearings, if necessary, will be borne by the protesting school. 8

9 B. Appeal Procedure: 1. Twenty-four hours after the decision of the sports coordinator is received, either party may appeal the decision to the Section V Executive Director or Section V President, with written verification postmarked within 48 hours. Notification again must be made to all concerned parties. 2. The Executive Director and President will convene the Executive Committee, if necessary, to review the protest and may have a hearing to determine final disposition of the case. 3. All expenses of the appeal are to be borne by the appealing parties. 4. Due process must be observed at all stages of the procedure. Section V Sportsmanship Policy: The Section V Athletic Association is committed to promoting the proper ideals of sportsmanship, ethical conduct and fair play at all sectional activities. We will oppose instances and activities which run counter to the best values of athletic competition in order to insure the well-being of all individual players. We will expect acceptable standards of good citizenship and proprietary with proper regard for the rights of others. We are further committed to the belief that schools participating in sectional activities should be held responsible for the conduct of their players, coaches, chaperones, and spectators. Conduct which is detrimental to the educational value of athletic activities may be deemed just cause for the school s reprimand, probation, suspension from a particular sport or suspension from sectional activities. Section V Spectator Code Of Behavior/Ethics: It is the responsibility of the spectator to: 1. Keep cheering positive. There should be no profanity or degrading language/gestures. 2. Avoid actions which offend visiting teams or individual players. 3. Show appreciation of good play by both teams. 4. Learn the rules of the game in order to be a better informed spectator. 5. Treat opponents in a manner in which you would expect to be treated. 6. Accept the judgment of coaches and officials. 7. Encourage other spectators to participate in the spirit of good sportsmanship. 8. Avoid the use, abuse and resulting negative influence of drugs, including alcohol and tobacco. 9

10 Section V Student Athletes Code Of Behavior: It is the responsibility of the student to: 1. Demonstrate self-control and respect for officials, spectators and opponents. 2. Remember that participation in athletics is a privilege and not to be abused by unsportsmanlike conduct. 3. Shake hands with opponents after the competition and congratulate them on their performance. 4. Respect the integrity and judgment of the officials. 5. Remember that improper behavior while in uniform reflects poorly upon yourself, your family, your school and your community. 6. Understand and aide by the rules and regulations of the game. 7. Accept victory with grace and defeat with dignity. 8. Remember that the use, abuse and resulting negative influence of drugs, including alcohol and tobacco, is detrimental to the game and its participants. Section V Coaches Code Of Behavior: It is the responsibility of the coach to: 1. Promote good sportsmanship by setting a positive example while coaching your athletes. 2. Respect the integrity and judgment of the sports officials. 3. Approach competition as a healthy and constructive exercise, not as a life and death struggle that requires victory at any price. 4. Recognize that the participants in individual or team sports are young men and women with human frailties and limitations who are capable of making mistakes. 5. Refrain from the use of crude or abusive e language with players, opponents, officials or spectators. 6. Instruct the players in the elements of good sportsmanship and remove players from competition who demonstrate unsportsmanlike behavior. 7. Avoid behavior that will incite players, opponents or spectators. 8. Avoid and eliminate negative comments to radio, TV and newspaper reporters. 9. Avoid the use, misuse and negative influence of drugs, including alcohol and tobacco. 10
