Current status below: Overview As the NCAA National Coordinator Officials (NCO) for water polo, my goal is to improve the overall quality and consistency of officiating across the country. For the past few years, I have made it a priority to work with evaluators from across the country to improve the consistency of feedback they are providing to officials that they evaluate. The eventual goal of that work was to have in place a core group of evaluators who teach the same thing as they evaluate across the country. This is now referred to as the National Evaluator Group (NEG). Now that the evaluators/instructors are trained, it is time to offer every referee who wishes to officiate any NCAA water polo game the opportunity to attend and complete an NCAA Water Polo Referee School once every two years. Beginning with the seasons, this will be a requirement for consideration to officiate either the National Collegiate Men s or Women s Water Polo Championship, and every conference that has an AQ has endorsed this initiative for officials working games in their respective conferences. Here are the details for our inaugural school: Who: Any referee who wishes to officiate NCAA water polo. Attendance at the school will be a requirement for consideration to work either the men s or women s championships. What: Once every two years the NCO, with support from the NEG, referees with NCAA championship experience, and others invited by the NCO, will offer three regional NCAA Water Polo Referee Schools. These will be full-weekend commitments and will include a combination of class time (educational; video review; experiential) and pool time (observation; practical work). Among the topics will be: 1. Understanding the role and philosophy of the NEG. 2. Review of NCAA rules, including taking and passing the current rules test. 3. Review of scoring of referee performance using the standardized evaluation form, including review of criteria for each category. 4. Review of each of the points of emphasis as a guideline for evaluating officials. 5. On-deck evaluation of officials during the game (peer evaluations). 6. Instructions on how to use feedback from evaluators after the game including use of video. 7. Discussion regarding the connection between on-deck performance of officials and the assignment process. 8. Basic individual and team tactics: offense, defense, special teams (taught by coaches). 9. An introduction to performance psychology and conflict resolution as it applies to referees and their interactions with coaches and fans as well as the referee-evaluator relationship. 10. Introduction to the mentoring process and transitioning from active referee to evaluator role. 11. Additional concerns raised by the evaluators or the NCO. Where: One clinic in each of three regions: Northern California (Santa Clara University), Southern California (Long Beach State University), and one on the East Coast (Villanova University). When: Fall, 2016, to coincide with the new rules book cycle (August 27-28, 2016). Funding Each of the participating referees will be required to fund their own travel and lodging expenses. There will be no registration fee for participants. The NCO will work with the appropriate conference(s), regional referee associations, and the institutions selected to host these weekend referee schools to provide logistical and financial support to defray costs. For example, a local university might be asked to provide classroom space and the technology to review video. This funding is intended to cover travel costs, as well as the out-of-pocket expenses, of all teaching staff to be invited to these referee schools. Exact costs are difficult to finalize at this time but an estimate (based on one Core Steering Committee Member and three instructors) follows:
