1 1.0 ORGANIZATIONAL PROCEDURES 1.1 Members For , the Cal Pac basketball conference shall include the following eight (8) Institutions for both men and women: Antelope Valley, Benedictine-Mesa, CSU Maritime Academy, UC Merced, Embry-Riddle, La Sierra, Pacific Union, and Simpson. 1.2 Leadership The sport of basketball shall operate with the following leadership structure: The Cal Pac commissioner shall serve as the ultimate authority for the sport The Directors of Athletics shall appoint one of their members to serve as the sport liaison - one for men and one for women. The liaisons shall have direct contact with the head coaches and shall serve as the advocate for the sport in league proceedings The coaches shall select a representative from their respective groups to serve as the chair for a two-year term. The chair may be re-elected Chair Duties: * Arrange meetings, conference calls, and agendas. * Communicate regularly with the AD liaison and commissioner. * Assist with and monitor the NAIA rating process. * Assist with and monitor the conference video sharing system The chair and liaison annually shall select a representative from the coaches to serve as the NAIA rater. The rater may serve multiple terms Rater Duties: * Participate in all NAIA training for sport raters. * Meet all NAIA deadlines for conference and national rankings. * Advocate for Cal Pac teams in the rating process. 1.3 Meetings The coaches shall meet in-person or via conference call immediately prior to and after each season. The dates shall be established by the chair and AD liaison Coaches shall take part in a conference call the Monday prior to the beginning of conference play. 1.4 Policy Proposals Any proposals for sport policies or guidelines shall originate from the coaches and will

2 be forwarded to the Executive Committee following a majority approval. The Executive Committee, with the input of the sport liaison, shall have final authority over any proposals. 2.0 SEASON & SCHEDULE 2.1 Season & Playing Rules NAIA sport season and playing rules apply for all Cal Pac institutions NCAA guidelines shall govern court, timing, and scoring standards. 2.2 Conference Schedule The Cal Pac conference schedule shall be prepared by the commissioner and approved by the Executive Committee at least 12 months in advance Conference play shall consist of a double round-robin, home-and-home season against each conference member (14 contests) Any scheduling change requests must be managed by the athletics directors and shall not be enacted until approved by the commissioner All contests shall be scheduled as men s and women s doubleheaders Conference contests shall be scheduled to start at 5:30 and 7:30 p.m Institutions may adjust game times by agreement, in writing, by approval of the athletics directors The host institution is responsible for confirming game times, and assuring any time changes are published and approved, and that the officials are confirmed The host institution shall determine which gender shall play at which time and shall confirm with the visiting institution no later than one week in advance. 3.0 CHAMPIONSHIP & POST-SEASON 3.1 Conference Champion The Cal Pac champion shall be the winner of the post-season conference tournament, and shall represent the conference in the NAIA national tournament The conference shall recognize both a regular season and tournament champion. Each shall receive a team award.

3 3.1.2 In the event two or more teams tie for first place in the regular season, all tied teams shall be declared co-champions and receive team awards. 3.2 Conference Tournament The top four teams in the final regular season standings shall qualify for the Cal Pac postseason tournament which determines the league s direct qualifier to the NAIA nationals In , the tournament shall be hosted by CSU Maritime Academy Effective with the season, the #1 seed of the previous season s tournament shall have right of first refusal to host the respective men s and women s events The #1 seed shall declare to the commissioner its decision on hosting the event no later April 1. If the #1 seed defers to host, the remaining teams shall have the option in descending order of regular season finish The playing days of the men s and women s tournaments shall be staggered with semifinal contests played on Saturday evening or Sunday afternoon. Championship contests shall be played on Monday and Tuesday evening In even-numbered years the men s event shall be played first In odd-numbered years the women s event shall be played first The #1 seed shall play the #4 seed in the first semifinal. The #2 seed shall play the #3 seed in the second semifinal Specific game times shall be established by the host institution and the commissioner. 3.3 Expenses The host institution shall bear all organizational and administrative expenses for the event The host shall arrange an awards banquet for the participating teams on the evening prior to the semifinal matches All qualifying institutions are required to attend the event. Failure to attend shall result in a fine of two-times the host institution s cost The host institution shall charge admission to each day of the event ($10 general admission, $5 for Cal Pac students with ID) The host institution shall report the expenses and revenue for the event to

