2 As of 5/7/12 -The waiver to NCAA Rule , (see below) to allow a solid libero shirt for the seasons was approved at this weekend's Executive Committee Meeting. (Libero Uniform. (Rule , page 65) Beginning in the 2013 season, it will be required that either the libero or her teammates must wear a solid colored jersey. Regarding the solid-color jersey: a. Sleeves must be the same color as the body of the jersey. b. Piping/trim no wider than 1 can be a different color than the body of the jersey. c. Lettering and collars can be a different color than the body of the jersey. d. Numbers must be a contrasting color and meet all other specifications in Rule The solid color uniform must clearly contrast from the predominant primary color(s) of the teammate(s) jerseys. Predominant colors are those that appear on approximately half of the body of the uniform. Rationale: When both the libero and her teammates are in multi-colored uniforms of the same color combinations, it can be very difficult to discern the libero s legality when playing the ball. Requiring either the libero or the other team members to be in a solid color uniform will assist the referees in determining legal playing actions.) Volleyball Major Rules Change Proposals Note: All rule references are from the Rule Book) NCAA Rule Changes By Anne Pufahl, Secretary-Rules Editor NCAA Women s Volleyball Rules Committee The NCAA Playing Rule Oversight Panel (PROP) has approved the following rules submitted by the Women s Volleyball Rules committee. The list below includes all the proposals that were approved and will be implemented into the Volleyball Rules Book. Complete details and interpretations of the rule changes and other points of emphasis will be covered in the 2012 NCAA/PAVO clinics. All women s collegiate referees should plan to attend. Referee Stand. Rule 1.5.4: The referee stand and platform must be distributed evenly behind the net pole. The ladder must be distributed evenly behind the back of the referee platform. Rationale: Some net systems currently have the referee stand and platform inside the net pole with the ladder on one side of the platform. This could create a potentially dangerous situation and uneven playing area for the team on the side of the ladder. Use of Electronic Aids Rule 6.1.5: Statistical data may be transmitted to the bench area from any location in the facility. Electronic audio communication or video transmission is prohibited. Electronic devices may be used in the bench areas during the match for statistical purposes. Rationale: Technology is changing quickly, and allowing statistical information to be transmitted is a current accepted practice. Change of Team Areas Between Sets Rule : The second referee conducts a new coin toss. The home team calls the coin toss for the deciding set. Rationale: The previous rule stated that the first referee had to instruct the second referee to conduct the coin toss. This rule change will align with the current practice. Substitutions: Rule : Each team is entitled to 15 substitutions per set. Each player is allowed unlimited entries within the team limit. Rationale: The survey results showed a vast majority of coaches in favor of increasing the number of substitutions per set. Many programs are being asked to carry more student-athletes on their team roster. 2

3 This change allows for increased playing opportunities. Associated Technique. Rule The second referee notifies the appropriate coach(s) when the 12th through 15th team substitutions are made, and the first referee when the 15th substitution is made. NYS Modification 18 subs Notification will happen on sub 15 through team sub 18. Hand Signals. Rule : If the fault is whistled by the first referee, he or she indicates the result of the play (point or replay) followed by the nature of the fault. The second referee mimics the first referee s signals. [Exception: The second referee does not mimic the signal for net serve. (See Signal 19b, Official s Mechanics. Rule : If the fault is whistled by the second referee, he or she will indicate the nature of the fault and the player at fault (if necessary). The first referee, if in agreement, will then indicate the result of the play (point or replay); the second referee mimics that signal. Rationale: Indicating which team will serve next facilitates the actions of the scorekeepers, ball crew, media, etc. during the time the ball is out of play. This will add to a more consistent tempo to the match. The Line Judge. Rule : A player or server commits a line violation. The line judges responsibility for foot fault errors includes players other than the server on the court. If such a player is touching the floor outside the court at the time the ball is contacted for service, the line judge should notify the referees. (See Signal 9b, Official s Mechanics). Rationale: The first and second referee should be solely responsible for determining all positional faults. Line judges will continue to provide information to the first and second referee if they notice potential rotational faults Rule Clarifications (Note: All rule references are from the Rule Book) Jewelry Rule 7.2.2: Added ear gauge (a device use to stretch a piercing beyond it normal limits) to the list of items that are not permitted regardless of the material composition. Other Articles: Medical equipment, such as an insulin pump or cochlear implant, is allowed; such equipment may have to be covered or padded. The First Referee Rule : Responsibilities during play, has been added the following to the first referee responsibilities: Determine illegal attacks or blocks when a fault has occurred. Artificial Noisemakers and Bands Rule : Added language to instruct the public address announcer to cease when the first referee prepares to authorize the service. Flags Rule : Clarified the line judge flag dimensions to meet the current industry standards. Event Management Bullet 5: Allows for a three or four-ball rotation system. Rationale: New ball crew members may need the extra ball to be productive and keep the match flowing at a steady pace. NCAA TECHNIQUE CHANGES FOR 2012 The NCAA has not only made a few rule changes, as outlined by Secretary Rules Editor, Anne Pufahl, but some techniques have been changed or tweaked for the 2012 season. The exact language and mechanics of the technique changes will be further explored at the NCAA/PAVO clinic, formerly known as the OTP clinics. Below are the technique changes: Line Judges The first referee should hold the pre-match briefing with line judges in the locker room if possible. If the line judges are not present prior to the 30-minute mark, the officials will go to the court, and have the discussion as previously practiced. 3

