NCAA Championship Stanford, December 7-8 H. Post-season conference call - Thursday, January 9, 10:00am-12:00pm Pacific 2. Review MPSF Regulations/Administrative Committee Actions A. Coach Sportsmanship and Professionalism (see attached form) Note: This will continue to be a point of emphasis for MPSF water polo referees and evaluators for the season. At their June 12 meeting, the MPSF Administrative Committee voted unanimously to establish a new policy regarding coaching sportsmanship and professionalism in the sports of men s and women s water polo. May fine uncooperative coaches $1,000. The Committee strongly recommends that athletic directors of MPSF member institutions sponsoring the sports of men s and women s water polo discuss commitment to a higher standard of personal conduct, professionalism and sportsmanship for coaches as representatives of their institutions, the Federation and the sport. Coaches who are repeatedly found to be in breach of professional and sportsmanlike conduct may be subject to probation and suspension by the Federation. Actions which are categorized as unprofessional and unsportsmanlike conduct include, but are not limited to: 1) Use of profane language. 2) Inappropriate displays of disrespect for officials, other coaches and players. This may include obscene or disrespectful gestures, failure to meet established deadlines, overzealous response, verbal attacks of a personal nature, and overt acts of physicality directed at officials, opposing team members or game personnel. 3) Lack of compliance with timely requests for information, including video, forms and rankings by the Federation office. 4) Lack of participation on conference calls or attendance at coach meetings. 1

2 The Executive Director will send a form to all head coaches and athletic which they must sign to acknowledge they have discussed this issue with their Director of Athletics and agree to abide by its conditions. This form shall be returned to the Federation office by the specified on the form. Failure to comply will result in suspension of the head coach for the first game of the season. Rationale: At the January meeting the Committee expressed their ongoing concern with the lack of sportsmanship and professionalism among water polo coaches and wanted to put a policy in place which would specifically address this issue. As noted the Executive Director will emphasize to Athletic Directors and Sports Administrators the need to discuss this issue with their respective head coaches. This policy will be a point of emphasis from the Federation to water polo officials for B. Memo from Administrative Committee To All Member Institutions ADs, SWAs, FARs, sport supervisors, officiating coordinators and coaches regarding expectations, sportsmanship, and structure related MPSF membership. Will be distributed within the next 10 days. Support of Pac-12 Commissioner and Pac-12 sportsmanship directive/branding A number of individuals will be serving suspensions to open the season. Beaird will remind the coaches, administrators and officiating coordinator of those suspensions. C. Administrative Review Process Request for Administrative Review must be in writing from Athletic Director, not sport supervisor. Form and document available on website. D. Travel Squad Review Travel Squad Limitations Teams shall not travel more than 16 eligible student-athletes to any MPSF conference game or to participate in the MPSF Men s Water Polo Championship Tournament. Institutions may determine their own limitations for non-conference games and contests played during non-traditional seasons shall not be affected by this policy. (6/09) 3. Review Play-in to NCAA Men's Water Polo Championship A. SCIAC champion vs. CWPA champion at site TBD - likely home site of CWPA champion as higher seed based on 2012 RPI. B. Game to be completed prior to NCAA selections December 1. C. RPI will be included in selection criteria as secondary criteria. 4. Pac-12 TV Games Some dates/start times TBD due to football, typically 12 days out. 5. Video Exchange Guideline Development see attached Guidelines A. James Wilroy from Data Project started the discussion with a review of the system and process. B. The uploading team s video coordinator and Executive Director will receive confirmation and will also receive s as to who downloads the video. C. Video conversion for uploading files less than 2.5 GB and mp4 format. Data project has in-house conversion software. Can also use third-party conversion files. D. Wilroy will distribute video exchange information to the team contacts. E. Referees will have access to download video. F. Beaird will distribute revised Video Exchange Guidelines. G. Motion #1: The coaches unanimously ( Everist/Vargas) agreed that teams shall only upload games involving MPSF vs. MPSF teams. 2

