5 1 INTRODUCTION 1.1 General Information The Queensland State Netball League (QSNL) is conducted under the authority of Netball Queensland LTD. (Netball Queensland), and as such, Netball Queensland has the ultimate decision-making power over the competition Netball Queensland vests responsibility for the day to day operation and management of the competition to Netball Queensland s Performance Competitions Coordinator The official competition draw will be distributed by Netball Queensland to all Team Officials no later than three months prior to round one (1) All Licence fees must be paid by the due date/s stipulated in Appendix 1 of this Competition Manual If, at any time, the Licensee does not adhere to the requirements set out in this Competition Manual, or the documents as named in Point 1.1.7, Netball Queensland reserves the right to remove the Licence, and therefore team/s, from the Competition without refund Netball Queensland has the power to waive compliance to any of the rules or regulations when satisfied that special circumstances exist. 6 1.3 Vision The Queensland State Netball League competition aims to: Deliver a premier Netball competition aiding the progression of Players and Officials through to the elite competition level; Provide a high quality competition which offers opportunities for athletes to develop in the sport of netball; Provide development opportunities for Coaches, Umpires and Officials to develop and up-skill in areas specific to their role; Assist in raising the profile of Netball across Queensland The purpose of Division One (Div. 1) is to provide a high quality netball training and competition environment enabling the best players, coaches and umpires to push for higher honours in National Competitions (ANL, SSN) The purpose of Division Two City is to provide a high quality training and performance environment for emerging talent to develop while playing alongside experienced, high standard players The purpose of Division 2- Country is to provide a high quality training and performance environment for the best regionally based emerging talent to develop while playing alongside experienced, high standard players The purpose of the 19U Division is to provide a development environment for talented young netballers and emerging coaches to be exposed to higher intensity training and match play on a weekly basis to prepare them for progression through to QSNL Div. 2 and 1 and beyond 1.4 Competition Key Timings Refer to Appendix 1 for the Competition Timeline, including due dates. 7 2 CONDUCT OF MATCHES 2.1 Overview The Queensland State Netball League (QSNL) will consist of four (4) divisions Division One (1), Division Two City (2-City), Division 2 Country (2-Country) and 19U Division. Division One (1) of the competition will consist of six (6) teams, Division Two City (2-City) of the competition will consist of seven (7) teams, Division 2 Country consists of five (5) teams and 19U Division consists of seven (7) teams. 2.2 Participating Teams The teams participating in the 2017 Queensland State Netball League competition will be: Division One (1) Brisbane East Tigers Brisbane North Cougars Brisbane South Wildcats Brisbane West Lions Golden South Jaguars Suncoast Lynx Division Two (2) City Brisbane East Tigers Brisbane North Cougars Brisbane South Wildcats Brisbane West Lions Darling Downs Panthers Golden South Jaguars Suncoast Lynx P a g e 7 43

8 Division Two (2) Country Capricorn Claws Magnetic North Steelcats Marlin Coast Marlins Whitsunday Sharks Wide Bay Thundercats U Division Brisbane East Tigers Brisbane North Cougars Brisbane South Wildcats Brisbane West Lions Darling Downs Panthers Golden South Jaguars Suncoast Lynx 2.3 Competition Format The QSNL Competition will be played in a Round Robin format. 2.4 Game Format Game duration will be 60 minutes (4) x fifteen (15) minute quarters The ¼ and ¾ interval break will be 3 minutes. The ½ time interval break will be 6 minutes All matches must be completed up to the agreed full time Only the officiating umpires may stop play during the match (temporarily or permanently) because of poor Field or Play conditions, equipment damage or failure, a seriously injured athlete, or any other reason deemed necessary by the match umpires The Performance Competitions Coordinator or their designated representative will determine if the match may proceed or if the match must be delayed or postponed. 9 2.4.6 In the event that a match is delayed, interrupted or postponed the match must be resumed as soon as conveniently possible In the event that due to unforeseen and exceptional circumstances a match cannot be rescheduled for completion the following regulations shall apply: A drawn result will be declared if the game was stopped prior to half time and each team awarded one (1) match point and no for and against will be rewarded If the game has entered the third quarter a win will be awarded to the leading team at the time at which the match has been stopped In the event that the score is tied and the match has entered the third quarter, a drawn result will be declared and each team awarded one (1) match point. 2.5 Match Points The official scoresheet is the only true record of the match Points awarded during the preliminary rounds will be awarded as follows: Win Draw Loss = 2 points = 1 point = 0 points 2.6 Determining Final Placings At the conclusion of the preliminary rounds teams will be ranked according to points awarded for a win, a loss or a draw as outlined in In the event of teams tying on points at the end of the preliminary rounds, the respective placings shall be determined by ranking the teams according to the goal percentages achieved by each team during the preliminary rounds highest to lowest (i.e. goals for divided by goals against multiplied by 100) If after ranking teams according to goal percentages to two (2) decimal points, teams remain tied, the results of the matches between the two (2) teams concerned during the preliminary rounds will decide the winner If the two (2) teams drew their matches or won one (1) match each, or if more than two (2) teams have the same number of points and percentage at the end of the regular season rounds, then goal difference will be applied (i.e. the difference between goals for and goals against). 10 2.6.5 In the event of a further tie, the team scoring the most goals during the regular season rounds will secure the higher placed position on the competition ladder. 2.7 Final Series Netball Queensland reserves the right to conduct all finals series matches in a venue determined by NQ. Netball Queensland will support the travel and accommodation costs of 12 players plus three team officials of the visiting team in the Division 2 Country Finals Division One (1), Division 2-City, 19U Division The top four (4) teams shall compete in the Finals Series at the conclusion of the regular season rounds. The finals series format will be as follows: Week 1 Semi Final 1: Team 1 v Team 4 Week 1 Semi Final 2: Team 2 v Team 3 Week 2 Grand Final: Winner Semi Final 1 v Winner Semi Final Division Two (2) Country The top two (2) Country teams will play off in a three (3) game finals series in the venue chosen by the team finishing on top of the ladder after the round robin fixtures. If two or more teams finish on equal points the host team shall be determined by the same method outlined in Clause Drawn Matches Finals Only In the event of tied scores at full time during final matches, the following shall apply: There shall be a two (2) minute interval at the end of full time where substitutions and/positional changes may be made Teams change ends and the game is restarted by the team entitled to the next centre pass Extra time of 2 x 7 minute halves will be played with a one (1) minute interval between the two halves. 11 Teams change ends at the end of the first 7 minutes. Substitutions and/or positional changes may be made during the one (1) minute interval The game is then restarted by the team entitled to the next centre pass In the event that there is still a tie at the end of extra time, a visual sign shall be used to indicate that play shall continue until one team has a two (2) goal advantage. 2.9 Competition Draw and Results The draw will be posted on the Netball Queensland website and distributed to competing teams once the team licences are confirmed and prior to the commencement of the season Team Managers from the winning team will be responsible for updating competition results, ladders and player s game involvement within 48 hours of the completion of the fixture through MyNetball Netball Queensland will be responsible for updating competition results and ladders on the Netball Queensland website. 3 PLAYER ELIGIBILITY AND SELECTIONS These eligibility rules form part of the Competition Rules and are fully enforceable by NQ. These eligibility rules apply to all teams, all athletes and all team officials. Each team shall ensure that any athlete selected for a team in the QSNL competition, is given a copy of/or access to the Competition Rules. 3.1 Team Selections Team selections are the responsibility of each license holder. 3.2 Team Requirements License holders must submit a contracted player list based on the number of teams the license holder is entering in the QSNL Competition Three (3) teams maximum contract list of 30 plus up to six (6) training partners Two (2) teams maximum contract list of 20 plus up to four (4) training partners One (1) team maximum contract list of 12 plus up to two (2) training partners. 12 3.2.2 All teams participating in City based QSNL Divisions may only list 10 players on team sheet for any given match Teams participating in Division 2 Country can have up to 12 athletes listed on the team sheet each match during the regular season. All 12 athletes can take the court. 