4 the conference within 60 days following the event. CAL PAC SPORT GUIDELINES After institutional expenses are covered, any remaining revenue shall be returned to the conference to be used for future championship events Souvenirs shall be available for purchase based on a design provided by the conference The conference shall arrange and pay the appropriate assigning agency for the officials for the semifinal and championship matches The conference shall provide appropriate signage for the event in cooperation with the host institution(s). 3.4 Seeding & Tiebreaker Seeding for qualification in conference post-season play shall be determined by the order of finish in the final regular season standings The following steps shall be used, in order, to resolve any ties in the final standings Head-to-head results among the tied teams Won-loss record against the other conference teams, in descending order of finish The cumulative records of teams tied in the standings shall be used Won-loss record in away conference contests in descending order of finish Fewest aggregate points allowed in games between the tied teams If a tie cannot be resolved using the above steps, the commissioner shall hold a random drawing among the tied teams to resolve the tie In the event of a tie involving more than two teams, the same process shall be used until one team is removed from the tie. Once a tie is resolved, those teams shall be assigned positions in the standings for use in resolve all other ties Once a team is removed from a multiple-team tie, the remaining teams shall be examined based on the original tie-breaking steps, in order If more than one tie exists in the final standings, the tie which may be resolved by the earliest tie-breaking step shall be resolved.

5 4.0 GAME OPERATIONS Cal Pac institutions are expected to provide an excellent experience for the participating student-athletes and fans at all home contests. Each institution shall strive to exceed college athletics industry standards for game operations. 4.1 Game Manager Each institution shall designate a staff member to serve as the primary game manager who will be present at and responsible for all aspects of game operations and security The game manager shall identify themselves to both the visiting coaching staff and the officials working the contest The game manager shall observe, supervise, anticipate, and control all aspects of the contest to insure the competitive environment adheres to Champions of Character standards. 4.2 Host Responsibilities The court shall be completely set up and available for use 60 minutes prior to the start of the first contest There shall be at least 25 minutes of warm up prior to the second game of a doubleheader. Time shall start once the floor is completely clear from the first game All venues shall have a visual and working electronic scoreboard Team benches shall be located opposite from the spectators and must be kept free of non-event personnel At least six (6) balls shall be available to the visiting team for use during warm up Teams shall use the official NAIA championships ball in all home games Access to sports medicine facilities and a certified athletic trainer shall be provided at least 90 minutes prior to the match Sufficient water and towels shall be provided for both teams Official statistics for both teams shall be accurately kept and promptly distributed using a computerized reporting system Reports shall be available for coaches following each half or quarter.

6 A final report shall be provided immediately following the contest, and any updated reports no later than 30 minutes after the contest The contest result and statistics must be reported immediately following the match to Dakstats and the Cal Pac website Provide adequate security and crowd control to assure a positive and safe experience for student-athletes and spectators Set up and secure a team meeting room and/or dressing area for the visiting team Confirm officiating assignments and verify dates and starting times with the SACO officials assigning agency Comply with required videotape and sharing of all contests using the Synergy exchange system. (B 8.0) Assure the conference pre-game protocol and timeout policy is followed (B 7.0). 5.0 OFFICIALS Three-official crews shall be used for all men s and women s games. 5.1 Assigning Agency All officials for conference and non-conference home games or hosted tournaments shall be from the SACO Wendy Dailey shall serve as the men s and women s supervisor of officials mobile wendy@sacorefs.net 5.2 The assigning agency shall perform the following duties: Assignments for all games, including conference tournament contests, with advance notice to the institutions Provide a mechanism for timely evaluation and feedback to officials Oversee and manage disputes involving officials Educate and update officials on NAIA and Cal Pac rules or procedures which may differ from NCAA playing rules Assure all officials working Cal Pac contests are registered with the NAIA

7 officiating system, and nominate officials for the NAIA championship selection pool Assure all officials working contests at Cal Pac institutions wear the official NAIA patch Provide accurate and timely billing information, including assigning fees, to the institutions and conference to assure appropriate compensation to the officials Confirm the game dates and times with each institution. 6.0 ALL-CONFERENCE AWARDS The conference shall recognize outstanding student-athletes by annually selecting an allconference team at the conclusion of the regular season There shall be a 10-player first team and a 5-player second team Players receiving votes on at least two ballots shall receive honorable mention. 6.1 Selection Process Each head coach shall participate in the selection process as follows On the Sunday following the final regular season games, coaches shall complete and return the official nomination form provided by the conference office Coaches shall nominate only players from their own team whom they believe are truly worthy of all-conference recognition Statistics shall be for conference contests only. Nominations shall not include overall statistics Coaches shall rank their own players in descending order of preference on the nomination form Nominations must arrive at the conference office no later than 9:00 a.m. on the Monday following the regular season. Failure to meet that deadline may result in that institution s student-athletes being omitted from the final ballot Coaches may also nominate student-athletes from their own team for the following individual honors Player of the Year