3 Mountain Pacific Sports Federation 6. MPSF Championship Referees will also participate as goal judges 7. Tournament Video Cost prohibitive for MPSF to provide video at NorCal and SoCal tournament. Will rely on team video if necessary to address issues. Coaches must comply for requests for video. 8. Officiating (Robinett) A. Review assignments on ArbiterSports.com as they may change. B. Significant emphasis on evaluations, including training/education. Corb seeking grant from NCAA for evaluating clinics C. Coaches were asked to provide video room and game video for evaluators to review immediately after game with referees. D. Robinett working with Corb to establish criteria for evaluators and will distribute all information to coaches, evaluators and referees E. Robinett will notify coaches of any referee changes via . F. Top-10 officials are participating in the MPSF this year, including Steve Rotsart. G. All assignments have been made except NorCal/SoCal tournaments, which are based on seeding. H. Vavic asked for clarification regarding gross and go by defense during initial transition. 9. Rules/Interpretations Update (Robinett) A POE on to focus on perimeter play. B. 4 MPSF Men s Water Polo 2013 Online Video Exchange Guidelines August 14, 2013 Mountain Pacific Sports Federation 1. Online Exchange Process 1) The Home Team shall upload video of all games involving MPSF teams vs. MPSF teams to the server. 2) Visiting teams shall also video games and be prepared to upload video in the event the home team has a technical problem and is unable to upload by the determined deadline. See Chain of Communication in item #10 below. 3) For tournaments, the higher-seeded team shall upload all games involving other MPSF teams to the server. 2. MPSF teams shall not provide video to non-mpsf teams. 3. Home Teams must upload game video by Monday by 12:00pm (noon). To be reviewed after September 2013 after initial implementation. 4. Teams shall not download videos before Monday at 12:01pm provided they have met all compliance relative to uploading videos. 5. No team shall download video without having first uploaded their team s previous week's games. Doing so constitutes a policy violation as noted in item #11 below. 6. Server Access - There shall be an open exchange among MPSF teams only. All games involving MPSF teams (non-conference and conference) shall be available to all MPSF teams. Access is not available to non-mpsf teams. Referees, evaluators and conference staff shall also have access. 7. Camera Location - Cameras shall be located at mid-pool; except UCLA and UC Santa Barbara which may shoot at different locations which offer better sight lines due to facility anomalies. 8. Field of Vision 1) The primary field of vision shall be the half of the pool in which the action is occurring. 2) It is not necessary to include referees unless a situation develops where it is necessary to include officials in the field of vision. 3) The video shall show the time and score after each goal and the end of each period. 4) The score and time shall also be verbalized, and if crowd noise is a factor a white board should be used to note the time and score. 5) When appropriate the video operator shall provide verbal cues, particularly with regard to items 2, 3 and 4 above. 9. Quality of Cameras All video shall be shot in digital HD. HD.264/MP4 with 852x480 with a one gigabyte connection to a computer is the ideal format which allows for small file sizes and relatively quick uploading/downloading. If this set-up is not readily available by each team for the 2013 season, it shall be starting in Chain of Communication - In the event of technical difficulties the home team video coordinator shall contact the visiting team coordinator and Executive Director explaining the issue. The visiting team coordinator shall comply by uploading video in a timely manner. 1

5 Mountain Pacific Sports Federation 11. Violations All teams shall report violations to the Executive Director. In addition, teams shall the Executive Director with issues, technical problems or violations. Consequences for the first violation are: 1) $100 fine to the head coach 2) Loss of access privileges 3) Communication with the Athletics Director 4) Subsequent violations are subject to more severe sanctions on a case by case basis. There shall be an initial period of leniency through the end of September 2013 as this system is implemented. Starting October 1, 2013, violations will be enforced as noted. 12. These guidelines shall be reviewed annually and revised as necessary. 2