3.3 Player Eligibility Players must meet the minimum age requirement of turning 16 years old in the calendar year of the competition to participate in any QSNL Competition In order to play in the 19U QSNL Division, players must be at least 16, and no older than 19 as at December 31 of the calendar year in which the competition commences Players are only permitted to represent one (1) Licence Holder in any one (1) year unless they are released by one license holder and selected by another, which must be approved by Netball Queensland Players must sign a NQ Standardised Player Contract with the Team prior to the commencement of the season. The teams may add individualised elements to the contract in the contract schedule Players must be a current registered financial member of a Netball Queensland affiliated Association in the catchment area of the Licence Holder they are representing (Appendix 7), this includes being registered on the MyNetball system by the due date specified in Appendix Once the Player Contract is signed and the player is registered as per Point 3.3.5, the Player is bound to that Licensee and may not agree to play for any other Queensland State Netball League Team in that year, unless that player is Permanently Replaced during the season and as a result, becomes Training Partner for the club. At this point the player is now bound by conditioning related to being a Training Partner and may be signed by another licensee with approval from NQ In relation to player movement between Division 1, Division 2 City and 19U Division the following rules shall apply: Division 1 will be considered the top level, Division 2 City next and then 19U Division. This will be relevant to players dropping back or being elevated. For the purposes of this document, one (1) quarter is considered as playing eight (8) consecutive minutes within a single quarter of a game. This calculation is used for both Finals Eligibility and Replacement Player quarters No player is able to drop back into a lower division if they have played more than 25% of quarters in a higher division across the last four rounds. For this purpose, byes are ignored and do not count as a week in the past four weeks. P a g e 12 43

13 No player is able to drop back into a Queensland Premier League (QPL) team from Division 1, Division 2 City or 19U Division if they have played more than 25% of quarters in the last four rounds. For the avoidance of doubt, bye rounds do not incur quarters and are not considered in determining the last four (4) rounds Any player who plays 25% or more quarters, in a higher Division will only be eligible for Finals in that same Division or a higher Division, except in the situation where the Licensee has teams playing in multiple Division finals in the same weekend and the player is not selected in the higher Division team for that final In relation to 3.3.8, if the higher Division team is eliminated and the lower Division team proceeds through the Finals, the same player, who has played 25% or more quarters in a higher division, but was selected in the lower Division for the first round of finals as defined above, may continue to play in the lower Division team for the remainder of the Finals series For the avoidance of doubt, any player who is a current contracted player with the Licensee, and is eligible to play in the Finals series by having played 25% quarters in any Division, may be elevated into Division 1 for finals regardless of how many quarters they have played in Division 1 during the regular season In the QSNL Division 2 City, Division 2 Country and 19U Division, to be eligible to play in the respective division s Finals, a player must play have played at least 25% of the regular season s quarters in that Division, except in the situation outlined in For the avoidance of doubt, this means an 19U player cannot be elevated to play in the Division 2 Finals, if the 19U team is not in the finals, unless they have played 25% of quarters in Division 2 during the season In the instance that registered players cannot comply with the above due to injury or prolonged illness, or other unforeseen circumstances a request for an adjustment may be submitted to Netball Queensland in writing and must be accompanied by a dated medical certificate or appropriate documentation, prior to the final round of the competition If as per clause an adjustment is approved, the player will be granted 25% of the total number of quarters the Player was deemed medically unfit or unavailable, where unavailability was for an unforeseen circumstance. For the avoidance of doubt, players will not be granted adjustments for taking holidays, exams, normal employment routines, school commitments (events) or short term illnesses or injuries (less than 2 weeks). In these cases, teams will need to ensure the player is provided with enough quarters to qualify through the balance of the regular season Players may continue to play Club level netball at their Home Association if this Association is different to their Queensland State Netball League Association through a Dual Registration. 