4 A line judge will call the ball down then show touch signal when an unsuccessful pancake attempt occurs in the free zone. First Referee At the 30-minute mark, the first referee will whistle and hold up a coin to invite the team representatives for the coin toss. The first referee will no longer use the hand signal indicating C for captains. The visitors will still call the toss. After the pre-match introduction, the first referee will use one whistle while signaling the team to the net to shake hands. (The first referee will no longer use two whistles, one for the captains, followed by a second whistle for the teams.) When a set ends, the first referee will whistle and signal "end of set." An additional whistle will accompany the change courts signal; after completing the end of set signal, the first referee will lower his/her hands to the side and then raise the right arm (fisted) to waist level, while placing the left arm (fisted) behind them at waist level. Second Referee prior to each set, the second referee will remind the scorekeeping crew to verify the lineups while the second referee checks the team s positions on the court. the second referee needs to control the substitutes early and firmly regarding their position in the warm-up area. The whistle and wave back repeated several times is not appropriate. the second referee will notify a coach only when their second time out has been taken. Use the time out signal, and then indicate two. getting to the fault side is not required, unless the second referee initiates the call. when the second referee initiates a fault, blow the whistle, get to the fault side and signal the fault. When initiating a net fault the second referee will blow the whistle, move to the fault side, and signal net fault and indicate the player at fault by showing the player s number. If the first referee accepts the R2 s decision, they will repeat the numbers and initiate the point signal. The second referee mimics the point signal. the second referee will give the substitution signal to the coach and indicate the appropriate number of substitutions used when a team has used their 12th, 13th, 14th and 15th substitutions. (NYS Modification 15th, 16th, 17th, 18th substitutions) only after a team s 15th substitution, the second referee will signal the first referee the number of substitutions used as well. (NYS Modification 18 substitution) First and Second Referees The signal for substitution is made with closed fists. When the second referee initiates a net fault, the first referee will mimic the numbers provided and initiate a point signal. When the first referee issues a sanction card, they will accompany the signal with a whistle. When the second referee requests a sanction card, they will accompany the request with a whistle. 4

Section IX is made up of two leagues, each having divisions based on enrollment. The Orange County League (OCL) has six divisions while the Mid-Hudson Athletic League (MHAL) has four divisions. With the exception of OCL Division I and OCL Division II (all Class AA Schools) only division games are used for seeding. In the OCL Division I and OCL Division II the "cross over" games (Division I vs Division II) are also used. These are the games that should be entered on your Division Point Card. 5

