1 REPORT OF THE NCAA WOMEN S BASKETBALL RULES COMMITTEE MAY 5-7, 2014, MEETING ACTION ITEMS. 1. Legislative Items. None. 2. Nonlegislative Items. None. INFORMATIONAL ITEMS. 1. Opening Remarks and Review of Meeting Schedule. The committee and invited guests introduced themselves and reviewed the meeting schedule and agenda. The NCAA Vice- President for Women s Basketball provided a recap of the Women s Final Four and Women s Final Four Summit. 2. Review of Policies and Procedures. The committee reviewed the following items and procedures: conflict of interest policy, guidance for committee members regarding document retention, voting procedures, principles for rules writing, experimental playing rules guidelines and the NCAA Women s Basketball Rules Committee Guiding Principles. 3. Playing Rules Oversight Panel (PROP) Directive. The committee reviewed the PROP directive to all rules committees to strongly consider providing a minimum one-year delay for any rule change that has either a financial or facility impact. 4. Approval of 2013 Annual Meeting and February Teleconference Reports. The committee approved the 2013 annual meeting report and February teleconference report as written.
2 Page No Women s College Basketball Officiating (WCBO), LLC Competition Committee Report. The following proposals and recommendations were submitted to the committee by the WCBO Board of Managers: (1) Explore the adoption of a 16-foot wide lane; (2) Explore using four quarters instead of two halves; (3) Reduce physicality in the post through further education by the National Coordinator in this non-rules change year; (4) Collaborate with the Women s Basketball Coaches Association (WBCA) to encourage coaches to have players names on the back of their uniforms.; (5) Allow bands or electronic music to be played during certain dead ball situations; (6) Send guidelines for uniforms to conferences to manage (primarily pink uniforms); (7) Support a national media day for women s basketball; and (8) Support USA Basketball s efforts to develop a youth division. It was noted that last year s rules changes were well-received by the WCBO Competition Committee and Board of Managers. The committee was also informed of the WCBO Rules Summit being held in August. Select members of the Rules Committee will be invited to attend. 6. Conference Coordinator of Officials Report. It was reported that last year s rules changes were well-received and have been very positive for women s basketball. There has been more consistency in officiating across the country. The four major areas of concern for coordinators of officials include rough post play (and the importance of educating officials on legal moves), resumption of play on the first horn, flopping and monitor reviews. 7. Active Officials Report. The committee received a report from an active official who noted that the following rules changes had a positive impact on the game: the change to the elbow rule, media timeout rule, lower defensive box rule and monitor rule to wait until a timeout to review a two/three-point attempt. The new rule regarding the 10-second back court was a non-issue during the season. The emphasis and education on sportsmanship, freedom of movement and contact on and by the ball handler/dribbler was clear to officials. It was suggested that more guidelines come out on post-play and contact on the shooter, specifically in the elbow/wrist area. 8. Women s National Basketball Association (WNBA) Representative s Report. The WNBA is entering its 18 th season and has 12 teams. The WNBA s contract with ESPN has been extended through There are currently 32 officials in the league. The Points of Emphasis for the 2014 season include the following: (1) Point of contact on jump shooters; (2) Illegal screens; (3) Legal kick (tripping the defender); (4) Trajectory of the defender; (5) Flails; and (6) Respect for the Game (RFTG). Minor rules changes include the modification of clear path rules and the addition of goaltending to the instant replay rules.
3 Page No NCAA National Coordinator of Women s Basketball Officiating Report. Two new requirements were implemented this year in order for officials to be eligible for the postseason: (1) Officials had to review all videos on the Central Hub by January 31 st ; and (2) Officials had to take every quiz that was posted by January 31 st. A total of 26 educational videos were posted for officials, including two at the end of the season that covered the tournament selection process and a review of major points of emphasis. The National Coordinator will continue to educate officials on legal/illegal moves in the post area. 10. Secretary-Rules Editor Report. The committee received an overview regarding the impact of the new rules changes. Positive changes included the use of the shot clock to count 10 seconds and the media timeout rule. The new 10-second back court rule had virtually no impact on the game. The video on the lower defensive box rule was wellreceived by officials. A video was sent to coaches and the NCAA s media partners to better educate them on the new rules changes. The feedback received on the separation of the Men s and Women s Rules Books has been positive. 11. National Federation of State High School Associations (NFHS) Report. The NFHS Basketball Rules Committee approved the following four rules changes for the season: (1) Allow players in marked lane spaces to move into the lane when the ball is released by the free-throw shooter; (2) Consider the following acts a foul: placing two hands on the player, placing an extended arm bar on the player, placing and keeping a hand on the player and contacting the player more than once with the same hand or alternating hands; (3) Expand the definition of an intentional foul to include excessive contact with an opponent while the ball is live or until an airborne shooter returns to the floor; and (4) Identify anything worn on the arm and/or leg as a sleeve, except a knee brace. These items, including tights, will now be permitted but must meet the color and logo restrictions. It was noted that there are currently eight states that are using a shot clock in high school basketball games. 12. Review of Statistics and Trends. The committee reviewed statistics from the season and noted that the average number of points per game (as compared to last season) went up in all three divisions. In addition, turnovers were down and overall field goal percentages were up. 13. Review of Rules Survey. The committee reviewed and discussed the results from the rules survey. It was suggested that the survey be sent to women s basketball administrators for Division I and conference commissioners for Divisions II and III.
4 Page No Review of Rules Proposals and Discussion Items. The committee reviewed the rules change proposals and determined which items should be brought back for further discussion during next year s annual meeting. 15. Review of Interpretations. The committee reviewed all official interpretations issued by the secretary-rules editor during the season and determined which items would be included in the 2015 Case Book. 16. Major Officiating Concerns. The committee identified the following items as major areas of concern for the season: post play, freedom of movement, contact on and by the ball handler/dribbler, screening, contact on the shooter, restricted area/lower defensive box/legal guarding and sportsmanship. 17. Future Meeting and Teleconference Dates. The committee noted the importance of meeting in conjuction with the Men s Basketball Rules Committee next year. The 2015 annual meeting date will be confirmed at a later date and communicated to the committee. 18. Selection of New Chair. The committee elected Michael Shafer, University of Richmond, as chair for the academic year. 19. Other Business. None. 20. Adjournment.