14 3.4 Replacement players Replacement Players must meet the requirements in Player Eligibility, Point There are two (2) types of Replacement Players Temporary Replacement Players and Long Term Replacement Players Temporary Replacement Players Where a player needs to be replaced temporarily, the Licensee may elevate a Training Partner or a contracted player from a lower Division team without approval from NQ. Teams should be aware in this case the regulations outlined in will apply Where a contracted player needs to be replaced, and the licensee wishes to select a player from outside their contract list and their Training Partner list, approval from NQ is required and the licensee will be required to provide a medical certificate or similarly valid documentation to NQ. The temporary replacement player may play in place of the injured player for the period that the injured or unavailable player is stated to be unavailable for on their medical certificate or similarly valid documentation or until they meet the conditions of clause In relation to Clause special dispensation may be sought by the QPL Association and the Licensee from NQ to allow the Temporary Replacement Player to return to their QPL team, despite potentially having played more than 25% of quarters in the preceding four rounds. This player will be granted 25% of quarters for games missed in QPL, in relation their eligibility for QPL Finals, while acting as Temporary Replacement Player in the QSNL A Replacement Player Form (refer Appendix 4) must be submitted to Netball Queensland where possible no later than 48 hrs before a match is scheduled to ensure that the team may receive any necessary approval prior to the match(es) in question Players nominated as a Training Partner may not be used as a Temporary Replacement Player by another licensee, but may be signed as a Long Term Replacement Player by another team within the same season, if granted a release by their original Team, which may not be unreasonably withheld Long Term Replacement Players In an instance where a player will continue as a Replacement Player for the remainder of the season, they must become a Long Term Replacement Player Long Term Replacement Players may be drawn from anywhere but must complete a player contract and be approved by NQ before they can take the court. 15 must meet all relevant eligibility rules as outlined in Clause 3.3, to participate in the QSNL competition When Long Term Replacement Players are selected, the Manager must submit all relevant documentation to NQ at least 48 hours prior to the player taking the court Long Term Replacement Players replacing a player with a medical certificate or similarly valid documentation may adopt the quarters played to date by the replaced player. Alternately, the club may choose to share the quarters of the replaced player between the replacement and another player within the team. The purpose of this clause is to ensure that teams are able to enter the final series with a full squad of players. Any player being added to the contract list, will require approval from Netball Queensland to ensure the integrity of the competition A Temporary Replacement Player may only play twenty (20) quarters before they are required to become a Long Term Replacement Player, for which another player in the Squad must be released. The injured/released player once released, becomes a Training Partner and may be recalled at a later date if a player in the current list is injured or becomes unavailable for an NQ approved reason When a player is replaced due to injury, they become a Training Partner for the Club and may be recalled at a later date, if and when the injury is resolved. When available to play, they may automatically replace the player who replaced them in the contract list at the discretion of the club and the licensee must advise NQ. They may also replace another player who becomes injured or unavailable for valid reasons. Such a replacement would require appropriate documentation and approval from NQ 48 hours prior to the player being eligible to play. 3.5 Coach Eligibility It is the responsibility of the Licensee to undertake the recruitment and selection of Coaches for their teams, according to the requirements specified below Netball Queensland has the authority to reject an appointment from a Licence Holder provided that the licensee is informed of the reasons for such rejection, or to terminate the appointment of a coach if the coach is in breach of the NQ Codes of Conduct as listed Coaches must hold a minimum accreditation of the following: Division 1 Head Coach NCAS Advanced Division 1 Assistant, Division 2 Head Coach and Assistant and 19U Head Coach and Assistant NCAS Intermediate (with capacity to or be currently working towards Advanced Level Accreditation). 16 3.5.4 Head Coaches must hold a current Working with Children Positive Notice Blue Card and the Licensee must provide Netball Queensland with details of the card number and expiry date Head Coaches must be a current registered financial member of a Netball Queensland affiliated Association in the geographical area they are representing, this includes being registered on the MyNetball system by the due date specified in Appendix All Coaches must abide by the Netball Queensland Code of Conduct (Appendix 12). 3.6 Manager Eligibility It is the responsibility of the Licensee to undertake the recruitment and selection of Managers for their teams, according to the requirements specified below Managers must hold a current Working with Children Positive Notice Blue Card and the Licensee must provide Netball Queensland with details of the card number and expiry date Managers must be a current registered financial member of a Netball Queensland affiliated Association in the Licensee they are representing, this includes being registered on the MyNetball system by the due date specified in Appendix All Team Managers must abide by the Netball Queensland Code of Conduct (Appendix 13). 