Tournament Structure (all games up to finals) 1. Quarter finals and Semi finals will be played at the higher seed home court. 2. Finals will be played at a neutral site determined by the committee. 3. The host school will furnish announcer, scorekeeper, Libero tracking person, ticket taker, security and any other necessary personnel to secure safe environment. 4. Traveling team will assume bus responsibility. 5. Visiting school will send chaperones. 6. Protest procedure: see attached sheet. 8 SECTIONAL GAME PROCEDURES 1. Opening ceremonies 2. All volleyball games are to be played according to current NCAA rules. 3. At the SECTIONAL FINALS, a scorer, libero tracker and announcer will be furnished by Section IX. 4. Winning schools are responsible for notifying the media of the results. All three newspapers must be notified: Times Herald Record (845) Poughkeepsie Journal (845) Kingston Freeman (845) Home schools are responsible for providing the following for quarterfinals and semi finals: Providing warm up balls for both teams Providing legal game balls as per NCAA Rule #3. Providing an official scorer, announcer and libero tracker Providing chaperones Assuring net is set up at least 30 minutes prior to game start 6. Visiting Schools must provide chaperones to all matches. 7. ALL TEAMS MUST BRING WARM-UP BALLS TO ALL SECTIONAL FINALS, REGIONAL AND STATE GAMES. GAME OFFICIALS Will be assigned by Section IX Committee in conjunction with the assigner. TICKETS 1. Ticket prices at the door will be as follows: Sectional finals Adults $6.00 per person Students $4.00 Regional semis $7.00 per person Students $ Section IX passes will not be honored throughout the tournament. 3. Athletic Directors will a gate list to twoody@newpaltz.k12.ny.us, dcrowe@hffmcsd.org, josborne@ouboces.org no later than 48 hours before finals or regionals. (see form) 4. All expenses incurred by the Volleyball Committee will be underwritten by Section IX. 5. Each school is permitted 20 gate list guests. When the number of guests exceeds the gate list total of 20 the school will be billed. Parents of players may not be on the gate list 8

9 SECTIONAL ENTRY DEADLINE Entries must be received by Tuesday, October 22, All games played on or after this date must be called in to your league chairperson. It is strongly suggested that you send your entry to the tournament earlier than this date. You may call the results of your final game in to your league chair. Your cards must be in the hands of a chairperson by October 23, 2012 in order to be seeded. Only teams that have submitted cards will be considered. If you do not have all your league games completed by October 24, 2012 the committee will seed you based on your card as of 10/24/12. Final game(s) will be filled in by the chairperson of the respective leagues. **Committee will determine all sites for Finals and Regionals ** Time and site subject to change Game balls will be provided for finals and Regionals only 22 minute warm-up for finals only (See following page.) Teams must provide their own practice balls for Finals and Regionals. Standard Operational Procedures The official pre match protocol for Regionals and up for season championships is shown below. It is recommended that this protocol be used during Sectional play. Official warm up is 22 minutes. 10 minutes together, 6 minutes serving team, 6 minutes receiving team. Award then award and announce the Championship team and present certificates and trophy. PROTEST PROCEDURE FOR SECTIONALS, REGIONALS AND FINALS 1. No protest based on officials judgments will be heard by the committee. 2. The protest committee will be composed of the members of the Volleyball Committee. 3. Any coach lodging a protest will immediately notify one of the game officials that he or she is playing the game under protest and follow the following procedure: 9

10 A. The protesting coach will write a complete statement outlining the reasons for the protest. The written protest should be submitted to a member of the Volleyball Committee. If no committee member is present, the officials are to accept the protest and notify the Chairman immediately. The officials and Chairman (if available) will rule on the protest immediately. 4. The Protest Committee s decision will be final in all instances. Awards 1. Plaques A Sectional championship plaque will be awarded in each class. Supervision and Game Control All participating schools shall be required to send the appropriate number of school personnel to supervise the spectator s actions. Serious violations of good sportsmanship may lead to the individual(s) being suspended from all further games. Spectators are not permitted to bring/use signs or noisemakers of any type. All supervisors/chaperones of tournament teams will report to the score table before the match and are required to wear an armband or identifying jacket. TOURNAMENT SITE PRACTICE Tournament teams are not permitted to practice at neutral sites assigned for Sectional tournament games once the regular season has concluded. REGIONAL/STATE INFORMATION NYSPHSAA provides awards for 15 members of your roster at State level play. Please plan accordingly. ALL TEAMS MUST BRING WARM-UP BALLS TO ALL REGIONAL AND STATE GAMES. SECTION IX BY LAWS Unsportsmanlike Conduct Rule Revised by Section IX Sportsmanship: The NYSPHSAA and Section IX recognizes and appreciates that the influence and responsibility of the school administration with regard to good sportsmanship extends to all levels of competition. However, it must also be seen that the NYSPHSAA AND Section IX has been vested with the responsibility to ensure that all contests under its jurisdiction are conducted satisfactorily. This standard applies to all regular season and post schedule play. I. Coach: Any coach excluded by a certified official from an interschool competition for unsportsmanlike conduct is ineligible to coach any interschool competition in that sport until after the next previously scheduled contest at the same level (e.g. junior varsity, varsity, etc.) has been completed. The coach may not be present at the game site. NOTE: Not being physically present at the site means the disqualified coach is not to be present in the locker room, on the sidelines, in the stands or site area before, during or after the game/meet. 1. A coach who strikes, shoves, kicks or makes other physical contact with the intent to do so to another person (e.g. official, another coach, player, fan) shall be expelled immediately and banned from further participation or coaching in all sports for one year from the date of the offense. 10

11 1. The coach of the player(s) who was ejected will notify his/her Athletic Director of the incident on the same day that it occurred. The Athletic Director will then contact the League Coordinator to confirm that the player(s) will not be allowed to participate in the school s next scheduled game/games as above. II. Player: 1. Any member of a squad ruled out of a contest for unsportsmanlike conduct or for a flagrant foul will have the following occur: A. First Ejection that player(s) cannot attend or participate in the next scheduled contest in that sport. If the season has ended the player(s) cannot attend or participate in the next scheduled contest in his/her next season of participation. B. Second Ejection that player(s) cannot attend or participate in the next two scheduled contests in that sport. If the season has ended the player(s) cannot attend or participate in the next two scheduled contests in his/her next season of participation. C. Third Ejection that player(s) cannot attend or participate in any remaining scheduled contests for the remainder of that sports season. If the season has ended the player(s) cannot attend or participate in the next three scheduled contests in his/her next season of participation. Please note: Disqualified from one season carry over to the next season of participation. Section IX By Laws 1. Any member of the squad who strikes, shoves, kicks or makes other physical contact with the intent to do so to an official shall be expelled from the game immediately and banned from further participation in all sports for one year from the date of the offense. NOTE: Member of the squad includes player, manager, scorekeeper, timers, statisticians. III. Official: 1. Unprofessional conduct on the part of official such as, but not limited to, taunting, baiting, use of profanity, shall be reported by a school administrator from the aggrieved school to the Section Executive Director. A request will be made to the appropriate sport officials chapter to investigate the incident and to report their action to the Section in a timely manner. 1. The official who ejected the player(s) or coach shall notify the League Coordinator prior to 12:00 Noon the following day of the name(s) of the player(s) or the coach and the infraction(s). The League Coordinator shall notify the Athletic Director of the offending school. 11

If there is a dispute on a rescheduled date or time, the league president (if there is one) or Section Executive Director, in accordance with Section policy, will make the final determination. If a contest cannot be rescheduled, the contest will be declared as a no contest. Therefore, no win or loss will be recorded on the team s season record. Sections will adjust the seeding procedure to ensure no negative impact will be imposed in the seeding procedure. DECLARED EMERGENCY POLICY In the event an emergency is declared by a BOCES or governmental agency at the local, state and/or national level the NYSPHSAA policy will be: LOCAL and COUNTY (included in this category are league, conference, Section, BOCES, etc) o If a local emergency is declared, schools will be expected to adhere to the constraints placed on the local school districts. In the event the postponement of scheduled interscholastic contests is required, the rescheduling of these contests will be determined by the league, conference or section policies. STATE If a state emergency is declared, all schools/school districts will determine whether they should postpone scheduled contests. o If a school/school district determines it is in its community s best interest to postpone a scheduled contest, that is a decision that rests with the Chief School Officer of both schools after consulting with each other. Nevertheless, if one Chief School Officer decides it is in the best interests of his/her school not to play, the contest will be postponed and rescheduled when and if possible. o If an interscholastic athletic event is postponed, it will be rescheduled at a date and time mutually agreed upon by both school districts according to the policies of the league, and/or conference and/or Section. NATIONAL If a national emergency is declared, the NYSPHSAA will follow all appropriate directives and will determine whether interscholastic athletic competition will continue for its member schools. o Sectional Championships If a declared emergency is called during sectional events, the Section will make the determination whether to continue play after consulting with all appropriate health, NYSED and governmental agencies. o NYSPHSAA Championship If a declared emergency is called during NYSPHSAA events, the NYSPHSAA will make the determination whether to continue play after consulting with appropriate health, NYSED and governmental agencies.