8 Defensive Player of the Year Newcomer of the Year Freshman of the Year CAL PAC SPORT GUIDELINES Upon receipt of the nominations, the conference office shall create an official ballot and return it to the coaches via The completed ballot must be returned no later than 10:00 a.m. on the Tuesday following the completion of regular season conference play Coaches may not vote for themselves, their institution, or studentathletes from their own team Coaches shall rank the top 14 players in descending order of preference Coaches shall also select one of their peers as Coach of the Year Coaches shall also vote for year-long institutional honors in sports information, sports medicine, and sportsmanship. 6.2 Awards The conference shall prepare awards for announcement and distribution at a banquet preceding the conference tournament The player and coach of the year shall receive a custom trophy The defender, newcomer, and freshman of the year shall receive a trophy Each member of the all-conference team shall receive a personalized certificate and conference medallion. 6.3 Player of the Week / Month Each institution shall nominate a male and female student-athlete for the conference player of the week and month award following the schedule posted on the NAIA website Institutions shall forward the nomination directly to the conference SID Nominations must be provided no later than 9:00 a.m. each Monday during the season. 7.0 PRE-GAME PROTOCOL

9 All Cal Pac teams shall adhere to the following pre-game schedule for conference contests. Each institution shall provide and post pre-game timing sheets in all team areas, officials dressing rooms, and for the timer, official scorer, and public address announcer. 7.1 Court Availability The playing surface shall be prepared and available 60 minutes prior to the first scheduled start time The second game shall have no fewer than 25 minutes of warm-up. 7.2 Timing The horn shall sound to clear the court with one (1) minute remaining prior to each game Pre-game ceremonies shall be conducted in the following order and must be handled promptly with professionalism prior to each game: Public address announcement Playing of the National Anthem Introduction of visiting team starters Introduction of home team starters Pre-game prayer, if desired by the host institution Any special ceremonies (e.g. senior night, special awards, etc.) are permitted. The visiting team AD and head coach shall be notified in writing at least 72 hours in advance. Such changes must be included and highlighted on the pre-game timing sheet. 7.3 Sportsmanship Statement The following statement shall be read prior to every Cal Pac contest. The California Pacific Conference is an NAIA 5-star Conference of Character. We request your cooperation by supporting all participants and officials in a positive manner. Profanity, any derogatory remarks or negative actions directed at student-athletes, officials, coaches, or team representatives will not be tolerated and shall result in removal from the site of competition. As NAIA leaders, the Cal Pac believes in the core values of Champions of Character: Respect, Responsibility, Integrity, Sportsmanship, and Servant-Leadership. Cal Pac: Greater Things! 7.4 Media Timeout Policy The following media timeout policies for men and women shall be followed in all home

10 contests. This policy shall be posted in all team areas, reviewed with game officials, and available with the timer, official scorer and public address announcer Men s timeout policy Media timeouts shall occur at the first dead-ball situation on or after the 12 and 8 minute marks of each half and shall be 75 seconds in length Each team shall have six (6) total timeouts for the entire regulation contest, consisting of four (4) 75-second timeouts and two (2) 30-second timeouts Timeouts may be used at any time Any 75-second timeout called in either half shall replace the next scheduled media timeout of that half The first timeout requested by either team in the second half shall be 75 seconds in duration and shall replace the next scheduled media timeout Teams shall have one (1) additional 75-second timeout for each overtime period Women s timeout policy Media timeouts shall occur at the first dead-ball situation on or after the 5-minute mark of each quarter and shall be 75 seconds in length A team timeout called prior to the 5-minute mark shall replace the scheduled media timeout for that quarter Each team shall have four (4) total timeouts for the entire regulation contest, consisting of one (1) 75-second timeout and three (3) 30-second timeouts A team not calling a timeout in the first half shall lose one (1) 30- second timeout in the second half The first timeout requested by either team in the second half shall be 75 seconds in duration and shall replace any subsequent media timeout in that quarter Teams shall have one (1) additional 30-second timeout for each overtime period.

11 8.0 VIDEO POLICY 8.1 Video Regulations Cal Pac teams are responsible for assuring all contests (home and away, conference and non-conference) are video recorded and posted according to established formats All contests shall be posted on the Synergy exchange system All home games must be immediately following the conclusion of the final game of the evening All non-conference away or neutral games must be posted within 24 hours of the contest If a pre-existing contract prohibits sharing a game (eg, Division 1 exhibition), the Cal Pac institution must supply a copy of the contract to the conference office prior to the game. 8.2 Video Compliance Members failing to post contests on time will be denied access to view the system until all their contests are uploaded An escalating penalty system is in effect. 1 st offense: Warning 2 nd offense: $200 fine. 3 rd offense: $300 fine. 4 th offense: $400 fine. Additional: $500 fine The commissioner shall review all complaints and enforce compliance with the input of the coaches, the sport chair, and AD liaison. 8.3 Scouting Conference members may not share video or scouting information with any nonconference opponent.