3.7 Primary Carer Eligibility Primary Carers must hold a minimum of a current Senior First Aid Certificate Primary Carers must hold a current Working with Children Positive Notice Blue Card Teams are required to register their Primary Carer personnel by submitting the Primary Carer Registration Form (Appendix 2) to Netball Queensland by the due date specified in Appendix 1. 4 PROTESTS, COMPLAINTS & APPEALS 4.1 Protests, Complaints, and Appeals Committee (PCAC) A Protests, Complaints and Appeals Committee (PCAC) will be established by Netball Queensland. The PCAC will have the following authorities: To hear protests, complaints and appeals and to conduct enquiries and make determinations in relation to compliance with the competition rules and regulations and in relation to the conduct of the competitions; P a g e 16 43

17 To waive compliance if the PCAC is satisfied special circumstances exist; To appoint a Mediator where this is considered to be appropriate; To impose disciplinary actions that may include any of the following: Impose a fine; Declare Players/Coaches/Managers ineligible; Deduct competition points from a Team; Disqualify or suspend a Player or Team from further competition. 4.2 Protest or Complaint Lodgement A protest or complaint may be lodged with the PCAC by any of the following: Any registered Queensland State Netball League Coach or Manager; Any Netball Queensland License owner that has a team in the Queensland State Netball League competitions Any registered Queensland State Netball League Player Any protest or complaint must be lodged in writing addressed to the Netball Queensland Performance Competitions Coordinator and be accompanied by a deposit of $ (incl. GST) Should such a protest or complaint relate to a particular match, it must be lodged within 48 hours of the conclusion of the match The hearing of a protest or complaint shall be held as soon as practicable by the PCAC and the complainant shall attend the hearing (by skype/phone if location dictates) if required by the Committee or forfeit the deposit, whereupon the protest of complaint shall lapse. In the event of any protest or complaint being upheld, the deposit of $ (incl. GST) shall be refunded The PCAC s decision is final. P a g e 17 43

18 5 SPORT EQUIPMENT 5.1 Sponsor goal post padding will be allocated for matches in accordance with Netball Australia s safety standards. 5.2 Official competition match balls will be supplied by Netball Queensland for use in all matches. 5.3 Participating Teams will be supplied with training balls by Netball Queensland prior to the commencement of the competition. 5.4 Teams hosting home rounds will be required to supply appropriate score bench equipment. Netball Queensland will supply scoresheets, sub cards and team lists. P a g e 18 43

19 6 TICKETING 6.1 Players, Team Officials and Match Officials will not be required to pay an entry fee and will be supplied with Accreditation Passes. 6.2 Netball Queensland will advise all Teams hosting matches of any sponsor ticketing requirements prior to the home round. 6.3 Teams hosting home matches may charge spectators an entry fee to the venue. 20 7 REQUIREMENTS FROM TEAMS 7.1 Teams will be required to provide all forms and information as per the key timelines (Appendix 1) or as requested by the Performance Competitions Coordinator. 7.2 Teams will be required to provide player head shots, and other documents or information as it relates to their teams. This may also include involvement in match-day activities by players or coaching and support staff. For a comprehensive overview of arrangements and requirements, refer to Point 8 of the Commercial Guidelines. P a g e 20 43

21 8 MATCH OFFICIALS 8.1 Match Day and Bench Supervisors Netball Queensland will provide Match Day Supervisors and Bench Supervisors for all matches played at Netball Queensland hosted matches Host teams will be responsible for appointing a Match Day Supervisor and a Bench Supervisor for all matches played at their home venue Match Day Supervisors will perform duties as outlined in the 2017 QSNL Match Hosting Guidelines Bench Supervisors will perform duties as outlined in the 2017 QSNL Match Hosting Guidelines The Bench Supervisor must be appropriately accredited to supervise bench officials and any approach to the bench officials may only be made through the Bench Supervisor. 8.2 Scorers and Timekeepers Netball Queensland will allocate one (1) bench manager, two (2) scorers and two (2) timers to each match Division One (1), Division Two (2) City and 19U Division teams may be asked to provide one (1) x Scorer and/or one (1) x Timekeeper for a match at any time if required Accredited Scorers and Timers shall report to the Bench Supervisor on arrival at venue All Scorers and Timers should arrive no later than thirty (30) minutes prior to commencement of matches, and remain until completion of the match in which they are fulfilling their teams requirements The Scoring and Timing will operate in accordance with the operational procedures outlined in the Netball Australia National Score Bench Handbook (downloadable from Scoresheets, substitution cards and team lists for use during the competition will be supplied by Netball Queensland. 8.3 Umpires Netball Queensland will allocate Umpires for each match. Umpires shall be allocated by Netball Queensland in consultation with the Netball Queensland Allocations Officer. P a g e 21 43

22 8.3.2 QSNL Umpires are required to hold the minimum on a National B Badge. Netball Queensland may approve variations to this requirement at its discretion It is the responsibility of the Umpire to be aware of the rules and regulations of the competition Umpires shall be ready and matches shall start at the time specified in the draw unless directed otherwise by Netball Queensland. 23 9 MATCH RULES 9.1 Policies Players, Officials and Administrators will be bound by Netball Queensland s Member Protection Policy and Codes of Conduct ( Players will be bound by Netball Australia s Pregnancy Policy ( Players will be bound by Netball Australia s Anti-Doping Policy ( All Players, Coaches and Officials should be suitably familiar with the above policies prior to the start of the season. 9.2 Forfeits If a situation arises where it becomes necessary for a team to forfeit a game, the Netball Queensland Performance Competitions Coordinator is to be advised as soon as the Manager becomes aware of any circumstance that would cause such a situation to arise A fine of $5000 (incl. GST) will be imposed on any team that forfeits a match. The offending team will not be permitted to take the court until this fine has been paid to Netball Queensland When the Netball Queensland Performance Competitions Coordinator has been notified of a forfeit, the opposing team will automatically be awarded the win and two (2) competition points. No for and against points will be awarded. 9.3 Forced Postponement and Rescheduling of Matches In the case that a team may arrive after the scheduled starting time of a match due to unavoidable circumstances such as heavy traffic due to an accident / flooding etc., the team Manager MUST contact one of the persons listed below PRIOR to the match s scheduled starting time ASAP. Up to fifteen (15) minutes delay of start time may be granted at the discretion of the Supervisor on duty. 1. Charlie Griffiths Performance Competitions Coordinator M: Richard McInnes GM Performance & Competitions M: Amy McDonald Social Competitions Coordinator M: Where, due to unavoidable circumstances, a team is unable to make it to the venue for a match, a rescheduled match may be arranged at the discretion of Netball Queensland where possible. 24 9.3.3 A written request must be submitted to the Netball Queensland Performance Competitions Coordinator by the Monday following the scheduled match outlining the reason the team was unable to attend and why they should be granted a rescheduled match The final decision on whether or not a match will be rescheduled will be made by the PCAC. If it is decided that a match be rescheduled, then the Performance Competitions Coordinator will liaise with Managers, and the details of the rescheduled match will be communicated to both parties involved If a Team has not allowed sufficient time when booking flights or coach travel and arrives late for a scheduled match, Netball Queensland reserves the right to determine a forfeit and award a win and two (2) competition points to the opposition team, and impose the $5000 (incl. GST) forfeit fine, as per Point Netball Queensland will not be held responsible for any travel costs associated with rescheduled matches. 9.4 Cancellations Should circumstances occur which prevent play in some or all matches in any round, the Netball Queensland Performance Competitions Coordinator shall assess the situation and decide on re-scheduling or cancelling matches affected If all matches are cancelled, teams will not be awarded competition points and the competition shall continue as per the official draw. 9.5 Other circumstances In the case that other circumstances arise outside of this Competition Manual, the PCAC may use their ultimate discretion in decision making and applying an appropriate outcome. 9.6 Breaching Competition Rules Any Team that is found to be in breach of any of the competition rules during the course of the competition, at the discretion of Netball Queensland, may be penalised financially AND/OR be deducted competition points Utilising Ineligible Players If a breach is made by the winning team, a loss will be recorded against that team, they will be deducted two (2) competition points, and the opposing team will be deemed the winner and receive two (2) competition points. No match score will be recorded for this game. P a g e 24 43

25 If a breach is made by the losing team, the winning team will receive two (2) points as per standard competition rules and the final match score will be recorded. The losing team will also have two points deducted from the current points tally, which may see them left with a negative points total If the match is drawn, the offending team will be deemed to have lost the match and the opposing team will be awarded a win and receive two (2) competition points and the losing team deducted two (2) points. No match score will be recorded for this game If a team breaches this rule multiple times in the same season, the points penalty will be equivalent to the breach number multiplied by two (2). For example: 1 st infringement = 2-point penalty, 2 nd infringement = 4-point penalty, 3 rd infringement = 6-point penalty Matches that have been won / drawn by a team in breach of the rules will not be included in the Goal Percentage equation when determining final placings. 26 10 MATCH DAY PROCEDURES 10.1 Competition Forms Team Cards Players must sign the Team Card (provided in the Manager s folder) and the Manager must return the completed Team Card to Netball Queensland prior to round one (1) of the competition Team List Team Lists must be handed to the Bench Supervisor at least thirty (30) minutes prior to the commencement of each match, with a maximum of ten (10) Player names listed for Division 1, Division 2 - City and 19U and 12 players for Division 2 Country The list must show the starting seven (7) and their positions, up to three (3) or five (5) reserves depending on the Division and the name of the on court captain indicated by a C next to their name The list must clearly show the name and position of any team officials who will be sitting on the team bench, with a minimum of two (2) and a maximum of five (5) persons The Manager shall specify on the team sheet any replacement players with an R next to their name, and the specific team the Replacement Player has been drawn from on the back of the Team List Substitution Cards The Managers will be responsible for identifying and recording team positional changes that occur during match interval breaks or injury time-outs. Changes are to be written clearly on substitution cards which are to be forwarded to the Bench Supervisor as soon as practical Bench Allocation When standing on the same side of the court as the team benches facing the court, the first named team shall be allocated the team bench on the left Awards Most Valuable Player At the conclusion of each five (5) rounds, all Divisions the respective head coaches within each Division will be asked by the Performance Competitions Coordinator to P a g e 26 43

27 nominate 3, 2 and 1 points to the Most Valuable Player for the season in their Division. Coaches are unable to nominate a player from their own team. The Performance Competitions Coordinator will tally the results and determine the winner, who will be presented with their award at the Firebirds Gala Dinner Player of the Grand Final An award will be given to the Player of the Grand Final for both Division One (1), Division Two City (2-City), Division 2 Country and 19U Division which will be selected by a special guest panel designated by Netball Queensland. This award will be presented at the official presentations following the respective Grand Finals Premiers The Grand Final winning teams in each Division will receive their respective perpetual trophies, a team plaque and individual medals following the completion of all grand finals Runners Up The Grand Final runners up in each Division will receive their respective a team plaque and individual medals following the completion of all grand finals. The video/photographer person must position himself or herself behind the corflute court perimeter signage and/or beyond 3.05 metres of the court lines so the umpires may move freely. The video/photographer person must wear the appropriate accreditation pass when videotaping or photographing matches. This accreditation only permits the accredited person to video tape or photograph matches in which the team listed below, is participating. The video/photographer person must have a Working with Children authorisation (Blue Card). Accreditation will not be given until a card is obtained. In an instance where Players will continue as a Replacement Player for the remainder of the season, they must become a Permanent Replacement Player. When Permanent Replacement Players are selected, the Team Manager must submit a Replacement Team Sheet (refer Appendix 5) to Netball Queensland. All Replacement Players must comply with Player Eligibility rules, as outlined in the 2017 QSNL Competition Manual. GENERAL CODE OF BEHAVIOUR As a person required to comply with this Policy, you must meet the following requirements with regard to your conduct during any activity held or sanctioned by Netball Queensland and persons identified in the Member Protection Policy Clause Treat all persons with respect and courtesy and have proper regard for their dignity, rights and obligations. 2. Be ethical, fair, considerate and honest in all dealings with others. 3. Make a commitment to providing quality service. 4. Operate within the rules and spirit of the sport including national and state guidelines, constitution and policies which govern Netball Queensland and persons identified in the Member Protection Policy Clause Do not use your involvement with netball to promote your own beliefs, behaviors or practices where these are inconsistent with those of Netball Queensland and persons identified in the Member Protection Policy Clause Demonstrate a high degree of individual responsibility especially when dealing with persons less than 18 years of age, as your words and actions are an example. 7.
